Direct reports: No direct reports. Works in close coordination with the Jakarta Lab’s policy
manager, data scientist and open data developer.
Job Role

Role Overview: You will be chiefly responsible for developing and managing the Jakarta
Lab’s research and innovation projects. In this context, research activities
refer to thematic research in the use and impact of open data in developing
and emerging countries in the Asia Pacific region. Research activities also
include documenting and/or identifying workable models, replicable
trainings, and scalable open data projects that would help optimize open
data benefits in the social, economic, and political spheres. In innovation,
the Jakarta Lab is interested in implementing or supporting specific projects
that increase or hasten access, analysis, understanding, interpretation, and
dissemination of data to tackle specific social, economic and political
challenges. Your job is to contribute towards building tools, knowledge
products, process maps, and services that would increase the potential of
open data to generate wider social impact.

You will work as part of the multidisciplinary Jakarta Lab team, and will
contribute to research activities at the Jakarta Lab, across the different
Open Data Labs and also the wider Web Foundation open data research
agenda.

• Design the innovation strategy of the Lab giving


consideration to the results of the 2015 Regional
Open Data Agenda-Setting Workshop and the
strategic document of the Lab developed during the
Lab team retreat, and the wider open data

• Define and prioritize key innovation projects across

Person Specification
Education & • Bachelor’s Degree level required; Master’s or higher desirable
Certifications
Essential • Minimum of 3 years of relevant experience in Open Government-
Knowledge and related fields (open data, transparency, accountability, participation,

• Experience in social research, with a focus on technology and
governance issues
• Experience in innovation work, either technology or social
• Excellent oral and written communication skills in English; able to
produce high quality presentations, briefing papers etc.
• A good understanding of Web technologies
• Experience of supporting and coordinating projects, preferably in
the Asia Pacific region
• Experience of commissioning and managing contracts with third-
party researchers
• Ability to work as part of a distributed team and to work
independently in a startup environment, meeting tight deadlines and
multiple priorities with minimal supervision
• Sensitive to different cultural and social contexts, able to collaborate
successfully with people from many different countries

Desirable • Demonstrated leadership capacity and ability to operate at a senior


Knowledge and level
Experience • Published peer-reviewed research in open data or another relevant
field
• Demonstrated expertise in technology policy and/or governance
innovation
• Experience in research capacity building projects
• Track record of successful proposal writing
• Workshop facilitation experience
• Specific experience in Open Data and/or Open Government
initiatives
• Fluency in at least one regional language
• Good public speaker, comfortable speaking in front of large
audiences
• Ability to use Web-based tools for creating, sharing, and
collaborating on work
• Experience in using and manipulating data
• Ability to apply basic monitoring and evaluation techniques
