Polomolok, South Cotabato effective February 8,2019, with authority to discharge the functions and
duties vested in the said office pursuant to Section 394 of the Local Government Code of 1991.
Such appointment shall be enforced until revoke for cause or upon termination of tenure of said
position as may be provided by law.

RESOLUTION NO. 001-2019

A RESOLUTION APPOINTING MR. ANDRI RAFAEL M. PADERES AS SAGGUNIANG
KABATAAN TRESURER OF BARANGAY MAGSAYSAY, POLOMOLOK, SOUTH
COTABATO.

WHEREAS, the Republic Act No. 1074, Also known as the Sangguniang Kabataan Reform Act of 2015
provides in Chapter 2 Section 13 paragraph (f) states that Sangguniang Kabataan Chairperson, with the
concurrence of the Sangguniang Kabataan, has the power to appoint among the members of Katipunan ng
Kabataan a Secretary and Treasurer;
WHEREAS, Republic Act 10742 further provides for the following qualifications of an SK Secretary;
1. Must be a citizen of the Philippines, a qualified voter of the Katipunan ng Kabataan;
2. A resident of the Barangay for not less than one (1) year immediately preceding the day of the
elections;
3. At least eighteen (18) years but not more twenty-four (24) years of age on the day of the
elections;
4. Able to read and write Filipino, English, or the local dialect;
5. Must not be related within the second civil degree of consanguinity of affinity to any incumbent
elected national official or to any incumbent elected regional, provincial, city, municipal, or
Barangay Official, in the locality where he or she seek to be elected; and

WHEREAS, from among the Katipunan ng Kabataan member of Barangay Magsaysay, Polomolok,
South Cotabato, the Chairperson recommended Mr. Andri Rafael M. Paderes for the Position of SK
Treasurer after due consideration of his qualification and finding him to posses the necessary skills and
experience required for the position as SK Treasurer;
WHEREAS, as SK Treasurer Mr. Andri Rafael M. Paderes, shall perform the following duties as stated
in the Sangguniang Kabataan Reform Act of 2015.

 Take custody of all SK Properties and funds and ensure proper turnover to the next SK Treasurer;
 Collect and received contribution, monies, materials, and all other resources intended for the SK
and KK, and issue the corresponding officials receipts thereto;
 Serve as cosignatory in all withdraws from the SK funds and disburse funds in accordance with
the approved annual budget and supplemental budget, as the case maybe, of the SK;
 Certify the availability of the SK funds whenever necessary;
 Submit to the SK in to the Sangguniang Barangay, certify and detailed statements of actual
income and expenditures at the end of every quarter and the posting of the same in the Barangay
bulletin board and in less three (3) conspicuous places within the jurisdiction of the barangay, and
if possible, including the used of traditional and non-traditional media;
 Render written financial report of all SK funds and property under his/her custody shall be made
available to the KK members during the regular KK assembly; and
 Perform such other duties and discharge such others functions as the Sangguniang Kabataan
chairperson may prescribe or direct.
NOW, THEREFORE BE IT RESOLVED, AS IT HEREBY RESOLVED BY THE
SANGGUNIANG KABATAAN to approved the appointment of Mr. Andri Rafael M. Paderes as
Treasurer of the Sangguniang Kabataan of Barangay Magsaysay, Polomolok, South, Cotabato.
Approved this 9th day of August 2019 at Barangay Magsaysay Session Hall, Polomolok, South Cotabato.
