For Land Transportation

-The Office of Transportation Cooperatives (OTC) is a government agency of the Philippines mandated to
promulgate and implement rules and regulations that governs the promotion, organization, regulation, supervision,
registration through accreditation and development of transportation cooperatives which are subject to the approval
of the Department of Transportation. It is created through Executive Order No. 898, signed by then President
Ferdinand Marcos on May 28, 1983.
OTC is headed by a chairman and an executive director. The office is further subdivided into the Administrative &
Finance Division, Operations Division, and Planning & Evaluation Division.

-The Land Transportation Office is an agency of the Philippine government under the Department of
Transportation and is responsible for all land transportation in the Philippines. Functions of the Land Transportation
Office include the inspection and registration of motor vehicles, issuance of license and permits, enforcement of land
transportation rules and regulations, adjudication of traffic cases, and the collection of revenues for the government
of the Philippines.
Its primary mission is to rationalize the land transportation services and facilities and to effectively implement the
various transportation laws, rules, and regulations. It believes that it is the responsibility of those involved in
the public service to be more vigilant in their part in the over-all development scheme of national leadership. Hence,
the promotion of safety and comfort in land travel is one of LTO's continuing commitments. It aims to be a
frontline government agency that showcases fast and efficient public service for a progressive land transport sector.
-The Land Transportation Franchising and Regulatory Board is an agency of the Republic of the
Philippines under the Department of Transportation (DOTr). The LTFRB was established on June 19, 1987, during
the former president Corazon Aquino’s administration.
The LTFRB is responsible for promulgating, administering, enforcing, and monitoring compliance of policies, laws,
and regulations of public land transportation services. The agency is in charge of granting franchises or
accreditations and regulating public vehicles such as Public Utility Buses (PUBs), Mini-buses, Public Utility
Jeepneys (PUJs), Utility Vehicle (UV) Express Services, Filcab service, school services, taxies, Transportation
Network Vehicle Services (TNVS), and Tourist Transport Services.

For Water Transportation


-The Philippine Coast Guard (PCG)is an armed and uniformed service tasked primarily with enforcing laws within
Philippine waters, conducting maritime security operations, safeguarding life and property at sea, and protecting
marine environment and resources; similar to coast guards around the world. The Coast Guard also serves as an
attached service of the Armed Forces of the Philippines in wartime.
It is an agency attached to the Department of Transportation of the Philippines. It currently maintains a presence
throughout the archipelago, with thirteen Coast Guard Districts, fifty-four CG Stations and over one hundred ninety
Coast Guard Sub-Stations, from Basco, Batanes to Bongao, Tawi-Tawi.
- The Maritime Industry Authority abbreviated as MARINA is an agency under the Department of
Transportation and Communications (DOTC) responsible for integrating the development, regulation and
promotion of the maritime industry in the Philippines.
A. Highways
Law/Policy:

Republic Act 10913 or the Anti-Distracted Driving Act.


RA 10913 or the Anti-Distracted Driving Act is a new updated law that motorist are banned from using mobile not
only mobile but any communicating device that may distracted you while in motion or even temporarily stopped from
traffic light.

All vehicles are covered by this act even a public or private vehicles, as long as the same are operated or driven in public
highways or streets. Such as, pedicabs, tricycle or any agricultural machineries.
This law prohibited to receiving or texting messages, reading any composition in mobile, including surfing, playing
mobile games, watching movies while in motion or temporarily stopped from traffic light.
There always justice or exempted in this law, these includes emergency situation, like calling police for a crime, bomb
threat or any lethal situation. Even personal matters like security or personal safety. Even calling and Ambulance.

In this law, we can use device that cant disturb drivers line of sight such as earphones, this is the only time that drivers
are allowed to receive a calls but only using device that cant distract you in term of sight.
Motorist are allowed to used Google Map to avoid traffic, like finding alternate routes, the same situation it must not
disturb the driver’s line of sight.
Aside from high-definition cameras that can monitor lights from devices inside heavily-tinted vehicles, the law will also
be strictly enforced by enforcers on the ground who
were well-trained to determine from the movement of the vehicle whether or not a driver commits distracted driving.
A Memorandum Circular setting specifications on the
regulation of tints shall be released by LTO soon, upon consultation with tint manufacturers.
Violators will be penalized with a fine of five thousand pesos (Php 5,000) for the first offense, ten thousand pesos (Php
10,000) for the second offense, and fifteen thousand pesos (Php 15,000) for the third offense with a three-month
suspension of driver's license. Violations incurred beyond the third offense shall be penalized with the revocation
of driver's license and a fine of twenty thousand pesos (Php 20,000).
B. Pedestrian Safety Law

Senate Bill 1195 (2012)

a) To make all public roads and sidewalks safe and convenient for the use of pedestrians:
b) To improve the flow of traffic;
c) To promote the right of the disabled to safe and convenient access;
d) To authorize the appropriate local government units to institute the summary abatement of obstructions
along public roads and sidewalks; and
e) To provide for civil liabilities against those who endanger pedestrian safety or convenience by their acts or
omissions.

Sidewalks which means are parallel to both sides of the road with a width and elevation as appropriate for safe
and convenient pedestrian passage.
