BRIEF DESCRIPTION:

BGL has set up One Auto LPG Dispensing station (ALDS) in Tirupathi in June-
2005.

The ALDS are provided with two underground LPG tanks of 10 KL water capacity
each for storage of Auto LPG, submersible dispensing pump, unloading pump and
one LPG dispenser. The ALDS system has been provided with built in safety and
control equipments.

BGL proposes to hire the services of a technically competent vendor on contract


basis to carry out preventive / predictive / breakdown maintenance of the Auto LPG
Dispensing station. The main aim of the AMC is to minimize breakdown
maintenance and 100% compliance with the safety requirements. It will be the total
responsibility of the party to maintain the ALDS as per the scope of work given
below.

1- Preventive maintenance in line with OISD code requirements /


equipment manufacturer recommendations.

2- Breakdown maintenance in case of any breakdown.

3- Testing of safety fittings / equipments as per OISD code requirements


/ Statutory requirements / equipment manufacturer recommendations.

4- Supply of all spares / consumables / manpower for maintaining the


ALDS is in the parties scope, except those mentioned as exclusions
later in this document.

5- Refresher training to retail outlet personnel on correct / safe operations


(unloading / dispensing and storage of Auto LPG) and upkeep of Auto LPG
stations. The training to be imparted every six months. The training module
will be jointly developed with BGL.

The scope of work for maintenance / testing is only indicative and it will be the total
responsibility of the contractor for the maintenance of the ALDS.

Contractor to maintain sufficient inventory of spare parts (as recommended by the


vendor for LPG pump / Dispenser / all other imported equipments) required for
trouble free operation of the ALDS and for attending any preventive / breakdown
maintenance. The list of spare parts to be submitted to BGL.

No extra payment will be made for maintaining and carrying out statutory testing of
the safety fittings & equipments of the ALDS.

BGL will not provide for transportation, traveling or for any other expenditure
incurred by the contractor assigned for this work. Rates quoted shall be inclusive of
all the above expenses.

Rates shall be quoted on per month basis per ALDS. Vendor shall confirm
acceptance of all the terms and conditions of the contract.

MAINTENANCE OF AUTO LPG DISPENSING STATIONS

I. DETAILED SCOPE OF WORK :


Party to draw up a detailed schedule for monthly, quarterly and annual
maintenance of the facility in consultation with BGL and as per the details given
here under and follow it strictly. This will based on the equipment manufacturer
/ OEM recommendation of the preventive maintenance requirements and
established mandatory / recommendatory standards.

Corrective action shall be taken as identified during the inspection and proper
records shall be maintained.

1.1 Preventive Maintenance

The vendor’s service representative shall visit the site once in a month for
carrying out preventive maintenance of all ALDSs covered by this contract.
This includes maintenance of all mechanical, electrical and electronic parts /
sub-assemblies. The preventive maintenance report will be as per the format
agreed mutually between BGL and the vendor.

1.2 Breakdown Maintenance

The Vendor will carry out all breakdown maintenance after receiving
information (written or oral) from BGL officials or their representatives,
BGL’s Dealer/s or their representative or from help. The Vendor/Vendor’s
authorized service representative will carry out the required repairs of the
ALDS and inform BGL/dealer office about the status of site. The breakdown
maintenance report will be submitted and will be as per format agreed. The
breakdown calls will be attended at no extra cost to BGL.

If for the purpose of Maintenance any equipment or its component is to be removed


or disassembled which is under pressure, is hazardous the same shall not be
undertaken unless the system is depressurized, gas freed and certified.

The Maintenance is to be carried out after obtaining Work Permit as per OISD – 105
and such shall be undertaken with full knowledge and approval by authorized
person.

Equipment appurtenances, protection devices associated with the dispensing unit


as incorporated in the design and approved by CCE shall be tested, maintained,
repaired and replaced as recommended by the original manufacturer from time to
time.

Checklist shall cover conformity with the design intention, operating and
maintenance procedures, preventive measure & protection systems and safety
practices.

Contractor has to arrange for all tools & tackles of his own for carrying out
maintenance work.

Contractor to draw up the requirements of spares to be kept as inventory with them


for emergency purposes in consultation with BGL immediately after award of the
job.

Records of all checks / maintenance / tests done at the ALDS shall be maintained
at the Auto LPG Dispensing Station with second copy marked to Engineer-In-
Charge of BGL. In addition a monthly report shall be submitted to BGL

LPG Dispenser shall be calibrated twice a year using a calibrated Mass Flow
Meter. Prior intimation shall be provided to the EIC before each calibration.

III. SUBMERSIBLE PUMP & BYPASS VALVE -

1. Inspect the pumping system checking for LPG leaks, vibration, unusual
noises etc.
2. Check the tank vapour pressure and the pumpset discharge pressure.
3. Check the current drawn by the Pump.
4. Ambient LPG temperature in tank.
5. For By Pass Valve -Checking and recording of the (a) Setting or Cracking
pressure at which the bypass valves open when the product initially
begins and (b) Maximum Pressure when the full flow of the bypassed
product passes through the By Pass Valve
6. In case of opening of the By Pass Valve - check the condition of the valve
spring, check for any deposits and clean the same. Ensure that vent hole
is clear and free from obstruction.
7. Checking the proper working of pressure switch / pressure transmitter.

IV. LPG UNLOADING PUMP

1. Inspect the pumping system, checking for leaks from mechanical seal,
vibration, unusual noises etc.
2. Check the tank vapour pressure and the pumpset discharge pressure

4. Lubrication of motor & pump bearings as per requirement.

V. GENERAL DESCRIPTION OF THE MAINTENANCE WORK

1. Cleaning of the filter / strainer in the vapour eliminator of the LPG


Dispenser.
2. Checking of the breakaway coupling.
3. LPG Dispenser Hoses to be checked-visually and hydrotested every 4
months. Hose should also be checked for electrical continuity.

4. Checking of the LPG Dispenser Nozzle and certifying that it dispenses only
when it is properly connected to the vehicle.
5. Checking whether density of the fluid is correctly entered in the
Dispenser.
6. Checking Temperature compensation system of the LPG Dispenser.
7. Checking the preset functions of the LPG Dispenser.
8. Leak Tests of all the hydraulic joints of the LPG Dispenser and the total
Piping System.
9. Servicing / Repair / Replacement of Solenoid valves of Dispenser.
10. Checking Control Panel – checking of the circuit, cleaning of the
contactors etc.
11. Visual checking of the LPG Piping both above ground and in trenches.
12. Checking Level Monitoring System and Alarms.
13. Pneumatic Circuit Air Line to be checked for any kinks / leaks etc.
14. Repair / servicing of the ROV`s and lubricating of the actuators.
15. Leak test for all manual ball valves
16. Strainer to be cleaned on Remote Fill Point every 3 months.
17. Functioning of the Emergency Shut Down System and shutting of the
system from all 3 ESD`s.
18. Condition of the above ground electrical cables / in trenches once a
year.
19. Checking the condition of the Pressure Relief Valve, Temperature
Relief Valves provided on the LPG tank and piping.
20. Repair / servicing of unloading pump.
21. Check unloading hoses visually and for electrical continuity every
month and hydrotest once every six months.
22. Check system interlocks for proper functioning.
23. Monthly servicing of dispensing nozzles.
24. Recalibration of mass flow meter.

VI. CONTRACT EXCLUSIONS

The following equipments form part of the exclusions only for replacements /
replacement of parts. Repair / maintenance of the same as required is however part
of the AMC.
1. Submersible pump.
2. Above ground unloading pump.
3. Smart Hoses.
4. Mass flow meter.
5. Air Compressor.
6. All type of ball valves / ROV’s
7. Magneto restrictive type level gauge.
8. Rochester gauge.

VII. CONTARCT INCLUSIONS:

1. Repair / rewinding of motors of compressors and unloading pumps.


2. Removal / Installation of all types of valves, flow meter, magneto-restrictive
type of gauge, mechanical gauges, submersible turbine pump, dispenser,
compressor, electronic cards of dispensers.
3. Servicing /Replacement of all types of filters.
4. Servicing of metering assembly of dispensers as & when required.
5. Repair/ servicing/ replacement of belt drive of the unloading pump.
6. Repair/ servicing/ replacement of pressure & temperature gauges.
7. Repair / servicing / replacement of relays / contactors / solenoid valves /
fuses etc of control panels.
8. Checking / repair of Cathodic protection system.
9. Repair / replacement of electronic cards, solenoid valves, differential valves,
keypad, rotary switch etc. of dispenser.
10. Repair / replacement of Piston meter of dispense.
11. Repair / replacement of nozzle / hose of the dispenser.
12. Repair / servicing of pneumatic actuators of ROV’s.

IX. SERVICE HOURS


1. Preventive maintenance will be carried out normally within the working
hours 1000 hrs to 1800 hrs from Monday to Saturday. Preventive
maintenance will be carried out on a monthly basis.
2. Breakdown maintenance calls shall be attended within a maximum of 24
hours of the receipt of the complaints.
3. For Breakdown calls the normal working hours will be 10 AM to 6 PM on all
seven days.
4. Breakdown calls are those, which hinder, stop and / or lead to the inaccurate
dispensing of fuel. These can also be of the nature, which can lead to
permanent damage to some major parts of the equipment.

X. TRAINING
The objective of training is to provide good understanding of all the facets of
dispensing activities including operations, procedures, maintenance and hazards of
LPG and the risks associated with its handling. Training shall ensure that the jobs
are performed in accordance with the laid down procedures and practices.
Training shall be imparted to the staff attached with the LPG dispensing station
once every 6 months. Manager / Operator assigned to run an ALDS should be
trained on knowledge of statutory and safety requirements, working of equipments
and well versed in emergency procedures on Auto LPG.

The training program shall inter alia cover following aspects:


Hazardous characteristic of LPG.
Familiarization with operational procedures & practices.
Commissioning of new facilities and equipment.
Hands on experience on operation of equipment.
Routine maintenance activities of the facilities.
Knowledge of emergency and manual shut down systems.
Immediate and effective isolation of any LPG leak.
Accounting of product.
Safety regulations and accident prevention.
Fire fighting facilities, methods of fire fighting and its upkeep.
Evacuation and safe egress of the vehicles in an emergency.
Housekeeping
Safety in transportation of LPG.
First aid.
Emergency plan/drills.

Proper records for the training and refresher courses shall be maintained and
submitted to BGL.

XI. SUBMISSION OF REPORTS

The Vendor will submit the following reports every quarter:

1. Copies of all Preventive Maintenance and Break down Maintenance service


reports
2. Copies of History sheets.
3. Summary of Breakdown and Summary of Preventive maintenance.
4. Reports of statutory testing of equipment carried out and the test certificates.
5. Report of training imparted to dealers / dealer personnel.
6. An exception report indicating the ALDSs that could not be repaired and the
reason for not being able to repair the same on a weekly basis.
7. AMC scheduler, intimating the dates of visit by service engineer every month.
8. Preventive maintenance service report to record K-factor, density of ALPG and
status of temperature compensation working in dispenser.
9. Any breakdown of equipments covered in the exclusions list above should be
immediately reported to Engineer-In-Charge of BGL.

XII. Special terms and conditions.

1. The scope of work and exclusions has been clearly explained in the
enclosed document. The vendor is advised to go through the same
thoroughly before quoting.
2. The rates quoted by the vendors are on monthly basis per ALDS.
3. The vendor is requested to visit the ALDS for which they intend to take up
the AMC before submitting their quotations.
4. BGL will not provide for transportation, traveling or for any other
expenditure incurred by the contractor assigned for this work. Rates
quoted shall be inclusive of all the above expenses.
5. The vendor shall not sublet the work.
6. Vendor should arrange for all tools and tackles of his own for carrying
out maintenance work.
7. Vendor shall draw up the requirement of spares to be kept as inventory
with them for emergency purpose in consultation with BGL immediately
after award of the contract.

XIII. DELAY IN ATTENDING COMPLAINTS

In case the complaints are not attended/ resolved within the stipulated time and
due to reasons solely attributable to the vendor, the Vendor is liable to pay penalty @
Rs.500/- per day till such time the ALDS is restored to working order subject to a
maximum of AMC charges payable for that ALDS for that quarter. In case of any
disputes arising out of this, the decision of BGL’s EIC shall be final and binding on
the Vendor.

SPECIAL CONDITIONS OF CONTRACT (SCC)

1 GENERAL

1.1 Special Conditions of Contract shall be read in Conjunction with the General
Conditions of Contract, Specification of work, Drawing and any other
documents forming part of this Contract wherever the context so requires.

1.2 Notwithstanding the sub-division of the documents into these separate


sections and volumes every part of each shall be deemed to be supplementary
to and complementary of every other part and shall be read within the
Contract so far as it may be practicable to do so.

1.3 Where any portion of the General Conditions of Contract is repugnant to or at


variance with any provisions of the Special Conditions of Contract, unless a
different intention appears, the provisions of the Special Conditions of
Contract of Contract shall be deemed to over-ride the provisions of the
General Conditions of Contract and shall be the extent of such repugnancy, or
variations, prevail.

1.4 Wherever it is mentioned in the specification that the Contractor shall perform
certain work or provide certain facilities, it is understood that the Contractor
shall do so at his cost and the Value of Contract shall be deemed to have
include cost of such performance and provisions, so mentioned.

1.5 The materials, design, and workmanship shall satisfy the relevant Indian
Standard, the Job Specifications contained herein and Codes referred to.
Where the job specification stipulate requirements in addition to those
contained in the standard codes and specifications, these additional
requirements shall also be satisfied.

1.6 In case of an irreconcilable conflict between Indian or other applicable


standards, General Conditions of Contract, Special Conditions of Contract,
Specification, Drawings or Schedule of Rates, the following shall prevail to the
extent of such irreconcilable conflict in order of precedence :

i) Letter of Acceptance/ LOI along with Statement of Agreed Variations.


ii) Schedule of Rates as enclosures to Letter of Acceptance
iii) Special Conditions of Contract
iv) Drawings
v) Technical/ Material Specifications
vi) Instruction to Bidder
vii) General Conditions of Contract
viii) Indian Standards
ix) Other applicable standards

1.7 It will be the Contractor’s responsibility to bring to the notice of Engineer-in-


charge any irreconcilable conflict in the contract documents before starting
the work(s) or making the supply with reference which the conflict exists.

1.8 In the absence of any Specifications covering any material, design of work(s)
the same shall be performed/ supplies/ executed in accordance with
Standard Engineering Practice as per the instructions/ directions of the
Engineer-in-charge, which will be binding on the Contractor.

2 PAYMENT TERMS:

FOR Group A (AMC):

Date of commencement of AMC will be after Supply, Installation and Commissioning


of all equipments in Schedule of Rates (Group B) and as per instruction of EIC.

Payment shall be made on a quarterly basis i.e. after every three months subject to
carrying out maintenance as per the scope of the work. Payment shall be made
within 15 days from the date of receipt of the bill duly certified by the Engineer – In
– Charge.

The bills should be submitted along with copies of all reports – preventive M&R,
Breakdown M&R, statutory testing reports and training reports duly signed by Auto
LPG Dealer/Manager.

FOR Group B (Supply & Installation of Spares):

100% payment within 30 days after completion of all works related to the supply
and installation of Spares and submission of bill/Invoice duly certified by Engineer-
In-Charge of BGL

3 COMPLETION PERIOD-

For Group A (AMC):

Date of commencement of AMC will be after Supply, Installation and Commissioning


of all equipments in Schedule of Rates (Group B) and as per instruction of EIC.

For Group B (Supply & Installation of Spares):

Delivery period/ completion period will be of 30 days from the date of PO for
Supply and Installation of Spares.

4 PENALTY-

In case of AMC, if the complaints are not attended/ resolved within the stipulated
time and due to reasons solely attributable to the contractor, the contractor is liable
to pay penalty @ Rs.500/- per day of delay till such time the ALDS is restored to
working order subject to a maximum of AMC charges payable for that ALDS for that
quarter. In case of any disputes arising out of this, the decision of BGL’s EIC shall be
final and binding on the Vendor.

5 LIQUIDATED DAMAGE

In case the CONTRACTOR fails to complete the work under Group B within the
stipulated period, then, unless such failure is due to Force Majeure or due to
EMPLOYER’s default, the total contract price shall be reduced by ½ % of the total
contract price per complete week of delay or part thereof subject to a maximum of 5
% of the total contract price, by way of reduction in price for delay and not as
penalty.

The decision of Engineer-In- Charge in regard to applicability of price reduction


schedule shall be final and binding on the CONTRACTOR

6. LOCATION/SITE INFORMATION:

It is understood that before quoting the rates, the contractor will visit the work
site which is informed by Engineer In Charge and will make him/ her
acquainted fully and understand the nature and quantum of the job to be
carried out. Ignorance of this will not be considered after award of work. The
contractor will be responsible to complete the entire job in all respects

7. TRANSPORTATION OF ALL MATERIAL: Shall be arranged by the


contractor on his own and no separate payment shall be paid .it is
should be included in the offered rate

8. All manpower, machineries Tools and tackles, Equipments,


tools/tackles, machinery, roller, leveler, labour, manpower etc for the
work shall be in the offered rate.

9. MOBILIZATION PERIOD:
Immediately after the issue of Work Order.

10. DEFECT LIABILITY PERIOD:


One year from the date of completion (issue of completion certificate) of
Installation & commissioning of Spares.

“DEFECT LIABILITY PERIOD” in relation to a work means the specified


period from the date of COMPLETION CERTIFICATE upto the date of
issue of FINAL CERTIFICATE during which the CONTRACTOR stands
responsible for rectifying all defects that may appear in the works
executed by the CONTRACTOR in pursuance of the CONTRACT and
includes warranties against Manufacturing/ Fabrication/ Erection/
Construction defects covering all materials plants, equipment,
components, and the like supplied by the CONTRACTOR, works
executed against workmanship defects.

11. CONTRACT PERFORMANCE SECURITY:

a) The CONTRACTOR shall furnish to the EMPLOYER, a security in the sum of


7.5% of order value (excluding taxes and duties). The EMD/ Bid Security shall
be retained and balance amount shall be deducted from the bill against Group
B which shall be retained for the entire contract period of 24 Months. The
same shall be refunded within 90 days after the expiry of contract period.
b) Failure of the successful bidder to comply with the requirements of this
Clause shall constitute sufficient grounds for the annulment of the award and
the forfeiture of bid security.

12. SAFETY RULES AND REGULATION:


Contractor hall adopt the safety rules and regulation as per the
prevailing practices.

13 Taxes, duties, octroi, levies etc.:

The quoted rates/prices shall be deemed to be including of all taxes


including sales tax work contract tax, octroi, levies, over head charges
etc till completion of the contract and contractor shall not be eligible
for any compensation on this account. Contractors are advised to
quote the service tax rate, applicable at the time of submission of
offer , clearly in their commercial bid/s. While arriving the lowest
bidder (among the bidders who have quoted for the work), L1 ,
service tax shall be taken in to account while calculating the bid
value.

14 The Engineer In charge shall have the power to :-


a. issue the further necessary instruction to the contractor from time to
time during the progress of the work for the purpose proper and
adequate execution of it and the contractor shall carry out and be
bounded by the same
b. Order the contractor to remove or replace any workmen whom the
company considers incompetent or unsuitable on the opinion of the
company’s representative as to the competence of any workman engaged
by the contractor. The decision of EIC shall be final and binding on the
contractor.

15 RESPONSIBILITIES OF THE CONTRACTOR & COMPLIANCE WITH


LABOUR/INDUSTRIAL LAWS:

Contractor shall comply with prevailing labour / industrial laws.


Contractor has to maintain Registers and records pertaining to
deployment of labour and should submit necessary proof of statutory
payments & returns.
