Objective: Define the minimum barrier requirement for Surface Well Test operations
Performance Criteria
This document defines the minimum barrier requirement for all Surface Well Test operations. It is not intended for
emergency situations where loss of containment has occurred and immediate isolation of the well by the operator and / or
rig contractor is required.
Intervention activities have the potential for escape of hydrocarbons. Maintaining adequate isolation practices is critical to
avoid uncontrolled hydrocarbon releases. The Design of Service shall include isolation requirements through planning and
documenting intervention requirements for Well Test Operations. All other isolation for manual interventions shall follow
the Management of Change process and location / customer specific Permit-to-work (PTW) systems.
Impact of the isolation shall be clearly understood, defined and documented within the Design of Service and shall include:

Testing and monitoring capability (i.e. pressure gauge, etc.) for every isolation point.
The following shall be considered in defining the isolation requirements as part of the Design of Service:
Interfaces – Rig, 3rd Party, Halliburton Cross PSL’s
Process requirements (i.e. cooling, lagging, potential for hydrates, etc.)
Pressure regimes (Equipment Specification and Operating Environment)
Temperature regimes (Equipment Specification and Operating Environment)
Gas Hydrocarbons (Concentration: H2S, CO2)
Liquid hydrocarbons (Density, Volume)
Operating environment:
o Gas Rates
o Liquid Rates
o Foaming, Emulsions, Waxing flow backs
o Hydrates
o HP/HT (>10K psi, ,<=350ºF)
o Ultra HP/HT (>15K psi, >350ºF)
o Heavy Oil
o Solids Flowback
o Solids Flowback Mobile Land
o Extraneous Materials Flowback
o Extreme Cold Environment
o N2 Lifting Operations
Client specifications and Well Program
Important aspects for maintaining isolation during intervention activities include, but are not limited to:
Competency of personnel
Risk assessments prior to start of work
Mitigation plans
Design of Service
Understanding and communication of Design of Service
Verification of Design of Service (i.e. verification of rig-up per P&ID and layout drawings, etc.)
Testing and monitoring of isolation valves
Communication during operations (i.e. crew changes, shift changes, etc.)
Verification of 3rd party interfaces including rig interfaces
Verification of interfaces with other product lines
Leadership and supervision
Barrier requirements directly influence the equipment selection process which is governed by the well conditions /
operating environment. Below table outlines the minimum barrier requirements:

H2S concentration is the value in the flow stream
A detailed risk assessment is mandatory for Double Barrier H 2S solutions (including a stand-by barrier)
Stop Work Authority and Management of Change shall be implemented as required
If one barrier is jeopardised then operations shall cease until the barrier has been reinstated or replaced by an alternative.
Additional criteria for mitigating any potential risk is to ensure there are no visible leaks on the valves upstream and
downstream. If any leaks are present then either an additional barrier shall be implemented or the well shall be shut- in,
leaking section isolated, and pressure bled off.

Permit-to-work (PTW) systems are used on location to authorise work during standard and non-standard Well Test
Operations.
Standard well test operations (i.e. Choke Changes, Sampling) of a ‘routine’ nature, are managed via operating procedures,
work instructions and documentation within the Design of Service.
The actual equipment (i.e. choke manifold, sampling manifold, etc.) configurations shall be determined per above table
and /or client specification(s) to ensure that all intervention activities (i.e. Choke Changes, Sampling, etc.) are considered
at the planning and equipment selection phase and documented within the Design of Service.
