0.7 Introduction
Purpose
This Cargo Operations Manual has been designed and developed by DMD of Commercial and
Airport Services in accordance with IAA policies, IATA rules and regulations, Standards and
Recommended Practices contained in IOSA Standards Manual (ISM) and ICAO provisions
applicable to Cargo Operations (Cargo and Mail Acceptance, Handling and Security) Scope.
It provides IAA and Handling Company (ies) personnel with the necessary information, guidelines,
processes and procedures to perform the functions and operational duties in a safe, secure and
smooth manner, and to produce desired quality results.
This Manual has been signed by DMD of Commercial and Airport Services; Reviewed by Safety
and Quality Assurance Director and Approved by Accountable Manager.
Scope
The areas where Cargo Operations (Cargo Acceptance, Cargo Handling and Security) are
conducted by IAA or Handling Agents and the personnel who perform these functions at all IAA
stations in Iran or other countries.
Note 1: IAA does not transport Dangerous Goods.
Note 2: Transportation of cargo includes revenue and non-revenue cargo.

Supporting any staff (Company or Contractor) who request that work on any location should
stop if in that person’s considered professional opinion the work is unsafe or may cause
environmental damage;
Setting targets for improvement and measure, appraise and report performance;
Requiring contractors to manage their compliance system in line with this policy;
Optimization of energy and material
Flight Safety and security are the primary area where safe systems of working are
conducted to enable the maintainers to provide full airworthy aircraft, which are then safely
operated by trained and experienced pilots.
Compliance Monitoring and Management objectives are therefore given equal status with
those for other areas of the business, and all personnel are expected to strive continuously
to improve the performance in these areas by working towards the targets mentioned in this
manual. The function of individuals concerning to these targets shall be under consideration
and assessment. IAA management and staffs are accountable for the management of risks
inherent in all activities in regards for safety and security.
Accountability for the provision of a compliance monitoring working environment through
active leadership, sound procedures and guidelines, effective training program and good
communication will be cascaded through all level of management and staff.
All employees must accept their responsibility to comply with compliance monitoring legislation,
regulations, IAA rules and procedures. To this end, employees and contractors are expected to
work in a manner which safeguards themselves, co-workers, passengers and all those connected
with our business, and to bring to management’s attention any process or activity which they
consider is not in line with this policy.
This policy is reviewed for possible update a minimum of two years, to ensure continuing
relevance.

Regular audit and inspection of security requirements which have been done in domestic
and overseas to increase security intensity of IAA flights for continual improvement of
security management system.

To coordinate with Operation and Technical deputies in order to get information about
technical and operational facilities and coordination in providing different flight schedules
and unscheduled flights as well as making changes in flight schedules when required
To coordinate with public relations in relation with affairs relevant to publication and
information of flight schedules as well as coordination of IAA's commercial
advertisement with policies of the Ministry of Islamic culture and guidance
To coordinate with legal office in order to contract commercial agreements and
considering claims of customers
To take necessary action about scheduled and unscheduled flights and to monitor them;
To acquire the information and continuous reports via technical and operations
departments regarding the number of serviceable aircraft, their type and limitations,
operations facilities and flight crew in order to set up flights in new routes and extra
flights
To take necessary action for collecting and analyzing necessary routes and passenger
demands in different routes
To supervise preparation and adjustment of final schedule flight
To take necessary action in order to coordinate the charter, daily and extra flights and
supervise them
To supervise preparation and reproduction of flight schedule information to be delivered
to different departments of IAA, representatives, branches and stations
To supervise preparation and reproduction of flight schedule information in order to be
delivered to relevant departments and customers based on charter contracts.
He has the authority to make decisions regarding risk tolerability with respect to the
safety and security of cargo operations.

To supervise acceptance & reservation of cargo after approval from the security &
customs, and handling, storing the cargo and receiving flight schedule (with latest
changes).
To receive and evaluate accounting reports and sending them to accounting office.
To evaluate all report and statistics for the purpose of developing the manner and
working methods.
To prepare and offer regulations and methods for better handling of cargo to the General
Director of Cargo Operations.
To supervise personnel presence and absence and follow up all personnel affairs.
To supervise implementation of all regulation, rules and circular of IATA and IAA.
To supervise the implementation of all IAA facilities such as truck, walkie-talkie, etc.
To follow up all affairs coming from Director and reporting the results of the action being
taken to him.
Receive and checking sales reports and sending them to the manager.
Prepare different statistics and reports relating to accepted and issued A.W.B and
offering them to the manager.
Prepare and offer practical regulations and methods for better handling of cargo to the
manager.
Implement rules and regulation and correct using of sales tariffs and supervise all
activities which shall be in accordance with IAA and IATA rules and regulations.
Maintain relation and interaction with all stations and contracted agents for the purpose of
evaluating and improving IAA incoming
Prepare rules, regulation, tariffs of cargo sales and offering them to the manager and
conveying them to the agent and stations, after approval of manager
Supervise and controlling the stocks which issued by stations and agents and controlling
sales reports with coordinating with stock control unit
Maintain continuous communication with contracted agents and stations by fax, TEL. and
internet for the purpose of information exchange

Note: Personnel of external service providers shall meet the above mentioned qualifications as

1.4 Communication
The communication system in IAA Cargo Operations is in accordance with IAA MSM Part 4 and
Director of Cargo Operations ensures an effective exchange of operationally relevant information
throughout the Cargo Operations Management System and front line personnel for conducting
Cargo Operations functions.
This communication system includes:
Email, Internet
Communiqués (letters, memos, bulletins)
Publications (Operations Manuals issued in English language, Magazines issued in English
or Persian Language)
IAA Intranet (Office Automation)
Instructions in Persian language when required
Safety or Operational Reporting System (refer to IAA MSM Part 5 for further information)

Note 1: The minutes of above mentioned meetings shall be provided and recorded according to
the records system defined in Part 1.8
Note 2: The list of emergency contact numbers (airport police, emergency service, firefighting,
OCC, security dept., safety and quality assurance office and etc) for making a quick call and as a
means of informing the relevant parties of probable emergencies shall be available and visible in
all cargo operational areas such as cargo acceptance, cargo storage area and etc.
Note 3: The Communication System also includes external companies that conduct outsourced
operational functions.
Note: The above mentioned protective equipment is being used by CGO personnel as applicable
to their job function.
Note1: For easy identification of revised content there will be a vertical bar as a distinguishing
mark in the margin against the revised information that indicates the changed or revised part.
Note2: IAA stations, external service providers and all areas where Cargo Operations are
conducted including passenger check-in and boarding areas; shall hold the current edition of IATA
Dangerous Goods Regulations (either soft or hard copy) and/or ICAO Technical Instructions for
Safe Transportation of Dangerous Goods by Air (TI), IATA Live Animals Regulations (LAR), IATA
Airport Handling Manual (AHM), IATA Perishable Cargo Regulations (PCR), IATA ULD
Regulations (ULDR) and IAA COM(and/or have their own published manuals that fulfills
operational safety, security and quality requirements of IAA) and IAA Safety and Quality Assurance
Dept. monitors the availability of mentioned Manuals throughout annual and random audits.

2.1 General
The acceptance of cargo is one of the most important areas of Cargo Operations.
Only the consignments which are in compliance with all standards, procedures and processes
contained in this manual are acceptable for carriage.
IAA Safety and Quality Assurance Dept. through annual and random audits ensures revenue and
non-revenue cargo are accepted and handled in accordance with standards and procedurs
contained in this Cargo Operations Manual.
Note 1: In this manual all references to Dangerous Goods are being ignored because IAA is not
approved to carry any type of Dangerous Goods by Iran Civil Aviation Organization under any
circumstances.
Note 2: With respect to this fact that there is no interline aggreement existing between IAA and
other airlines; IAA does not accept any interline cargo, and all procedures addressing interline
consignment are just for further information.
Note 3: As IAA does not have Cargo Aircraft Only and IAA cargo acceptance staff does not accept
shipments which labeled “Cargo Aircraft Only” moreover, cargo handling staff prevent loading of
the shipments which labeled “Cargo Aircraft Only”.
Note 4: IAA does not transport revenue or non-revenue cargo and/or mail in the passenger seats
of the aircraft cabin.
2.2.2 Packing
The shipper will be responsible for ensuring that the cargo is packed in an appropriated way for
carriage so as to ensure that:
It can be carried safely with ordinary care in handling
It does not injure or damage any persons, goods, cargo or property.
Each package are legibly and durably marked so as to identify the shipper and consignee.
Note: IAA reserves the right to refuse the transportation of cargo that is not suitably packed
and/or marked.
IAA undertakes transportation of all shipments, subject to the availability of suitable equipment
and space, unless otherwise excluded by IAA Regulations and provided that:
- They are packed in a manner suitable for carriage by aircraft and accompanied by the
requisite shipping documents,
- They are not likely to endanger aircraft, persons or property, or cause annoyance to
passengers,
- Each piece is not too large to fit into the hold of the type of aircraft that will be operating a
particular sector of transportation.
IAA reserves the right without assuming any liability to refuse carriage of cargo when
circumstances so require.
IAA shall refuse carriage of shipments having a declared value for carriage in excess of the
amount specified in IAA regulations.
Live Animals, Perishables, Fragile Goods, Human Remains and other special cargo shall be
accepted only under the conditions set in this manual and IATA Live Animals Regulations
manual.
Shipper is responsible for ensuring that the cargo is packed in an appropriate way for air
carriage so as to ensure that it can be carried safely with ordinary care in handling and so as
not to injure or damage any persons, goods or property.
Each package shall be legibly and durably marked with the Name and full address of the
shipper and consignee.
Responsibility for non-observance of the conditions relating to the carriage of special cargo
rests upon the shipper who shall indemnify IAA for any loss, damage, delay, liability or penalties.
IAA may incur because of carriage of any such cargo.
IAA reserves the right to examine the contents and packaging of all shipments and to enquire
into the correctness or sufficiency of information or documents tendered in respect of any shipment
but IAA shall be under no obligation to do so.
Note: IAA is not approved to carry any types of Dangerous Goods by Iran Civil Aviation
Organization and Dangerous Goods will not be carried by IAA under any circumstances
untill unless IAA be approved to carry Dangerous Goods.
The shipper will be responsible for obtaining all the necessary licences, consular
documents and invoices.
The shipper shall be obligated to comply with all customs regulations and other
Governmental Regulations of any country flown from, to or over relating to the packing,
carriage, and delivery of goods including the furnishing of such information and
documents as shall be necessary to meet such requirements.
The shipper will be responsible for the correctness of the particulars and statements
relating to the cargo inserted by him or on his behalf in the air waybill or furnished by him
or on his behalf to IAA for insertion in the shipment record.
The shipper shall indemnify IAA against all damages caused by him, by reason of the
irregularity, incorrectness or incompleteness of the particulars and statements furnished
by the shipper or on his behalf.
The shipper will be responsible for the completion of the air waybill and the correctness of
all information shown on the face of air waybill.
Note: IAA is under no obligation to inquire into the correctness or sufficiency of required
information, documents or marking.
2.6.1.1.1 Definition
The shipper's letter of instructions is a form designed for use by shippers to instruct IAA issue the
air waybill on their behalf. This form provides all details necessary for the issuance of the air
waybill and authorizes IAA to sign the air waybill in the name of shipper.
The natures of dangerous goods shall be exactly described by the proper shipping name,
trade name not be acceptable.
2.6.1.1.2 Completion
The completion of Shipper's Letter of Instruction shall take into account the following:
- Shipper
Enter shipper's full name, street address, and city, country and phone number.
- Consignee
The consignee's full name and address is required. This shall include the city and country
and shall also include the consignee's telephone, telex and/or fax numbers.
- Airport of Departure
The name of the airport of departure in full shall be shown, or the name of the city.
- Airport of Destination
The name of the airport of destination shall be shown or the name of the city of destination in full.
In case the city is served by more than one airport, also mention the name of the airport
concerned. In case where the same city is used in more countries also add the name of the
country.
- Requested Routing
IAA routings' apply, unless the shipper requests a specific routing for the shipment. This may
be specific reasons and should not be changed without reference to the shipper.
- Description of Goods
Each item contained in the consignment shall be described separately in sufficient detail to
show its nature. This description of goods shall conform to statements contained in such
accompanying documents as Shipper's Export Declarations, Commercial or Consular
Invoices and Import Licenses. Specific information is required in the case of Dangerous
Goods, Live Animals, Consolidations and other shipments, which require particular entries on
the air waybill. The shipper may also show the country of origin and the Harmonized
Commodity Description and Coding System number.
- Gross Weight
The shipper should show the gross weight of the shipment, specifying it is in kgs. If a weight
for each part of a multiple commodity shipment is shown, there shall also be a total weight.
Weights provided by the shipper are always subject to verification by IAA accepting office.
- Measurement
Measurements of the greatest length, greatest width and greatest depth/height of the
shipment are required. Alternatively, the shipper may show the total volume of the shipment.
In each case, the unit of measurement shall be specified and verified by IAA.
The shipper may have invoices, packing lists, customs declaration, health certificates and
other documents to accompany the goods. These should be firmly attached to the air waybill
and noted in the "Handling Information" box.
Note: It shall be remembered that the preparation and submission of documents required by
government formalities is entirely the shipper's responsibility.
Every exercise of the right of disposition shall be made by the shipper or his designated agent, if
any, and shall be applicable to the whole shipment under a single air waybill, or under a single
shipment record.
The right of disposition over the cargo shall only be exercised if the shipper or his designated agent
produces the part of the air waybill, which was delivered to him.
lnstruction as to disposition shall be given in writing guaranteeing payment of all charges resulting
from it.
ln the event that the exercise of the right of disposition results in a change of consignee, such new
consignee shall be deemed to be the consignee appearing on the air waybill or the shipment
record.
Subject to his liability to carry out all his obligations under the contract of carriage and provided that
this right of disposition is not exercised in such a way as to prejudice IAA or other shippers, the
shipper may at his own expense dispose of the cargo either by
Stopping the shipment in the course of the journey on any landing place; or
Calling for the shipment to be delivered at the place of destination or in the course of the journey
to a person other than the consignee named in the air waybill or shipment record; or
Provided that if, in the opinion of IAA, it is not reasonably practicable to carry out the order of the
shipper, IAA shall so inform him promptly.
Nevertheless, if the consignee declines to accept the air waybill or the cargo, or if he cannot be
communicated with, such right of disposition shall continue to vest in the shipper.
When a consignment is returned to the shipper because of non-delivery, a new air waybill shall
be issued for the returning carriage and shall have the original air waybill number inserted in the
"Accounting Information" box.
Air Waybill
- The air waybill shall be issued in accordance with part 5, accurate and completed in all
respects, including the completion of the charges box and the checking of weights,
measurements and nature of goods.
- No more than the following parts shall be removed from the air waybill set by IATA
Agents:
o Original 1 (for issuing Carrier) where required by IAA whose air waybill is issued.
Documentation
Marking of Packages
All packages of each consignment shall be marked with the same consignee's name, street
and city address as on the air waybill, or this information is shown on one or more
packages with an appropriate reference thereto on all other packages in the consignment.
Packing
The contents of each consignment shall be properly packed so as to withstand all normal
transportation incidents. Packages containing live animals shall be packed in accordance
with the applicable live Animals Regulations.
Labelling of Packages
- Labels shall be fully visible and all old labels and markings shall be obliterated.
- A cargo identification label or stencil, duly completed shall be attached to each package.
- For special consignments (perishable, live animals, etc.), the applicable label shall be affixed
to the packages to which they relate in accordance with the applicable regulations.
After checking that the shipper presents all necessary documents, certain checks shall take place
to the goods before accepting and issuing the air waybill.
The weight of all shipments shall be verified at the time of acceptance and it shall be
indicated on the air waybill. This verification may be by means of check weighing or by
official certification. This requirement to verify the weight of all cargo is a key factor in
ensuring the safe loading and operation of aircraft.
It shall be noted that the volume - taken as being the product of the greatest length, width
and height of the shipment, is also relevant to the calculation of the correct charges.
The shipper is required to address legibly and durably each component part of the
consignment showing the same consignee's name and city address as on the air waybill.
This information may be shown on one or more packages only, provided all other packages
are suitably identified as being part of the consignment.
If the consignment consists of several packages which differ in their weight, each package
shall show its actual weight.
2.9.3 Packaging
Packaging shall be of a standard suited to the contents and capable of protecting the goods
from any accidental damage, which could be caused during the normal process of handling
and transportation.
Both contents and packaging shall be such that damage will not be caused to other cargo,
aircraft, handling equipment, and baggage or cause injury to personnel.
The use of plant materials (hay, straw or other soil products) may be prohibited under
quarantine restrictions and shall be avoided, refer to TACT Rules, Information by Countries.
If the packaging or contents are, or appear to be, in a damaged condition, the shipper shall
be asked to re-pack them. If this is not possible, details of damage or deficiency should be
entered in the "Handling information" box of the air waybill, and the shipper or agent shall
sign adjacent to the inserted information.
2.9.4 Keys
Any items accepted for carriage in locked containers shall be accompanied by the keys, so
the cases can be opened for customs examination. The keys shall be attached securely to
a label showing name and full address of consignee, number of keys attached and air
waybill number.
Labeling is completed by the attaching of the appropriate fully visible labels and the
removal or obliteration of any previous marks or labels on the package.
Wherever possible, cargo labels shall be affixed to the packages close to the consignee's
name and address. Large items or heavy pieces should have two or more labels affixed so
that they can be readily identified from each visible side or surface.
An air cargo identification label or tag shall be affixed to each package showing the air
waybill number, the total number of pieces in the consignment, the total weight of the
shipment and its final destination.
Labels for special consignments, such as Live Animals, Fragile, Perishables and This Way Up
shall be fixed where appropriate and may not be in more than two languages, one of which has to
be English.
Perishable Fragile
IAA shall not accept for interline transportation the following types of consignments unless and until
advance arrangements have been made with the other participating airlines:
Prior to Accepting any Interline Cargo Requiering Advanced Arrangements , IAA shall:
Advise the shipper of the advanced arrangements/requirements of each of the airlines who
participate in the carriage of the cargo; and
Notify, by the quickest means normally used, the next succeeding participating airline of the
offer of such cargo for carriage over its services.
2.11 Restrictions
2.11.1 Introduction
All individual items of load which by nature, shape or density may constitute a hazard shall be
restrained. Restraint can be achieved by filling the compartment, net section or by tie-down.

Upon acceptance each consignment shall be accurately weighed, the weight of a piece of cargo
above available scale-capacity shall be determined elsewhere.
The weight note shall be submitted to the cargo accepting office together with the consignment
concerned.
Dimensions
The greatest width, height and length of a consignment shall be ascertained on acceptance. For
valuable cargo, each piece shall be so measured, and for low density cargo, its cubic volume shall
be calculated.
Consignments exeeding a certain declared value or carriage unless advance arrangements have
been made with IAA.
The value for carriage of one consignment or group of consignments to be carried in any one
aircraft, shall not exceed a certain limit of amount (which is determine by IAA regulations) when
such consignment or group of consignments consists of general merchandise or valuable.
If a single consignment exceeds such limits, it may not be carried in the same aircraft but may be
devided between two or more aircrafts at the sole discretion of IAA.
IAA reserves the right to refuse to transport in any one aircraft, consignments having declared
values, which in aggregate, violate or lead to the violation of this rule.
2.13 Routing
IAA cargo staff are responsible for the correct insertion on the air waybill of the complete
routing.
IAA assumes no obligation to carry the goods by any specified aircraft or over any
particular route or routes or to make connection at any point according to any schedules.
No time shall be fixed for the completion of carriage and IAA may without notice substitute
alternate carriers or aircraft or deviate from the route or routes.
Where on the air waybill the routing is totally or partially incomplete, an airline proceeding
such open routing portion is authorized to complete the routing and shall be deemed to be
acting on behalf of the issuing airline.
If in the opinion of IAA it is necessary to hold the shipment at any place for any purpose, either
before, during or after carriage, IAA may, upon giving notice thereof to the shipper, store the
shipment for the account and at the risk and expense of the shipper, in any warehouse or other
available place, or with the customs authorities, or IAA may deliver the shipment to another
transportation services for onward carriage to the consignee. The shipper shall indemnify IAA
against any expense or risk so incurred.
3.1 Payment
Full applicable charges, prepaid fees, duties, taxes, charges advances and payment, made
or incurred or to be incurred by IAA and any other sums payable to IAA, are deemed fully
earned, whether or not the cargo is lost or damaged, or fails to arrive at the destination
specified on the air waybill.
AII such charges, sums and advances will be due and payable upon receipt of the cargo by
IAA.
Payment of charges for carriage and handling are normally paid by the shipper. This is
known as "Charges Prepaid".
Note: IAA does not accept collect charges at any stages of flight

Minimum Charges
lt is the lowest amount that will be charged for the transportation of a consignment between
two points, irrespective of weight or volume.
When the weight or volume charge for a consignment is lower than the minimum charge, the
minimum charges shall apply. The minimum charge takes precedence over any lower
charge that would result from the applicable weight charges provided in any other rule,
unless specifically indicated in that rule.
Minimum charges are based on the normal rate and shall never be less than the applicable
normal rate times the chargeable weight of each consignment.
Any valuation charges shall not be included with the weight or volume Charges.
Minimum charges to destination (international) are published in TACT Rate Books.
Minimum charges to destination (domestic) is the IAA rate basis.
General Cargo Rates (GCR)
General cargo rates apply for the carriage of commodities in general.
The normal general cargo rates is the under 45 Kgs. rate or, where no under 45 Kgs. rate
exists, the under 100 Kgs. rate shall apply.
Lower general cargo rates are available for consignments weighing more and in many areas
of the world further reduced rates are published for consignments in higher weight breaks.
Class Rates
_ Class Rate is a rate applicable to a specifically designated class of goods. It is an
exception to the General Cargo Rates, and applies to certain commodities. (Application
varies by lATA Areas).
Combination of Rates
Where carriage of class rated consignments is over the lines of two or more carriers, the
through lATA rate will apply from origin to destination except that where a carrier indicates a
special percentage requirement for its portion of the carriage then the through lATA rate will
not apply and the applicable charge will be the combination of local sector rates of each
participating carrier.
The shipper shall insert in the appropriate box on the air waybill a declaration of value
for carriage in any amount, at his option, provided that NVD (No Value Declared) may
constitute such a declaration.
For goods having a declared value for carriage of USD 20.00 per kilogram or less,
charges for carriage shall be solely on weight or volume basis.
Note: for shipment insurance, it is essential for shipper to insure his/her shipment by his/her
own insurance agency.
general cargo rate from Tehran to Dubai is IRR 8740 and the over 45kgs general cargo rate
is IRR 6560.
35 X 8740 = 305900 IRR
45 X 6560 = 295200 IRR
The minimum amount chargeable for 45kgs {6560IRR per Kg} is less than the normal rate
times the actual weight of the consignment. Therefore, the charge of 295200 IRR will apply
to this consignment.
4.3.4 Calculation of Volume Weight
The cubic volume of a consignment is established by applying the greatest length, the
greatest width and the greatest height of the consignment or its packages.
Consignments, the extreme dimensions of which result in an average of more than {6000}
cubic centimeters or {366} cubic inches per kilogram (166 cubic inches per pound), shall be
charged on volume basis.
4.3.5 Calculation of Weight Charges
Charges shall be calculated by multiplying the applicable specific commodity rate, class rate
or general cargo rate as published in the current lATA Tariff by the chargeable weight.
Examples
Centimeters - Kilograms
To obtain the cubic volume a half or larger fraction of a centimeter shall be rounded
up to the next higher whole centimeter, a smaller fraction to the next lower whole
centimeter.
The dimensions of 167.3 X 148.6 X 135.2 cm, are to be rounded to 167X 149X 135
cms
The chargeable weight is established by dividing the cubic volume in cubic centimeter
by 6000, the resultant equivalent in kilograms being rounded up to the next higher full
or half kilogram.
167 X 149 X 135 cm = 3,359,205 cubic centimeters
3,359,205 / 6000 = 559.867 kilograms.
Which should be rounded UP to 560 kgs.
Acknowledgment of instructions shall be given to the shipper and it shall contain a statement
that every endeavour will be made to carry out the changed instructions but that no
responsibility can be accepted or guarantee given, that the revision can be effected.
Such changes will be considered to be amended only upon receipt by the issuing carrier at
the airport of departure of a confirmation of successful corrective action taken, and reported
by the delivering carrier.
4.5.3 Cargo Charges Correction Advice - CCA Refer to part 21.3 Cargo Charges
Correction Advice (CCA)
4.5.3.1 Definition
"Cargo Charges Correction Advice"
Is a document used for the notification of changes to transportation charges or other
charges.
4.5.3.2 Description
For manually issued CCAs, the form shall be issued in a set of six copies in the following
order :
- Original For carrier issuing CCA.
- 1st Copy For accounting department of issuing carrier.
- 2nd Copy For first carrier.
- 3rd Copy For second carrier.
- 4th Copy For third carrier.
- 5th Copy For cargo department of carrier issuing CCA.
4.5.3.3 Completion
Where a Cargo Charges Correction Advice form is raised, all information and charges shall
be entered on the document regardless if whether or not there is any changes from the
original information as shown on the air waybill.
For manually issued CCA, it should contain the following:
CCA number.
Air Waybill Number
- Enter the air waybill prefix and serial numbers to which the CCA refers.
Origin
- Enter the three-letter code of the airport or city of departure as shown on the original
air waybill.
Destination
- Enter the three-letter code of the airport or city of destination of the last carrier as
shown on the original air waybill.
Date and Place of Issue
- Enter the date and place of execution as shown on the original air waybill.
Routing
- Enter the details of the first flight showing first transfer point, flight number and date.
Participating carriers, receiving a CCA, should then enter the next flight sector
information and forward it to the next carrier.
Currency
- Enter the three-letter code of the currency corresponding to the currency in which the
air waybill was issued.
Revised/Corrected Charges
- Enter the total of all charges as it now appears on the air waybill under either the
prepaid or collect column, as appropriate.
Original/Incorrect Charges
- Enter the total of all charges as it originally appeared on the air waybill under either
the prepaid or collect column, as appropriate, regardless of whether or not some of
these have now been changed.
Remarks & Reason for Issuing Advice
- Enter any explanatory remarks and include an explanation of the situation that
caused the CCA to be raised. In the case of the referral of uncollectible charges to
the issuing carrier, enter the date and place of issue of the Notice of Non-Delivery
Irregularity Report-IRP, a copy of which shall have been sent to the accounting
department of the issuing carrier. In such cases, the CCA shall also detail all other
charges incurred en-route and at destination which are to be collected from the
shipper.
Shipper
- Enter the name and address of the shipper as shown in the original air waybill.
Consignee
- Enter the name and address of the consignee as shown on the original air waybill.
Airline
- Enter the airline name of the carrier issuing the CCA.
4.5.3.5 Distribution
The completed Cargo Charges Correction Advice shall be distributed as follows:

5.1 General
5.1.1 Definition
Air waybill, which is equivalent to the term air consignment note means the document entitled "Air
waybill" made out by or on behalf of the shipper, which evidences the contract between the shipper
and carrier(s) for carriage of goods over routes of the carrier(s).
The term "Not Negotiable" printed on top of the air waybill means, that the air waybill is a straight
or Non-negotiable bill of lading, which is contrary to a negotiable ocean bill of lading; no lATA
member issue "to order" or negotiable air waybill's. Therefore, the words "Not Negotiable" shall not
be crossed out or tampered with.
5.1.2 Description
Air waybill is a non-negotiable document.
An "Airline Air Waybill" consists of three originals and between six and twelve copies Each part of
an air waybill set bears in the two top corners and in the lower right corner an air waybill number
composed of the three-digit carrier code number followed by a serial number of eight digits
including a check digit placed in the extreme right hand position of the serial number.
The three air waybill originals (part 1, 2 and 3) bear on the reverse the conditions of contract and
all have the same validity. The remaining parts of the air waybill are copies of the originals.
Therefore, it is essential that the air waybill is carefully and legibly prepared according to the
current issue of TACT Rules, lATA Air Waybill Handbook and IAA latest regulations.
5.4 Contracts
5.4.1General
Notice appearing on the face of the air waybill:
- It is agreed that the goods described herein are accepted for carriage in apparent good order
and conditions (except as noted) And Subject to the Conditions of Contract on the
Reverse Hereof. All Goods May Be Carried By Any Other Means Including Road Or Any
Other Carrier Unless Specific Contrary Instructions Are Given Hereon By The
Instructions Are Given Hereon By The Shipper, And Shipper Agrees That The
Shipment May Be Carried Via Intermediate Stopping Places Which The Carrier Deems
Appropriate. The Shipper's Attention Is Drawn To The Notice Concerning Carrier's
Limitation Of Liability.
The Conditions of Contract, prefaced by a Notice, on the reverse side of the air
waybill/consignment note, read as follows:
Except as otherwise provided in carrier's tariffs or conditions of carriage, in carriage to which the
Warsaw Convention does not apply carriers' liability shall not exceed USD 20.00 or the equivalent
per kilogram of goods lost, damaged or delayed, unless a higher value is declared by the shipper
and a supplementary charge paid.
If the sum entered on the face of the air waybill as "Declared Value for Carriage" represents an
amount in excess of the applicable limits of liability referred to in the above Notice and in these
Conditions and if the shipper has paid any supplementary charge that may be required by the
carrier's tariffs, conditions of carriage or regulations, this shall constitute a special declaration of
value and in this case carrier's limit of liability shall be the sum so declared. Payment of claims
shall be subject to proof of actual damages suffered.
In cases of loss, damage or delay of part of the consignment, the weight to be taken into account in
determining carrier's limit of liability shall be only the weight of the package or packages
concerned.
Note: notwithstanding any other provision, for foreign air transportation as defined in the US
Federal Aviation Act as amended, in case of loss or damage or delay of a shipment or part thereof,
the weight to be used in determining the carrier's limit of liability shall be the weight which is used
(or a pro rata share in the case of a part shipment loss, damage or delay) to determine the
transportation charge for such shipment.
Any exclusion or limitation of liability applicable to carrier shall apply to and be for the benefit of
carrier's agent, servants and representatives and any person whose aircraft is used by carrier for
carriage and its agents, servants and representatives. For purpose of this provision carrier acts
herein as agent for all such persons.
Carrier undertakes to complete the carriage hereunder with reasonable dispatch. Carrier may use
alternate carriers or aircraft and may without notice and with due regard to the interests of the
shipper use other means of transportation. Carrier is authorized by shipper to select the routing
and all intermediate stopping places that it deems appropriate or to change or deviate from the
routing shown on the face hereof.
Subject to the conditions herein, the carrier shall be liable for the goods during the period they are
in its charge or the charge of its agent.
Except when the carrier has extended credit to the consignee without the written consent of the
shipper, the shipper guarantees payment of all charges for carriage due in accordance with
carrier's tariffs, conditions of carriage and related regulations, applicable laws (including national
laws implementing the Convention), government regulations, orders and requirements.
When no part of the consignment is delivered, a claim with respect to such consignment will be
entertained even though transportation charges thereon are unpaid.
Notice of arrival of goods will be given promptly to the consignee or to the person indicated on the
face hereof as the person to be notified. On arrival of the goods at the place of destination, subject
to the acceptance of other instructions from the shipper prior to arrival of the goods at the place of
destination, delivery will be made to, or in accordance with the instructions of the consignee. If the
consignee declines to accept the goods or cannot be communicated with, disposition will be in
accordance with instructions of the shipper.
The person entitled to delivery shall make a complaint to the carrier in writing in the case:
of visible damage to the goods, immediately after discovery of the damage and at the
latest within fourteen (14) days from receipt of the goods
of other damage to the goods, within fourteen (14) days from the date of receipt of the
goods
of delay, within twenty-one (21) days of the date the goods are placed at his disposal
of non-delivery of the goods, within one hundred and twenty (120) days from the date of
the issue of the air waybill
For the mentioned purpose complaint in writing may be made to the carrier whose air waybill was
used, or to the first carrier or to the last carrier or to the carrier who performed the transportation
during which the loss, damage or delay took place.
Any rights to damages against carrier shall be extinguished unless an action is brought within two
years from the date of arrival at the destination, or from the date on which the aircraft ought to have
arrived, or from the date on which the transportation stopped.
The shipper shall comply with all applicable laws and government regulations of any country to,
from, through or over which the goods may be carried, including those relating to the packing,
carriage or delivery of the goods, and shall furnish such information and attach such documents to
this air waybill as may be necessary to comply with such laws and regulations. Carrier is not liable
to the shipper for loss or expense due to the shipper's failure to comply with this provision.
No agent, servant or representative of carrier has authority to alter, modify or waive any provisions
of this contract.
If carrier offers insurance and such insurance is requested, and if the appropriate premium is paid
and the fact recorded on the face hereof, the goods covered by this air waybill are insured under
an open policy for the amount requested as set out on the face hereof (recovery being limited to
the actual value of goods lost or damaged provided that such amount does not exceed the insured
value). The insurance is subject to the terms, conditions and coverage (from which certain risks are
excluded) of the open policy, which is available for inspection at an office of the issuing carrier by
the interested party. Claims under such policy shall be reported immediately to an office of carrier.
5.5.2 Completion
The shaded boxes with title on the face of air waybill will be for carrier's use only.
The shaded boxes without title shall not be used.
The various boxes in the specimen air waybill, the following sample, have been
numbered to correspond with the bracketed numbers at the beginning of the titles of the
following text.
- A hyphen shall be inserted between boxes (1A) and (1B), and only in the upper right and
lower right corners.
(1B) Serial Number
- Serial number of eight digits including a check digit placed in the extreme right position
shall be inserted.
- This check digit shall be determined by using the unweighted Modules system, which
divides the first 7 digits of the serial number by seven and uses the remainder for
verification and as eighth digit.
- A space may be inserted in the serial number between the fourth and fifth digits.
(1C) Issuing Carrier's Name and Address
- When not pre-printed, the issuing carrier's name and head office address corresponding to
the airline code number shown in box (1A), shall be inserted in accordance with the issuing
carrier's instructions.
Shipper
(2) Shipper's Name and Address
- The name, address and country (or two-letter country code) of the shipper shall be inserted.
- One or more method of contact (Telephone, Telex or Telefax) and number may be inserted
below.
(3) Shipper's Account Number
- This box shall not be completed unless used by the issuing carrier at its option.
Consignee
(4) Consignee's Name and Address
- The name, address and country (or two-letter country code) of the consignee shall be
inserted.
- One or more method of contact (Telephone, Telex or Telefax) and number may be inserted
below.
(5) Consignee's Account Number
- This box shall not be completed unless used by the last carrier at its option.
- This box shall not be completed unless used by the issuing carrier at its option.
Routing
(9) Airport of Departure (Address of First Carrier) and Requested Routing
- The name of the airport of departure shall be inserted as the first entry and shall correspond
to information shown in 2.
- Any requested routing shall be inserted.
(10) Accounting Information
Only accounting information required by the participating carriers may be inserted such as:
- Payment by cash or cheque.
- Consignment returned because of non-delivery; the original air waybill number shall be
shown on the new air waybill for the returning carriage.
- Payment by Government Bill of lading (GBL); the GBL number shall be shown.
- Payment by Miscellaneous Charges Order (MCO) is only
- Acceptable for baggage shipped as cargo; the MCO number and value of the Exchanged
Coupon in the currency of the air waybill shall be shown followed, if necessary, by the
amount deducted from the MCO coupon and, in all cases, by the passenger's ticket number
and flight/date/routing used.
- Shipper's reference number as indicated by the shipper or his agent.
- Payment by credit card; the credit card number shall be shown.
- The words "Also Notify" may be printed after the title of the "Accounting Information" box
(applicable for domestic transportation only).
CHARGES
(14A) & (14B) Weight/Valuation Charges
- The shipper or agent shall insert an "X", as appropriate, in box (14A) or (14B).
- The charges entered into boxes (24A), (25A) or (24B), (25B) shall be wholly prepaid or
wholly collect respectively.
(15A) & (15B) Other Charges at Origin
- The shipper or agent shall insert an "X", as appropriate, in box (15A) or (158).
- Any charges entered into boxes (27 A), (28A) or (27B), (28B) shall be wholly prepaid or
wholly collect respectively.
If the information indicated as required in (11) is in conflict with the information required by (18) and
(19), the latter shall take precedence.
(16) Declared Value For Carriage
- The declared value for carriage, as specified by the shipper, shall be inserted.
- Where no value is declared, "NVD" shall be inserted.
(17) Declared Value For Customs
- The shipper or agent may declare and insert a customs value, which may be "NCV', or
leave the box blank.
(18) Airport Of Destination
- The airport of destination of the last carrier (or city when the name of the airport is unknown
because the city is served by more than one airport) may be inserted.

7. When the air waybill data is transmitted by electronic means, the following other charges

***MC code is used if the miscellaneous charge is due carrier but cannot be further identified.
To indicate whether such other charges accrue to carrier or agent, one of the following entitlement

Prior to acceptance IAA shall ensure that the necessary en-route arrangements have been made
including:
Ensuring that the shipper is advised of the maximum time before flight departure that the
carrier will accept the cargo;
Making any necessary onward reservations;
Ensuring that special handling facilities such as re-icing are available and arranged if agreed
and required.
The lATA "Perishable" label shall be attached to each package and where applicable the ''This
Way Up" label.
Note 1: Perishable which may exude liquids are classified as "Wet Cargo",
Note 2: Perishable packed in or with dry ice shall not be accepted by IAA.
The shipper has arranged appropriate government permits and other documents

6.1.5 Documentation
Documentation shall be required by the current lATA Dangerous Goods Regulations.

refrigerated/temperature control containers are used.
At the destination the shipper and consignee shall be kept informed. Additionally, in the event
of a change of flight/routing any onward carriers holding space for the cargo shall also be
kept informed.
At the airport of destination, the consignee shall be advised of the delay and action being
taken. If it is decided to change the flight or routing, any onward space reservation should be
amended.
6.1.8.3.2 Documentation
AII perishable shipments shall be endorsed as such on the Cargo Manifest. The special handling
code applicable to the type of cargo shall be entered in the "Operator" column of the manifest.
Details of any perishable shipments that require special stowage care at transit stops, in-flight
attention or special care in the event of diversions or major delays shall be included on the
"Special Load Notification to Captain".
6.1.9 Notification
The station of destination, and of transfer when applicable, shall be notified of the presence of
perishable on board the aircraft by means of perishables pre-advice message.
The perishable pre-advice message shall be dispatched immediately after the departure of the
flight.
6.1.10.2 Handling
Keep out of direct sunlight wherever practicable and avoid extremes of temperature.
Do not refrigerate unless indicated by shipper.
Comply with standard handling labels such as "THIS WAY UP".
Handle as fragile cargo at all times.
6.1.11.2 Handling
Dry ice shall never be used as a refrigerant for fruits and vegetables.
The high moisture content of certain types of vegetables may lead to self-heating, either
through fungal or bacterial action. So, care should be taken to ensure that airspace is
possible between the packages and packed in well-ventilated containers.
Packages shall be stacked in aircraft or on the ground with adequate vertical and horizontal
ventilation and should not be covered with plastics.
Keep out of direct sunlight and inclement weather conditions, wherever practicable and avoid
excessive heat.
Comply with handling labels such as "THIS WAY UP" and "PERISHABLES" labels.
It is essential to keep transportation time to a minimum to guarantee freshness of vegetables
and fruit on delivery.
Fruits and vegetables shall not be loaded in close proximity of non-cremated human remains
and live animals at any stage of the journey because of the serious risk of contamination.
6.1.12.2 Packaging
Fresh meat shall be packed in leak-proof packages such as lined fiberboard cartons. There shall
be no risk of seepage from the contents. It should be handled as Wet Cargo.
The packaging of all meat products shall be of a standard to satisfy national laws of the countries
of export and importation.
6.1.12.3 Handling
AII meat products shall be handled in hygienic conditions and particular care taken to ensure the
cleanliness of aircraft compartments and ground handling, and warehouse and storage equipment
used.
Cold storage and freezer facilities shall be used to accommodate meat shipments wherever and
whenever available, particularly during the periods between acceptance and loading also between
unloading and delivery.
Note: IAA prefer to transport cargo which do not need cold storage and freezer facilities which may
be loaded on board of A/C as close as possible to departure time of the flight.
The use of ice as a refrigerant will assist in maintaining the freshness of the product, which
should be maintained within a lowest possible temperature range.
The most reliable method of packaging fish and seafood is to use inner containers of
polyethylene (bags or film) and pack these, together with refrigerant, in outer containers of
fiberboard, Styrofoam, wood or metal.
The choice of inner and outer packaging materials should take into account the size and
quantity of the fish/seafood and the net and gross weights of the packaging and contents.
6.1.16.2 Packaging
Prior to packing, all fish shall be cleaned, well drained and pre-frozen or chilled.
- Container: Up to four Styrofoam or other suitable material boxes with a minimum thickness of
25mm (1 in), all except one of these with drain holes in the bottom.
- Materials: Polyethylene bags, large enough to contain the complete package. Adhesive tape,
rubber bands.
- Refrigerant: Wet ice (cubes or crushed)
6.1.16.4 Handling
- It is the responsibility of the shipper to deliver the shipment to IAA ready for carriage with
sufficient refrigerant materials.
Note:IAA prefer to transport cargo which do not need cold storage and freezer facilities, and which
may be loaded on the board of A/C as close as possible to departure time of the flight.
6.2.3 Documentation
6.2.3.1 Declaration of Contents
- The passenger using this facility shall make an itemized declaration of the contents of the
baggage, complete all documents required for dispatch and customs, and he will be
responsible for all additional charges for collection, delivery and customs.
- A copy of the declaration shall be attached to the origin station air waybill file copy.
- Cremated human remains shall be accepted in any aircraft without advance arrangement.
- Ashes shall be packed in a natural packing.
Note :
Human remains shall be brought to the airport only 2 hours before the scheduled flight.
Human remains can only be accepted inside an enclosed wooden coffin which is covered with
canvas sheet, plastic folio.
As infectious substances are considered as dangerous in air transport, any Human Remains of
which the death reason is infectious diseases /substances is not accepted on IAA flights even if it
is in compliance with the Dangerous Goods Regulations standards
6.3.3 Documentation
- Shipments of human remains shall be accompanied by an official death certificate and, for
cremated remains, a certificate of cremation.
- Other documents which may be required by the authorities at stations of transit, transfer and
destination shall accompany the shipment.
- AII documents shall be legalized by the local Ministry of Health and by the local diplomatic
representative at origin. These documents shall be attached to the air waybill, not to the
packaging.
- The air waybill and cargo manifest shall show the special handling code "HUM".
6.3.4. Handling
Following procedures shall be considered for handling of human remains:
- The accepting station shall advise the destination station and station en-route, the flight details
and loading position before the flight departure.
- The loading and unloading of a coffin shall be arranged so that the passengers will not see it.
- Coffins shall be loaded in a horizontal and never in an upright position.
- Non cremated human remains shall not be loaded in close proximity of dogs and other
sensitive animals as well as food for human consumption, when such food is not packed
hermetically.
- Coffins are to be considered as heavy items.
- The captain of the aircraft shall be advised by means of the "Special Load Notification to
Captain".
- Human Remains shall not be transferred to another flight unless space is confirmed up to final
destination.
- Where the flight on which human remains are to be carried is delayed without establishing an
estimated time of departure or where a night-stop is declared, or re-routed, human remains
shall have the highest priority when considering transfer of load to other flights of IAA or to
other carrier.
An advance request shall be sent to station involved in loading and unloading, requesting their
agreement to handle the item. The request shall contain the following minimum information:
- Nature of goods.
- The weight of each package.
- The dimensions of each piece (L x W x H) with the units used clearly stated.
- Method of packing, such as, cartons, wooden box, loose, etc., and its general shape.
- Other useful handling information, e.g. a description of the item, its lifting characteristics and its
general shape.
Prior to shipping, confirmation shall be received from the stations involved that they are able to
handle the shipment.
Note: Maximum weight of any piece of cargo to be accepted shall not exceed 120 kilograms on
IAA’s aircraft.
At least one "Live Animals" label or tag, properly completed, shall be attached to each live animal
continuer, unless otherwise stated in the individual container requirements.
Container carrying animals which can inflict poisonous bites or stings shall be marked "poisonous".
6.5.4 Reservation
Confirmation shall be received of reserved space on IAA flight(s) and connecting flight(s) of other
carrier(s) up to airport of destination.
6.5.5 Documents
Health documents and rabies inoculation certificate are generally required.
For carriage of domestic cats and dogs and for tropical fish refer to:
- The IATA Live Animals Regulations
- TACT, Rules, Section 8.3 information by Carrier for more information.
Note: IAA Safety and Quality Assurance Dept. through annual and random audits ensures:
- Live animals are accepted and handled in accordance with the requirements in COM.
- Cargo acceptance personnel use IATA Live Animals Acceptance Checklist and Shipper’s
Certification when accepting live animals.
Receptacles shall always be securely closed and of such construction as to prevent loss of
content. Bags or sacks shall be water-resistant and made tight against shifting of contents during
transportation.
Watertight containers shall fulfill the requirements as stated in the current lATA Dangerous Goods
Regulations.
Live animals shall be in containers as specified in the current lATA Live Animals Regulations.
Note: For further details see the IATA Dangerous Goods Regulations.
In addition, the following items shall be regarded as "Vulnerable Cargo" and to be handled as
valuable cargo:
- Goods for which no value is declared but which obviously require security handling;
- Blank airline documents, e.g. IAA, Air Waybill, Tickets, etc. shipped to airline offices, stations
or general sales agents;
- Diplomatic bags (when declared as valuable);
- Narcotics (drugs such as opium and derivatives); etc. if required.
- Legal banknotes, traveler's cheques, securities, shares, share coupons and stamps (excluding
mint);
- Diamonds (including diamonds for industrial use), rubies, emeralds, sapphires, opals and real
pearls (including cultured pearls);
- Jewellery consisting of diamonds, rubies, emeralds, sapphires, opals and real pearls (including
cultured pearls);
- Jewellery and watches made of silver and/or gold and/ or platinum;
- Articles made of gold and/or platinum, other than gold and/or platinum-plated.
In addition the following items should be regarded as vulnerable cargo and be handled as
valuable cargo:
- Goods for which no value is declared but which obviously require security handling;
- Blank IAA documents, e.g. MCOs, AWBs, tickets, etc. shipped to IAA offices/stations or
General Sales Agents;
- Diplomatic bags (when declared as valuable);
- Narcotics (drugs such as opium and derivatives), etc. if required.
Security arrangements shall be made for the storage and delivery of the shipment to the
consignee.
A physical inventory shall be taken periodically by IAA with sufficient frequency to ensure
maximum security of all valuable cargo contained or held in an area secured against
unauthorized entry.
The security measures shall be adopted within warehouses, during aircraft loading and unloading
and during customs clearance and ground transportation, depend entirely on local regulations and
conditions and shall be arranged accordingly.
Details about value, contents, routing and storage of valuable cargo shall be kept confidential and
only those details that are absolutely necessary for handling purpose shall be made available to
the personnel directly involved.
Is so required, a security escort shall be requested in each instance in which transportation is
required between the cargo terminal and the aircraft or other cargo terminal.
Shipment of paper currency or other negotiable paper shall be packed in cartons, boxes or
heavy canvas sacks. Cartons shall be paper wrapped, then wax sealed. Boxes shall be waxes
sealed. If sacks are used they shall be constructed with inside seams and shall have no holes or
repaired places in them. Sacks shall be heavy, closely woven and new, or nearly new. Sacks
shall be sealed by a cord or wire drawn tightly around the neck and sealed by the lead seal
method. It is important that the cord or wire be fixed so that it may not be slipped off and
replaced.
Coined money may be accepted under the same rules governing heavy canvas sacks.
Jewellery shall be accepted when packed in approved cartons or wooden boxes and sealed by
the wax seal or wax string method.
Precious metals when not exceeding 7 Kgs (15 Ibs.) per shipment, will be accepted when packed
in approved cartons or wooden boxes by the wax seal or wax string method. Shipments in excess
of this weight shall be packed in solid wooden boxes having countersunk holes for use in sealing
by the wax seal method, or in sacks conforming to the specifications (Mentioned paragraph) here
before and sealed by the lead seal method.
Multi-sector routes
- Valuable cargo not acceptable in multi-sector routes (e.g. if the flight routing includes transit(s) at
other station(s) THR/MHD/KBL: THR/KBL not acceptable THR/MHD since single sector
acceptable).
6.7.6 Packing
Valuable cargo shall be adequately packed and in a manner, which reveals immediately any
attempt to tamper with the package(s).
Shipments of articles of extraordinary value shall be packed in outside containers with
measurements of 24,580 cu.cm or more, in order to reduce the risks of the packages being mislaid
amongst other cargo.
Where banding equipment is available, it should be used to the best advantage and to the fullest
extend to protect valuable cargo. Provided the nature of the items permits this process, it should
always be used to provide additional security where this is thought necessary. Damage to other
seals or packing shall be avoided whenever banding is applied.
Valuable shall not be accepted unless each package has been satisfactorily sealed by the
shipper, his agent, or connecting carrier before acceptance.
"Sealing" means to fasten with a device so that it cannot be tampered with. Seals shall be
sufficient in number, properly placed, in perfect condition and shall be a clear impression of the
shipper's stamp or seal, otherwise the shipment shall be refused.
6.7.7 Documentation
6.7.7.1 Air Waybill
When preparing the AWB, the following points are important;
- Valuable cargo shall not be included in a Consolidation.
- Valuable Cargo is subject to class rate surcharge.
- The name and address of the consignee and shipper shall be accurate and complete, including
(24 hours) contact numbers.
- The "Nature and Quantity of Goods" box of the AWB shall be completed by showing the
contents, dimensions and cubic content for each consignment. If a consignment of Valuable
Cargo consists of several pieces each of which differs in gross weight and/or dimensions, ensure
that the contents, dimensions and weight of each piece is shown in the "Nature and Quantity of
Goods" box.
- lf a consignment of valuable consists of several packages each of which differs in gross weight
and/or measurement and cannot be shown in the "Nature and Quantity of Goods" box, a detailed
list should be attached to the air waybill giving the gross weight and measurement of each
package. Other copy of the list shall be retained by the accepting station.
- The box "Actual gross weight" shall show the exact numerical data as established by the cargo
accepting office.
- The boxes "Airport of Departure" and "Requested Routing" shall show the A/P of departure in
full.
- The box "By First Carrier" shall show the first air carrier.
6.8.3 Charges
The air cargo charges shall be wholly prepaid.
6.8.5 Documentation
Freight forwarders shall complete an air waybill for each consolidated shipment delivered to IAA for
carriage. This air waybill known as a "Master Air Waybill" is the contractual document between
the freight forwarder and IAA and the freight forwarder shall be shown as the shipper.
lt is essential that the "Nature and Quantity of Goods" box of the master air waybill and the cargo
manifest show the words "CONSOLIDATION AS PER ATTACHED LIST".
Master air waybill shall not show IAA as the consignee unless this is specifically approved and
required by law or government regulation.
Each individual shipment within a consolidation is covered by a "House Waybill", which is the
contractual document between the shipper and the freight forwarder.
The house waybills for each consolidation are usually delivered to IAA in a sealed envelope
accompanying the master air waybill. Details of the house waybills shall be recorded on a list,
sometimes known as a "House manifest" or "Extension list'.
The consolidator shall supply the extension list in the same number of copies as the air waybill,
reflecting the air waybill number, and to be enclosed in an envelope for attachment to the air
waybill.
One copy of the extension list shall be firmly attached to each copy of the air waybill withdrawn
from the air waybill set and the remaining copies enclosed in an envelope for attachment to the air
waybill sent forward.
The extension list shall show the following details with respect to each component of the shipment:
- Marks and numbers.
- Number of packages.
- Method of Packing.
- Nature and quantity of goods.
- Dimensions or volume.
- Gross weight.
- Shipper's declaration of value, if required

Note: If standard baggage weights are used, a loaded trolley/cart need not be weighed.
The determined net weight of the bulk load shall be entered on a trolley tag or weight slip which is
to be attached to the trolley/ cart, etc. The tag or the weight slip shall contain the following
minimum information:
Destination
Flight number
Net weight or number of pieces of baggage
These weight figures shall be recorded in the Bulk Section of Bulk Load Weight Statement and/or
on the Loading Instruction/Report and be checked with the Load sheet figures.
The tare weight marked on the trolleys/carts shall be periodically checked for validity, especially
after technical modifications have been made.
Note: Cargo staff shall identify live animals, human remains and other special cargo and
communicate them to Load Control Dept.
Clearing staff shall clean and remove spillage in specified area and final check will be carried
out by respective Technical engineer to AFRS.
Related documents shall be checked to assist the identification of the liquid concerned.
7.3 Manifest
7.3.1 Pre-flight Manifest (Part 21.6 Sample of Pre-flight Manifest)
Pre- flight manifest:
Is a cargo document used to list the details of the consignments to be prepared for a specific
flight/date. It should indicate the following:
Flight number and date.
Point of loading and unloading.
Air waybill numbers, number of packages with storing position for each package.
Total weight of each consignment.
Origin and final destination of each shipment.

8.1 Definition
8.1.1 Dangerous Goods
Articles or substances which are capable of posing a risk to health, safety, property or the
environment and which are listed as such in IATA Dangerouse Goods Regulations and Technical
Instructions or which are classified according to these instructions and regulations.
8.1.6 Overpack
An enclosure used by a single shipper to contain one or more packages and to form one handling
unit for convenience of handling and stowage.
8.1.7 Package
The complete product of the packing operation consisting of the packaging and its contents
prepared for transport.
8.1.8 Packaging
Receptacles and any other components or materials necessary for the receptacle to perform its
containment function.
8.1.9 Serious Injury
An injury which is sustained by a person in an accident and which:
Requires hospitalization for more than 48 hours, commencing within seven days from the date
the injury was received
Results in a fracture of any bone (except simple fractures of fingers, toes or nose)
Involves lacerations which cause severe haemorrhage, nerve, muscle or tendon damage
Involves injury to any internal organ
Involves second or third degree burns, or any burns affecting more than 5 per cent of the body
surface
Involves verified exposure to infectious substances or injurious radiation.
With the aim of preventing undeclared Dangerous Goods from being loaded on the aircraft, cargo
acceptance staff shall:
Seek confirmation from shippers about the content of any items where there are suspicions
that it may contain Dangerous Goods
Ask the shippers to check their consignments against the class definitions and special
provisions in the regulations and confirm by endorsement of the air waybill that no part of the
package contents is Dangerous Goods; e.g. Not Restricted.
8.3 Responsibilities
8.3.1 The General Director of IAA cargo operations is responsible to ensure IAA cargo personnel
or external providers assigned the responsibility for dangerous goods acceptance receive
dangerous goods training, to include initial training and recurrent training, on a frequency in
accordance with requirements of the regulatory authority, but not less than once within 24
months of previous training in dangerous goods, although IAA has not been approved to
carry any type of Dangerous Goods.
8.3.2 The General Director of IAA cargo operations is responsible to ensure only those personnel
trained and qualified could perform IAA cargo operations.
8.3.3 The General Director of IAA cargo operations is responsible to ensure cargo terminals are
equipped with specifically configured facilities appropriate for storage of dangerous goods,
radioactive material and other special cargo, such as human remains, live animals,
perishables, valuable cargo and fragile goods.
8.3.4 The General Director of IAA cargo operations is responsible to ensure that the completion of
training, certificates and qualification requirements for all personnel are kept.
8.3.5 The General Director of IAA cargo operations is responsible to ensure a copy of the current
edition of the applicable regulations or IATA Dangerous Goods Regulations (DGR) is
available at each location where cargo operations are conducted.
8.3.6 In the case of an accident or incident, the General Director of IAA cargo operations is
responsible immediately to notify:
- Any air traffic service unit or the nearest police in according to airport policies,
- IRAN Civil Aviation Organization.
Note: If IAA aircraft involved in a Dangerous Goods accident or dangerous goods incident outside
the Country, the General Director of IAA cargo operations shall, as soon as practicable, notify:
- The appropriate authority in the State or territory where the accident or incident has occurred,
directly or through any air traffic service unit; and
8.3.7 The General Director of IAA cargo operations is responsible to ensure that the IAA aircraft
accident or incident information is available at all times for use in an emergency response to
dangerous goods accidents or incidents.
On receipt of the Dangerous Goods Accident or Incident Report, the General Director of cargo
operations shall take necessary actions to determine the causes of such accident or incident
and take preventive measures to avoid re-occurrence of such accident or incident.
(The sample of Dangerous Goods Occurrence Report Form is available in Part 21.10).
Note: In case of encountering or being informed of any suspected bomb or explosives; cargo
personnel shall inform Airport Police via IAA Security Dept. immediately.
Note: When dangerous goods not permitted are discovered in cargo, it shall be reported to IAA
supervisors; IAA shall report any occasion when undeclared /miss-declared dangerous goods are
discovered to CAO.IRI or appropriate authority of the state in which this occurred.
The IAA cargo department shall report and notify the CAO.IRI or the appropriate authority
thereof, as the case may be, any occasion when undeclared or mis-declared dangerous
goods are discovered in cargo or when baggage contains dangerous goods which
passengers or flight crew are not permitted to take on the aircraft within 48 hours after the
discovery of any undeclared or mis-declared dangerous goods.
Dangerous Goods Occurrence Report Form shall also be used to report any occasion when
undeclared or mis-declared dangerous goods are discovered in cargo or when baggage
contains dangerous goods which passengers are not permitted to take on the aircraft. After
filling the form, it shall be sent to IAA Cargo Department search for more information as soon
as possible.
8.7.2 Responsibilities
IAA ground handler agent is responsible to prepare a ground incident/accident occurence report in
accordance with the following requirements.
IAA ground handler agent is responsible to develop a ground incident/accident occurence report
procedure.
IAA ground handler agent is responsible to report all types of damage events (aircraft, equipment,
facility) occuring during ground operations to IAA Safety and Quality Assurance Dept. (or
delegated manager) promptly in a standard format of Ground Incident/Accident/Damage Report
procedure.
IAA ground handler agent is responsible to submit further detail on any of the report items not
available at the time of the occurrence as soon as available, e.g. vehicle inspection report.
IAA Safety and Quality Assurance Dept. is responsible to ensure that a ground incident/accident
occurence report procedure is in place by review and evaluate ground handling agent manuals and
requirements.
IAA Safety and Quality Assurance Dept. is responsible to record all ground incident/accident
occurences reports.
IAA Safety And Quality Assurance Dept. should submit all ground incident/accident occurences
reports to all relevant parties for further investigation as soon as possible after receiving a ground
incident/accident occurence report.
IAA ground handler agent reports all types of damage events (aircraft, equipment, facility) occuring
during ground operations to IAA comercial Deputy (or delegated manager) promptly in a standard
format of Ground Incident/Accident/Damage Report procedure.
Person “in charge” of ground handler agent is responsible to do completion of the report timely and
accurately, submit to all relevant parties.
IAA Safety and Quality Assurance Dept. submit all ground incident/accident occurences reports to
all relevant parties for further investigation as soon as possible after receiving a ground
IAA Safety and Quality Assurance Dept. records all reported ground incident/accident occurences.
IAA Safety and Quality Assurance Dept. should illustrate reports and their following up process
whenever necessary.
IAA Safety and Quality Assurance Dept. submits all ground incident/accident damage events to all
relevant parties for further investigation as soon as possible after receiving a ground
incident/accident occurence report to prevent recurrence or what solutions need to be taken.
IAA Safety and Quality Assurance Dept. reviews and evaluates ground handling agent records
and manuals to ensure that all incident/accident report requirements has been followed in
accordance with the contract issues.

Note: IAA Safety and Quality Asurance Dept. reports all Ground and/or Dangerous Goods
Incident or Accidents to CAO.IRI by filling in Mandatory Occurrence Reporting Form (MORs).

8.8.2 Limited Restrictions for Carrying Dangerous Goods in IAA Property for Aircraft
Operations on Flight Deck
The provisions in IATA Dangerous Goods Regulations do not apply to the aircraft equipment and
carbon dioxide.
Aircraft Equipment
Articles and substances which would otherwise be classified as dangerous goods but which
are required to be aboard the aircraft in accordance with pertinent airworthiness requirements
and operating regulations or that are authorized by IRAN Civil Aviation Organization to meet
special requirements.
Carbon Dioxide, solid (Dry Ice)
Carbon Dioxide, solid (Dry Ice) for use in food aboard the aircraft.
Aircraft Spares
- Unless otherwise authorize by IRAN Civil Aviation Organization articles and substances
intended as replacements for aircraft equipment or have been removed for replacement,
shall be transported in accordance with provisions of IATA Dangerous Goods Regulations;
except that when consigned by IAA they may be carried in containers specially designed for
its transport, provided such containers are capable of meeting at least the requirements for
the packaging specified in IATA Dangerous Goods Regulations for the items packed in the
containers.
- Unless otherwise authorize by IRAN Civil Aviation Organization articles and substances
intended as replacement for carbon dioxide shall be transported in accordance with
provisions of IATA Dangerous Goods Regulations.

9.1.1General
Airmail is high priority traffic. As a result of an understanding with the Universal Postal Union
(UPU), the maximum amount of air mail to be handed over at each departure should be specifically
defined for each flight on the basis of statistics, and the corresponding capacity reserved in the
aircraft. Should the volume of airmail exceed its reserved capacity, IAA shall endeavor to
accommodate the extra mail as soon as possible. IAA shall apply the following procedures for
handling of airmail.
Dispatch number(s)
Number of mail bags/containers
Weight of transfer mail rounded up to the next highest kilogram.
Upon arrival of the flight at the point of transfer, the mail shall be checked against the respective
documents and delivered to the onward carrier.
Diplomatic mail bags shall be securely attached with a label which clearly shows:
Name of dispatching authority
Place of origin and destination
Actual gross weight
Correct title of consignee. (Diplomatic mail shall not be addressed to an individual by name).
If any defect or discrepancy is apparent at the time the bags are tendered, the dispatching
authority shall rectify this before the bags are accepted for air carriage. In the case of a clerical
detail discrepancy being corrected on the label or the official air waybill, the dispatching
authority shall initial any alteration.
When satisfied that all entries are correct, the authorized staff accepting the bags shall sign
and endorse the service number on the air waybill. The service number shall also be
endorsed on each bag label.
9.3.2 Packing
Company mail shall be packed in special yellow numbered tarpaulin bags and it should be securely
closed and tied-down.
9.3.3 Labeling
Each company mailbag shall be marked with a yellow label stating the following information:
Origin and destination stations
Flight number and date of operation
Gross weight.
9.3.6 Handling
9.3.6.1 Outgoing Company Mail out of IAA Stations
Company Mail Section shall deliver the company mail bags to the IAA cargo Office two times
daily, at least one hour before flight departure against signature.
At the IAA cargo office, company mailbags should be recorded in a special record.
IAA staff will deliver company mail bags to the ground handling agent / Airport Services
Department.
Loading Supervisor will load company mail bags on the aircraft together with the baggage
destined to the same destination and should advise Load Control of its position on board.

- If male and female animals are loaded in the same compartment or hold, they shall be
stowed as far apart as possible
- Animals shall not be loaded in close proximity to cryogenic liquids (RCL), Carbon dioxide,
solid (dry ice) (ICE) and foodstuffs (EAT)
- Live animals shall not be stowed in the same compartment as poisons (RPB) and infectious
substances (RIS)
- For carriage of birds on long haul flights, the cargo compartment lights shall be left switched
on, to enable the birds to feed during flight
- Shipments of laboratory animals (SPF) shall be loaded apart from other animals to reduce
any risk of cross infection or contamination
Note: There is no scientific or technical reason why live animals (AVI) and human remains (HUM)
should be segregated in aircraft cargo compartments. However, it may be ethical for cultural
reasons to segregate them.
Note: For further details see the lATA Dangerous Goods Regulations.
Additionally, during climb and descent, the aircraft in normal flying conditions may assume
angles, i.e. angle of the aircraft floor compared to the horizontal, up to approximately 30°.
Packing design shall allow for such angle changes without release of the liquid contents.
- To protect the aircraft floor, plastic sheets or tarpaulins should be spread on the aircraft, so
as to catch any spillage or leakage
- Containers shall be stowed and secured upright, i-e. The closure should be at the top.
- Special Handling instructions (labels or imprints, e.g. "This Way Up" label) shall be strictly
observed
- Damaged packages or packages where damage may be assumed to have occurred shall
not be loaded on the aircraft, e.g. packages with holes, indentations, traces of leakage,
defective caps or closure devices
- For wet cargo in containers which are not watertight, the secondary measures shall be
taken to ensure that any spillage can be contained
- Shipment shall be placed and secured in a bowl or similar receptacle; the volume of which
is sufficient to contain any spillage
- Edges shall be turned up against the aircraft, or other cargo, to create a waterproof basin
around the shipment
- Cargo which by its nature may produce liquid, for example live animals which make a large
amount of urine, shall be in leak-proof containers or shall contain sufficient absorbent
material
- Other wet cargo such as fresh meat, casings, wet hides and skins, whether packed in leak-
proof containers or not, shall be prevented from having direct contact with the aircraft floor.
This serves to protect the aircraft from corrosion or contamination by blood or other liquids,
and to maintain the hygiene standards of food products
- In case of wet or damp, the strength of some packaging shall be considerably reduced to
avoid crushing of the packages Special attention shall be given when stacking to several
levels
11.3.2.3 Flowers
- Flowers shall be stowed so as to avoid direct contact with the compartment floor or walls
- Flowers shall not be stowed in the same hold as fresh fruit and vegetables due to ethylene
gas produced by vegetables which may deteriorate flowers.
- Living Human Organs/Blood (LHO) can be loaded in the same hold as radioactive
materials Categories II and III (Yellow label - RRY); provided that LHO shall be separated
the same distance as applicable to persons in accordance with the lATA Dangerous Goods
Regulations (see DGR 9.3.12 and Table 9.3.D).
- Living human organs/blood (LHO) shall be adequately separated from Human Remains in
coffins (HUM).
The following items should be regarded as vulnerable cargo and be handled as valuable cargo:
- Goods for which no value is declared but which obviously require security handling;
- Blank airline documents, e.g. MCOs, AWBs, tickets, etc. shipped to airline offices/stations or
General Sales Agents
- Diplomatic bags (when declared as valuable)
- Narcotics (drugs such as opium and derivatives), etc. if required.
- All valuable cargo should be handled as a separate category, distinct from regular air
cargo
- Details about value, contents, routing and storage shall be kept confidential and only
those details which are absolutely necessary for handling purposes should be made
available to the personnel directly involved.
Note: Live animals which has been intentionally infected and is known or suspected to contain an
infectious substance shall not be transported by air unless the infectious substance contained
cannot be consigned by any other means. Infected animals shall only be transported under terms
and conditions approved by the appropriate national authority.
11.7.4 Transit
If cargo is found to be damaged while in transit on the same aircraft, the IAA Station
Manager/Representative and/ or the aircraft captain shall be informed. These personnel shall
provide the necessary instructions.
Note: The "Details" box shall be completed to include as much information regarding the pilferage
or suspect pilferage.
Note: Authorized visitors can enter restricted area only if accompanied by an employee wearing
Airport/Aviation Security Identification Card.

Note: Although IAA does not accept and carry Dangerous Goods and prevents the transportation
of such Goods; in case of encountering any leakage or spillage related to these goods:
- The cargo handling staff notify IAA representative and the person in charge immediately.
- The Regulations contained in part 9.3.6 and/or 9.4 of IATA Dangerous Goods Regulations will
be observed depend on the situation.
- Cleaning staff will clean and removed spillage in specified area and final check will be carried
out by respective Technical engineer to AFRS.
12.4 Transit
When cargo is found to be damaged while in transit on the same aircraft, inform the IAA station
manager/representative and/or the aircraft captain. These personnel shall provide the necessary
instructions.

delivered to the consignee as soon as possible after off loading.

_ Other information (Remarks)
Note: Delivery order shall be accompanied with customs warehouse receipt.
13.7.2 Distribution
Three copies shall be required for distribution as follows:
Original copy shall be sent to the issuing carrier or its handling agent at the original airport
of departure as shown on the face of the air waybill. It shall be forwarded by airmail or
fastest means normally used.
One copy shall be retained by the station completing the form.
One copy shall be sent to the accounting office of the issuing carrier.
13.7.3 Completion
The Cargo Irregularity Report-IRP shall be contained the following data :
_ Name and address of the issuing carrier.
_ Station preparing the report and date of preparation.
_ Air waybill number, date of issue and place of issue.
_ Shipper's name and address as shown on the air waybill.
_ Consignee's name and address as shown on the air waybill.
_ Total weight of the shipment and total number of pieces.
_ Arrival flight number and date of arrival.
_ Description of goods.

14.2 Definitions
14.2.1 Found Cargo
Cargo, which has been received un-manifested and without documents, found during
warehouse checks or cargo which, cannot be identified. Found cargo may, after
investigation, prove to be short shipped, off-loaded or over-carried. or,
Cargo, which has been received, manifested with air waybill but the total pieces actually
received are more than the number of pieces indicated on the cargo manifest. or,
Cargo which has been received un-manifested but with air waybill. or,
Cargo which has been carried beyond the point of unloading on the cargo manifest.
The numbers and letters shown below correspond with the bracketed numbers shown on figure.
1. Air waybill prefix and serial number.
2. Total shipment weight as shown on the air waybill.
3. Total number of pieces as shown on the air waybill.
4. Date of completing the report.
5. Flight number and date of operation for which cargo was manifested.
6. Flight routing.

- If the Goods are found without air waybill number and the point of loading, unloading is
unknown
o Send a found cargo tracer message to all stations which could have dispatched the
cargo requesting a disposal instruction, giving a full description of the package, (i.e.
weight, and marks).
o If the available descriptions are not enough, it is at the station's discretion, that
packages may be opened under customs supervision in order to find more detailed
information on the found shipment, and a report shall be prepared and signed by the
involved committee members.
o The goods shall be held till disposal instruction or original air waybill received.
o After duration specified by customs (normally 2 months), if no instruction received from
origin airport, the customs may take necessary actions.
o If no request for the found cargo is received within one month from the date of
mishandling, the station which found the goods shall refer the case to its Head
Office in order to be delivered to Customs according to applicable local regulations.
If the missing items are not found within two weeks, a Missing Cargo Tracer (Part 21.14) of
the form shall be completed and sent to all stations involved in the acceptance and carriage
of the consignment.
14.4.2.1 Missing Cargo Tracer
All parts of the missing cargo tracer shall be fully completed by the tracing station. The bottom
portion of the form is a reply slip that should be fully completed by the addressee prior to return to
the tracing station.
Missing cargo tracer shall be answered within 48 hours of receipt. A renewed effort should be
made to locate the missing cargo.
A) Completion of the Missing Cargo Tracer
The boxes on the face of the Missing Cargo Tracer shall be completed as follows. The letter shown
below corresponds with those shown on the figure in (Part 21.14) of the form.
a1. Shipper's name and address as shown on the air waybill.
a2. Consignee's name and address as shown on the air waybill.
a3. Air waybill prefix and serial number.
a4. Flight number for which cargo was manifested.
a5. Flight date.
a6. Airport of departure, as shown on the air waybill.

actual pieces received from the total shipment weight shown on the air waybill.

might be available from invoices, packing lists.
a18. Value of missing pieces. This information might be available from invoices, packing lists, etc.
a19. Contents, as shown on the air waybill. Disposal instructions or other relevant remarks.

15.1 General
A claim is a demand in writing raised by the shipper or consignee or on behalf of them for
loss, pilferage, damage or delay of a shipment, which occurred during the time where the
shipment was in the custody of an interested carrier.
The claim processing is carried out by three work stations as shown in following Chart, these
are;
_ The Receiving Station.
_ The Cargo Customer Relations Section.
_ The Insurance and Claims Section.

Send Related Information
Receipt by the person entitled to delivery of the cargo without complaint is prima
facie evidence that the same has been delivered in good condition and in accordance
with the contract of carriage.
Any right to damage against IAA shall be extinguished unless any action is brought
within two years after the occurrence of the events giving rise to the claim.
The Receiving Station, to which the claim is presented, could be either the Origin Station
where the consignment was first accepted or the Destination Station where the consignment
was intended to reach or the Base (The Base Station).
Upon receipt of a claim, the Receiving Station shall carry out the following steps:
Send "letter of acknowledgment" (Part 21.16 Sample of a Letter of Acknowledgment) to
the claimant clearly showing "Without Prejudice" notation questing any missing documents
of the following:
_ Original copies of Master air waybill, House air waybill (for consolidated goods). If the
original copies are not available, a photocopy of the original duly signed by the
station manger or cargo manager, as applicable, declaring that it's true as original.
_ Original Copies of Supplier's Invoice and Packing list
_ Claim Bill (Break down of amount claimed)
_ Repair Bill (In respect of damaged goods)
_ letter of Subrogation, if applicable
_ Power of Attorney, if applicable
_ Customs Declaration (as a proof in case of damage and/or pilferage)
_ Insurance Certificate (In case the goods are insured)
_ Official Survey Report by an authorized party (in case the damage and/or pilferage
was discovered in the consignee's premises)
_ Salvage Value (For damaged goods that cannot be sold or repaired supported by an
independent workshop report)
The Cargo Customer Relations Section is the concerned party of handling cargo claims and
recommending a course of action to the Head of the Cargo Division and the Insurance and
Claims Section.
Upon receipt of a claim, the Cargo Customer Relations Section shall carry out the following
steps:
_ Check if all required documents are available with the claim file. If any is
missing, follow-up with the concerned parties
_ Acknowledge the receipt of subject case by signing the reply slip, and mail it
back to the concerned station requesting any missing documents, if any
_ Contact the stations involved, the tracing section and any other parties
concerned asking for any information, documents, correspondence and tracers
related to the case for further study and investigation
_ Continue investigation and follow up with the parties concerned for a maximum
period of fourteen (14) days after receiving the claim
_ Recommend a specific course of action in view of the available information and
the results of the investigation
_ Send the whole docket file under Letter of Transfer (part 21.17 Sample of Letter
of Transfer) to the Insurance Department for final settlement, copying the
concerned stations and the tracing section for any future developments
_ Report the case to the Head of the Cargo Division, the concerned management
and the out stations involved to take any necessary action to avoid such
irregular cases in the future
The Insurance and Claims Section will be the final WorkStation whereby the claim is
finally investigated and settled properly with the claimant.
When the docket file is received from the Cargo Customer Relations Section, the
following action shall be taken:
_ Check if all required documents are available, if any is missing follow up with the
concerned parties.
_ If all required documents are available, acknowledge the receipt of the case by
signing/stamp the Letter of Transfer Reply Slip and send it back to the Cargo
Customer Relations section.
_ Settlement Time Limits:
o Definite loss cargo claims, final settlement to be effected within a period
not exceeding 180 days from the date of mishandling.
o Damaged/Pilferage claims final settlement to be effected within a period
not exceeding 60 days from the date of mishandling.
- Inform the station concerned copying the Cargo Customer Relation section of the final
settlement results to action or close their files accordingly.
- If the claimant had rejected final settlement results, the case shall be dealt with
between Insurance Department and the claimant directly.

16.1 Embargo
Embargo means the refusal by a carrier for a limited period, to accept for transportation over
any route or segment thereof, and to or from any area, or point, of connecting carrier, any
commodity type or class of cargo duly tendered.
IAA may establish an embargo to become effective at 0001 O’clock on the second day after
declaration by IAA, and no carrier shall accept cargo for carriage over the service under the
embargo after receiving such notification. The time expressed in embargo notice shall be in
coordinated universal time (UTC)
If IAA established an embargo, it shall accept consignments tendered on air waybill, the
execution date of which is not later than the day after the date of declaration.
Embargo shall be established, modified or withdrawn by written notice or by use of the
appropriate message as specified in lATA Cargo-IMP Manual, to be sent by IAA station
establishing the embargo to all local representatives of interline carriers at the point of
embargo.
The notification shall be included following data:
_ Date and time when the embargo will become effective
_ Expected duration of embargo
_ Nature of cargo to be embargoed
_ The point and routes which are affected by the embargo
In the case of a complete cessation of service over any route or to any point, IAA may
establish an embargo for such route or to such point to become effective at the time the
declaration is made, and need not accept any cargo for such route or to such point
tendered on air waybill, the execution date of which is one day or more after the date of
declaration.
All IAA staff involved in the acceptance of air cargo at all stations shall be advised of the
embargo when imposed or removed.
Priority Code shall be clearly indicated on the Air Waybill preceded the Nature and Quantity
of Goods, so as to appear on the Cargo Manifest.
Changes of priority can be done upon coordination between the concerned department and
cargo section.
Reduced rate shipments will only be uplifted according to Priorities

17.1 General
Due to certain payload and space restrictions, cargo may be off-loaded at origin or any transit
station. Off-loading may be performed to a whole or part of the consignment.
When it becomes necessary to off-load part of the load, following points shall be taken into
consideration:
Post Office Mail
In case it is required to off-load post office mail, the complete dispatch together with the
covering documents shall be off-loaded. The off-loaded mail should be re-forwarded as a
complete load as soon as practicable and the local Post Office shall be informed.
Diplomatic Mail Bags
Diplomatic mailbags shall not be off-loaded except as a last resort and should rank with
aircraft immobilized stores. In case it is off-loaded security arrangement shall be made and
the shipper shall be informed.
Cargo
- Human Remains, Live Animals and Perishable Cargo shall be given the highest priority in the
booked cargo.
- Off-loading of small items of cargo such as news films, Samples, Press photographs,
Newspapers, etc. should be avoided.
- When practical avoid partial off-loading
Company mail,
Company mail, normally may not be off-loaded.
Valuable Cargo
If Valuable cargo shall be off-loaded; appropriate security arrangement shall be made.
Note: AII concerned station shall be advised by message of any off-loading giving full details
together with the anticipated re-forwarding details.
Reloading
If the air waybill has been removed from the original flight documents and the original cargo
manifest has been amended as for normal shipment.

amended, send four copies of the original air waybill along with the shipment.

with normal procedure.
Splitting
_ The original air waybill covering the complete consignment shall accompany the first part of
the consignment
_ Without amending any details on the original air waybill, endorse in the air waybill details
and rating area on the Handling Information box with:

_ Prepare six extra copies of the original air waybill for each part to be shipped, and the
copies to be endorsed as above and the identity of the flight number actually carrying the
first part of the shipment:

_ Cargo manifest should show number of packages and weight of part consignment actually
being carried.
_ Advise originating station and destination station giving actual number of packages and
weight of the part actually being carried and the anticipating flight number and date of the
rest part(s).
_ If shipment originally booked, advise reservation section to re book the splitting shipment,
each part on board the available flights.
_ When loading the rest parts, it should be dealt with as if it is a separate shipment
accompanied with at least four endorsed copies of the air waybill. The cargo manifest
should be endorsed against the air waybill number with:

_ Part consignment if rerouted shall, upon arrival at destination, be transferred to the carrier
of the first part.
_ Where it is necessary to forward part consignment on board two or more different carriers,

shipment into destination.
Off-Loading
Without amending any details on the original air waybill, endorse with a statement

scales and weighing machines are calibrated and the date of the calibration tag is not expired.
tapping and loading the surface next to the machine whilst it is indicating a small load value, and
seeing if the indication changes in any way. If it does, consideration should be given to using a
firmer support. Care should always be taken to ensure that the weighing machine is levelled,
where appropriate using the bubble level that is usually attached to the frame.
19.2.6 Zero-Tracking
Some electronic weighing machines have a ‘zero-tracking’ facility. When a machine has been
either ‘zeroed’ when unloaded, or tared to show zero when a load has been applied, zero-tracking
will keep its indication locked to zero, provided that any incremental load change is not greater
than a pre-set amount - often half a digit. This means that if a slow load change may occur at zero
indication and would be significant to the measurement, it is important that the zero-tracking facility
is disabled, either by changing the software setting or by adding a small weight that is present
throughout the weighing.
19.2.7 Exercising
Weighing machines of all types shall be ‘exercised’ by loading to near maximum capacity or
service load several times before being calibrated or used.

20.1 Definitions
Accessories: Refers to additional elements used during flight aboard the aircraft in conjunction
with a ULD.
Allowable Damage Limitation: Refers to the damage which the ULD may sustain while
continuing to be airworthy or serviceable.
Airworthiness Approval: Refers to approval process resulting in a certification document
delivered by a Civil Aviation Authority (CAA) to certify that an item complies with all airworthiness
requirements related to its use on board civil transport aircraft, as laid down by the regulatory
authorities for the country in which the aircraft is registered and on which the item is to be used.
Airworthy ULD: Refers to an in-service certified ULD that still meets the conditions of its original
airworthiness approval and which has no damage or other condition greater than that permitted in
the approved Component Maintenance Manual (CMM), as reflected in the manuals of the
Operating Carrier.
Area Load Limitation: Refers to the maximum load acceptable on any m2 (ft2) of an aircraft floor.
Breakdown: Refers to the process of removing baggage and/or cargo from a ULD.
Buildup: Refers to the process of placing and securing baggage and/or cargo into/onto a ULD.
Certified ULD: Refers to a ULD that received airworthiness approval under a TSO/ETSO
authorization or other procedure. Certified ULD may be regarded as a removable aircraft hold,
structurally capable of fully restraining its load and providing adequate protection to the aircraft
systems and structure. It must be noted that the certification process is conducted solely between
the ULD manufacturer and the applicable regulatory authorities such as FAA and EASA. Mutual
recognition of certification standards and procedures is dependant on the various regulatory
authorities. In general, a Certified ULD is proven to meet the Minimum Performance Standards of
NAS 3610. Certified ULDs (containers, pallets, nets) are marked with A, B, J, L, N, P, Q, R, S, or U
in Position 1 of the IATA ULD Identification Code.
Note: Airbus permits the use of ULDs that have not received airworthiness approval from CAA but
which do meet the Minimum Performance Standards of NAS 3610. Such ULDs are considered as
equivalent to Certified ULDs.
Component Maintenance Manual (CMM): A manual prepared by the ULD OEM and approved by
the authority as part of the original airworthiness approval of the ULD, that defines the conditions to
be met for continued in-service airworthiness, including maximum allowable damage, any
restrictions of use in presence of defined damage, and allowable repair procedures.
Continued Airworthiness: The technical requirements and procedures through which the
minimum performance of a certified ULD can be maintained and checked in service in accordance
with its original airworthiness approval.
Forklift: Refers to the industrial truck used to lift and transport loads by means of twin tines,
usually mounted on the front of the vehicle.
Forkliftable ULD: Refers to ULD having apertures as an integral part of its base that permit the
insertion of forklift tines.
Load Spreading: Refers to the process of placing suitable materials between the load and the
pallet or container base surface to spread the load over a larger area.
Minimum Performance Standard: Refers to the minimum strength requirements specified by the
aircraft manufacturer and/or Civil Aviation Authorities. The most generally used Minimum
Performance Standards are those contained in the National Aerospace Standard (NAS) 3610.
Non-Certified ULD: Refers to ULD used exclusively for the lower deck of wide-body aircraft, which
is not subject to airworthiness approval, but may be carried under conditions specified by the
aircraft's Weight and Balance Manual.
Non-Certified ULDs (containers, pallets, nets) are marked with D, F, G, or M in Position 1 of the
IATA ULD Identification Code.
Non-Forkliftable ULD: Refers to ULD without apertures as an integral part of its base that permit
the insertion of forklift tines.
ODLN: Refers to the ULD Operational Damage Limits Notice as defined in IATA ULD Technical
Manual (UTM) Standard Specification 40/3 and 40/4.
Original Equipment Manufacturer (OEM): Refers to the original manufacturer of any hardware
component or subcomponent, including aircraft, aircraft engines, aircraft components and other
equipment used in operations. In the case of a Certified ULD, its OEM will be the holder of the
approval issued by the Civil Aviation Authority.
Point Load Limitation: Refers to the resistance to puncture (by a heavy load bearing onto a very
small surface) to the material used in a compartment floor. It is equivalent to a pressure, and is
expressed in kg/cm2 (lb/in2).
Running Load Limitation: Refers to the maximum load acceptable on any given fuselage length
of an aircraft floor. This limitation is expressed in kg/m, Ib/inch, or kg/inch of fuselage length.
Seat Track: Refers to standardized configuration track designed to take tie-down fittings and
transfer forces into a unit load device or aircraft structure to which it is attached. Also refers to as
'Tie-down Track'.
Spreading Devices: Refers to materials used for load spreading such as wood, plywood, wooden
pallets.
Tie-Down Fitting: Refers to attachment device designed to transfer forces between a load bearing
device (net, strap, rope or bar) and a tie-down track or receptacle. For example, single stud fittings,
double stud fittings.
ULD Base Support System: Refers to ULD storage or transport devices such as dolly, roller bed,
conveyor, slave pallets, etc., equipped with rollers, ball mats, casters or other suitable load bearing
devices, being able to support the ULD without damage to the base, allowing easy sideways
movement of the ULD, and having stoppers/locks to hold the ULD in place.
Un-Airworthy ULD: Refers to a condition of a certified ULD that precludes it from being approved
for release to service and being flown.
Volumetrically Full: Refer to ULDs which are filled up to three-quarters of their heights.
Weight and Balance Manual (WBM): Refers to the manual published for each aircraft type by its
manufacturer, which is approved by the Civil Aviation Authority as an integral part of the aircraft
type's certification, and defines the set of limits not to be exceeded by the Operating Carrier when
loading.
ULDs shall not be handled with forklifts unless specially designed for this purpose, or, unless the
forklift tines have specially designed attachments and the forklift operator is properly trained.
Non-Forkliftable ULDs shall never be lifted or pushed along the ground by a forklift. ULDs must not
be stacked on top of one another, except pallets and air/surface intermodal containers.
ULDs should also be segregated according to type and size.
Provision shall be made to store ULDs that have been identified as un-airworthy/unserviceable
ULDs. The storage area shall be clearly marked indicating that the area is designated for storing
un-airworthy ULDs/unserviceable ULDs and provisions shall be made to prevent the accidental

All Forklift drivers must be familiar with the requirements in Part 20.2 (Storage and Handling
of Unit Load Devices) and understand that in deviating from the requirements, particular
attention must be given to the damage free handling of the ULDs.
Whenever ULDs are stacked on top of one another, particular attention must be given to:
The ability to place and retrieve the stacked ULD without damage to the lower
ULD;
The stability of the stacked ULD, including stability in strong winds;
The risk of the stacked ULD falling from the Forklift during stacking and
unstacking.
Any purpose-built adaptation to facilitate the use of a Forklift in handling ULDs shall take into
account the fact that ULDs are of lightweight structure requiring base support at all times and any
deviation may cause damage to the ULD.
Through the use of a ULD ODLN which should be attached at an easily visible location on
the ULD. The ODLN shall provide clear instructions to facilitate checking for any damage
and determining if the ULD is airworthy or not.
In case the ODLN is not attached, the operational damage limits information must be
provided in written format.
The IATA ULD Technical Manual Standard Specification 40/3 and 40/4 contain standard
formats for ULD ODLN. If there is doubt because the ODLN is illegible or missing, it shall
be referred to the OEM's Component Maintenance Manual (CMM).
Note: Each new ULD shall be delivered with the ULD ODLN already attached. For older units
delivered without the ODLNs, they shall be added during the regular maintenance process.

Additionally where possible, make a notation in any electronic stock control/ULD management
system that the unit is Unserviceable.
Any ULD found to be un-airworthy shall be immediately placed in a location specifically designated
for storage of un-airworthy ULDs. The ULD shall be stored in accordance with the procedures in
Part 20.2, and the storage area shall be clearly marked indicating that the area is designated for
storing un-airworthy ULDs, to prevent the accidental use of such units.
IAA shall make appropriate arrangements for such un-airworthy ULDs to be transferred from any
third parties' facilities without delay, through either:
Transfer to a local ULD repair facility approved by IAA
Transfer to a remote-ULD repair facility according to the procedures for transporting
damaged ULD.
If OEM's procedures allow on-site/temporary repair, then such repair may be carried out subject to
the following conditions:
The ULD will be airworthy after carrying out the on-site/temporary repair
The correct repair materials are available
A person trained in the use of these materials is available
Note: Unserviceable ULDs may include ULDs that are still airworthy but are declared
unserviceable by IAA.
In case a ULD is found to be unacceptable for loading during the final check, rectification
procedures such as temporary repair or restriction of the operating conditions (as per Part 20.3.4)
can be carried out if permitted, otherwise the contents of the ULD must be reloaded to another
ULD.
Note: Comprehensive implementation of the procedures in Part 20.3.3 and 20.3.4 will effectively
reduce incidences of rejected ULD during the final check at aircraft.

There are specific instructions and limitations regarding these requirements contained in
the aircraft's Weight and Balance Manual (WBM).
Persons involved in ULD buildup shall be aware that there are specific instructions and
limitations relating to the manner in which ULDs are built up and shall recognize when it is
necessary to seek guidance from a qualified supervisor in order to safely load a particular
type of cargo.
These procedures do not replace the requirements of the Weight and Balance Manual
(WBM), but are intended to provide clear instruction on the buildup of ULDs which do not
require special treatment.
spreading devices. For any item whose point load exceeds 3,906 kg/m2 (800 Ib/ft2) loaded
onto a 16 or 20 ft pallet (R or G base sizes) spreading devices shall be used.
Persons loading ULD shall be made aware of the potential for damage resulting from
excessive point loads and trained to recognize when it is appropriate to utilize such
spreading devices.
20.4.1.3.2.5 Contour
All ULDs loaded into an aircraft shall comply with the contour requirements for that aircraft.
Personnel building up a ULD shall be informed of the contour of the finished load in
advance so that the buildup can be properly planned.
Compliance to the define contour shall be carefully checked using contour gauges. No part
of the load shall be allowed to exceed the defined contour.
ULD shall be built up with sufficient stability that the load contour cannot shift during the
entire journey.
Overhanging contours as found on lower deck loads shall be measured accurately and
shall also be built and secured so that the contours cannot be distorted during transport and
flight.
Any ULD with long items that extend into the adjacent ULD position on the aircraft shall be
built up under the supervision of a qualified supervisor.
While the correct control of contour is primarily related to buildup of pallets, it is also
important to recognize that inappropriate positioning of heavy cargo inside a container can
cause the unit to distort and so exceed the required contour. Persons building up structural
ULDs shall ensure that the loaded ULD has not deformed to an extent that it exceeds the
required contour.
On larger containers where it may be possible for the forklift to move partially inside the
container, care shall be taken that the forklift mast does not impact the roof of the container
and that the forklift size and weight do not exceed the values given in IATA ULD Technical
Manual Standard Specification 50/4 Section 9 regarding Base Strength.
The use of any kind of temporary solution to secure a door in the closed position is
prohibited.
During the buildup process, the door shall be secured in its open position in such a manner
that it cannot accidentally move.
When there is a requirement to use customs seals, only containers with provision for
customs seals shall be used. Only use containers compatible with the required customs
seals, and never attempt to modify the non compatible container to accept a customs seal.
(Ref. IATA ULD Technical Manual Standard Specification 50/4 Section 4.5).
The wrapping should not trap water/ice/snow in folds of wrapping which are transferred into
aircraft and which have potential to cause problems once the water drains into the aircraft.
Should the serviceability of a container be in doubt, the container should not be loaded, let
alone wrapped, as wrapping the container does not constitute an approved method of
repair.
Containers are fitted with hand straps (pull straps) to facilitate moving the container
sideways. These hand straps are designed to be used in a manual process. The hand
straps are also a safety hazard if damaged. They must always be used with care and never
with excessive force.
The use of such sheeting is acceptable however it must always be placed underneath the cargo
net and shall be adequately tucked into the edges of the load or tapped down so as not to catch on
ground support equipment during transport and aircraft cargo loading system. Such sheeting shall
be placed to ensure water runs off freely and does not accumulate on top of the load.

20.6.1 Completion
One tag shall be completed for each individual container/ pallet, including empty units as follows:
1) Container/ pallet No. – Delete Container or Pallet as appropriate and enter serial number.
2) Destination – IATA three-letter airport code for airport where ULD is unpacked.
3) Net weight (kg), Tare weight (kg) and Total (kg) – Provision is made for separate entry
of these weights. This information shall be optional for on-line carriage but mandatory when
containers/ pallets are to be transferred between carriers.
4) Loaded at-flight and Tranship at-flight– Self-explanatory, IATA three-letter airport codes
to be used.
5) Position on aircraft – Indicate stowage position.
6) Contents – Enter load information code and if required volume code.
7) Remarks – Where dangerous goods are contained in a ULD, the primary and subsidiary
hazard class (es) or division(s) numbers of such dangerous goods must be clearly marked
on this tag. The three-letter IMP Code may also be entered. For other special load items
enter the three letter code as per in Part 20.8.
Note: For empty ULDs the tag shall be marked with a cross all over the tag ("X" = symbol for
empty).

20.11.1 Specification
Form shall be printed on A4 size paper (210 x 297 mm) Consists of three parts.
20.11.2 Distribution
One copy shall be filed in Cargo Acceptance.
One copy shall be sent to Load Control for load planning and aircraft weight and balance
calculations and it shall be filed at Load Control.
One copy shall be retained with the flight file.
20.11.3 Completion
Completion of forms shall be as follows:
1) Flight Nr. – self – explanatory.
2) Date – self – explanatory.
3) Station – station of loading.
4) IATA ULD ID Code – Enter nine characters IATA identification code as marked on the
ULD.
5) Gross Weight – Enter the total weight of the loaded unit as shown on the ULD tag.
6) Net Weight – Enter the actual weight of the total contents of each ULD as shown on the
tag. For empty ULDs not included in the DOW enter tare weight as marked on the ULD.
7) Station of Unloading – Enter the IATA three-letter code of station on the route of the flight
at which the ULD is to be off-loaded.
Note: This may also be the Transfer Point of a ULD to a destination on a connecting flight at the
Station of Unloading.
8) Destination – Enter the IATA three-letter code of the final destination of the ULD if different
from Station of Unloading.
9) Remarks – As appropriate enter load information for special loads, Contents/ Volume Code
Transfer/ Information, etc.
10) Signature – Confirm by signature completion of ULD tags and that corresponding entries
are correctly entered on the ULD/Bulk Load Weight Statement.
11) Station of Unloading – Enter the IATA three-letter code of the station on the route of the
flight at which the load is to be off-loaded.
12) Net Weight – Enter the actual weight of load per destination and category.
CARGO/MAIL/OTHER – a separate entry shall be made for the load on each trolley/cart,
etc.
