Central Government Schemes

Government Extends CLSS for MIG scheme till 31st march, 2020
On 31st December 2018, the Ministry of Housing & Urban Affairs headed by Minister of
State Hardeep S. Puri, extended the Credit-Linked Subsidy Scheme (CLSS) for Middle Income Group
(MIG) Scheme by another 12 months till March 31, 2020.
Key Points:
i. Around 93, 007 beneficiaries have been covered till date and have already received Rs 1,960.45
crore of subsidy in the scheme.
ii. The scheme covers two income segments in the MIG viz. Rs 6,00,001 to Rs 12,00,000 per annum for
MIG-I and Rs 12,00,001 to Rs 18,00,000 per annum for MIG-II.
iii. The dwelling unit carpet area to avail the benefit of the scheme include ‘upto 160 sq.m’ and ‘upto
200 sq.m’ for MIG I and MIG II respectively.
iv. In the MIG-I, an interest subsidy of 4 per cent has been provided for loan amounts up to Rs 9 lakh,
while in MIG-II, an interest subsidy of 3 per cent has been provided for loan amount of Rs 12 lakh.
v. To become eligible for the scheme, a beneficiary family should not own a pucca house (an all
weather dwelling unit) either in his/her name or in the name of any member of his/her family in any
part of India.
Background of the Scheme:
Prime Minister Shri Narendra Modi on 31.12.2016 announced the commencement of a new Credit
Linked Subsidy Scheme for the Middle Income Group (CLSS for MIG). The purpose of the scheme
was to meet the aspirations of young professionals and entrepreneurs of Middle Class Segment
seeking housing loans for acquisition/ construction of houses (including re-purchase) from Banks,
Housing Finance Companies and other such notified institutions.

Govt Releases 6-Crore LPG Connections under PMUY


On 2nd January 2019, the government gave out the 6-crore free cooking gas (LPG) connection as the
scheme to make available cleaner fuel in every household kitchens under the Pradhan Mantri
Ujjwala Yojana (PMUY).
Key points
i. Vice President M Venkaiah Naidu handed over papers for an LPG connection to Jasmina
Khatoon from Shivpark, Khanpur in New Delhi to mark the 6 crore LPG connections under PMUY.
ii. Under the scheme, the government provides a subsidy of Rs 1,600 to state-owned fuel retailers for
every free LPG gas connection that they give to poor households.
iii. The 5-croreth free LPG connection under the scheme was given to Takrdiran, a resident of
Sangam Vihar of the national capital, in August 2018 by Lok Sabha Speaker Sumitra Mahajan.
iv.It had covered almost 90% of the Population which is far higher than the 55% of the Population in
May,2014.
About Pradhan Mantri Ujjwala Yojana (PMUY)
i. PMUY was launched in May 2016 with tagline of Swachh Indhan, Behtar Jeevan and a target to
give 5 crore connections by March 2019.The target was later raised to 8 crore connections by 2021.
ii. PMUY is implemented by Ministry of Petroleum and Natural Gas headed by the Cabinet
Minister Dharmendra Pradhan.
iii. PMUY was launched by Prime Minister Narendra Modi in Ballia, Uttar Pradesh with total
expenditure of Rs.8000 crore.The launch is followed by launch of the scheme in Dahod in Gujarat.
iv. Beneficiaries will receive direct LPG subsidy through PAHAL (Pratyaksha Hastaantarit Laabh)
digital payment scheme.

Hundred percent household electrification achieved in 25 states under SAUBHAGYA scheme:


Ministry of Power
On December 31, 2018, the Minister of State (IC) for Power and New & Renewable Energy Shri RK
Singh announced that 25 states have achieved100 percent household electrification under Centre’s
‘Pradhan Mantri Sahaj Bijli Har Ghar Yojana’ (Saubhagya).
i. The Government with the support of State Power Departments and DISCOMs have already
connected about 2.39 Crore households since launch of scheme
ii. Only about 10.48 Lakh households are left to be electrified in 4 States viz., Assam, Rajasthan,
Meghalaya and Chhattisgarh.
iii. The highest volume of electrification was done in the State of Uttar Pradesh with 74.4
Lakh willing households being electrified in all of its 75 districts.
Other News:
i. Government of Uttar Pradesh launched a special campaign in all parts of the State to identify any left
out un-electrified households and to provide electricity connections to such households.
ii. Under the campaign, a special vehicle ‘Saubhagya Rath’, is moving around in villages/towns to
enable electrification of the left-out villages.
iii. Furthermore, a helpline number of 1912 has been activated for the left-out households to avail the
facility.
About Saubhagya Scheme:
♦ Launched: September 25, 2017.
♦ Under Ministry of Power.
♦ Purpose: to achieve the goal of universal household electrification in the country by 31st March
2019.
♦ The total outlay of the project: Rs. 16, 320 crore.
♦ The Rural Electrification Corporation Limited (REC) was the nodal agency for the operationalisation
of the scheme throughout the country.

Cabinet approves re-declaration of triple talaq ordinance


On January 10, 2019,The Union Cabinet approved the re-issuance of an ordinance making the practice
of instanttriple talaq a criminal offence.The earlier ordinance,is to expire on January 22,2019.
Points to be noted:
i. Instant Talaq” or “Talaq-e-Biddat” Triple is an Islamic practice that allows men to divorce their
wives immediately by uttering the word “talaq” (divorce) thrice. The pronouncement could be oral
or written, or, in recent times, delivered by electronic means – telephone, SMS, email or social
media.The Modi Government formulated a bill named The Muslim Women (Protection Of Rights on
Marriage) bill 2017 and was passed in Lok Sabha on December
28th 2017.
ii. An ordinance has a vaildity of six months. But from the day a session begins, it has to be replaced
by a bill which should be passed by Parliament within 42 days (six weeks), or it gets Sworthless.
iii. A fresh bill to make the practice of triple talaq among Muslims a offence was introduced in the Lok
Sabha on December 17 ,2018 to replace the ordinance issued in September.The lower house later
gave its approval to the bill. But due to lack of majority,the bill got a strong oppositon, when it was
tabled for consideration in the upper house. It is now pending its approval.
iv. According to this law,giving instant triple talaq (talaq-e-biddat) will be illegal and void and will
attract a jail term of three years for the husband.
v. The Government is very keen to pass this bill and is ready enough to make an another move during
the short budget session which to begin on January 31,2019.

Four more projects of Rs. 190.46 crore sanctioned under Swadesh Darshan and PRASHAD
schemes of M/o Tourism
On 11th January 2019, Four new projects for Rs. 190.46 Crores under the tourism infrastructure
development schemes, Swadesh Darshan and PRASHAD(Pilgrimage Rejuvenation and Spiritual,
Heritage Augmentation Drive) was launched by Ministry of Tourism in the states of Meghalaya,
Gujarat and Uttar Pradesh.
Details of Sanctioned projects
i. The Ministry of Tourism has sanctioned the project ‘Development of West Khasi Hills
(Nongkhlaw- Krem Tirot – Khudoi & Kohmang Falls – Khri River- Mawthadraishan, Shillong),
Jaintia Hills (Krang Suri Falls- Shyrmang- Iooksi), Garo Hills (Nokrek Reserve, Katta Beel, Siju
Caves)’ in Meghalaya for Rs. 84.95 crore under North East Circuit of Swadesh Darshan Scheme.
ii. Under the Spiritural Circuit of Swadesh Darshan Scheme, the ministry has sanctioned project
of Rs. 21.16 Crore for the development of Gorakhnath Temple (Gorakhpur), Devipattan Temple
(Balrampur) and Vatvashni Temple (Domariyagunj).
iii. Under the PRASHAD scheme, the Ministry has sanctioned the project ‘Development of
Govardhan’ which includes Govardhan Parikrama Marg, Kusum Sarovar, Chandra Sarovar and
Manasi Ganga in Mathura in Uttar Pradesh for Rs. 39.74 Crores.
iv. Under the PRASHAD Scheme, The Ministry of Tourism also sanctioned the project ‘Development
of Pilgrimage Amenities at Somnath – Phase II’ for Rs. 44.59Crores.
About Swadesh Darshan Scheme
i. It was launched in 2014-15 by Union Tourism Ministry with objective to develop theme-based
tourist circuits in the country.
ii. Under this scheme, 13 thematic circuits have been identified for development.
iii. Tourism Ministry has sanctioned 74 projects worth Rs. 5997.47 crore to 31 states and Union
Territories under this scheme.
iv. Shri. Alphons Kannanthanam , the Minister of State for Tourism.
About PRASHAD Scheme
i. Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive (PRASAD) was launched in
2914-15 by Union Ministry of Tourism.
ii. The number of sites under PRASAD is 41 in 25 states.

Prime Minister launches Pravasi Teerth Darshan Yojana


On 22nd January 2019, Prime Minister Narendra Modi launched Pravasi Teerth Darshan Yojana in
New Delhi. Under this scheme a group of Indian origin currently in different nations will be taken to
all religious places in India twice a year.
Key Points:
i. Eligibility criteria for the scheme is the person should be Indian origin and aged between 45 to 65.
The group will be selected out of them with first preference given to people from ‘Girmitiya Countries’
such as Mauritius, Fiji, Suriname, Guyana, Trinidad and Tobago and Jamaica.
ii. First batch with 40 members are at Pravasi Bharatiya Divas and will begin their tour from there.
iii. Religious places of all major religious in India are included in the scheme and Government will
bear all the expenses including the airfare from their country of residence.
iv.Prime Minister Modi also inaugurated Centers of Excellence at Deen Dayal Hastkala Sanku.He also
released two books ‘Kashi: The Universe of Crafts and Textiles’ and ‘Indian Textiles: History,
Splendour, Grandeur’.

Andhra CM Chandrababu Naidu unveils schemes for marginalized Brahmins
On 4th January 2019, Andhra Pradesh Chief Minister Chandrababu Naidu unveiled various welfare
scheme for the marginalized and economically backward Brahmins through AP Brahmin Welfare
Corporation such as distribution of Cars to the Unemployed Brahmin youths, loans and subsidies.
Key Points
i. Brahmin youths who had undergone training as drivers were given Maruti Suzuki Swift Dzire for
the first time.
ii. 30 cars were distributed on 4th January to the Brahmin youths. Youth bore 10% of the total on-road
cost the diesel run cars.
iii. Government has started at least half dozen schemes for Brahmins and around 10000 poor
Brahmins have been given loans and subsidies.
iv. Andhra Pradesh is the first state of the country which has established a Brahmin Corporation
which aims to help poor people of Brahmin families by providing financial assistance for education,
coaching, entrepreneurship, skill development and welfare and culture.

Zero percent interest for loans upto Rs. 3 lakhs for Self Help Groups (SHGs) under the Mission
Shakti scheme: Odisha Chief Minister Naveen Patnaik
On January 5, 2019, Odisha Chief Minister Naveen Patnaik announced interest-free loans of up
to Rs.3 lakh for six lakh women self-help groups (WSHGs) benefitting about 70 lakh women in
Odisha.
i. This was announced at the ‘Mission Shakti’ convention attended by about 50,000 women.
ii. In the convention, the chief minister did the following:
• He distributed financial assistance of Rs. 3,000 each to six lakh WSHGs to digitally empower
women.
• Launched a scheme to distribute Rs. 15,000 seed money per group to three lakh new self-help
groups.
• He also handed over revolving fund of Rs. 25 lakh to 338 block federations.
• Also announced incentives of Rs. 500 per month for anganwadi workers and Rs.200 for
helpers.
iii. Also the Odisha government decided to build ‘Mission Shakti Home’ in each gram panchayat across
the state, as a part of ‘Mission Shakti’ initiative.
Background:
The ‘Mission Shakti’ programme was launched in 2001.

West Bengal quit Ayushman Bharat scheme due to misrepresentation on official


communication
On January 10, 2019, Bengal chief minister Mamata Banerjee announced exit of West Bengal from
the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojna due to the use of PM’s picture in the
official poster of the centre-state joint scheme.
i. According to the announcement, the states are supposed to bear 40% of the project cost, while
the Centre will foot 60% of the bill.
ii. Furthermore, the centre had unilaterally changed the scheme to Ayushman Bharat- Pradhan Mantri
Jan Aarogya Yojana in spite of agreed efforts to retain the state sponsored health scheme
name: Swasthyasathi which was launched in 2016.
iii. Thus, West Bengal joined the league of states of Telangana, Kerala, Odisha, and Delhi which
have opted out of the scheme for varied reasons.
About Ayushman Bharat:
♦ Launched: April 2018.
♦ Other names: PM Jan-Arogya Yojana, National Health Protection Scheme.

Encouraging farmers to enrol farmers for the Atal Solar Krishi Pump Yojana: Maharashtra govt
On January 5, 2019, Maharashtra Government announced distribution of free sops to encourage
farmers to enrol in the Atal Solar Krishi Pump Yojana.
i. The things included: two LED bulbs, a DC fan and a mobile charging socket.
About Atal Solar Krishi Pump Yojana (ASKP):
• Launched in October 2018, it aims to reduce losses due to non-payment of electricity bills and
also promote solar energy.
• Farmers with less than five acres will have to pay 5 per cent of the cost of a 3 HP solar pump
while farmers with more than five acres will get a 5 HP solar pump and the sops.
• It would provide subsidy of upto 95% on solar agriculture pumpsets.
• Also around 1 lakh solar pumps were distributed to farmers to irrigate 14,000 Ha land.
• The Maharashtra State Electricity Distribution Co Ltd (Msedcl) is the implementing agency.

Odisha Chief Minister Naveen Patnaik launched a new scheme ‘Ama Ghare LED’ to distribute
free led bulbs
On 11th January 2019, Odisha Chief Minister Naveen Patnaik launched the ‘Ama Ghare LED’ scheme,
under which about 95 lakh families in the State will each get four LED bulbs free of cost.
Key Points:
i. The scheme in which the LED bulbs (9-watt each) will be distributed to the beneficiaries registered
under the National Food Security Act (NFSA) and the State Food Security Scheme (SFSS) was
launched during the ‘Ama Gaon, Ama Bikash’ programme.
ii. Distribution of the bulbs will be started through the PEETHA (Peoples Empowerment – Enabling
Transparency and Accountability of Odisha Initiatives) schemes on January 15.
iii. The scheme will be implemented by Odisha Power Transmission Corporation Limited
(OPTCL) and the bulbs will be distributed through camps to be held during 15th to 20th of every
month and through the PDS outlets across the State.
iv. The beneficiaries will have to produce their bio-metric authentication to avail benefits under the
scheme.
v. The ‘Ama Ghare LED’ project, which requires about 3.8 crore LED bulbs for distribution, will help
curb high-watt consumption.

Sikkim CM launched ‘One Family, One Job’ scheme in Rojgar Mela 2019 to give one state
government job to one family
On January 12, 2019, Sikkim Chief Minister Pawan Kumar Chamling launched the ‘One Family
One Job’ scheme, under which for every family one government job has been allotted, in Gangtok.
New recruits were taken for Group C and Group D posts in 12 departments.
i. As part of the scheme, a “Rojgar Mela” (employment fair) was organised at the Paljor stadium
in Gangtok, where over 12,000 unemployed youths, from 32 constituencies, were handed out
appointment letters.
ii. Letters were given to families, by the Department of Personnel, which do not have a government
job.
iii. He also announced that over 25,000 already employed but unregularised government employees
would also be subsequently regularised within 2019.
iv. Thus, Sikkim became the first state in the country to carry out such a programme for the people
entitling them to state government employee benefits.

Background:

MP CM launches Rs 50,000 cr farm loan waiver scheme ‘Jai Kisan Rin Mukti Yojana
On 15th January 2019, “Jai Kisan Rin Mukti Yojana” scheme was launched by Madhya Pradesh Chief
Minister Shri. Kamal Nath.It is Rs 50,000 crore farm loan waiver scheme for farmers. The loan
waiver forms could be submitted till February 5 and farmers would start getting the benefits from
February 22.
Key points
i. On 5th January 2019, the state cabinet decided to waive crop loans of 55 lakh small and marginal
farmers in the state.The eligibility cut-off date has been extended to December 12, 2018 from March
31, 2018.
ii. Only those farmers who have not registered themselves to pay GST and income tax can avail
benefits under this schemes.
iii. Earlier former Chief Minister Shri. Shivraj Singh Chouhan also launched similar scheme
named ‘Bhavantar Yojana’.

Odisha Chief Minister Naveen Patnaik announced extension of free health services under Biju
Swasthya Kalyan Yojana
On 17th January 2019, Odisha Chief Minister, Shri Naveen Patnaik announced the extension of free
health services under Biju Swasthya Kalyan Yojana(BSKY) to all medical colleges and hospitals of
Odisha from 1st February 2019.
Key Points
i. Earlier the free health services under Biju Swasthya Kalyan Yojana also known cashless care were
available to all at sub-centres in villages and district headquarters hospitals.
ii. Under the scheme, all the patients irrespective of APL or BPL category will be eligible to avail the
free health services at government medical colleges and hospitals.
iii. An Additional provision of over Rs 100 crore was made for this scheme by state government from
its budget.
About Biju Swasthya Kalyan Yojana(BSKY)
BSKY was launched on 15th August 2018 by Odisha Government. This scheme provide free medical
services to all at government colleges and hospital irrespective of the category of the patients without
any requirement of income, residence or any other document. The scheme received an overwhelming
response and till now over 2.25 crore people have availed free treatment under this scheme.

Odisha CM hiked Rs.200 per month under Madhu Babu Pension Yojana scheme
On January 19, 2019,Chief Minister Naveen Patnaik announced in a video conference on “Ama Gaon,
Ama Bikash”a hike of Rs 200 per month in the social security pension under Madhu Babu Pension
Yojana (MBPY)
Key points to be noted
i. The state government launched Madhu Babu Pension Yojana on January 1, 2008, by merging two
pension schemes – Old Age Pension and Odisha Disability Pension schemes
ii. The Madhu Babu Pension Yojana is a pension scheme introduced in the Indian State of Odisha with
the objective of providing financial assistance to the destitute elderly and destitute differently abled
persons in the state.
iii. According to the new change,the elderly persons aged over 60 years would get a revised old age
pension of Rs 500 per month as against Rs 300 and those who are more than 80 years old, the pension
would be Rs 700 per month instead of Rs 500 per month and the enhanced pension will come into
effect from February 15, 2019.
iv.Unmarried women above 30 years and belonging to a below poverty level family or with individual
income below Rs 24,000 per year are also going to benefit from the hike.

Madhya Pradesh launched employment scheme “Yuva Swabhiman Yojana” for urban youth
On January 26,2019, Madhya Pradesh Chief Minister Kamal Nath launched ‘Yuva Swabhiman
Yojana’ for youths of the weak section in urban areas of Madhya Pradesh
About the scheme:
i. The scheme was launched in Chhindwara,Madhya Pradesh
ii. It aims to provide employment to the youth belonging to the weaker section of the society mainly in
urban areas of the state.
iii. Under this scheme, 100 days of employment will be provided.
iv. Registration of interested urban poor youth under this scheme will start on February 10,2019.
v.Apart from this 100 days employment,they will also be given skill training by the government.

66.6 lakh homes have been completed under PMAY-G


The Ministry of Rural Development in partnership with states has completed 1.37 crore rural homes
under Pradhan Mantri Awaas Yojana – Gramin (PMAY –G)and Indira Awaas Yojana (IAY) since
April 2014.The Table Below shows the number of Houses completed till now

Key Points
i. There is a quantum jump in provision for rural housing, In 2014-15 only 12 lakh houses were made
but in 2018-19 65 lakh houses are expected to be made.
ii. PMAY-G was launched by Prime Minister, Narendra Modi on November 20, 2016 and till now
around 66.6 lakh homes are made under this scheme.

Maharashtra Government launched Special Scheme to Curb infant deaths


On 30th January 2019,A special scheme is launched by Maharashtra government with an aim to curb
infant deaths.Child development Minister Pankaja Munde distributed baby care kits to the children
born in Primary health centre and Government Hospitals.
Key Points
i. The baby care kit contains a blanket, a small mattress, a towel, a thermometer, baby oil, shampoo,
toys, nail cutter, gloves, socks, among other items. The kit costs around Rs.2000
ii. The scheme is applicable only for first child of the parents. It will be beneficial for around 4 lakh
women across Maharashtra.
iii. The government allocated Rs.20cr for the scheme. Similar scheme launched by Andhra Pradesh,
Telangana and Tamil Nadu were successful in bringing down the infant mortality.
iv. Infant mortality is the death of young children under one year. India is among the countries having
highest number of deaths among newborns.

Implementation models under the Pradhan Mantri Jan Arogya Yojana
On 30th January 2019, the Pradhan Mantri Jan Arogya Yojana (PMJAY) proposes three models through
which the states can implement the scheme. The models are insurance model, trust-based model and
hybrid model.
Key Points
i. In insurance model the premiums are paid to the insurance company which administers and pay the claim.
ii. In trust based model each state forms its own trust to manage the scheme and claims will be disbursed
from a corpus created from central and state government contributions.
iii. In hybrid model a part of the claim comes under the insurance model while the balance gets processed
under the trust.

6.23 Crore free LPG connections issued under PMUY


On 28th January 2019,Oil Marketing companies (OMC) have released 6.23 crore free LPG connections to BPL
(below poverty line) households, under the Pradhan Mantri Ujjwala Yojana (PMUY), across the country.
Key Points
i. The aim of PMUY is to make available free and cleaner fuel in poor household kitchens.
ii. A subsidy of Rs.1600 is provided to state owned fuel retailers for every free LPG connection they provide to
BPL familes.
iii.The key condition of the scheme is that, no LPG connection should exists in the name of any family member
of BPL household.
iv.LPG connection to be released on the name of an adult woman family.
PMUY (Pradhan Mantri Ujjwala Yojana)
Pradhan Mantri Ujjwala Yojana is an ambitious social welfare scheme of Narendra Modi launched on 1st May
2016 from UP to provide LPG connections to BPL households in the country.

Schemes for Socio-economic development instigated by National Minorities Dev. and Finance Corp
The National Minority Development and Finance Corporation executed diverse schemes for the socio-economic
development of the ‘backward sections’ amidst the notified minorities.
Key Points

Suresh Prabhu initiated two schemes in Mumbai for women SHG


On February 9,2019,Union Minister for Commerce and Industry Suresh Prabhu launched two
schemes,the Hirkani Maharashtrachi and District Business Plan Competition in Mumbai.
About Scheme
i. Under Hirkani Maharashtrachi, women’s Self-help group(SHGs) will display their business plan at taluka
level. Ten groups will be selected from each taluka and Rs. 50,000 will be given to each SHG to implement their
idea.Five SHGs at district level will be selected and Rs. 2 lakh will be given to each SHG to take the idea forward.
ii. Under District Business Plan Competition, competitors at district level will display ideas, out of which five

ideas will be selected from agriculture, social service, education and Work order worth Rs. 5 lakh will be given

Finance Minister launched ‘Pradhan Mantri Shram Yogi Mandhan’ Scheme


On 15th February 2019, Finance minister has implemented the Pradhan Mantri Shram Yogi Mandhan
Yojana which is a pension scheme for the labours, associated in the unorganized sector. It was announced
in Budget 2019.
Key points
i. Under this scheme, workers of unorganized sectors whose monthly income is less than Rs. 15,000 may avail
the benefits by contributing Rs. 100 per month to further get Rs. 3000 per month after 60 year of age. An 18
years old worker has to contribute Rs. 55 per month to avail the benefit.
ii. The scheme will facilitate the benefits up to 10 crore workers which include lower class workers, labor,
plumber, mechanic, sweeper, construction workers, etc.
iii. An amount of Rs. 500 crore has been allocated for the scheme. The benefits of the scheme will be availed
within 5 years.

PM Modi launched Pradhan Mantri Kisan Samman Nidhi scheme in Gorakhpur


Prime Minister Narendra Modi launched the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme
in Gorakhpur,Uttar Pradesh.
i. The scheme will provide Rs 6,000 per year to small and marginal farmer families having combined land
holding/ownership of upto 2 hectares.
ii. The amount will be given in three installments of Rs 2,000 each and will be transferred directly to the
bank account of the beneficiaries through Direct Benefit Transfer, ensuring transparency in the entire
process and saving time for the farmers.

5,60,695 Houses Sanctioned Under PMAY(U) in the 43rd CSMC meeting


The Ministry of Housing & Urban Affairs approved the construction of another 5,60,695 more affordable
houses for the benefit of urban poor under Pradhan Mantri Awas Yojana (Urban) at the 43rd Central
Sanctioning and Monitoring Committee meeting.
i. The cumulative number of houses sanctioned under PMAY(U) now is 79,04,674.
ii. A total of 1,243 projects with a project cost of Rs 33,873 crore with central assistance of Rs 8,404
crore has been approved in the meeting held under the Chairmanship of Shri Durga Shankar Mishra,
Secretary, Ministry of Housing and Urban Affairs.

CM Naidu initiated the 2nd phase of welfare pension scheme, Pasupu-Kumkuma


On 2nd February 2019, 2nd Phase of Pasupu-Kumkuma (Turmeric-Kumkum) scheme and welfare pensions
was launched by Chief Minister of Andhra Pradesh, Shri Chandrababu Naidu.
Key Points
i. 94 Lakh DWCRA (Development of Women and Children in Rural Areas) women will be given Rs 10000 in
three installments under the Pasupu-Kumkuma scheme.
ii. Under the scheme, Rs 2500 will be given on 1st February 2019, Rs 3500 will be given 8th March and Rs 4000
will be given on 5th April.
iii. 54 Lakh pensions will be given to different categories of people each month and it will cost a monthly
expenditure of Rs 1100 crore. The Annual Expenditure will be around Rs 13200 crore.
iv. Pensions of senior citizens, widows, handloom workers, fisherman, toddy tappers, single women, dappu
artists, cobblers and AIDS patients will increase from Rs 1500 to Rs 3000.
v. Under the Welfare Pensions scheme, Kidney patients will receive a pension of Rs 3500.

Odisha launched Kalia scholarship scheme to boost education for farmers children
On february 4,2019 , Odisha Chief Minister Naveen Patnaik launched scholarship scheme named ‘KALIA
Chhatravritti Yojana‘,for the children of farmers who are the beneficiaries of Krushak Assistance for
Livelihood and Income Augmentation (KALIA) scheme.
About the scheme
i. Under this scheme, the beneficiaries will be provided scholarships to pursue higher education in professional
courses at free of cost.
ii. Children of farmers who have taken admission at Government Professional colleges on merit basis are
eligible for this scheme.
Other Projects launched:
Odisha Chief Minister also inaugurated 17 welfare projects worth Rs 66 crore and laid the foundation stone for
47 projects worth Rs 2,100 crore in Keonjhar.Few of them are,
i.Odisha Government has also launched drinking water projects worth Rs 1,050 crore to supply safe
drinking water in the district.
ii. Patnaik also launched Mission Shakti Conclave dedicated the development projects worth Rs 45 crore.

Universal Old Age Pension scheme has been announced by Bihar Government
Bihar Chief Minister, Nitish Kumar announced an Universal Old Age Pension scheme, named Mukhya Mantri
Vriddha Pension Yojana (MMVPY), irrespective for all caste, community, religion, except for those who are
retired from government organizations.
Key points
i. The scheme facilitates the amount of Rs. 400 monthly pension for all in the state above the age of 60 years
who are not getting pension from the government.
ii. The scheme will come into its enforcement from 1st April, 2019.
iii. Other than this scheme, Bihar’s govt. has also proclaimed a pension of Rs. 6,000 for journalists above 60
years of age, which will get implemented from 1st April, 2019.
iv.Currently old age pension scheme is applicable to only the BPL category.

PM-Kisan scheme and Annadatha Sukhibhava scheme has been amalgamated by Andhra Pradesh
Andhra Pradesh has made a significant move by merging Pradhan Mantri Kisan Samman Nidhi Yojana with its
own Annadatha Sukhibhava scheme. This move will further allow a fixed amount of Rs. 10,000 per annum to all
farmers in the state, irrespective of the size of their land.
Key points
i. The benefits will be facilitated in 2 portions of Rs. 5000 before the Kharif and Rabi crop cycle.
ii. Around 70 lakhs farmers will get advantage from this merger.
iii. As PM-Kisan scheme covers only marginalized farmers but, Annadatha Sukhibhava scheme also covers
tenant farmers, who will be facilitated with ‘Cultivation Certificates’ and ‘Loan Eligibility Certificates’ to avail
the benefits of scheme.
iv. Other than Rs. 6000 per household which will given under PM Kisan Samman Nidhi, farmers will also
receive Rs. 4000 from Andhra Pradesh government, which will further benefit 54 lakhs farmers.

UP CM Yogi Adityanath Launches Scheme for Adolescent Girls


Uttar Pradesh Chief Minister, Yogi Adityanath launched a scheme for adolescent girls aged between 11 to 14
years, who have left their education and will take steps to provide them proper nutrition and special care.
i. UP Government decided to observe 8th of every month as Adolescent Girls Day, at Anganwadi
Centres across the state, and Nutrition Campaigns will be organized for these girls on that day.

Odisha approved Rs 466 Crore Sanitary Napkin Scheme for adolescent girls
Odisha government, in the Cabinet meeting chaired by Chief Minister Naveen Patnaik,
approved Khusi scheme aimed at improving menstrual hygiene among adolescent girl students in the state,
with an outlay of Rs 466.08 crore over a period of 5 years.
i. Free sanitary napkins will be provided to 17.25 lakh adolescent girl students of Class 6 to 9 studying
in government and non-government aided schools of the state. It will also cover Kendriya
Vidyalayas and Jawaharlal Navodaya Vidyalayas.
ii. Each girl student will be provided with 18 beltless sanitary napkins per month.
iii. Other objectives of the scheme include reducing the expenditure of the parents towards health care of the
girls, reduction in the dropout rate among girls, improved attendance in schools and increase in academic
parameter.
The scheme will be implemented in coordination with the School and Mass Education, Scheduled Tribe &
Scheduled Caste Development and Minorities and Backward Classes, and Social Security &
Empowerment of Persons with Disabilities departments.
Related Points
• The cabinet also approved Kalia Scholarship for the education of farmers’ children, a scheme already
announced by the chief minister with the objective of extending financial assistance to the children of
the beneficiaries of the KALIA (Krushak Assistance for Livelihood and Income Augmentation).
• The farmers children can pursue their professional courses in the state-run institutions

Govt. working on a new scheme for unorganised food processing sector: Gram Samridhi Yojana
Gram Samridhi Yojana, a Rs 3,000 crore scheme funded by the World Bank and the Government
of India, is being worked upon by the Ministry of Food Processing Industries in order to strengthen
the unorganised food processing sector concentrated in rural areas.
i. Roughly 66% of unorganised food processing units are in rural areas and of these, 80% are family
run.
ii. The scheme is aimed at helping the cottage industry, farmer producers’
organisation and individual food processors to increase capacity, upgrade technology besides skill
improvement, entrepreneurship development and strengthening the farm-to market supply chain.
iii. World Bank will be giving Rs 1,500 crore and Rs 1,000 crore will be borne by
the Centre while state governments will put in Rs 500 crore.
iv. The scheme will be run in Uttar Pradesh, Andhra Pradesh, Maharashtra and Punjab for a five-
year period in the initial phase and thereafter in other states of the country.
iii. NITI Aayog has given its approval to the scheme and now the proposal is pending with
the Expenditure Finance Committee for clearance.

Scheme for Development of Knitting and Knitwear Sector launched by Smriti Irani
Union Minister of Textiles, Smriti Irani, launched a comprehensive scheme for Development of
Knitting and Knitwear Sector under PowerTex India in New Delhi where she also interacted with
industry associations related to knit wear sector in three clusters
of Kolkata, Tirupur and Ludhiana through video link.
i. The sector is predominantly Micro, Small & Medium Enterprises (MSME) in size and mainly
located in decentralized sector which is one of the major employment generator sectors.

Scheme and Knitwea r Scheme with an outlay of Rs. 487.07 crores out of which, Rs. 439.35
crore is for PowerTex for 3 years from 14th April 2017 to 31st March 2020 and Rs. 47.72
crores for Knitwear for the remaining period of 2018-19 and for 2019-20.

Rs 250 crore STARS scheme initiated by HRD Ministry to fund science projects
Union Human Resource Development (HRD) Minister, Prakash Javadekar, on the occasion
of National Science Day, that is 28th February 2019, launched the Scheme for Translational and
Advanced Research in Science (STARS) aimed at funding science projects.
i. Funds worth Rs 250 crore have been approved by the HRD ministry which will be utilised to
sponsor about 500 science projects, selected on the basis of competitions.
ii. The Indian Institute of Science (IISc) is the coordinator of the project, to whom the interested
candidates would submit their applications.
Additional Information:
HRD Ministry in collaboration with the National Skill Ministry and Labour and employment Ministry
collaboratively launched SHREYAS – Scheme for Higher Education Youth for Apprenticeship and Skills
to empower non-technical courses.

Haryana govt. announces Mukhyamantri Parivar Samman Nidhi Yojana 2019


On 27th February 2018, “Mukhyamantri Parivar Samman Nidhi” scheme was launched by Haryana
Chief Minister Manohar Lal Khattar inChandigarh. It is primarily meant for farmers of the state
who cultivate on land with areas upto five acres and the families with an income of less than Rs.
15,000 per month.
Key Points:
i. The scheme would provide a sum of Rs. 6,000 yearly and each family has to nominate a member
who will be provided with this amount.
ii. The scheme involves two categories of beneficiaries-in the age group of 18 to 40 years and the in
the age group of 40 to 60 years.
iii. For the age group of 18-40:
• Families can receive Rs. 6000 in 3 installments of Rs. 2000 each and amount will be deposited
in the account of the head of family OR

• A family can nominate a member who will receive Rs. 36,000 after five years OR
• A pension of Rs. 3,000 to Rs. 15,000 per month will be received after the person turns 60 OR
• The nominated beneficiary will get Rs. 15,000 to Rs. 30,000 after five years depending on
whichever option they choose.
iv. For the age group of 40-60 years:
• Rs 6,000 per year in 3 installments of Rs 2,000
• Rs 36,000 after 5 years
v. The scheme provides insurance facilities of- Rs. 2 lakh on natural death, Rs. 2 lakh for accidental
death, Rs. 2 lakh for permanent disability and Rs. 1 lakh for partial disability.
vi. Those who are registered under the Pradhanmantri Shram-Yogi Maandhan, then they could receive
a pension of Rs. 3,000 per month after they turn 60, whose premiums will be funded by the
government.

‘Jal Amrutha’ scheme launched by Karnataka Government


A water conservation scheme ‘Jal Amrutha’ was launched by Karnataka chief minister H D
Kumaraswamy, in Bengaluru. For the purpose of inauguration of the scheme, a function was
organized by the Rural Development and Panchayat Raj department at Dr B R Ambedkar Bhavan
in Bengaluru.
The scheme plans to make people aware about the importance of conserving water and to prompt
them to come up with ways to avoid wastage of water.
Key points
i. The scheme will involve undertaking scientific approaches such as water budgeting, water
harvesting and water conservation through the use of geospatial data, satellite imagery, topographical
and geological data. It is going to be a community-initiative, and will be undertaken by important
government departments, Panchayat Raj Institutions (PRIs), non-governmental organisations (NGOs),
and private sector institutions.
ii. 2019 has been declared as ‘Jalavarsha (year of water)’.
iii. Karnataka is the second-largest drought prone state in the country, after Rajasthan.
iv. Bengaluru zilla panchayat provided monetary help amounting to Rs 95 lakhs to support flood
victims of Kodagu.

Mamata Banerjee launched Yuvashree Arpan scheme for financially assisting young
entrepreneurs
West Bengal Chief Minister Mamata Banerjee launched a new scheme called Yuvashree Plan
II or Yuvashree Arpan under which 50,000 youths will receive financial assistance of Rs 1 lakh for
setting up an their own business initiatives.
i. Youngsters passing out of Industrial training institute (ITI) or other polytechnic institute will be
eligible to get financial support from the micro, small and medium enterprises
(MSME) department.
ii. The Chief Minister on this occasion also laid foundation stone of various developmental projects
including the first Hindi university in West Bengal in Arupara, Howrah district and Rs 1,488
crore drinking water project at Purba Medinipur that will benefit more than 12 lakh people.
iii. Foundation stone of projects worth Rs 1,071 crore including drinking water project that would
benefit more than 8 lakh people inaugurated Bankura.
iv. She announced that the Health and Family Welfare department office would be set up on three
acre land beside Nabanna.
v. She also inaugurated nearly 217 projects worth more than Rs 1,300 crore at the programme.

Maharashtra government launches ‘Atal Aahar Yojna’ for construction workers


On 7th March 2019, Maharashtra government launched a special scheme ‘Atal Aahar Yojna’ for
construction workers in the state which will provide good quality food at a highly subsidised rate.

Key Points
i. The target is set to cover 20000 workers and provide them with good quality food at a nominal
cost of Rs.5 in the first phase of the scheme.
ii. The government is already providing a Subsidy of Rs.4.5 lakh to labourers for house construction

iii. Maharashtra government also launched Shramev Jayate Yojana under which a pension of

NITI Aayog & Rocky Mountain Institute (RMI) ensures success of the FAME II Scheme
Under the Faster Adoption and Manufacturing of Electric Vehicles II (FAME II) scheme, the NITI Aayog and
Rocky Mountain Institute (RMI) have released a report titled ‘India’s Electric Mobility Transformation:
Progress to Date and Future Opportunities’. The report is based on opportunities for the automobile sector
and government.
i. The Indian and global non-profit organisation, Rocky Mountain Institute is focused on making effective use of
the resources by making a total expenditure of Rs. 10,000 crore from three years i.e. 2019 to 2022.
ii. In February 2019, the FAME II scheme was notified by the Union Cabinet. The objective of the scheme is to
enhance the government’s commitment to a clean mobility future with a major focus on electric automobiles.
iii. The FAME II is a vital part of the National Electric Mobility Mission Plan.
iv.The report under the scheme defines:
• the direct oil and carbon savings that the FAME II vehicles will bring.
• the FAME II incentivized vehicles and the other steps could encourage the Electric Vehicle (EV) market.
• In case the FAME II scheme is successful, EV sales penetration of 30% of private cars, 70% of
commercial cars, 40% of buses and 80% of two and three-wheelers by 2030, has been
approximated in India.
v. The lifetime cumulative oil and carbon savings deployed through the FAME II scheme will be much smaller
than the ones deployed through electric automobiles which could amount to a total savings of 846 million
tonnes of carbon dioxide. The electric buses covered under FAME II scheme would be able to travel for 3.8
billion vehicle kilometres (e-vkt) over their entire lifetime.

85% of Ujjwala beneficiaries still use solid fuels for Cooking


According to a new survey conducted by the Research Institute for Compassionate
Economics (r.i.c.e), 85% of the Ujjwala beneficiaries in rural Bihar, Madhya Pradesh, Uttar
Pradesh and Rajasthan still use solid fuels for cooking.
Key Points
i. Cooking with Solid fuels can lead to infant deaths and harm child development, heart and lung disease among
adults..
ii. Out of 85% of the surveyed households, 53% exclusively used the chulha, while 32% used both.
About Pradhan Mantri Ujjwala Yojana
♦ Launched in 2016, it is a scheme of the Ministry of Petroleum & Natural Gas. It aims to safeguard the health of
women & children by providing them with a clean cooking fuel. The scheme provides free LPG connections to
economically weaker families.

FAME-II plan stands to reduce 64% energy needs and 37% carbon needs by 2030: CII
The Confederation of Indian Industry(CII) has notified certain observations regarding the second phase of
the Faster Adoption and Manufacture of (Hybrid and) Electric Vehicles in India (FAME India). It has
observed that India can save 64% of anticipated road-based mobility-related energy demand and 37% of
carbon emissions by 2030.
Key Points:
i. The reduction in energy demands would lead in the reduction of 156 million tonnes of oil equivalent in
diesel and petrol consumption and net savings of approximately $60 billion in 2030 at current oil rates. This
will boost India’s vision of reducing oil imports by 10% by 2022.
ii. The tentative aim is to have 30% electric vehicles by 2030 and the electric vehicle penetration in India is
currently at 1%. Therefore, CII added that FAME alone is not enough to reach the 2030 target.
iii. If transport has to be eco-friendly, it must increase its share of renewable along with environmentally
sustainable batteries. As per CII, transport continues to be the highest oil consuming sector and the use of
diesel and petrol grew at 5.9% and 9.9% respectively in the last decade. As per government’s estimates, the
country’s import dependency on oil has increased to 83.7% in the 10-month period of FY 2019 from 78.3% of
total consumption in 2014-15.
iv. The government has allocated Rs.10,000 cr for FAME-II which is Rs.895 cr higher than allocated for FAME-
I.
About FAME India Scheme:
The Department of Heavy Industry implemented the FAME India scheme to promote manufacturing of electric
and hybrid vehicle technology and to ensure sustainable growth.

Crop insurance under PMFBY failed


The flagship program of Prime Minister Modi, Pradhan Mantri Fasal Bima Yojana (PMFBY) which provides
crop insurance to farmers has failed. Recently, a senior official from Agriculture Ministry disclosed that out of
Rs 1,400 crore designated fund for the North-Eastern state annually under PMFBY, only around 0.57% or Rs 8
crore was spent in 2018-19.
Key Highlights
i. Four North-eastern states are not covered under PMFBY and the states are Arunachal Pradesh, Nagaland,
Manipur and Mizoram.
ii. Other large states like Bihar and West Bengal had earlier withdrawn from crop insurance scheme and
launched their own state-level scheme and states like Punjab had never joined the scheme.
About Pradhan Mantri Fasal Bema Yojana (PMFBY)
♦ The scheme was launched on 14th January 2016. The objective of this scheme is to provide financial support
to farmers suffering from crop loss or damage due to an unforeseen event.
♦ Under this scheme, the government provide crop insurance to the farmers and farmers have to pay a
premium of 1.5%, 2% and 5% for rabi, Kharif and horticulture crops respectively.

initiatives for ST Welfare schemes” at a function organized by Ministry of Tribal Affairs in presence of Smt.
Renuka Singh Saruta, Minister of State for Tribal Affairs, Ms. Anusuiya Uikey, Vice Chairperson of National
Commission for Scheduled Tribes (NCST), Shri Ramesh Chand Meena, Chairperson of The Tribal Cooperative
Marketing Development Federation of India (TRIFED) and Shri Deepak Khandekar, Secretary, Minister of Tribal
Affairs.
Key Points:
i. e-governance initiatives will work for the betterment of tribal communities across the nation.
ii. The Ministry has developed 2 online portals namely DBT (Direct Benefit Transfer) Tribal
(https://dbttribal.gov.in/) and NGO (Non-Governmental Organisation) Grants Online Application & Tracking
System (https://ngograntsmota.gov.in/) to ensure e-Governance in the implementation of welfare schemes for
Scheduled Tribes (STs).
iii. There are 3 main modules in DBT Tribal portal for Pre-Matric and Post-Matric Scholarship. Data Sharing
module is mainly meant for sharing beneficiary-data by States. In Communication module, the States have
facility to upload documents and raise query. DBT data uploaded by States is used for faster release of funds.
Monitoring module has facility of Management Information System (MIS) reports & Dashboards.
iv. Under Fellowship scheme and Grievance Module, it has also developed a module for verification of students
by Universities and Colleges for all stakeholders including beneficiary students in 3 Central Sector schemes and
Institutions.
v. The NGO portal is developed to implement the scheme of Aid to Voluntary Organizations working for the
welfare of STs.
vi. It is fully revamped and redesigned with simplified Application form, Inspection Report and Fund
Processing module and has been re-opened for FY 2019-20 for NGOs and States for online application.

Farmers contribution to be Rs 100 per month to PM-Kisan Pension Yojana


On June 13, 2019, Ministry of Agriculture and Farmers Welfare announced that farmers in the country are
expected to contribute Rs 100 per month under the Pradhan Mantri (PM) Kisan Pension Yojana. It seeks to
provide a minimum monthly pension of Rs 3,000 on the attainment of 60 years of age. The central government
will also contribute an equal amount to the pension fund.
Key Points:
i. Pension Fund will be managed by the Life Insurance Corporation (LIC). It will be responsible for the
pension payout.
ii. The Pension Scheme will provide social security to small and marginal farmers.
iii. With an entry age of 18 to 40 years, it aims to cover around five crore beneficiaries in the first three years.
iv. In order to attain complete transparency, the government will set up an online grievance redressal system.
v. Union Minister for Agriculture and Farmers Welfare, Shri Narendra Singh Tomar chaired a meeting with
Agriculture Ministers of all States and Union Territories via Video Conference and urged them to roll out the
programme at the earliest.
About PM- KISAN Yojana:
PM- KIsan SAmman Nidhi (PM-KISAN) yojana is an income support scheme for farmers. It is a 100% central
sector scheme which will give farmers Rs. 6000 per year in 3 equal instalments. From 01.04.2019, the scheme
has been extended to cover all farmers, the total beneficiaries will be 14.5 crores.

'Adarsh Station scheme’ developed 1,103 railways stations


On June 21, 2019, Minister of Railways and Commerce & Industry, Shri Piyush Goyal in a written reply to a
question in the Rajya Sabha stated that under Adarsh Station Scheme (ASS), of the 1,253 stations which were
identified for development, 1,103 railway stations were developed. Modernisation and upgradation of railway
stations in Indian Railways are undertaken from time to time under various modernisation schemes such as
Model Station Scheme, Modern Station Scheme and Adarsh Station Scheme.
Key Points:
i. The remaining stations are planned to be developed by 2019-20.
ii. 68 stations were identified for soft upgradation and all stations were upgraded in the year 2018-19.
iii. The work of redevelopment was in progress at Gandhinagar (Gujarat) and Habibganj (Madhya Pradesh)
stations. Contracts for redevelopment were awarded for Gomtinagar, Charbagh (Uttar Pradesh) and
Puducherry (Union Territory of Puducherry) stations.
iv. A separate policy was made for the development of stations under the Station Redevelopment Programme
through Indian Railway Stations Development Corporation Limited (IRSDC).

Around 2.22 crore villagers received Digital Education under PMGDISHA


On June 27, 2019, Electronics and Information Technology Minister Mr. Ravi Shankar Prasad announced that
around 2.22 crore villagers were given Digital Education under Pradhan Mantri Gramin Digital Saksharta
Abhiyan (PMGDISHA). The government has enrolled 636 training partners.
Key Points:
i. More than 2.30 crore beneficiaries had enrolled under PMGDISHA and after the training, 1.34 crore were duly
certified by authorized third party certifying agencies.
ii. The target of the government is to make one lakh digital villages. In order to fulfill it, it has collaborated with
Railways to lay the Optical fibre network at the gram level.
iii. Common Service Centres (CSC) were increased from 80,000 to 3.5 lakh.
iv. If Government finds any fraud regarding the number of rural people trained under the PMGDISHA, tough
action would be taken against them.
v. It has prepared a draft 100-days action plan which includes National Policy on Electronics 2019 — new
schemes to the Cabinet; National Policy on Software Products 2019 — launch of Registry; Digital India Infoway
(National Government Network and National Knowledge Network 2.0); National Mission for Natural Language
Translation – proposal to Cabinet (to overcome barriers across major Indian languages); and Personal Data
Protection Bill – to Cabinet.
About PMGDISHA:
It was started in February 2017 with an outlay of Rs 2,351.38 crore. It is an extension of National Digital
Literacy Mission and Digital Saksharta Abhiyan between 2014 and 2016 in which 53.67 lakh persons were
certified. The implementing agency for the PMGDISHA is Common Service Centre e-Governance Services India
(CSC-SPV).

Under Pradhan Mantri Awas Yojana scheme, 81,03,196 houses were approved
On June 27, 2019, Minister of State for Housing and Urban Affairs, Hardeep Singh Puri announced
that 81,03,196 houses were approved under Pradhan Mantri Awas Yojana (PMAY) scheme. 47,57,987
houses are at stages of construction and 26,07,913 houses were completed or occupied.
Key Points:
i. Central Assistance of Rs. 51,113 crores was released under the PMAY(Urban) and the assistance was met
through Budgetary Resources as well as Extra Budgetary Resources (EBR).
ii. State Level Sanctioning and Monitoring Committee (SLSMC) under the chairmanship of Chief Secretary of the
concerned State/Union Territories reviews the progress of implementation of the Mission ‘Housing for All by
2022’ at the State level.
About PMAY:
PMAY is an initiative by the Government of India in which affordable housing will be provided to the urban

poor with a target of building 20 million affordable houses by 31 March 2022. It has two components: Pradhan
Mantri Awas Yojana (Urban) (PMAY-U) for the urban poor and Pradhan Mantri Awas Yojana (Gramin) (PMAY-
G/ PMAY-R) for the rural poor.

Central Government approved pilot scheme on fortification of rice and its distribution through PDS
Union Minister Smriti Irani of Women and Child Development (WCD) Ministry stated that based on the
information received from the Ministry of Consumer Affairs, Food and Public Distribution, the Department of
Food and Public Distribution, central Government approved the centrally sponsored pilot scheme on
fortification of rice and its distribution through Public Distribution System (PDS).
Key Points:
i. Distribution of Financial assistance: It is up to 90% in the case of North-Eastern, Hilly and Island States and
up to 75% for the rest of the States.
ii. Fortification: It is a complementary strategy to fight malnutrition under which the addition of key vitamins
and minerals such as iron, iodine, zinc, vitamins A & D to staple foods such as rice, wheat, oil, milk and salt are
done to improve their nutritional content. Food Safety and Standards Authority of India (FSSAI) formulated a
comprehensive regulation on fortification of food namely ‘Food Safety and Standards (Fortification of Foods)
Regulations, 2016’.
iii. Finalization: The Recommended Dietary Allowance for Indian population was finalized by the National
Institute of Nutrition (NIN) based on the recommendations of the Expert Group. It is based on individual
variability and nutrient bio-availability from the habitual diet.

Central Government Schemes
Around 35 crore LED bulbs distributed under UJALA scheme saved Rs 18,341 crore annually
On July 5, 2019, Union Finance Minister Nirmala Sitharaman in Budget 2019 informed that under
the Unnat Jyoti by Affordable LEDs for All (UJALA) Scheme, around 35 crore LED (Light Emitting
Diode) bulbs were distributed which saved Rs 18,341 crore annually.
Key Points:
i. Ujala scheme is aimed to promote efficient lighting, enhance awareness on using efficient equipment
which reduces electricity bills and helps to preserve the environment.
ii. The Electricity Distribution Company and Energy Efficiency Services Limited (EESL) implements
the programme.

WCD implements a Scheme for Women in Difficult Circumstances called “Swadhar Greh”
The Ministry of Women and Child Development(WCD), Government of India is implementing
the Swadhar Greh Scheme for the rehabilitation of women in difficult circumstances so that they
could lead their life with dignity.
Key points:
i. Support: It envisages providing shelter, food, clothing, and health as well as economic and social
security for the women who are deserted and without any social and economic support, victims of
domestic violence, family tension, and natural disaster.
ii. Helpline: The ministry is also implementing Universalisation of Women Helpline Scheme to
provide 24 hours emergency and non-emergency response to women affected by violence.
iii. OSC: As a part of Nirbhaya Framework, One Stop Centres(OSC) has been established for violence
affected women across the country with the help of States/UTs (Union territory).
iv. Facilities: OSC formed under One Stop Centre Scheme provides legal and psycho-social
counseling &other facilities include temporary shelter, police facilitation and medical support to the
women affected by violence.

Around 30 lakh workers enrolled under PM Shram Yogi Maandhan Scheme


Shri Santosh Kumar Gangwar, Union Minister of State for Labour and Employment stated that under
the mega pension scheme, “Pradhan Mantri Shram Yogi Maan-Dhan”, 30,85,205 Persons have
enrolled till July 10, 2019. This scheme assures the minimum monthly pension of 3000 rupees to the
beneficiaries after attaining the age of 60 years.
Key points:
About the scheme: In February 2019, Government of India (GoI) launched a voluntary and
contributory pension scheme, the Pradhan Mantri Shram Yogi Maandhan (PM-SYM) for the benefit of
unorganized workers, as per the eligibility.
• Under the Scheme, the subscriber is required to pay the prescribed monthly contribution
amount and the Central Government provides the equal matching contribution.
• People who are at 40 years or already covered under a pension with a part contribution by the
government are not eligible for the scheme. Only one spouse will be eligible for family pension
in case of demise of the pensioner.
• To join the mega pension scheme, the monthly income should not exceed Rs 15,000 by
unorganized workers, working or engaged as home-based workers, street vendors, mid-day
meal workers, head loaders, brick kiln workers, rag pickers, domestic workers, washermen,
rickshaw pullers, landless laborers, own-account workers, agricultural workers, construction
workers, etc.
• This scheme is implemented through Life Insurance Corporation of India(LIC)
• The eligible person should have a savings bank account and Aadhaar number & age of workers
should not be less than 18 years.

Under PMRPY, 1.18 crore Employees benefited


On July 17, 2019, Minister of State (I/C) for Labour and Employment Shri Santosh Kumar
Gangwar informed that the total number of employees benefited under Pradhan Mantri Rojgar
Protsahan Yojana (PMRPY) from 01.04.2016 to 31.03.2019 were 1,18,05,003 and the amount paid
during the same period was Rs. 4370.60 crore.

About PMRPY:
It is a scheme to incentivise employers registered with the Employees’ Provident Fund Organisation
(EPFO) for job creation by the Government paying the full contribution of employers to the Employee
Pension Scheme (EPS) and Employees’ Provident Fund (EPF) in respect of new employees having a
new Universal Account Number (UAN). It will be in operation for a period of 3 years and the
Government of India will continue to pay the full contribution to be made by the employer for the next
3 years. That is, all new eligible employees will be covered under the PMRPY Scheme till 2019-20.

HRD Ministry launches new UGC Scheme “Paramarsh” For Higher Education
On July 19, 2019, Ramesh Pokhriyal ‘Nishank’, Union Minister for Human Resource Development
(HRD) launched a Scheme called “Paramarsh” of University Grants Commission (UGC) in New Delhi.
i. About Paramarsh
Aim: This scheme aims at mentoring National Accreditation and Assessment Council (NAAC)
accreditation aspirant institutions to develop quality assurance in Higher Education.
Mentorship: Under the scheme, the prime Mentoring institutions will provide regular mentoring to

colleges to help achieve high-quality standards. For mentoring they will get the financial assistance &
also the option of appointing an expert, who can be paid a fellowship amount of Rs 31,000 per month.
Hub & Spoke model: The Scheme will be implemented through a “Hub & Spoke” model where
mentor institution -called ‘Hub’ has the responsibility of guiding mentee institution (through
secondary branches ‘Spoke’) for self-improvement.
Target: For mentoring, the scheme targets 1000 Higher Education Institutions.
Benefits:
i. The scheme enhances the overall quality of the mentee institutions and enhances its profile as a
result of improved quality of research, teaching and learning methodologies.
ii. It will help in providing quality education to the 3.6 crore students who enrolled in Indian Higher
Education system.
iii. The mentor institution will also get NAAC accreditation.
Feature: It will also facilitate the sharing of knowledge, information, and opportunities for research
collaboration and faculty development in Mentee Institutions.

Under PMKSNY, more than 7 crore 32 lakh farmer families received first two instalments of Rs
2000 each
Under the Pradhan Mantri Kisan Samman Nidhi Yojana (PMKSNY), more than 7 crores 32
lakh farmer families across India received the first and second installments of Rs 2000 each
amounting to 14 thousand 646 crore rupees.
i. The list was topped by Uttar Pradesh with over two crores twenty lakh farmer families followed by
Andhra Pradesh with 72 lakh and Maharastra 50 lakh farmers.
About PMKSNY:
It is an initiative by the Government of India in which small and marginal farmers with landholding up
to 2 hectares will get up to Rs 6,000 per year as minimum income support. Rs 6,000 per year will be
paid to each eligible farmer in three instalments and will be deposited directly to their bank accounts.
It became effective from December 1, 2018. Budget allocation 2019-20- Rs. 75,000 crore.

UDAN scheme added 8 more air routes


The Civil Aviation ministry added 8 more routes under the regional connectivity scheme UDAN, thus
making the total operational routes to 194.
i. The eight roots are as follows:
Mysore-Hyderabad, Hyderabad-Mysore, Goa-Mysore, Mysore-Goa , Cochin-Mysore , Mysore-Cochin ,
Kolkata-Shillong and Shillong-Kolkata.
ii. The flights connecting Kolkata and Shillong will be operated By Indigo whereas the other
connectivity will be provided by Alliance air.
Key points
i. Totally 705 Routes have been awarded on the UDAN scheme till now by the Ministry of Civil
Aviation.
ii. India ranks as the world’s third-largest domestic aviation market.
UDAN
UDAN (Ude Desh Ka Aam Naagrik) is a “Regional Connectivity Scheme”.
i. The main aim of the scheme is to provide air connectivity to every common man in the country
ataffordable rates and also to provide connectivity to least served areas by flights.

PM-LVMY Yojana launched by Labour ministry


Pradhan Mantri Laghu Vyapari Maan-Dhan Yojana (PM-LVMY) was launched by the Union labour and
Employment ministry for retailers and small traders. This scheme provides a minimum monthly
pension of Rs 3000/month to small shopkeepers, retail traders, and the self-employed people after
they attain 60yearsof age. It is an extension of Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM).
Eligibility
i. Self-employed people, small shopkeepers and retail traders aged between 18-40 years and with

Goods and Service Tax (GST) turnover below Rs 1.5 crore can avail the scheme.
ii. The above eligible persons should not be covered under the National Pension Scheme, Employees’
State Insurance Scheme, and Employees Provident Fund or be an Income Taxpayer (assessee).
Contribution
i. Amount of contribution is age-specific.
ii. It is a 50:50 basis scheme where the government contributes an equal amount as that of the
contribution made by the subscriber.
Key points
The scheme can be enrolled by interested persons through Common Service Centres(CSC) spread
across the country.
i. The enrollment based on self-declaration, only requires the person to possess a savings
account and Adhaar number.

Rural Development Ministry implements Deendayal Antyodaya Yojana


On July 23,2019, Union Minister for Rural Development, Narendra Singh Tomar stated that the
ministry is implementing Deendayal Antyodaya Yojana – National Rural Livelihoods Mission
(DAY-NRLM) across the country with the aim of organizing the rural poor women into Self Help
Groups (SHGs), and continuously supporting them to take economic activities till they come out of
poverty and reach an good-level of increase in income to improve their quality of life.
Key points:
Rashtriya Aajeevika Mission
i. About: It is a poverty alleviation scheme launched in 2011 as National Rural Livelihood Mission
(NRLM) and was succeeded by Deen Dayal Antyodaya Yojana in 2016. ii. Aim & support: This largest
initiative aims at improving the livelihood of poor & helping them to set up self-employment ventures
by ensuring easy access to credit. The mission is supported by the World Bank.
Sub-schemes under DAY-NRLM
i. Rural Self Employment Training Institutes (RSETIs): It allows a trainee to take bank credit and start
his/her own business.
ii. Start-up Village Entrepreneurship Programme (SVEP): It aims at facilitating rural poor for setting
up micro-enterprises.
iii. Aajeevika Grameen Express Yojana (AGEY): It aims to facilitate transport facilities in the rural
areas which also provides self-employment opportunities to the rural poor.

Approval given to national permit scheme for inter-state travel for bus operators
During the International Bus and Car show, Prawaas 2019 which was held in Mumbai, Maharashtra,
Union Transport Minister Nitin Gadkari informed that approval was given to the national permit
scheme for inter-state travel for bus operators. It will increase the state revenue by 3-4% as the
money will be directly credited to the states in a proportionate manner.
i. Government is also working on alternative fuels such as deriving ethanol from sugarcane which will
be cost-effective and pollution-free.

Govt sanctioned project for the development of Tirthankar Circuit covering sites associated
with Jainism under Swadesh Darshan scheme
Government has sanctioned Rs.52.39 crores for the project development of Vaishali, Arrah, Masad,
Patna, Rajgir, Pawapuri, Champapuri in Bihar under the Tirthankar Circuit theme of Swadesh
Darshan Scheme in the year 2016-17. It was informed by Union Tourism Minister of State for Culture
and Tourism Prahlad Singh Patel in reply to question in Lok Sabha. The project is under
implementation and the Ministry has released Rs.26.19 crores for the project.
i. The ministry has identified Tirthankar Circuit as one of 15 thematic circuits for development under

Swadesh Darshan Scheme. All sites in the country related to Jainism are covered under this Circuit.
ii. The projects to be taken up under the scheme are identified in consultation with State
Governments/UT(Union Territory) administrations and are sanctioned subject to the submission of
project proposals, their adherence to relevant scheme guidelines, submission of suitable detailed
project reports, availability of funds and utilization of funds released earlier.
iii.About Swadesh Darshan:
Thematic circuits: In 2014 The Ministry of Tourism launched this flagship scheme for development
of thematic circuits i.e. theme-based tourist circuits across the country in a planned and prioritized
manner.
Concept: These tourist circuits are being developed on the principles of high tourist value,
competitiveness and sustainability in an integrated manner.
Funding: It is a 100% centrally funded scheme. It also has provision for leveraging voluntary funding
under Corporate Social Responsibility (CSR) initiatives of Central PSUs(Public Sector Units) and
corporate sector.
Present status: 15 thematic circuits that have been identified so far for development under it are
Buddhist, North-East India, Coastal, Himalayan, Krishna, Desert, Eco, Wildlife, Tribal, Rural, Sufi,
Tirtankar, Spiritual, Ramayana, and Heritage.

DDUGJY flagship scheme’s targets achieved


Minister of State (MoS) for Power, New and Renewable energy R.K.Singh announced that the Deen
Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) scheme which completed four years from its launch,
has achieved all its target which was set and is near its conclusion. The announcement was made by
him in an interview to the All India Radio (AIR).
Key points
i. 26 million houses have been electrified in India which is the only country having synchronous
grid.
ii. Smart prepaid metre will be introduced by 2022 to reduce power theft. This metre will reduce
human intervention.
DDUGJY
It is a scheme designed to produce continuous power supply to rural India and the scheme
will replaceexisting Rajiv Gandhi Grameen vidyutikaran Yojana.
