Description In line with the Master Plan for Recovery and Reconstruction for Central Sulawesi (the Master Plan), the Emergency Assistance for
Rehabilitation and Reconstruction (EARR) will support the Government of Indonesia in building back better critical infrastructure damaged
by the devastating disasters in Central Sulawesi Province in September 2018, where a 7.4-magnitude earthquake triggered a near-field
tsunami, landslides, and major liquefaction.
Project Rationale and Linkage to The Emergency Assistance for Rehabilitation and Reconstruction (EARR) respond to the government's formal request to the Asian
Country/Regional Strategy Development Bank (ADB) , for the rehabilitation and reconstruction of critical infrastructure in Central Sulawesi. The EARR contributes to
the objectives of ADB's country partnership for Indonesia, 2016-2019. It is consistent with the operational priorities of ADB's Strategy 2030
- poverty alleviation, gender equality, and promoting rural development and food security. The EARR also promotes a stronger, faster and
integrated response based on prior experience and knowledge of disaster response approaches, and is delivered through a One ADB Team.

Environmental Aspects An environmental assessment and review framework (EARF) was prepared and disclosed on 29 May 2019, following ADB's Safeguard Policy Statement
as well as government laws and regulations. Subprojects in protected areas, including those either legally protected or officially proposed for
protection, will not be considered.Initial environmental examinations and environmental management plans will be prepared consistent with the EARF,
and will be incorporated in contract documents to be implemented by contractorsand monitored by the implementing agencies.
Involuntary Resettlement A Resettlement and Customary Communities Development Framework (RCCDF) that combines the involuntary resettlement framework with the
indigenous people's development framework was prepared and disclosed on 29 May 2019 following ADB's Safeguard Policy Statement as well as
government laws and regulations. Resettlement plans and indigenous people's development plans will be prepared consistent with the RCCDF. The
start of civil works and/or restrictions to the use of land resources will not be allowed unless customary communities are fully compensated, and all
entitlements provided
Indigenous Peoples The EARR will ensure that indigenous people affected by the disasters will receive culturally appropriate social and economic benefits, participate
actively in the EARR, and not suffer adverse impacts as a result of the EARR
During Project Design As part of the EARR preparation, consultations were held with national and provincial government agencies. The government's consultation and
participation processes were used to engage with a wide range of stakeholders. The design of EARR has been anchored and guided by government's
priorities for rehabilitation and reconstruction of essential infrastructure. The government has led the assessment of the damage and needs, which
has informed the selection of infrastructure to be rebuilt through the EARR. In formulating the Master Plan for Recovery and Reconstruction for Central
Sulawesi, the government gathered input from local stakeholders communities and local government to identify and prioritize immediate and
medium-term needs

Consulting Services All consulting services will be undertaken in accordance with ADB Procurement Policy (2017, as amended from time to time) and the Procurement
Regulations for ADB Borrowers (2017, amended from time to time).
The Project Management Consultant under Component 1: Public Works Infrastructure has been published in ADB's Consulting Services Recruitment Notices
(CSRN) and Government's SPSE (electronic government procurement system) on 19 September 2019.
Procurement All procurement of goods and works will be undertaken in accordance with ADB Procurement Policy (2017, as amended from time to time) and the
Procurement Regulations for ADB Borrowers (2017, amended from time to time.
The invitation for bid under Component 1: Public Works Infrastructure for CW: River and Coastal: Rehabilitation and Reconstruction of Palu Coastal Protection,
Central Sulawesi has been advertised in ADB's website and Government's SPSE (electronic government procurement system) on 25 July 2019. As this is
advance contracting, ADB's concurrence with the procedures, documentation or proposal for award does not commit ADB to finance the Project.
