Chief of the Hospital oversee the effective management of the Mental Health facility. He/ She

is responsible for managing clinical operations, liaising between administration and medical staff

and ensuring the patients receive the highest standard of medical care.

5.1.2 ADMINISTRATIVE SERVICES

The Administrative Services Division (ASD) assure the delivery of quality health care services

in the facility, possesses knowledge in organization, management processes, tools and

techniques and skills such as basic leadership, communication, technical and human relations.

This division provide the leadership and strategic directions within the organizations. This includes

Human resource, negotiation and conflict resolution. ASD Provides services from recruitment to

retirement, financial allocation and disbursement, billing, claims, collection, income generation/

enhancement, procurement of equipment, food services, health information system, general

records management, facility operation and maintenance. Further, ASD division is also

responsible for the maintenance of internal and external cleanliness and sanitation. It also

provides dietary services, laundry and linen services, security and safety of hospital staff and

patients. The Administrative Division carries major load of responsibilities in the hospital

operations. This could be explained in the commitment to cooperate and coordinate with the

medical, nursing and other hospital components in achieving quality health care services.

Mechanic Technicians, these professionals oversee maintenance 1

inspections, monitor inventory, assemble mechanical

components, and perform repairs.

Ambulance drivers are dispatched to homes and other

locations to transport seriously ill or injured persons to the

Driver hospital for medical attention. They may also provide 1

transportation for convalescent residents of nursing

homes.

Responsible for devising a plan for the cleaning of each

office or room in his building on a daily basis, such as

5.1.2.1 Office of the Chief Administrator

Under the general supervision and control of Chief of the Hospital, the Chief Administrator

equally plays a vital role in providing line and staff functions in overall operations of the

hospital. Performance of the varied functions shall be guided with the following

 Engineering Services- Prepares and implements Comprehensive Preventive/

Corrective/ Rehabilitative Maintenance Program of biomedical, electronic and

communication equipment, electrical, mechanical, structural, civil works, physical

plant, motor vehicles and other healthcare equipment/ devices.

 Security Services- This department/ section shall protect lives, properties and critical

infrastructure from threats, harm and losses, and maintain order within the hospital

premises.

 Maintenance and Utility Services- Provides and maintains clean, safe and sanitary

facilities and environment for hospital personnel, patients and clients.

 Linen and Laundry- Provides Laundry services and ensures adequate supply of clean

linens for patients and other hospital units.

 Transportation Services- Provides services for patients who are unable to attend

hospital appointments by public transport or any means.

5.1.2.3 Human Resource Management

This department/ section develops and administers comprehensive Human Resource

Management Plan, which includes recruitment, selection, promotion, separation, welfare

and benefits, training and other personnel actions and transactions.

5.1.2.4 Finance Management Services

 Accounting- Directs and coordinates the systematic recording of all financial transactions,

preparation of financial statements and relevant reports, and maintenance and

safekeeping of books of accounts.

 Billing and Claims- Implements proper charging system, by recording of all hospital

procedures, services, medical supplies, drugs and medicines incurred to patients

regardless of patient’s classification including claims, fees and use of facilities and

other non-patient services.

 Cash Management- Directs controls and ensures the proper disbursement and collection

transactions of the facility.

 Budget- Provide financial plan for a defined period. This includes resource quantities, cost

and expenses, assets, liabilities and cash flows. It also allocates the expenditure cost for

a particular purpose.

5.1.2.4 Support Services

 Medical Records- Directs and ensures and organized system of processing, analyzing,

maintaining and safekeeping of all patients records measuring the quality of patient care

through the written data in sequence of events covering the diagnosis, treatment and

discharge of patient.

 Medical Social Services- responsible for providing assistance to patients with financial

limitations, for their diagnostic work up and treatment. Referrals for assistance are

received from the Service Wards and Outpatient Department.

 Dietary Services- Directs, maintains and ensures the provision of safe, high quality and

nutritious food to patients and personnel.

5.1.3 CLINICAL SERVICES

Provides assessment and treatment in a clinic based setting. Consultation and liaison

psychiatric and medical services providing consultation, support and assessment to patients and

their families in a health service. Provided by certified psychiatrist, Physician and nurse

practitioners who treat clients with emotional, behavioral or mental health disorders. Many of

these disorders can be treated with a combination of therapy and medication.

5.1.3.1 Hospital- Based Services

 Forensic Psychiatry- Deals with the assessment and treatment of mentally disordered

offenders in prisons, secure hospitals and the community.

 Custodial Services

 Psychiatric Nursing Care- Involves caring for people with mental illnesses and

distresses, such as psychosis, dementia, schizophrenia, bipolar disorder, or

depression. This specialty involves the practice of nursing by utilizing care plans

and seeking to care for the whole person, with an emphasis on the development

of a therapeutic relationship.

 Group Psychotherapy

 Occupational Therapy

 Recreational Therapy- Also known as therapeutic recreation, is a systematic

process that utilizes recreation and other activity-based interventions to address

the assessed needs of individuals with illnesses and/or disabling conditions, as a

means to psychological and physical health, recovery and well-being. The purpose

of the RT process is to improve or maintain physical, cognitive, social, emotional

and spiritual functioning in order to facilitate full participation in life.

5.1.3.2 Community- Based Services

 Admission and Crisis Intervention Section- Provide an immediate and short-term

psychological care aimed at assisting individuals in a crisis situation in order to restore

equilibrium to their bio-psycho-social functioning and to minimize the potential of long-term

psychological trauma.

5.2 Medical Services Division

Medical Service Division is responsible for providing quality inpatient and outpatient care and high

standards of clinical training for medical and allied medical personnel; provision of ancillary and

allied health services to patients; promotion of research activities; implementation of clinical

resource management system; and advising and assisting the chief of hospital in the formulation

and implementation of policies, plans and programs of the hospital.

 Clinical Services- diagnostic and therapeutic interventions for acute and chronic

conditions. Clinical units may be designated by acuity (emergency, intensive care), by

condition (cancer), by intervention (surgery) or by population (paediatrics, obstetrics),

while diagnostic services, such as laboratory and imaging, are often centralized and

shared across units.

 Out-Patient Department- provides medical services that do not need

hospital confinement. They provide services on Preventive Medicine,

General Pediatrics, Internal Medicine, Obstetrics and Gynecology,

Ophthalmology, Minor Surgery, Dermatology and Family Medicine. It has

a Public Health Unit that offers services on Family Planning, Under Five

and Well Baby Clinic, Animal Bite Treatment Clinic, TB-DOTS, Smoking

Cessation Clinic, Diabetes Clinic and other Public Health Programs

 Emergency Room- The facility maintains a 24/7 Emergency Room

equipped with Delivery and Minor Operating Rooms that caters to

patients who need immediate health care. The Health Emergency

Management Service's (HEMS) Office adjacent to the Emergency Room

is utilized to coordinate with other hospital services during emergencies.

 Nursing Services- Is a vital service in the hospital that provides direct and indirect in-

patients and out-patients health care service. Nursing Service integrates with all hospital

primary services and interfaces with other support services in order to achieve the

hospital’s vision of becoming a world class tertiary health care facility. Nursing service

provides safe, effective and efficient nursing care to clients; conduct continuous and

quality researches, training and education to staff and student affiliates. Thus, shall be

responsible for implementing nursing programs for total quality health care; providing

nursing care to medical cases; and developing, coordinating and implementing relevant

training programs for nursing personnel.

 Ancillary Services- This department provides diagnostic and secondary therapeutic

services to patients as well as support services for patient information and data

management.

 Clinical Laboratory- capable of performing Hematology, Clinical

Chemistry and other laboratory procedures within the limit of its license. It

also performs confirmatory test and other laboratory examination for the

diagnosis of certain diseases such as, Slit Skin Smear for Leprosy and

Acid Fast Bacilli stain for Pulmonary Tuberculosis. The laboratory staff is

on-call after office hours for emergency cases.

 Radiology- is a medical specialty that employs the use of imaging to both

diagnose and treat diseases visualized within the human body.

Radiologist use an array of imaging technologies such as X-ray

radiography, Ultrasound, Computed Tomography (CT), Nuclear medicine,

Positron Emission tomography (PET) and Magnetic Resonance Imaging

(MRI) to diagnose or treat diseases.

5.5 BUILDING AND SPACE REQUIREMENTS

A. Administrative and Finance building


1. Lobby- a room providing a space out of which one or more other rooms or corridors
lead, typically one near the entrance of a public building.
 Waiting Area- a part of a building or a room, where people sit or stand until
the event or appointment for which they are waiting begins.
 Information and Reception Area- Patients and visitors inquire on availability
and location of a particular service
 Toilet- Room in the facility used for personal hygiene activities, generally
containing a toilet, urinals and sink.
2. Conference Room- Room provided for singular events such as meetings.
3. Affiliates Room and Library- Study and rest area for the affiliates

4. Mental Health and Rehabilitation Chief office- Chief of the facility and his/ her
assistant/ secretary receives visitors, stores files and retrieves records

manufacture of the plant and machinery used in industrial chemical processes.
6. Security Office- Protects the facility from vandalism, theft, and personal attacks,
corporate sabotage, both from inside the facility and out.
7. Radio Room- Receives and transmits communications and messages.

8. Accounting Section- Chief Accountant and clerks read, write and use telephone in
their work station, receive visitors and store files and retrieve records.
9. Billing and Claims Section- obtain remuneration for the services and materials
provided by hospital to patients.
10. Budget Section- controls the aggregate total spend on a particular program and
health care services of the facilities
11. Cashier Section- Handles the financial transactions of the facility

laundry equipment such as washing machine, tumble dryer, ironing boards and
clothes iron.

files and retrieves records
5. Consultation Rooms- a room in which a doctor or other therapeutic practitioner
examines patients.
6. Electrical and Mechanical Room- wielding works, repair and assembly of hospital
equipment. Tests inspection of electrical distribution equipment.
7. Waste Holding Room- Room where facility garbage are stored and collected.
8. Emergency Room- responsible for the provision of medical and surgical care to
patients arriving at the hospital in need of immediate care.
 Nurse Station- Inquires and records necessary information about the
patients rushed to ER, performs other medical monitoring activities.

 Waiting Area- Area where Patients and companion can wait for further
assessment.

 Observation Area- Physician and Nurses observe vital signs of patients at


regular intervals, patient is kept on bed in this room to ascertain return of
stable and normal vital sign readings.
 Nurse Locker Room- Room where Nurses change street clothing to uniform
and vice versa. It’s equipped with toilet facilities.
 Equipment and Supply Storage- Storage for medical equipment
9. Medical Social Service- responsible for providing assistance to patients with
financial limitations, for their diagnostic work up and treatment. Referrals for
assistance are received from the Service Wards and Outpatient Department.
10. Clinical Laboratory- laboratory where tests are done on clinical specimens in order
to get information about the health of a patient as pertaining to the diagnosis,
treatment, and prevention of disease.
11. Radiology- Room where Physician diagnose and treat injuries and diseases using
medical imaging (radiology) procedures (exams/tests) such as X-rays, computed
tomography (CT), magnetic resonance imaging (MRI), nuclear medicine, positron
emission tomography (PET) and ultrasound.
 Radiography- Used for taking standard x-rays such as back, neck, chest,
limb, hand or foot.
 Film Developing and processing- Enclosed area or chamber dimly lit by
safelight (usually red) but otherwise intentionally lightproof room where
films are handled and processed.
 Film File and Storage Area
 Radiologist Office- Room where Physician can do his/ her paper works and
consultation
12. Pharmacy- Room which comprises the art, practice, and profession of choosing,
preparing, storing, compounding, and dispensing medicines and medical devices,
advising healthcare professionals and patients on their safe, effective and efficient
use.

observational care.

 Isolation Room- Room used to isolate a patient who is suspected of, or has
been diagnosed with, an airborne infectious disease.

the needs of individuals and groups for education, information and personal
development including recreation and leisure.
3. Lecture Room- Room designed especially for lectures
4. Canteen- Room/ space where cheap meals are serve.
5. Music Room- A room where different varieties of musical instruments are placed
ad can be used as a part of patients recreational activities
6. Workshops- Room where manufacturing or handicrafts are carried on
7. Utility Room- Used for closet organization and storage.
8. Mechanical and Electrical Room- wielding works, repair and assembly of hospital
equipment. Tests inspection of electrical distribution equipment.
9. Toilet- Room in the facility used for personal hygiene activities, generally
containing a toilet, urinals and sink.
