OBJECTIVES
As mentioned in the Term of Reference document, the objectives of Design and Supervision
Consultant (DSC) are:
a. To assess the scale, nature and causal mode of damage caused to the ports of Pantoloan,
Donggala and Wani by the earthquake and tsunami;
b. To review and complete the draft port master plans;
c. To prepare preliminary design and cost estimates for each port based on the master plan
recommendations for the appropriate facilities;
d. To prepare sub-project appraisal reports and feasibility analyses;
e. To prepare documents of environmental impact assessment;
f. To prepare detailed engineering designs and specifications for the works;
g. To prepare bid documents and assist in tender evaluations;
h. To supervise the construction of the works and installation of cargo handling equipment;
i. Monitor and evaluate project hand over processes.

Regarding those objectives, consultant have to prepare the most effective and efficient method to
reach the objectives in the time and budget manner.
