2 Scope of work
The Supplier performs all necessary calculations, selects equipment, fittings, pipelines,
instrumentation and automated control systems devices, electrotechnical equipment
required for operation of the installation of pyrohydrolysis.
The Supplier performs complete delivery of the installation of pyrohydrolysis and spare
Parts and accessories for two years of operation according to the design limit specified
in the process flowsheet (see Fig. 1). Complete delivery of the installation of
pyrohydrolysiscomprises process equipment, electrical equipment, instrumentation and
automated control systems, metalwork (block-modular arrangement of equipment (items
17, see flowsheet in Fig. 1), thermal insulation of equipment and pipelines
The Supplier shall develop the software, and provide equipment for the automated
Process control system upper level (automated work station).
The Supplier shall make complete the supplied equipment, reinforcements, control
instrumentation units, including necessary drives, control cabinets, cabling etc
The Supplier shall perform the works on supervised installation, reaching targeted
indices, holding the training for the Customer's personnel,
‘The Supplier shall hand-over to the Customer the following documentation:
+ Diagrams and drawings on the following parts of the project: civil part (steel
structures), process part, electric part, control instrumentation, and thermal insulation,
including
~ Electric circuit diagrams, showing rated currents of the automatic circuit breakers,
their rates (cutoff point); for input switches, breaker characteristics, and
recommended settings must be indicated;
- Connection diagrams;
- Hardware complex structural diagram;
- Process control diagram;
~ Electric circuit diagrams for instrument power supply;
- Electric circuit breakers for measuring circuit, controlling circus, electric equipment
surveillance and control circuits;- Emergency alarm electric circuit diagram;
- Outside wiring connection diagram;
- Outside wiring tie-in diagram;
= Controller, and remote I/O stations — module location and connection diagrams
(when controller is available);
- Equipment layout, and cable routing diagrams;
- Cable lists;
- Cabinet and switchboard general arrangement,
- Cabinet and switchboard specifications.

* Maintenance and repair manuals.2.1. Exclusions from the scope of works
Reinforced concrete constructions, heating and ventilation, fire alarm system for the
installation of pyrohydrolysis are designed and delivered by the Customer according to
the initial data of the Supplier.
3. Requirements
3.1 Process part
The installation of pyrohydrolysis is supposed to operate in a continuous mode. At that,
considering trial character of operation, in the course of development of alumina
production process frequent stops at emergencies or process violations are possible
It is preferable to have the maximum extent of hydrolysis for complete regeneration of
hydrochloric acid from chlorides of metals. There are no special requirements to a
structure / grain sizing of pyrohydrolysis residue since it is production waste
In the course of operation of the pyrohydrolysis installation with the use of absorption
installation of its own running on water, concentration of hydrochloric acid obtained as a
result of absorption should be as high as possible. Concentration of hydrogen chloride
in waste gases after the absorption installation should be as low as possible and
shouldn't exceed 30ppm
To provide stable operation of the installation of pyrohydrolysis in acontinuous mode the
flow of solution fed to the installation can be increased by increasing a share of recycled
solution directed to pyrohydrolysis or for the account of process water (the increase in a
flow fed to the installation of pyrohydrolysis should be agreed with the Customer).
In case of impossibility / inexpediency to provide continuous operation of the installation
of pyrohydrolysis due to low flow of solution, intermittent operation of the installation of
pyrohydrolysis is possible according to the schedule proposed by the Supplier. At that,
buffer tank of recycled solution will be delivered by the Customer on initial data of the
Supplier (consumption tank (item11 (see Fig. 1) is delivered by the Supplier)The installation of pyrohydrolysis has to be equipped with the required quantity of
shutoff and control valves, drainage and sampling devices
The installation of pyrohydrolysis should be equipped with the required quantity of
instrumentation and automated control systems ensuring automated functioning and
remote control of the installation of pyrohydrolysis.
The installation of pyrohydrolysis for the purpose of safe operation should be equipped
the required number of safety valves / explosive plates. Withdrawal of vents from safety
devices is carried out by the Supplier to design limit of the installation of pyrohydrolysis,
the Customer in accordance with initial data of the Supplier carries out further
withdrawal of vents
Equipment and pipelines of the installation of pyrohydrolysis should be provided with
thermal insulation in case if the temperature of surface exceeds 45 °C.
The installation of pyrohydrolysis should be equipped with the required hoisting
mechanisms to carry out remedial maintenance in case of fastening to the metalwork of
the installation of pyrohydrolysis. If required, the Supplier will submit to the Customer
initial data for designing external hoisting mechanisms for remedial maintenance.
3.2. Electrical Part
The Supplier completes equipment of the installation of pyrohydrolysis with the required
electric drives, boxes/ control panels, cables, terminal blocks in borders of the
installation of pyrohydrolysis
The Supplier completes the installation of pyrohydrolysis with a system of electric
lighting (working, emergency, maintenance) in borders of metalwork delivered
completely. Lighting: toexecute LED. The required illuminance — 200 Ix
Supply of electric power to the installation of pyrohydrolysis is carried out by the
Customer on initial data of the Supplier.
Power supply category is II (two incomers with switching breaker)Circuit rate - UH=380 V(+10%), FH=50 Hz (0,2 Hz)
Motor rated voltage is 0,38 KV.
Equipment resistivity to short circuit currents is no lower than 30 kA.
Motor insulation grade F
Grounding system TN-S.
Input shall be arranged by the copper wire cables with the proper cross-section. Unit
cabling is accepted with copper wires
Electric equipment and lamps shall have protection degree no less than |P-64
Frequency converters (if used) shall be chemical resistant. At the inlet, radio filters must
be envisioned; at the outlet, DU/DT filters must be installed.
Cables coming out of the frequency converters to consumers shall have copper wires,
and be screened
For the motors power supplied by the frequency converters, winding protection from
aging, winding temperature sensors, and non-conductive bearings should be provided
3.3 Instrumentation and PCS
Equipment of the stage should be provided with the required blocking and alarm system
in case of emergency situations (emergency shut-down of process equipment, deviation
parameters of the process from set limits).
For design of the automated process control system, the following needs to be
envisioned: signal receiving from the sensors installed on equipment and pipelines, not
included into pyrohydrolysis unit supply set, and interlocks wirth this equipment /
sensors (the list of signals and need of interlocks to be determined at engineering
stage).
The following parameters are subject to obligatory monitoring
- concentration of solution by HC! after absorber (item 5);
- pressure and temperature of gases after reactor (item), cyclone (item.3), Venturi
scrubber (item 4), absorbers (items 5 and 7), fan (item 6);
- pressure, consumption and temperature of solution from pumps (items 9 and 12)
- pressure and consumption of process water for installation of pyrohydrolysis (in tank
item 13, in absorber item 5);
- pH and electrical conductivity of solution after absorber (item 7);- pressure and consumption of solution after installation of pyrohydrolysis (from pumps
item16);
- pressure, temperature and consumption of fuel for installation of pyrohydrolysis;
- level and temperature of solution in tanks (items 11, 13, 18, 17, 19);
= level of pyrohydrolysis residue in bin (item 2);
- temperature in the reactor of pyrohydrolysis (item 1);
It is assumed to take the following key parameters being stabilized at operation of
installation of pyrohydrolysis:
- solution flow for pyrohydrolysis from pumps (item 12);
- concentration of solution by HCI after absorber (item 5);
- pH and electrical conductivity of solution after absorber (item 7),
- temperature in the reactor of pyrohydrolysis (item 1)
As key adjustable parameters of the installation of pyrohydrolysis are assumed:
= consumption of process water in absorber (item §);
- NaOH/NazS2Os consumption in absorber (item 7);
- fuel consumption in the reactor of pyrohydrolysis (item 1);
PCS should be carried out on the basis DeltaV systemby Emerson company. PCS has
hierarchical two-level structure:
- lower level (LL) of PCS;
= top level (TL) of PCS
Low level of PCS is presented by a complex of local control systems including control
systems of equipment of process trains. Each local control system is presented by local
control devices (sensors), operating mechanism for realization of controlling actions
fixed on process control objects, programmable controllers (PLC) which perform control
functions of the lower level, distributed 1/0 stations.Local control systems should
‘comprise operator panels (OP) intended for local visualization of process parameters,
input of settings values, alteration in PCS operation. Interaction between controllers of
LL PCS local automated control systems is carried out by through field network.
Startup of equipmentshould be executed by the allowing signal of PCS.
Operator information panel of control panel should provide:- information output by parameters of operation (operating hours, efficiency, amount of
the unloaded material, etc.) and equipment conditions,
- input and transfer of target values of process parameters;
- input of information on realization of plan targets (Date, shift, etc.)
TL PCS should be presented by WKS of operator and technological personnel. WKS
software carries out receipt, processing and archiving of information from LL PCS to
database of TL PCS. Interaction between LL PCS and server of TL PCS is carried out
through Ethernet (TCP/IP)
Control, operation conditions and functions of LL PCS:
- support of automatic and manual (local) control mode of process equipment;
- providing maintenance andpreventive mode of operation without shut down of principal
processequipment and control units;
- providing automatic serial switching on \switching off of process equipment;
- providing automatic blocking and protection of equipmentfor regulated operation
mode, start-up/ shut down and preventing development of emergency situations;
- alteration and input (using the procedure of authentication, checking authenticity of
values) values of settings of process parameters, alteration in the status ofequipment,
alteration in control modes;
- maintaining of process parameters according to the setting;
- display of relevant process parameters, condition of process equipment in local
operator panels;
- display of information on condition of PCS equipment (power supply units, controllers,
modules of analog and discrete signals etc.) in local operator panels;
- signaling of excess in values of set process parameters or equipment protection,
Funetions of TL PCS:
- receipt of information from LL PCS - parameters of process, condition of process
equipment and devices of control system;
- processing of parameters values (averaging, summation, etc.) by various time frames,
- maintaining data archive;
- creation of technological, emergency and system messages with transfer to LL PCS
archiving thereof.
- differentiation of access to TL PCS using the procedure of authentication;= information output by parameters of operation and state of processing
equipment;
- visualization of process state in the form of mnemonic diagrams (for the whole
process train, with possibility of displaying separate units);
= information output on condition of PCS equipment (power supply units,
controllers, modules of analog and discrete signals etc);
= recording of confirmations (acknowledgment) of messages (date, confirming
user, message)
- input and transfer of values on parameters of process to LL PCS;
- review of archive data in graphic and text modes with the use of reference and
user documents;
= administration of users access rights to functions and resources of TL PCS
(parameter, screen forms, etc.);
- export of PCS data to other standard software for processing and display of
data (MS Excel, MS Access, etc.);
- to provide possibility to integrate pyrohydrolysis PCS with high level of area
Pcs.

Besides above listed,delivery set comprises cable production with terminal blocks
and installation materials to it, and software,
3.4 Construction Part
Installation of pyrohydrolysis is placed in a heated building of the pilot plant of
alumochioride process.
The Supplier performs complete delivery of metalwork of pyrohydrolysis
installation for arrangement of equipment (items . 1+7) (see flowsheet in Fig. 1),
including pipeline supports, elements of cables fastening, protection enclosures of
working platforms. Metalwork should be provided with anticorrosive protection
considering operation conditions,
Other equipment of the installation of pyrohydrolysis (items 8*20) is placed at
elevation 0,000 near the module delivered completely according to basic engineering of
the SupplierThe Supplier provides initial data for designing of the bases of the installation
ofpyrohydrolysis (bases for module delivered completely for equipment (items 1+7),
stand-alone bases for equipment (items 8+20), supports of pipelines and so forth). The
Supplier gives recommendations on design, material, anticorrosive protection of floors,
trays, bases, metalwork for the installation of pyrohydrolysis.
The Supplier specifies places of working passes in the installation of
pyrohydrolysis for designing by the Customer of flights of stair and transitional bridges
for joining working platforms of the installation of pyrohydrolysis with working platforms
of the Pilot plantof alumochioride process.
3.5 Sanitary part
The Supplier shall make available to the Customer the heat emissions from the
pyrohydrolysis unit, in order to develop the project on heating and ventilation of the
‘experimental and industrial area on alumochloride process.
Emergency shower / eye shower are designed outside the desorption unit.
Blowing residue from the safety devices and aspiration suction are designed and
handled by the Supplier within the limits of the pyrohydrolysisunit. The blowing residue
and aspiration suction are removed from the pyrohydrolysisunit to the traps by the
Customer based on the Supplier's initial data
The Supplier shall provide compressed air, water and nitrogen to the equipment
within the limits of the pyrohydrolysisunit. The Customer shall provide compressed air,
water, and nitrogen to desorption unit based on the Supplier's initial data
Effluent discharge from the work grounds of the pyrohydrolysisunit down to 0,000
elevation is provided by the Supplier. Effluent discharge from the pyrohydrolysisunit at
0,000 elevation is carried out by the Customer based on the Supplier's initial data.
3.6 Documentation
Documentation is executed in the Russian and English languages in MS Office
and PDF.

3.7 Terms of performance of work
Terms of submitting technical and commercial offer is September, 30 2018,Terms of submitting documentation required for designingisSeptember, 30 2018
for installation drawings.
Term of delivery isthe minimum possible (determined by the Supplier), the
approximate start date of construction is 2020.
Duration of installation supervisionisdetermined by the Supplier
Duration of reaching target parametersisdetermined by the Supplier.
Duration of training of personnel of the Customerisdetermined by the Supplier.
3.8 Check tests and accepting
Acceptance of equipment is carried out by the commission in several stages:
= external inspection;
— quality control of assembly and completeness of equipment;
— leakproofness and strength test;
= inspection of the bodies and control systems, compliance of equipment
with safety requirements;
— idle test (for machines, mechanisms and vehicles with a drive)
~ final acceptance of the equipment is carried out by testing under
production conditions under load with achievernent of the declared design
parameters.
After that the Acceptance Certificate "On acceptance of equipment after
individual testing” is issued.
3.9 Principal conditions of agreement
The recommended payment terms are 100% within 60 calendar days after the
signing of the acceptance certificate.
3.10. Warranty liability
Not less than 18 months.
3.11. Technical and commercial offer validity
Recommended period of validity is 1 year.
4 Process parameters
The Supplier selects parameters of theprocess providing maximal degree of
hydrolysis of chlorides of metals contained in recycle solution yielding regenerated
hydrochloric acid of maximum possible concentration
