A RESOLUTION APPROVING THE REALIGNMENT OF FUNDS CATEGORIZED AS

“SAVINGS” FROM THE MAINTENANCE AND OPERATING EXPENSES (MOOE) OF
THE SANGGUNIANG KABATAAN (SK) TO BE UTILIZED AS TRAINING EXPENSE
FOR THE PAYMENT OF REGISTRATION FEE FOR THE OFF SITE TRAINING AT
TAYABAS CITY, QUEZON .

WHEREAS, Section 20(b) of RA No. 10742 states that the SK shall have financial
independence in its operations, disbursements, and encashment of their fund, income and
expenditures;

WHEREAS, Section 20(a) of the IRR of RA No. 10742 provides that the SK funds shall
be disbursed in accordance with the provisions of RA No. 10742 and its IRR, RA No. 7160, RA
No. 9184 and other pertinent rules and regulations;

WHEREAS, the delayed approval of the SK Budget resulted to the non-implementation

of other SK activities which require the disbursement of the Maintenance and Operating
Expenses (MOOE) funds;

WHEREAS, the Sangguniang Kabataan (SK) accumulated savings from the unutilized
Maintenance and Operating Expenses (MOOE) funds due to the delayed approval of the
barangay budget including the SK Budget;

WHEREAS, the Sangguniang Kabataan Federation of Baguio City shall be conducting

an off site training on December 27-29, 2022 at Tayabas City, Quezon Province: particularly,
“Seminar Workshop on the Preparation for the Annual Barangay Youth Investement Program
(ABYIP) 2023 and Finalization of a Federation Standard Key Result Areas (KRA), Key
Perfromance Indicators and Monitoring and Evaluation (M & E) tool for the Sangguniang
Kabataan of the City of Baguio to support the seven (7) agenda of the City Government of
Baguio on Empowering the Youth” (AN OFF-SITE TRAINING);

WHEREAS, the SK Chairpersons and SK Members of all barangays in the city of

Baguio are required to participate in off-site training;

WHEREAS, the realignment of the MOOE savings shall be for the purpose of utilization
as training expense for the payment of registration fee of the SK participants.
 NOW THEREFORE, on motion of (Hon. SK Chairperson), duly seconded, be it

RESOLVED, as it is hereby resolved, that the savings from the unutilized Maintenance
and Operating Expenses (MOOE) funds shall be realigned to be utilized as as training expense
for the payment of registration fee of the SK participants in the off-site training on December 27,
28, and 29, 2022 at Tayabas, Quezon Province.

RESOLVED FURTHER, that copies of this resolution be forwarded to DILG Baguio

City Field Office, Office of the LIGA ng mga Barangay President, Commission on Audit –
Baguio Office and City Accounting Office for their information and appropriate action.
