Today, Indonesia`s maternal mortality rate remains one of the highest in Southeast Asia. Experts closely studying the
problem generally conclude that a change in course is needed for Indonesia to make further progress. First there are
ques on about whether the government has the ability-or the resources-to actually improve health. Performance and
u liza on of public health services is on the decline, and the private sector is now the major source of health care in
Indonesia. An es mated 30-50 percent of newborn deliveries in health facili es now take place in private clinics (as

understaffing of public health, facili es, and high absenteeism. The government allows ”dual prac ce” whereby civil

Overall, per capita spending on health in Indonesia is much lower than other countries in the region, and insurance
coverage is extremely limited. Health financing is overwhelmingly private -with individuals paying for around 80 percent

One of the most effec ve jus ce sector ins tu ons in Indonesia is the Corrup on Eradica on Com mission (KPK),
established in December 2002. The KPK demonstrates what can be achieved when the different func ons of inves ga on
and prosecu on are coordinated. Moreover, it works with a specialized an -corrup on chamber are dominated by a
majority of ad hoc judges whose reputa on fro honesty is well known.
However, in December 2006, the Cons tu onal Court struck down the law crea ng the an -corrup on court on the
grounds that it was not created as part of The Law on the Courts. The Cons tu o nal Court gave parliament three years
to amend the law and properly cons tute the an -corrup on Court under The Law on the Courts, but allowed the an -
corrup on courts to con nue to func on in the mean me. The parliament set itself a deadline of M arch 2009 to pass the
new law. This was the extended to September many legislators have been arrested by the KPK and convicted in the an -
