Pesticides, however, are poisons, that if used improperly or without sufficient knowledge of their side
effects, can endanger man and animals.
The primary purpose of Presidential Decree 1144 creating the Fertilizer and Pesticide Authority (FPA) is
to address this challenge. It does so through a process of pesticide registration.
