EUROFER Material Database

F4E-2008-GRT-010 (PNS-MD)

1. Background

The activities on Materials Development under F4E focus on structural materials for Tritium Breeding
Blanket concepts developed for a demonstration reactor (DEMO) and that shall be tested as Test Blanket
Modules (TBM) as part of the ITER mission.
Europe is currently developing two reference breeder blankets concepts: the Helium-Cooled
Lithium-Lead (HCLL) concept which uses liquid lithium lead as both breeder and neutron multiplier,
and the Helium-Cooled Pebble-Bed (HCPB) concept using ceramic pebble beds as breeder and
beryllium pebble beds for neutron multiplication. Both concepts are cooled by flowing Helium gas with
inlet and outlet temperatures in the order of 300/500°C, respectively, and pressurized at 8MPa. The
structural material used with both concepts is the Reduced Activation Ferritic Martensitic (RAFM) steel
EUROFER-97, a 9% Cr 1.2% W 0.2% V 0.14% steel (detailed chemical composition referenced below
in Table 1).

The main scope of the materials development and qualification programme under the responsibility of
F4E is the development, procurement, testing and full qualification of low activation structural materials
suitable for TBM (and DEMO breeding blankets) and associated key technologies. The project primarily
focuses on EUROFER as the reference structural material for the DEMO blanket concepts developed in
the EU.
The project considers as well materials to be developed for use in the Dual Coolant Lithium-Lead
(DCLL) concept, which is investigated alternatively in the EU as additional option within current and
future DEMO design studies. This concept, in addition to the structural material EUROFER foresees
also EUROFER ODS (Oxide Dispersion Strengthened) steel for improved performance (operated at
higher temperatures) and SiCf/SiC ceramic composites considered as material for flow-channel inserts.

The mission of the TBM Materials programme is the full characterisation of any relevant material
properties under any relevant conditions (including off-normal events) to determine design allowable
limits. This includes, in particular, an operational temperature window of 300-550°C. Otherwise,
changes in the material due to neutron irradiation as well as issues of compatibility with the environment
as hydrogen (tritium) take-up or corrosion-erosion under flowing LiPb conditions have to be included.
Moreover, as both concepts, the HCLL as well as the HCPB, follow a box design including various parts
and stiffening structures as well as complex systems of cooling channels, various kinds of welding and
joining are required for fabrication of TBM.
Therefore, the material has to be qualified not only as base material in its various product forms but also
in various welded and diffusion bonded forms.
The characterization and qualification of the EUROFER-97 material is needed for several reasons, and
to different extent and depth. First, to generate the material properties needed for the ongoing design
analyses. Secondly, to have all data needed for a rigorous TBM licensing process in front of ITER IO
and French licensing authorities.
Several industrial heats of this steel have been produced and tested under EFDA in the area Materials
Development of the field Tritium Breeding and Materials. Some 7.5 tons of EUROFER-97-2 became

available in 2004. Currently 11 tons of EUROFER-97-3 are being procured and expected to be delivered
end of 2008. Acceptance test of the EUROFER-97-3 material with a series of product forms will follow
immediately. During FP VI qualification of EUROFER-97 was ongoing and supported by EFDA under
TW3 to TW6. Lots of different data are accumulated in the programme. The collection, validation and
evaluation of these data are a priority need for the F4E materials developments and qualification project.
It is also a priority for the F4E TBM project to have access to any data needed for design analyses
activities.
More specifically: The design assessment of the TBM in ITER has to be carried out in accordance with
structural design criteria. The TBM design analyses will follow to the largest extend to the ISDC (ITER
Structural Design Criteria), in particular the SDC-IC (Structural Design Criteria for ITER In-vessel
Components). The code requests for any structural material used the so called “Material Design Limit
Data”, that have to be summarized in an Appendix A to the SDC-IC. The content of the Appendix are
detailed below in Annex 1.
The collection of data from tests on the different EUROFER heat and product forms is stored in a data
base (EFDA EUROFER-97 data base). For future use a F4E EUROFER-97 database should be created
and maintenanced.
An (interim) EFDA SDC-IC Appendix A3.S18.E including the material properties and the material
design limit data, was created. In the following this specific document for EUROFER-97 for short is
referenced as Appendix A3.S18.E. The activities were financially supported during five years under the
EFDA work programmes TWx-TTMS005.
The (interim)Appendix A3.S18.E follows the requirement of SDC-IC and it is contructed similar to the
RCC-MR Edition 2002, Section 1, Subsection Z, Technical Appendix A3, Property Group S18, which
describes 9Cr-1Mo steels similar in their properties to the 9Cr-1W steel EUROFER-97.
In view of our obligations vis-à-vis ITER IO in the management of Intellectual Property Rights F4E
shall enjoy full access rights to the databases and to any data futher data needed for the successful
licensing of TBM. The contractor will therefore put special care to comply with the requirements for
granting access rights to background information including, where necessary, the need to ensure access
to Intellecuatl Property and information owned by third parties
This Grant Agreement should be a continuation of the work performed under EFDA.

2. Objectives

Objective
The objectives of this task are:
• To evaluate the present status of the data base and to compare the quantity and quality of the data
base against requirements asked by license authorities (such as number of different heats and/or
product forms. (Evaluation of the status of the data base from technical aspects).
• To guarantee the availability of the software and data bases in Appendix A for its free use by
F4E and, if necessary pursuant to our obligations under the ITER Agreement, to ITER IO and/or
ITER Members. This shall require, inter alia, to identify the software and any other knowledge
necessary to create and maintain the data bases and to clearly establish its legal regime.

necessary to use its results).
• To maintain and further develop a data base on EUROFER-97 material. (Maintenance of data
base).
• To include any data from characterization test on EUROFER-97 from various experiments into
the existing data base. The data to collect should include: acceptance tests of current and near
future heats of EUROFER steels, storage of information on various product forms and
compositions, data from qualification experiments of base material and various joints and welds,

in any condition, virgin or after exposure to n-irradiations or under various environmental
conditions such as exposure to corrosive media or compatibility experiments with H-isotope.

• To validate data supplied from Association and to be stored in the data base. The data should be
checked with respect to their consistency and plausibility. In case of doubt the contractor can
also invite experts for assistance in agreement with F4E responsible officers. (Validation of

• To create a compilation of measured and analyzed data as an Appendix A3.S18.E as required
by the ISDC (ITER Structural Design Code) including any property and analyses data.

• To present data as collected in the data base as part of the Appendix A3.S.18.E. as required by
the respective framework (ISDC, RCC-MR, ASME), i.e. in particular in tables, properly fitted
and interpolated as formulae and plotted as viewgraphs as requested as function of time,
temperature, strain, n-neutron-fluence, environmental conditions, whatever is appropriate
and/or mandatorily requested. (Presentation of physical and mechanical property data).

• To analyze data as required for design and for application with the respective rules, in particular
provide any values and limit data required for design including the derived data to distinguish
applicability of rules (eg negligible creep to determine low temperature vs. high temperature) or
utilization of specific rules of the code (eg stress limits). (Analyses of data). (detailed
description in the scope and in Annex 2 –List2 below).

3. Scope of Work

Starting point of the activity is the EFDA database and the interim Appendix A Materials Design Limit
data for A3.S18E EUROFER-97 steel [1] For further details see Annex 4, where the content of the
EFDA EUROFER-97 data base is listed.

Task 1 – Evaluation of status of data base


Assist the F4E responsible officers in analyzing the status of the EUROFER data-base and the respective
Appendix A.
• Evaluate the data-base and the interim Appendix A3.S18.E with respect to missing data, missing
analyses, missing graphs, gaps, holes, inconsistencies etc. In particular, evaluate the comments and
suggestions provided in section III of the 1st interim report ESC-002 as of July 2007 [2] (pages
10-34). The report critically reviewed and analysed the needs of a proper design analyses to be
performed for TBM mock-ups vs. the availability of material properties in the data base and the
respective Appendix A of the design code ISDC.
• Give recommendations of the activities to be performed to fill the observed gaps with data of
relevancy. Propose a priority structure of the most urgent activities down to the less urgent ones.
The findings and conclusions should be compared to the actual status of the

Evaluate and comment the findings of [2] in view of the most recent update of Appendix A3S18.
• Define actions to be performed within the materials characterization and qualification project of
EUROFER wherever necessary.
• Create a list of data (properties, analyses data, tables, formulae, etc.) that are missing.
• Recommend tasks and actions for an EUROFER qualification programme to be executed under
F4E. Introduce a priority structure into the list of tasks starting with the most urgent ones.
The results should be summarized and recorded in a brief report.

Deliverable 2:
• Provide a complete list of software, tools, licenses and procedures needed to organize and run the
database and to analyze the data to create the Appendix A material design limit data. Specify, both,
standard software (like Excel or Filemaker) and property rights and licenses from Codes and
Standards needed (like ASME or RCC).
• Identify the legal regime and proprietorship of any Intellectual Property or Information used in the
performance of this contract.
• Provide a detailed explanation of the measures adopted to ensure that any activity performed and
deliverable provided is fully legal and that no conflict of property rights might occur when making
use of the database and the Appendix A, either by F4E or by a third party. These proposals might
include: To buy or to acquire licenses and/or certificates and/or software tools, to register to earn
membership etc.
The results should be summarized and recorded in a brief report.

Task 2 – Update and maintenance of EUROFER-97 data base


The primary objective of this deliverable is to collect new results reported (from tests performed during
FP6 and FP7) for EUROFER steel, analyze and, when validated, add to the reference databases.
Harmonize the new data and results in continuation of the earlier work in the data base.

The data to be collected and associated activities should include:


• Acceptance tests of current and future heats of EUROFER steels,
• Storage of information on various product forms and compositions,
• Data from qualification experiments of base material and various joints and welds, in particular
including, laser and EB (electron beam), TIG (tungsten inert gas), hybrids and diffusion bonding, in
any condition, virgin or after exposure to n-irradiations or environmental conditions such as
exposure to corrosive media or compatibility experiments with H-isotopes.
• The data should be validated with respect to their consistency and plausibility.

Finally, a list of data and actions should be proposed in order to further improve the data base in future.

Deliverable 3:
• Deliver a run-time solution (* Specification in Appendix 3) for documentation.

Task 3 – Creation of a new material appendix A (New interim version of Appendix A3.S18.E)
The data stored in the data base should be presented properly as part of the Appendix A3.S18.E. as
required by the respective framework (ISDC, RCC-MR, ASME), i.e. in particular in tables, properly
fitted and interpolated as fomulae as requested as function of time, temperature, strain,
n-neutron-fluence, environmental conditions, whatever is appropriate and/or mandaorily (A.GEN.2
amd A.GEN.3 data)
Data compiled should be evaluated and presented as ”analyzed data” in an Appendix A3.S18.E. as
required by the ISDC (ITER Structural Design Code) including any property and analyses data
(Creation of Material Appendix) (detailed list below). (A.GEN.5)
To analyze data as required for design and for application with the respective rules, in particular provide

The complete list of material properties, i.e. physical and mechanical properties, properties of creep and
swelling and analyses data is given below in Annex 1 (List 1) (Generic properties required, A.GEN.x).
Because of both, the special features of EUROFER and specific environmental and service conditions
additional properties are requested, and some meaningless properties are dropped. The complete list is

given Annex 2 (List 2) below. The breakdown in sections and the numeration should be consistent with
the allocation and classification used in ISDC.

Additional note to activities under Task 3.

Background information and assumptions to be made:

Rules and guidelines for licensing will finally have to be agreed between ITER International
Organization and the French regulatory bodies. It can be assumed that design rules and guidelines will
follow closely the ISDC (ITER Structural Design Code).
Rules and guidelines applied currently in the design analyses of EU mock-up components follow the
ISDC if possible. With respect to ISDC, rules and guidelines are missing for high-temperature analyses.
In-vessel components designed .for the ITER machine (i.e. divertor and shielding blanket) are operated
at “low temperatures” (defined through negligible creep). Under EFDA within the Area Materials
Development the definition and the implementation of HT rules have been launched and performed
within several WP and various deliverables within TWx-TTMS005.

The Appendix A3.S18.E as defined in this GRANT should account for the following provisions and in the
following order:
• Properties data and Analyses data (design allowable limit data)) should be given according to
the guidelines defined in ISDC framework, if any rule is required or available there.
• For high temperature rules (e.g. creep-fatigue interaction diagrams) guidelines should be
followed as defined in RCC-MR framework for the time being.
• As soon as additional rules developed specificically for EUROFER-97 and of relevance for
application in TBM (and/or DEMO) in-vessel components become available and have been
validated, the Appendix A for EUROFER A3.S18.E should account to these additional rules and
include the analyses data (“design allowable limits”) required respectively.

6. Monitoring and Control

6.1 Technical monitoring and control

Meetings:
A kick-off meeting as well as a progress meeting after 6 month which could be organised by
video (phone) conference. Otherwise, the location of meetings is F4E Barcelona.
F4E reserve the right to ask the Principal Investigator of this GA to participate in (up to four)
meetings when other activities performed in the area of design code development (Grant or
Procurement) that are related to the development of Appendix A (objective of this Grant) will
be organized by F4E. This could be the kick-off and a progress meeting of a procurement
(Assistance in development of rules for joints and welds) and a kick-off and a progress meetings
for R&D (Grant) activities on design rules that are in succession of the work performed in
EFDA under tasks TWx-TTMS005 and TWx-TTMS004 “STRUCTURAL MATERIALS: Rules for
Design, Fabrication, Inspection” and “STRUCTURAL MATERIALS: Qualification fabrication
processes”.

More details are included in the Quality Assurance (QA) document referred to in section 8.

6.2 Grant Agreement and Reviews

7. Overall Time Schedule


In any case Fusion for Energy will need the action to be finalised October 2009.

The time schedule of the grant to be awarded shall be detailed in such a way that allows an
effective monitoring of the action (and each task) and measurement of the progress,
achievements of the milestones, planning of progress and review meetings.

The overall schedule shall be prepared, submitted and agreed with Fusion for Energy, according
to what is specified in section 4, 5, 6 and the attached Schedule.

8. Quality Assurance (QA) Management


The management of Quality Assurance shall be in accordance with the document “Management
Specification” attached to this Call for Proposal.

9. Intellectual Property )IP Management

For the implementation of the obligations related to Intellectual Property the beneficiary is
required to describe in detail both the background IP that it makes available for either carrying
out the action or for using the results of the action and the foreground IP as and when it is
produced.

i) The declaration of background is not an assignment. It simply provides a disclosure of the
background to Fusion for Energy and, where applicable, to any other parties that may be
entitled to access the background. A printed copy of the declaration of background will be
attached as part of the grant agreement (GA) between the beneficiary and Fusion for
Energy. Access rights, where applicable, will be based on the declaration of background.
The declaration of background also constitutes a gauge to establish the level of knowledge
and information brought by a beneficiary to the project. The foreground resulting from the
execution of the project will be established by, inter alia, a comparison between the
overall results of the project and the pre-existing knowledge and information incorporated
into the declaration of background. Any relevant information or knowledge not
mentioned or specifically excluded in the declaration of background will be considered as
foreground and as such will be subject to the rules on foreground arising from the GA.

ii) During the implementation of the action, the beneficiary will be required to inform Fusion
for Energy on the progress of the work attributed to him including creation of any IP or
business confidential information (Article II.26.§1 GA4). It shall therefore identify all the
tasks leading to results as well as the results themselves that can take the form of an
invention, information, business confidential information, trade secrets, a software, a data
base etc. A Form D will be attached to the GA, as Annex VI, to help beneficiaries
identifying IP foreground as appropriate. The Declaration of foreground IP shall be
provided as soon as foreground is created.

iii) To facilitate the management of IP within the GA and to ensure that IP is duly protected
where necessary, the beneficiary(ies) or an appointed IP expert shall report on the status
of IP in the context of the progress meetings with Fusion for Energy (see section 6.1).
During these progress meetings beneficiaries will give account of the status of the
protection of their IP, creation of IP foreground, requests for access rights and any other
IP related issue that may affect the proper execution of the action(Article II.4 §55 GA).
The beneficiary shall also submit a periodic report on implementation of the plan for the
use and dissemination of foreground (Article II.5.1.d).

Fusion for Energy will make available to beneficiaries the necessary IT tools to facilitate the
online declaration of background and foreground through a secured web form. The information
provided by beneficiaries will serve to constitute a secured database of relevant IP.

The database solution itself might have any of the following components:

The all data records have been validated and are evaluated as “material properties”and are analyzed as

solution of this database to the contractor seletected for the Grant Agreement after the
evaluation of the tender process.
b) The EFDA Appendix A to SDC-IC for EUROFER Matrial will be made avaliable to the
contractor seletected for the Grant Agreement after the evaluation of the tender process as a
report.
