Proposed Mobile Traffic Citation System in Roxas City (TCS)

INTRODUCTION

Roxas is a third class income city. According to the

2015 census, Roxas city has a population of 167,003. And

with the Land Transportation Office (LTO) annual report

2019 on registered vehicles in Region six. The report shows

an increase from 651,873 in 2018 to 705,325 vehicles now

this 2019. Data has shown an increase of 9.62% in only 1

year. This is a significant increase and traffic management

to control and oversee that the rules and regulation of the

LTO is strictly implemented. Millions of Filipinos still

drive as part of their daily commute. And even though most

drivers are licensed, having passed a written test and a

driving exam, many drivers make occasional mistakes, while

some openly flout the law. The result is that millions of

traffic tickets are issued in the Philippines every year.

With the fines for many tickets costing more than 5000

pesos. Tickets are intended as a deterrent and knowing how

traffic tickets work is important whether you're fighting a

ticket in court or trying to better understand the traffic


laws. In Roxas city, Hand writing citations is very time

consuming and traffic enforcers jeopardize their safety by

spending too much time curbside using a manual process.

Handwritten citations can take 15 – 20 minutes or longer to

complete; by using an electronic citation process the

average time of stop, data run and ticket entry is between

4-5 minutes. Getting you off the curb quicker and back on

patrol keeps Roxas city safe. Moving to an error-free

citation system, TCS speeds up the process and drastically

reduces the number of illegible tickets.

OBJECTIVE

The objectives of the proposed system are of the following:

● The system will have a mobile touch app for enforcers to

use.

● Tickets will be printed on site.

● Ticket violations will be updated real time in a secure

server.
● The system will provide TMU headquarters real time

monitoring of their enforcers.

● The system will also store pictures & template

SCOPE AND LIMITATIONS

​The main scope of the proposed system is to develop a Mobile

Ticketing System for the Traffic Management Unit. The system

would issue electronically printed tickets. This is only limited

to vehicular violations in cities or national roads. The

proposed system is designed as a violation ticketing system

only.

SIGNIFICANCE OF THE STUDY

The proposed system beneficial for the following users:

Local Government: The system will help Roxas city manage traffic

laws and also bring in more income from violation fees. This

system will also reduce acts of bribery.


Traffic Enforcers​: The enforcers will spend less time writing

tickets and more time ticking them off their screen and printing

it instantly. This will make their jobs more efficient and safe.

Civilian Motorist: No longer will a person with a citation wait

for the enforcer to bring the ticket copy back to TMU

headquarters.
