BARANGAY SESSION HALL ON TUESDAY, AUGUST 23, 2022.

SERIES OF 2022

RESOLUTION APPOINTING MR. MAYNARD ASPRILLA AS SANGGUNIANG

KABATAAN TREASURER OF BARANGAY CITY HEIGHTS, GENERAL SANTOS
CITY

WHEREAS, the Republic Act No. 10742, also known as the Sangguniang Kabataan
Reform Act of 2015, provides in Chapter 2 Section 13 paragraph (f) that the
Sangguniang Kabataan Chairperson, with the concurrence of the majority of all the SK
members, shall appoint from among the members of the KK a secretary and a
treasurer;

WHEREAS, the Republic Act No. 10742 further provides that the SK Secretary must
be:
 a citizen of the Philippines;
 a qualified and registered member of the KK;
 a resident of the barangay for not less than one (1) year immediately preceding
the day of the elections;
 at least eighteen (18) years but not more than twenty-four (24) years of age on
the day of the elections;
 able to read and write Filipino, English, or the local dialect; and must not:
 be related within the second civil degree of consanguinity or affinity to any
incumbent elected national official, or to any incumbent elected regional,
provincial, city, municipal, or barangay official, in the locality where she/he seeks
to be elected; and
 have been convicted by final judgment of any crime involving moral turpitude;

WHEREAS, from among the Katipunan ng Kabataan members of Barangay City

Heights, General Santos City, the SK Chairperson recommended Mr. Maynard Asprilla
for the position of SK Treasurer after due consideration of his qualifications and finding
him to possess the necessary skills and experience required for the position as SK
Treasurer;

WHEREAS, as SK Treasurer, Mr. Maynard Asprilla shall perform the following duties as
stipulated in the Sangguniang Kabataan Reform Act of 2015:
SECTION 15. SK Treasurer. – The SK treasurer shall:

(a) Take custody of all SK properties and funds and ensure proper turnover to the next
SK treasurer;
(b) Collect and receive contributions, monies, materials, and all other resources
intended for the SK and the KK, and issue the corresponding official receipts thereto;
(c) Serve as cosignatory in all withdrawals from the SK funds and disburse funds in
accordance with the approved annual budget and supplemental budget, as the case
may be, of the SK;
(d) Certify the availability of the SK funds whenever necessary;
(e) Submit to the SK and to the sangguniang barangay, certified and detailed
statements of actual income and expenditures at the end of every quarter and the
posting of the same in the barangay bulletin board and in at least three (3) conspicuous
places within the jurisdiction of the barangay, and if possible, including the use of
traditional and non-traditional media;
(f) Render written financial report of all SK funds and property under her/his custody
and shall be made available to the KK members during the regular KK assembly; and
(g) Perform such other duties and discharge such other functions as the SK chairperson
may prescribe or direct.

NOW, THEREFORE BE IT RESOLVED, AS IT IS HEREBY RESOLVED BY THE

SANGGUNIANG KABATAAN to approve the appointment of Mr. Maynard Asprilla as
SK Treasurer of the Sangguniang Kabataan of Barangay Calumpang, General Santos
City.

RESOLVED FURTHER, that copy of this resolution be given to Mr. Maynard Asprilla for
his file, copy furnish the DILG City Local Government Operations Office and the City
Mayor’s Office – Youth Affairs and Development Office of General Santos City for their
information and record.

APPROVED this 23rd day of August 2022 at Barangay City Heights, City of General
Santos.
