CL730S1 Three-phase Split Wired Keypad Prepayment Meter owns advantages of simple
measurement, simple installation and simple operation. But to avoid personal injury and
other products related to the meter, it is suggested that this manual should be carefully
read, which is better for usage before being installed, detected, operated and used.
While the designing and producing of CL730S1 Three-phase Split Wired Keypad
Prepayment Meter, its solidity and reliability and users’ safety and convenience have
been already fully considered. Thus common faulty operations can be endured. If the
meter is reasonably and safely installed and used according to the guideline, its lifespan
will be extended. This product could only be used within its provisions; Our company has
no responsibility for the damage and personal injury caused by faulty operations,
operation and the usage beyond the specific range.

1. Use Instruction
1.1 Overview
1.1.1. Construction Profile

Three-phase Split Keypad Prepayment Meter


1.1.2. Major application
CL730S1 Three-phase Split Wired Keypad Prepayment Meter takes digital medium as
information exchange media. It is an active electric energy meter in which users load in pre-
purchased electricity amount, and it takes electricity amount as its billing. It also has numeric
keypad interface, can realize the functions of active power measuring and prepayment control.
MCU and UIU communicate via current loop. MCU includes measurement unit, real-time clock
unit, load switch, IR communication and RS485 communication functions and other auxiliary
equipments, while the UIU includes numeric keypad interface and display.
1.1.3. Additional Functions

1) Reverse consumption measured as forward consumption.

3) Realizing users’ load detecting and controlling.

1.1.4. Main Functions


4) When available credit is 0, the meter can send out power off signal to control load for auto
switching off, and it shall auto restore the power supply after the new purchased power
amount is loaded.
5) Function of auto detection.
6) Function of recording event of cover open, phase off and power off etc.(see 4.5 Event

1.1.5. Main Features


1) The meter can realize paying first and using later.
2) CL730S1 Three-phase Split Wired Keypad Prepayment Meter takes electricity as its
electricity billing; Electricity users purchase electricity first, and meter subtracts available
credit. When available credit is 0, meter will send power off signal to control load switch
automatically cut off.
3) CL730S1 Three-phase Split Wired Keypad Prepayment Meter adopts STS algorithm (NRS
009-6-7, NRS 009-6-8 and NRS 009-6-9), which has a set of security management
system and owns a high level security and is completely compatible with the other STS
standard systems.

1 1: Meter active metering accuracy
The meter is equipped with special pulse indicator for testing active energy (LED is on the
nameplate of meter). In order to ensure the accuracy of active measuring test, according
to different current test points, pulse quantity collected from test should be incremented
with the increase of current, and reasonably select pulses between the numbers 1~8.

1.3Meter Operating Principle Block Diagram


This MCU circuit consists of measurement and control circuit modules centralized with
SOC single chip (with internal measurement module, realtime clock and temperature
testing compensation circuit etc.), memory circuit module composed of memory chip,
current loop communication circuit module, power supply circuit module, cover open
detection module, LCD display, audio reminding user information display module, IR
emission and IR receiving circuit module etc. the current sampling uses measurement
method of CT sampling, while voltage sampling uses dividing resistance network, and
meter adjustment is completed via software.
UIU consists of push button module centralized of SOC single chip, LCD display and
audio indicating user information display module.

2.3Meter Wiring Diagram
All movable terminals of meter locate in the connection terminal cover with secured screws
fitted with user seal to prevent from operations such as unauthorized connection or other
settings, etc.

2.4Meter Protective Class


The test is carried out with the prepayment energy meter in accordance with IEC60529-4. The
test results are shown as follows: IP 54.

3. Metering Function
CL730S1 Three-phase Split Wired Keypad Prepayment Meter can measure reverse power in
the same way of measuring forward power and the energy can be accumulated in total active
energy and active energy of each settlement month. It can measure total active power and
store the data and calculate the available credit then store the data; meanwhile have them
indicated by LED. The meter measures real-time power by pulse constant and pulse interval.

The CL730S1 meter uses the conception of forward power and reverse power from the
customers’ point of view.
1) Customers’ forward power =power suppliers’ sending power.
2) Customers’ reverse power =power suppliers’ received power.

4. Function Explanation
4.1 Metering Function
1) To meter total active power consumption.
2) Demand is programmable for slip method.
a) Demand calculation cycle is 15min.
b) Demand slip window time: 1 minute.
4.2Load Control Function
1) The meter can be programmed for load control threshold;
2) In the event that current power > user load threshold (the load threshold can be viewed by
inputting 13 on meter and pushing Enter key), the overload alert will be triggered. If alert
status goes for a specified time of 30s by default, meter will cut off user load; and will add
1 to count of overload power off times. if overload trip times goes < 4 times within half an
hour, the meter shall trip for each overload and get relay auto closed in 2min after each
trip; if overload trip times goes ^4 times within half an hour, meter will trip and get relay
auto closed in 30min; When load threshold is 0, this function will be disabled.
3) When meter is powered off constantly for overload, customers can apply for enlarging
capacity and then input the number of enlarging capacity to recover power supply.

4.3Available Days to Use


When available credit in meter can be used for<1.5days, low-energy alert indicator shall blink
in red; when 1.5days < days to use<3days, alert indicator will keep lighting in red; when 3
days< days to use<7days, alert indicator will keep lighting in yellow; when days to use >
7days, alert indicator will keep lighting in green; (available days=available energy/24/A; (A is
demand in last month, if demand in last month is 0, A shall be demand of current month; if
demand in current month is also 0, A shall be load threshold, if load threshold is 0, A shall be
69kW by default; when available energy is greater than 10000kWh, the available days shall be
1000d by default, if the available days calculated is over 1000d, the meter shall display 1000d
by default for available days), view the available days to use by pushing 05 and Enter.

4.4Overdraft Consumption Function


1) User overdraft threshold can be programmed.
2) When overdraft energy is not equal to o, the meter shall start overdraft consumption
function, when energy balance is 0, load switch shall cut off, pushing any key on MCU or
inputting 00 on UIU and pushing Enter will have power supply restored. When overdraft
consumption is used up, load switch shall auto cut off, pushing any key on MCU or
inputting 00 on UIU and pushing Enter will not have relay reclosed, unless recharge.
3) When overdraft threshold is 0, this function shall be disabled.
4.5Event Log
1) Power off event log
In case meter powers off and gets energized again, it will add 1 to the No. of power off times.
Up to 399 times for power off and time records of last 5 power off events.
2) Terminal cover-opening detection and record
When meter terminal cover is opened, meter will send out power off signal to control load
switch auto cut off power supply and meter will add 1 to No. of times for terminal coveropening
and up to 399 terminal cover-opening events and last 5 terminal cover-opening events time
can be recorded. In that case, the power shall power supply cannot be restored even if put the

meter cover and terminal cover in place, but only inputting special token (not any other token)
by Utility can get the power supply restored in condition of both covers in place. Meter can
detect terminal cover-opening event at power off.
3) Cover-opening detection and record
When meter cover is opened, meter will send out power off signal to control load switch auto
cut off power supply and meter will add 1 to No. of times for cover-opening and up to 399
cover-opening events and last 5 cover-opening events time can be recorded. In that case, the
power shall power supply cannot be restored even if put the meter cover and terminal cover in
place, but only inputting special token (not any other token) by Utility can get the power supply
restored in condition of both covers in place. Meter can detect cover-opening event at power
off.
4) Phase off event log
In case meter detects some phase voltage meets requirement of phase off and the situation
continues for certain time, it will add 1 to the No. of phase off times. Meter will display the
failure phase, if phase A, meter will display L1. Up to 399 times for phase off and time records
of last 5 phase off events.
5) Overload trip event log
When meter overload alarm passes duration specified, meter will send out power off signal to
control load switch auto cut off power supply, meter will add 1 to No. of overload trip times. Up
to 99 overload events and last 5 overload time records can be recorded.
6) Power purchase event log
The meter can record last 10 valid tokens and last 10 power purchase amount record.
7) Over-current event
When meter detects the three phases current get greater than over-current threshold
simultaneously (120A by default, the over-current threshold can be viewed by pushing 106
and Enter key) for 10s, meter will trip; the power supply shall auto get restored in 5min; in this
event, meter will add 1 to event counter, and up to 399 events and last 5 event time stamps
can be recorded.
8) Reverse event
When meter detects reverse consumption keeps for 30s, meter will send out power off signal
to control load switch auto cut off power supply, meanwhile the alert LED will keep lighting in
red. meter will add 1 to No. of times for reverse count and up to 399 reverse events and last 5
reverse events time can be recorded. In that case, the power shall power supply cannot be
restored unless inputting special token (not any other token) by Utility.
9) Voltage sequence reverse
When meter detects voltage sequence reverses (if phase off event present, no voltage
sequence event will be determined) for 60s, alert LED will blink in red, meter will add 1 to
voltage sequence reverse times count, up to 399 voltage sequence reverse events and last 5
voltage sequence reverse time can be recorded.
10) Load unbalance event
When meter detects the max. phase power is greater than the min. phase power by
12.5% (if some phase is 0, no load unbalance event will be determined) for 30s, alert
LED will blink in red, meter will add 1 to load unbalance event counter, and up to 399
events and last 5 event time stamps can be recorded.
Note:
1) To have power supply restored at relay trip shall meet requirement of voltage normal,
wiring correct, meter cover and terminal cover in place and energy balance non-zero.

2) If meter detects the three phases voltage get too low simultaneously, relay action will be
impacted.
4.6 Friendly Time Function
1) During public holidays and weekends ( public holiday and weekend status word can be
set by software), if available energy decreases to 0, meter will not trip (unless
terminal/meter cover-open event, reverse event or over-current event present);
2) At night (17:00~23:59 by default, settable by software), it is non-power-outage time, if
during night the available energy decreases to 0, meter will not trip (unless terminal/meter
cover-open event, reverse event or over-current event present);

3) In friendly period, meter LCD will display smile icon.

4.8Prepayment Function
The Power Sales Management System will produce a 20 digits code (generated based on
user’s information and purchase amount). After the user input this code via the meter’s
keypad, meter will decrypt the code. After passing the encryption authentification, current
purchase amount will be written into meter’s memory and added to the available credit and
stored; When abnormal consumption happens, the abnormal consumption amount will be
deducted from the purchase amount and the new available credit will be stored in memory;
When the user is consuming power, the meter will deduct the available credit gradually
according to corresponding conditions. When the power-off condition is met, meter will cut off
power supply and when power supply condition is met, meter will connect to user load
automatically.

4.8.1 Open an account


Opening an account is necessary after the key system of meter is changed and user
information registration is completed. Opening an account can give user a number and

appointed ID in order to correspond one meter with one user. At the same time, initial
purchasing power, the key and other parameters can also be written into meter.
Meter ID display: Input “65” and then push Enter key, meter will display ID in 11 digits in 2
pages.

4.8.2 Purchase power


When the available credit in meter is insufficient, the customer can visit the power vending
office to purchase electricity. At vending office a 20 digits serial number (TOKEN) will be
produced based on user information and purchase amount.
Power purchase method:
1) Visit the local power vending office.
2) Provide your meter ID to the operator.
3) Inform the operator the amount you want to buy and pay the bill.
4) Obtain a 20-digits token printed on your receipt.

4.8.3 Load power


User will input the 20-digits serial number via meter’s keypad. After passing key
authentification, meter will accept purchase amount and adjust the available credit and
cumulative purchase amount and then save the new available credit in EEPROM. At the same
time power amount loaded this time will also be displayed on LCD.
1) Key in the 20-digits token via keypad.
2) Confirm the numbers on LCD.
3) If token is wrongly input, please use backspace to modify.
4) After inputting all the 20 digits, push Enter to confirm the token input.
5) If token is correctly input, LCD will display “accept” and the power amount purchased.
6) If token is wrongly input, LCD will display “reject”.
4.9IR Communication Function
The meter equips with non-modulated IR optical communication interface and RS485
interface. With the HHU with serial communication port, the meter can realize time
synchronization and read meter data items and other functions.

4.9.1 Time synchronization

The meter can carry out time synchronization via communication interface.

4.9.2 Read meter data item


Via communication interface, it is available to read data items in meter, including current
consumption data, credit balance, meter clock, previous 12 months consumption data, all
kinds of meter data items and log data.

1) Data indication: 6 digit of integer and 2 digits of decimal. Power unit is kWh; Active power
unit is kW.
2) Display code: With 2 digits code to indicate respective data item (please see 4.11.3 Meter
data item code).
4.11.2 Meter data display
Display content includes consumption data, configuration data, and history data and so on.
1) For data item length over 8 digits (e.g. date & time and meter No. etc.), meter will display
in two pages.
2) For credit balance, the data item can be used to indicate the specific value; meanwhile bar
can be displayed on LCD screen.
Credit balance in meter<30kWh, no bar displays;
30kWh<credit balance<60kWh, the first bar displays;

90kWh<credit balance<120kWh, the first 3 bars display;

270kWh<credit balance, all 9 bars display.


In a similar way, when the credit balance decreases, the corresponding bar will turn
off.
4.11.3 Meter data item code table
For display code of 2 digits, the corresponding content can be viewed by inputting the
related 2-digit code and pushing Enter key, e.g. for data of item 07, the code and item
data shall be displayed by inputting 07 and pushing Enter key; for display code of 3 digits,
the corresponding content can be viewed by inputting the related 3-digit code and
pushing Enter key on meter, e.g. for data of item 100, the display code A0 and data shall
be displayed by inputting 100 and pushing Enter key; item 100~109 corresponds to code
A0~A9 on meter; 110~119 item corresponds to b0~b9; 120~129 item corresponds to

C0~C9; 130~139 item corresponds to d0~d9; 140~143 em corresponds to E0~E3.

4.12 Indicator Status


1) MCU indicator status:

Pulse indicator:blue, blinks during consumption.

Alert indicator: ® blinks once a time in red in case of no tamper and meter error present.
© blinks twice a time in red during meter error.
© blinks trice a time in red at tamper.
Low-energy indicator: when days to use^1.5days, low-energy indicator will blink in red
once a time; 1.5days<days to use<3days, alert indicator will keep lighting in red; when 3
days<days to use<7days, alert indicator will keep lighting in yellow; when days to use>
7days, alert indicator will keep lighting in green.
When available energy is 0 or negative quantity, the low-energy
indicator shall blink at frequency 4 times a time.
2) UIU indicator status:
Communication indicator: red, blinks during communication.

Alert indicator: ® blinks once a time in red in case of no tamper and meter error present.

4.13 Vending System Operation Instruction

5. Meter Installation Instruction
5.1 Cautions on Operation
The installation and commission operator of energy meter must be technically qualified as
below:
1) Trained with relevant technical training.
2) Be familiar with and comply with safety regulations, strictly comply with specific
regulation of safety.
3) Please see if the required materials and tools are all prepared before starting
operation (see 5.2 "Tools and Materials required”).
5.2Tools and Materials Required
The following tools and materials are necessary for installing the meter:
1) The energy meter preset correctly (already opened an account) and sealed well.
2) Customers’ information chart of energy meter.
3) Screws to fix energy meter.
4) Seal and seal tools provided by the Utility.
5) Slotted screwdriver and cross screwdriver which are used to secure screw.
6) Drilling tools (if it is needed) and multi-meter.

5.4Cautions on Installation
1) Before wiring, please carefully check the connection diagram on meter case and
confirm the phase line, and neutral line (ground wire) consistent with connection
diagram. It is better to use copper wire and copper contact to connect to meter.
2) If the cable is old, operator shall cut the end of cable to ensure the new exposed wire
end is about 15mm long to be used to connect; if cable diameter is between 3mm
and 6.5mm, directly connect to inside of terminal and make sure it secured; if cable
diameter is less than 3mm, then it is necessary to use a suitable size copper or
aluminum bushing to clamp cable end so as to avoid loose contact of connection
resulting in terminal burnout.
3) During wire-connection, firstly loosen each screw on each terminal, then insert In-
phase line into end of connection aperture and the in-neutral line into end of
connection aperture, fully tighten screws of terminals. Similarly insert Out-phase line
into end of connection aperture. Tighten screws of terminals fully and make them
secured.
4) Power on energy meter to test the working condition, if energy meter works normally,
record readings of meter. Otherwise, please carefully test condition of installation and
connection and working voltage.
5) Be gentle with the energy meter so as to avoid dropping and collision during whole
installation processes.
6) When installing energy meter, please be careful with operation and power usage
safety so as to avoid accident.
6. Transport and Storage
1) The product shall be transported and stored according to the related rules. No intense
impact to the product is allowable during transportation and unpacking.
2) The product shall be stored in a clean place where the ventilation is good, the ambient
temperature is -25°C—70°C, and the relative humidity is not more than 75%, and
make sure no corrosive gas or harmful material present and the natural ventilation is
good.
3) The product shall be stored on shelf in a warehouse and the stacking height shall not
be more than 8 layers.

7. Warranty
The manufacturer warrants its products against defective parts and workmanship and will
repair or (at its option) replace, free of charge, any meter which is or may become
defective under proper operation with all seals in good condition within the warranty period
specified in contract from date of sales.

8. Troubleshooting
The meter features self-test. If the following information is found on the LCD, or the selftest
information displayed on LCD is abnormal (e.g. character missing or character incomplete
etc.), contact the manufacturer for advice.
