APPROVING THE REQUEST OF CITY SOCIAL WELFARE AND

DEVELOPMENT OFFICER BETTY F. FANGASAN FOR AUTHORITY TO
CHARGE AND DISBURSE THE AMOUNT OF PHP 1,100,000.00 FROM
EXISTING PAG-ASA YOUTH ASSOCIATION (PYA) TRUST FUND UNDER
ACCOUNT CODE 439-104 (439 OTHER PAYABLES) AND TO BE USED FOR
CHILDREN AND YOUTH RELATED PROGRAMS, PROJECTS AND
ACTIVITIES OF THE CITY OF BAGUIO.

WHEREAS, in a letter dated March 3, 2020 from Ms. Betty F. Fangasan, City
Social Welfare and Development Officer, requests the Sangguniang’s Committee on
Youth Welfare and Sports Development to sponsor a City Resolution allowing and
authorizing the City Social Welfare and Development Officer (CSWDO) to disburse
the existing Pag-asa Youth Association (PYA) Trust Fund under Account Code 439-
104 amounting to One Million One Hundred Thousand Pesos (PHP 1,100,000.00) for
children and youth related programs, projects and activities, to wit:

“Relative to this, may we request your office to sponsor a City Resolution

allowing and authorizing the CSWDO to disburse the above-mentioned fund
to children and youth related programs, projects and activities. The PPAs are
not limited to the following:

(1) Capability building activities among children, youth and services providers
that would ensure or eventually redound to better service delivery to the
children and youth sector;
(2) Repair or upgrading of infrastructure such reading centers for children and
youth;
(3) Purchase of equipment and supplies for school; reading centers; and or
IEC materials on children and youth;
(4) Monitoring, evaluation and documentation of children and youth related
projects and services;
(5) Production of advocacy materials for the promotion of children and youth
welfare based on existing ordinances/policies or laws relative to children
& youth;
(6) Conduct of social-cultural, recreational and sports activities such as camps,
summit and benchmarking;
(7) Strengthening of children and youth organizations at the barangay level.”
 WHEREAS, the PYA Trust Fund amounting to One Million One Hundred
Thousand Pesos (PHP 1,100,000.00) was generated from the income of the PYA
canteen in a vacant lot adjacent to the CSWDO building at Upper Session Road;

WHEREAS, an ordinance should then be passed for the purpose, thus:

NOW, THEREFORE, on motion of Councillor Levy Lloyd B. Orcales,

duly seconded;

BE IT ORDAINED BY THE SANGGUNIANG PANLUNGSOD (CITY

COUNCIL) IN SESSION ASSEMBLED THAT:

SECTION 1. The request authorizing the CSWDO to disburse the existing

Pag-asa Youth Association (PYA) Trust Fund under Account Code 439-104 (439
OTHER PAYABLES) amounting to One Million One Hundred Thousand Pesos
(PHP 1,100,000.00) and to be used for children and youth related programs, projects
and activities is hereby approved.

SECTION 2. This Ordinance shall take effect in accordance with the Local
Government Code of 1991, as amended.
