1. The Superintending Engineer, Prayagraj Circle, P.W.D, Prayagraj on behalf of Governor of Uttar
Pradesh invites the bids from the eligible and approved bidder/Tenderer be a campany registered under
Companies Act 1956 or Partnership firm registered under Indian Partnership Act 1932 or a sole
Proprietorship firm engaged in errection of Pandals and associated paraphernalia for events involving
VVIPs (President, Priminsters & Chief Justice of India) with a minimum experience of 05 (Five) years.
The Bidder should have adequate financial strength to undertake the work, as envisaged in this Tender.
The Bidder may submit bids for the works. Bidders are advised to note the minimum qualification
criteria specified in Clause 3 of the Instructions to Bidders to qualify for the award of the contract.

6. Bids must be accompanied by non-refundable fee as indicated in Column 6 of the above table,
in the form of Demand Draft of any Schedule bank, in favour of “Executive Engineer,
Construction Division No 1, PWD, Allahabad” payable at Allahabad.
7. Bids must be accompanied by security of the amount specified for the work in the column 5 of
the above table drawn in favour of Superintending Engineer, Prayagraj Circle, P.W.D, Prayagraj
as mentioned in Col No.8. Bid security will have to be in any one of the forms as specified in
the bidding document.

9. Bids must be submitted online on or before 12:00 Hours on 27-02-2020, Received Tender
online will be opened on 27-02-2020 at 12:30 Hours before the Evaluation Committee at the
office of the “Superintending Engineer, Prayagraj Circle, P.W.D, Prayagraj” in the
presence of the bidders who wish to attend. If the office happens to be closed on the date of
opening of the bids as specified, the bids will be opened on the next working day at the same
time and venue.
10. The bids shall remain valid for acceptance for a period of 90 days after the deadline date of
submission. Bids once submitted cannot be withdrawn
(i) Before submission of online bids, bidders must ensure that scanned copy of all the
necessary documents have been attached with bid.
(ii) The department will not be responsible for delay in online submission due to any reason
whatsoever.
(iii) All the information required for bid must be filled in and submitted online.
(iv) All documents/papers uploaded/submitted by the bidder must be legible
11. A bidder shall not be permitted to bid for works in the Circle responsible for award and
execution of contracts in which his or his spouse’s near relatives (defined as first blood
relations, and their spouses) is posted as Divisional Accountant or as an officer in any capacity
between the grades of EXECUTIVE ENGINEER and Junior Engineer (both inclusive)
12. No Engineer of Gazetted rank or other Gazetted officer employed in Engineering or
Administrative duties in an Engineering Department of the State / Central Government is
 allowed to work as a Contractor for a period of two years after his retirement from Government
service, without Government permission. This contract is liable to be cancelled if either the
Contractor or any of his employees is found any time to be such a person who had not obtained
the permission of the Government as aforesaid before submission of the tender or engagement
in the Contractor’s service.
13. Any bidder who is registered with the state bar council is not allowed to participate in bidding
process.
14. Any bidder who is having criminal record is not allowed to participate in the bidding process.
15. Each bidder is required to furnish an affidavit online on a non-judicial stamp paper of Rs. 100/-
giving all information on prescribed Performa required for evaluation of the bidding capacity of
the bidder.
16. Bidders must submit information/document on prescribed Performa i.e. T4,T5,T6 with each bid.
17. Uploaded documents of successful bidder will be verified with the original documents before
signing the Agreement. The successful bidder has to provide the originals to the concerned
authority on receipt of such letter, which will be sent through registered post.
18. Performance Security/Performance Guarantee will be decided as per G.O. No.622/23-12-2012-2
Audit/08 T.C.-2 Dt. 08.06.2012 which are following “Performance Security/Performance
Guarantee will be taken 0.5% per 1% below rate upto 10% below and 1% per 1% below rate
more than 10% below.”
19. 1% labour cess will deducted from contracts bill.
20. Since it is a time bound program no request for extension of time shall be entertained.
21. Defect liability period will be two years after completion of the work and Security refund will
be made after the completion of Defect liability period.
