Purpose and justification, including the market relevance and relationship to Safety (Guide 104), EMC (Guide 107),

The urgent need for testing and certification of distributed generation equipment to ensure a compatible, reliable
interconnection with the electric power grid and other load equipment is leading IEEE, EPRI and CIGRE, CIRED to
increase the investigations on this matter to move towards widespread results.
Also in the framework of the international EMC standardization activities, the sustainable integration of the renewable
energy sources and the distributed energy resources in the electricity supply requires to develop common requirements.

drive systems – EMC requirements and specific test methods.
Relationship of project to activities of other international bodies
All the activities will be carried out jointly with IEC TC 8, TC dealing with the “System aspects of electrical energy supply”.
In addition, a cooperation will start with IEC TC 88 and IEC TC 82 and the related CLC mirror committee.

Background
The urgent need for testing and certification of distributed generation equipment to
ensure a compatible, reliable interconnection with the electric power grid and other
load equipment is leading IEEE, EPRI and CIGRE, CIRED to increase the
investigations on this matter to move towards widespread results.
During the last TC 8 plenary meeting held in Cape Town in October 2005 a
cooperation with SC 77A was set up, see extract from 8/1211/RM below :
16 Liaisons/cooperation
G. Valtorta spoke about the work in progress within SC 77A:
SC77A, in order to fulfil the TC8 request made in the Fontenay aux Roses meeting
(see 8/1199/RM)), will set up an AHG composed by the convener of SC77A WG1,
WG2, WG6 and WG8, charged to prepare a proposal relevant to EMC (immunity
and emission) of LV generators.
TC8 decided that its representatives to that AHG will be A.Bower (convenor of PT1)
and T. Schuster (convenor of AHG3)
Scope
The aim of this new proposal is to critically assess the existing and emerging
national and international standards to define proper EMC common test conditions.
This proposal covers LV generating systems, including generating unit, control and
protection devices and so on.
This project is limited to EMC issues (immunity and emission) and does not include
other aspects of connection of generators to the grid.
Deliverable
There is a common idea that there are standards enough in IEC 77A to be applied
also to generating plants. Some examples are given here to illustrate that
improvements are necessary to apply them to generating plants. As a
consequence, there is a need to start providing some specific recommendations.
• Flicker and voltage fluctuations due to non continuous energy sources such
as wind turbines or PV systems has to be specifically considered. The issue
can also be addressed through network requirements in order to control the
amount of plant in proportion to the network supply capacity.
Cooperation
• The activity will be carried out jointly with IEC TC 8, TC dealing with the
“System aspects of electrical energy supply” particularly because in the case of
immunity, coordination is needed between EMC requirements and connection
practices or network operator requirements, voltage and frequency variations
being addressed by both sides.
