In Islamabad,the agency responsible for fire & rescue operations is Emergency &

Disaster Management, Directorate of Capital Development Authority, according to


E&DMA there were 2204 fire incidents recorded in the year of 2011-12 while 1134
were recorded in Rawalpindi, Short Circuit was termed as a major cause of these
Fire Incidents.
last month C.D.A implemented Building Code Of Conduct & Fire Safety Provision 2016
in Islamabad according to which every industrial, commercial, residential plaza
should have fire safety system installed and new building's should be constructed
as per CDA & PEC law, according to CDA a building should have Emergency Evacuation
Plan, Fire Alarm System, Fire Extinguisher's, Smoke & Heat Detectors etc, soon
after implementation CDA faced many challenges as buildings constructed before
implementation Building Code of Conduct 2016, cannot be modified according to law
because either there owner is not the same or it is rented out, to handle this
situation CDA should give notices to install fire safety equipments in shop's,
offices,industries according to type of fire which could be turned into a tragic
incident. According to NFPA Standard 10-2018 fire is classified in 5 types

Class A: result from ordinary combustible materials, including wood, cloth, paper,
and many plastics.
Fire Extinguisher Used To Distinguish Class A: Water Type, AFFF Foam, DCP, Wet
Chemical

Class B: burn in flammable liquids, combustible liquids, petroleum greases, oils,


alcohols, and flammable gases.
Fire Extinguisher Used To Distinguish Class B: Foam Type, CO2, DCP
Class C: involve energized electrical equipment. Short Circuit
Fire Extinguisher Used To Distinguish Class C: DCP, CO2, Foam Type

Class D: fires in combustible metals, such as magnesium, titanium, zirconium,


sodium, lithium, and potassium.
Fire Extinguisher Used To Distinguish Class D:

Class K or F: fires in cooking appliances that involve combustible cooking media,


such as vegetable or animal oils and fats.

It also seems that owners are also not taking matter of "Public Safety" seriously,
according to majority of owners, they terms Fire Safety System as useless as it
costs them upto 1 crore rp for installing it into their buildings, while in
Rawalpindi no measures have been made for implementation of Building Code Of
Conduct & Fire Safety Provision. In a flashback following tragic incidents took
place in Rawalpindi but yet RDA havent took strict action, while currently new
buildings being built also don't have any evacuation plan
1- December 20, 2008: Ghakhar Plaza, Saddar. 13 men including six firefighters
died as the building collapsed
2- June 25, 2009: Shingahi Plaza, China Market, College Road. Six Persons injured,
cloths shops got gutted
3- March 8, 2010: Girls Hostel, GHQ Road Chaklala Cantt. Eight girls suffocate to
death.
4- October 22, 2011: Toy Shops, Sabzi Mandi, Raja Bazaar. Four shops burnt.
5- November 11, 2011: CD Shops, Imperial Market, Raja Bazaar. Many shops gutted.
6- April 30, 2012: Toyota Motors warehouse fire at Soan Camp.
7- June 19, 2012: Electronics Market, Afandi Colony, Bilal Road. 12-hour fire guts
different shops.
8- June 22, 2012: Punjab Ghee Mill Model Town Humak fire.
9- December 25, 2012: Crown City Plaza Hotel, Faizabad. Two women faint after
short-circuit in the room.
10- December 25, 2012: Molty Foam Warehouse, Sadar Cantonment. Fire that took
place due to short-circuit was later put out after an effort of four hours.
