Roygina D. Naya welcomes the officers for the monthly meeting and declare a
quorum

READING OF THE MINUTES


Henry K. Orio, Jr. read the previous minutes of the meeting and Roygina call for
the council for the approval of the previous minutes, it was then moved by John
Calvin A. Lumapguid and was seconded by Romeo D. Ybañez.

CORRECTION AND APPROVAL OF THE MINUTES


There’s no correction of the Previous Minutes of the meeting, it was then approved.

I. Coordinator’s Report

The Main Discussion


The Parish Youth Coordinator introduced the 2021 Constitution of the
Archdiocese of Cebu Commission on Youth, Instruction No. 1 Youth Coordinating
Councils in the Archdiocese of Cebu: Membership, Term, Duties, Manner of Election or
Appointment, and, Discipline and Removal from Office and Instruction No. 2 Procedure
on the Conduct of Deliberations and Voting during Youth Council Meetings and was read
by Articles, Rules and Sections, and highlighted the important information as follows:

2021 Constitution of the Archdiocese of Cebu Commission on Youth

Article II Commission on Youth

Section 3. The Chairman: Term, Qualifications, and Succession. – [a] The


Chairman is appointed by the Local Ordinary of the Archdiocese of Cebu. He shall serve
as such for a period of six (6) years from the date of the appointment, unless otherwise
revoked or extended by the appointing authority

Section 4. The Assistant Chairman: Term, Qualifications, and Succession. – [a] The
Assistant Chairman shall be elected from among the ordained Members of the
Commission. The election shall be held in a regular meeting upon the completion of
appointment of all district youth directors. He shall have the same term and
qualifications as those for the Chairman.

Section 5. Members: Term and Qualifications. – Members of the Commission shall


be composed of the following in an ex officio capacity: [a] Seven (7) District Youth

Campus Ministry and Family of United and Empowered Leaders (FUEL),

Section 7. Charter-Making: Procedure. – [a] No office or organization concerning


the youth sector within the Archdiocese of Cebu, except as otherwise specifically
provided herein, shall be recognized as legitimate, unless there is a Charter duly
numbered as such for its creation.

Instruction No. 01

Rule IV Parish Youth Coordinating Council

Section 1. Parish Youth Coordinating Council Membership and Qualifications. –


The membership in the PYCC shall be categorized as:

[a] PYCC Member:


The council suggested to require each member for a copy of their Baptismal
Certificate

[b] PYCC Implementation Committee Officers, who must be elected to such offices:
 Parish Youth Coordinator
 Assistant Parish Youth Coordinator – Internal
 Assistant Parish Youth Coordinator – External
o Who must come from among the coordinators, leaders or presidents of any
youth organizations, ministries, chapels or zones under the Parish
jurisdiction.
 Parish Youth Secretary
 Parish Youth Treasurer
 Parish Youth Auditor
o Who must come from the officers of any youth organizations, ministries,
chapels or zones under the parish jurisdiction.

[c] PYCC Pastoral Committee Officers


 PYCC Worship Chairperson
 PYCC Education Chairperson
 PYCC Service Chairperson
 PYCC Temporalities Chairperson
 PYCC Youth Frontiers Chairperson
 PYCC Social Communications Chairperson
o who shall be determined by the PYCC Implementation Committee and the
Parish Youth Director from the officers of any youth organizations,
ministries, chapels or zones under the parish jurisdiction

The Parish Youth Coordinator then introduced the Duties and Functions of the PYCC
Implementation Committee Officers and PYCC Pastoral Committee Officers stated in
Section 2 and Section 3. The Secretary suggest to write a letter to the Commission on Youth
concerning the additional Co-Chairperson for each Pastoral Committees.

The council appointed Michael Franz E. Punzalan as the Youth Frontier and Henry K. Orio,
Jr. as his Co-Chairperson. The Secretary is tasked to write a write a resolution for the
Appointment of the Youth Frontier Chairman and his Co-Chairperson.

Section 4. Procedure for the PYCC Elections. –


The Parish Youth Coordinator explain the procedure of the Election, the
announcement which has to be month prior to the scheduled elections, an
announcement of such election shall be made through an official online publication of
the Parish. The Electoral Committee. – It shall be composed of a presider, a poll clerk,
and a secretary. Nominating and Voting Body – The qualified persons stated in Section 1
under this Rule shall stand as the Nominating and Voting Body. The must be physically
present during the Election.

Presentation of Candidates. – The Parish Youth Director shall declare all positions
vacant. All nominees without exception are given a chance for a one (1) minute self
introduction and his/her commitments after the nomination period is closed. Then the
Manner of Election that the election of the Implementation Committee Officers shall be
done through secret ballot and the candidate with majority vote shall be considered the
winner. The election or appointment of the Parish Pastoral Committee Chairpersons shall
be declared by the Parish Youth Director which actually happened in the Parish. The
electoral committee and the Parish Youth Director shall proclaim the winner.

All PYCC Implementation Committee Officers and The PYCC Pastoral Committee
Officers shall serve as such for a period of three (3) years from the date of the election or
appointment with the possibility for re-election or re-appointment in the same position.
Provided, that he or she may only serve for two (2) consecutive terms under the same
position.

Rule V Discipline and Removal from Office

Section 1. On Youth Council Members Running for Government Positions. –

Any youth government elected official can hold position only in the Pastoral
Committee;

Section 2. Dismissal of Youth Officers


An officer can be dismissed on the following grounds:
The Council would have to discern with the grounds on Scandalous Acts

If an Officer is absent during the meeting the Secretary will ask the officer to
write an excuse letter for his/her absence and if an officer has three (3) consecutive
invalid absences on regular meetings he then will be removed from his/her office.

For Resignation, Resignation letter shall be submitted to the Youth


Coordinating Council and the Youth Director as the Approving Body. Resignation will
only be acceptable with the following reasons namely: health related problem, work
conflict, family & social issues, or change of residency.

Instruction No. 02

The council voted for the schedule of the Council’s Regular Meeting with a vote of
11, 1 abstained and 2 absent. It was approved that the meeting will 1 st Saturday of the
Month at 4:00 in the afternoon.

o Which is the Service Committee Chairman is the Head of the
Eucharistic Marshall to Group Leader and down to the
members.
 Ang uban wala pa kahibaw sa ilang gibuhat so the Council suggested
to have a Refresher Training for the old and new Eucharistic Marshalls
o Make a video for the guidelines
o Re-enforcement in the Dagkutanan
 Worship Committee should educate the Eucharistic Marshall
regarding the parts of the Mass
 Need to present new strategies for Marshalling in the most righteous
way.

IV. Council Treasurer’s Report


Reported by the Council Auditor since the Treasurer was absent during the
meeting that the money collected from the Candelaria Fund Raising Activity
as of February 19, 2022 was Php 13,245.00. (Please see attached Treasurer’s
Report with Liquidation). The proceeds of the money will be determined
when an activity arise, which one suggested to have another Mobile Feeding
Program.

OTHER MATTERS AND ANNOUNCEMENTS


Member’s General Meeting
The council concurred to organized a Member’s General Meeting every
quarter and/or Emergency/Special Meeting provided with the Council’s
consensus. And the first General Meeting will be conducted on February 25, 2022,
2:00 PM at the PPC Hall.

Membership Forms
Forms will be distributed on the 1st General Meeting, if a member is absent
he/she should secure and excuse letter before he/she will be given a
membership form.

DIRECTOR’S TIME.
Msgr. Antonio C. Medida, P.C gave his message for the set of officers and how
religiously to handle the constitutions and the instructions.

ADJOURNMENT AND CLOSING PRAYER.


The meeting was adjourned at 6:05 in the evening with the closing prayer lead by
the Worship Committee Co-Chairperson, Angel Mae Mag-aso.
