SANGUNIANG KABATAAN OF BARANGAY SAN FELIPE CENTRAL, BINALONAN AT THE
SESSION HALL STARTING AT 10:00 O’CLOCK IN THE MORNING ON 9 OF SEPTEMBER 2019.

AUTHORIZING THE COMPREHENSIVE BARANGAY YOUTH DEVELOPMENT PLAN (CBYDP)
FOR 2020 TO 2021 TO 2024, ANNUAL BARANGAY YOUTH INVESTMENT PROGRAM (ABYIP)
FOR 2020, AND THE ANNUAL SK BUDGET OF BARANGAY SAN FELIPE CENTRAL FOR FISCAL
YEAR 2020 IN THE TOTAL AMOUNT OF THREE HUNDRED ELEVEN THOUSAND TWO
HUNDRED THIRTY SIX PESOS AND EIGHTY CENTAVOS (PhP 311, 236.80) COVERING THE
VARIOUS EXPENDITURES FOR THE OPERATION OF THE SK OF BARANGAY FOR FISCAL
YEAR 2020 AND APPROPRIATING NECESSARY FUNDS FOR THE PURPOSE.

BE IT ENACTED BY THE SANGGUNIANG KABATAAN IN SESSION ASSEMBLED, THAT:

Section 1. The Comprehensive Barangay Youth Development Plan (CBYDP) for 2019 – 2019,
the Annual Barangay Youth investment Program (ABYIP) for 2020, and the Annual SK Budget
of Barangay San Felipe Central for the Fiscal Year 2020 in the amount of Three Hundred
Eleven Thousand Two Hundred Thirty Six Pesos And Eighty Centavos (PhP 311, 236.80), as
discussed and deliberated upon by the Sangguniang Kabataan of Barangay San Felipe Central
is hereby approved.

The budget documents consisting of the following are incorporated herein and made integral part of
this Ordinance:
1. Budget of Expenditures and Sources of Financing;
2. Annual Barangay Youth Investment Program (ABYIP) for 2020; and
3. Comprehensive Barangay Youth Development Plan (CBYDP) for 2019 – 2021

Section 2. Sources of Funds and Use of Funds.-The sources of funds and the use of funds are
presented in the Statement of Receipts and Expenditures of the SK of Barangay San Felipe Central.

Section 3. General Provisions. The following policies are authorized for the fiscal year:
a. Income from operating and miscellaneous fees shall be collected at maximum collection
efficiency
b. Strict compliance to the Personal Services limitations shall be observed wherein no portion
of the SK Fund shall be used for Personal Services.
c. Priority in the use of savings shall be for basics services, augmentation development
projects and other mandatory expenses provided under the Local Government Code and
the SK Reform Act of 2015.
d. All procurement shall follow strictly the provisions of R.A. 9184.

Section 4. Effectivity. This Ordinance os effective on 01, January 2020.
