U.S. Bureau of Mines, Medic First Aid, or equivalent training. Additional
information can be obtained by contacting the appropriate State Office of
Emergency Medical Services Training.

10 A first aid kit shall be maintained at the worksite. This kit should contain API RP 54 section
materials approved by a consulting physician. The kit should be 3.3.2
inspected at frequent intervals, replenished as necessary and be
immediately available at all times.

15 A safety hat or cap should be worn by each person in the work area. The API RP 54 section
safety hat or cap should meet specifications contained in ANSI Z89.1: 4.2.1
Safety Requirements for Industrial Head Protection, or ANSI Z89.2:
Safety Requirements for Industrial Protective Helmets for Electrical
Workers, Class B (check latest editions).
16 Eyeglasses, face shield, or other eye protection equipment appropriate API RP 54 section
for the work being done should be worn by employees engaged in any 4.2.2
work in which there is a reasonable probability of injury to the eyes from
flying objects, chemicals, or injurious light or heat rays that can be
prevented by such equipment. This protective equipment should meet
the requirements of ANSI Z87.1: Practice for Occupational and
Educational Eye and Face Protection. (check latest edition).

17 Safety shoes, safety boots, or toe guards should be worn by all API RP 54 section
employees normally assigned to the work area. Safety-toe footwear 4.2.3
should meet the requirements of ANSI Z41.1: Men's Safety-Toe
Footwear (check latest edition). Extremely cold temperatures may require
an alternative practice.

18 Protective gloves, protective apron, or other protective equipment, as API RP 54 section
appropriate, should be worn by employees handling chemicals that may 4.2.4
irritate or be absorbed through the skin.
19 Loose or poorly fitted clothing should not be worn. API RP 54 section

immediately removed and replaced with suitable clothing after the

21 Employees should not wear jewellery or other adornments subject to API RP 54 section
snagging or hanging and causing injury while in the work area. 4.2.7
22 Employees with hair of such length as to be a hazard in work areas API RP 54 section
should keep it contained in a suitable manner while performing their 4.2.7
duties. Hair and beard styles shall not interfere with the effective
functioning of head, eye face, or respiratory protective equipment, if such
equipment is required at the work site.
23 Hearing protection. API RP 54 section
4.3
24 Persons entering or working in high noise areas should wear hearing API RP 54 section
protection equipment in accordance with Occupational Safety and Health 4.3
Administration (OSHA) standards. For guidance on hearing protection
and hearing conservation programs, refer to 29 CFR 1910.95,
Occupational Noise Exposure (check latest revision).

25 Emergency equipment and procedures in case of H2S or other API RP 54 section


hazardous gas. 4.4
26 Where hydrogen sulphide, sulphur dioxide, or other unusually hazardous API RP 54 section
gas is known or suspected to exist, operator shall properly advise 4.4.1
employees and contractor and service company supervisors of the
possible exposure involved.
27 When it is not necessary to maintain a cellar on wells producing API RP 54 section
hydrogen sulphide, the cellar should be filled to eliminate a possible 4.4.2
confined space hazard.

28 Any area suspected to contain insufficient oxygen, or that may contain API RP 54 section
hazardous gases or vapours should be isolated and shall not be entered 4.4.3
until one of the following conditions is met:
29 a. Sufficient tests have been conducted with an appropriate instrument to API RP 54 section
determine possible extent of the hazard and the area is found to be safe. 4.4.3
The person making the test measurements shall wear protective
breathing equipment.
30 b. The contamined area is purged to reduce the concentration to below API RP 54 section
hazardous level and the area is continuously monitored for hazardous 4.4.3
gas, oxygen content, and flammability while personnel are in the area.
31 c. Proper respiratory equipment is used by any employee entering the API RP 54 section
contaminated area. ANSI Z88.2: Practices for Respiratory Equipment 4.4.3
(check latest edition) shall be observed for his activity. An employee shall
be stationed outside the hazardous area to summon assistance in case
of an emergency.
In addition, ANSI Z117.1: Safety Requirements for Working in Tanks and
Other Confined Spaces (check latest edition) API Publ 2015: Cleaning
Petroleum Storage Tanks (check latest edition) and API Publ 2217:
Guidelines for Confined Space Work in the Petroleum Industry (check
latest edition) provide some safety guidelines for working in confined
spaces.

32 Filter-type breathing equipment shall be used only in areas where API RP 54 section
sufficient oxygen exists and where no toxic materials or vapours are 4.4.5
present in hazardous concentrations. CAUTION: Gas mask canisters that
are merely designed to neutralise toxic gas do not provide necessary
protection and should not be used in drilling and well servicing operations
when a hydrogen sulphide or sulphur dioxide environment may be
encountered.

33 National Institute for Occupational Safety and Health (NIOSH) approved API RP 54 section
self-contained or supplied air breathing equipment shall be used for 4.4.6
those atmospheres where tests indicate toxic or hazardous gases are
present in quantities immediately dangerous to life or health (IDLH) or
oxygen content is less than necessary to sustain life. Refer to 42 CFR
Part 84 (check latest revision) and 29 CFR 1910.134 (check latest
version) for additional information regarding selection and use of
respiratory breathing equipment. Rig air from the rig utility system shall
not be used as the source for breathing air supply.

34 Masks which are designed merely to neutralize toxic gas do not provide API RP 54 section
the necessary protection and shall not be used in drilling and well 4.4.7
servicing operations when a hydrogen sulphide or sulphur dioxide
environment may be encountered. Self-contained or supplied-air positive
pressure breathing apparatus is recommended for use in these
applications.

35 Employees should be trained in the use and operation of breathing API RP 54 section
equipment available at the work area. Employees shall be advised of the 4.4.8
potential dangers of flammable, hazardous and insufficient oxygen
atmosphere. Refer to API RP 49: Recommended Practices for Safety
Drilling of Wells Containing Hydrogen Sulphide, and API RP 55:
Recommended Practices for Oil and Gas Producing and Gas Processing
Plant Operations Involving Hydrogen Sulphide, (check latest editions) for
recommendations related to this subject area.

36 Safety belts and lanyards (tail ropes). API RP 54 section


4.5
37 Every employee when engaged in work ten (10) feet or more above the API RP 54 section
rig floor or other working surfaces shall wear a safety belt with an 4.5.1
attached lanyard, except when the work being performed requires
freedom of body movement and except during rig-up and rig-down
operations. When safety belts and lanyards are used, the following shall
apply:

38 a. Employee shall use a safety belt in good condition and suitable for the API RP 54 section
particular job. 4.5.1

39 b. Safety belt shall be attached by means of a lanyard to an anchor or API RP 54 section
structural member capable of supporting a minimum dead weight of 4.5.1
5,400 pounds.
40 c. A separate lanyard of at least one-half (1/2) inch diameter nylon API RP 54 section
material or equivalent shall be used by each employee requiring a 4.5.1
lanyard. The lanyard shall be adjusted to permit a maximum drop of five
(5) feet in case of a fall.
41 d. Each employee shall inspect his safety belt and lanyard prior to each API RP 54 section

General. 5.1
43 Horseplay and careless acts shall not be permitted. Oil and gas well API RP 54 section
drilling and servicing operations are serious and exacting business and 5.1.1
should be conducted by careful, conscientious, and responsible
personnel.
44 Employees should be familiarized with these recommended practices as API RP 54 section
they relate to their function in the job at hand and should abide by the 5.1.2
pertinent recommendations.
45 Employees should receive instruction in correct work methods to reduce API RP 54 section
chance of injury to themselves or fellow employees. A safety program 5.1.3
should be established and maintained. Such safety programs should
include, but not be limited to the following:
46 a. Instruction of the driller or crew chief specifically in his responsibility for API RP 54 section
the safety of his crew and equipment during normal operations and 5.1.3
possible emergencies.
47 b. Indoctrination of new employees. Each new rig employee, regardless API RP 54 section
of prior experience, should have his job outlined, explained and 5.1.3
demonstrated by the driller, crew chief, or another designated crew
member. Observation of new employee work performance should be
maintained until the applicable supervisor is satisfied that the employee
can fill the position in a safe and effective manner.

48 c. Instruction of crew members on work procedures and safe practices. API RP 54 section

49 d. Regularly scheduled and impromptu meetings of the crew, in which the API RP 54 section
probable hazards, problems of the job, and related safe practices are 5.1.3
emphasized and discussed.
50 e. Good housekeeping practices. API RP 54 section

51 f. Availability of and instruction in the use and maintenance of personal API RP 54 section
protective equipment. 5.1.3
52 g. General safety education through safety meetings, company API RP 54 section
publications, and other educational media. 5.1.3
53 Unsafe and potentially dangerous conditions should be eliminated or API RP 54 section
reported immediately to the supervisor in charge for corrective action. 5.1.4
54 The off going tour supervisor shall inform the oncoming supervisor of any API RP 54 section
known special hazards or ongoing work that may affect the safety of the 5.1.5
crew. Oncoming tour employees shall be alerted to ongoing work that
could affect their safety.
55 To prevent incidents of finger wounds from sharp pipe threads or wickers, API RP 54 section
pipe threads should be cleaned with a brush. 5.1.6
56 Hazardous substances shall be stored in proper containers that are API RP 54 section
properly labelled. Hazardous waste materials shall be appropriately 5.1.7
stored, labelled, and disposed. Hazardous waste materials should not be
mixed with non-hazardous wastes because the entire mixture is then
considered hazardous and subject to hazardous waste disposal
requirements.

57 Employees required to handle or use hazardous substances shall be API RP 54 section


instructed regarding their safe handling and use and be made aware of 5.1.8
the potential hazards and personnel protection measures required. For
additional information, consult with the employer and/or hazardous
substance manufacturer and research the material safety data sheets
(MSDS). These MSDS shall be available to the employees at the
workplace prior to and during chemical usage.

58 When there is any indication that a well will flow, either through prior API RP 54 section
records, present well conditions, or the planned well work, blowout 5.1.9
prevention equipment shall be installed. When drilling or wells servicing
operations are in progress on a well where there is any indication the well
will flow, the rig shall have on the rig floor a safety valve (stabbing valve)
with connections suitable for use with each side and type tool joint or
tubing connection being used on the job. Refer to API RP 58:
Recommended Practices for Blowout Prevention Equipment for Drilling
Wells (check latest edition)

59 On land locations, vehicles not involved in the immediate rig operations API RP 54 section
should be located a minimum distance of 100 feet (30.5m) from the 5.1.11
wellbore or a distance equal to the height of the derrick or mast,
whichever is greater. Equivalent safety measures should be taken where
terrain, location, or other conditions do not permit this spacing.

60 Over water operations. API RP 54 section


5.2
61 When work is to be performed over water on a barge, work boat, or API RP 54 section
platform, employees should be instructed in abandonment procedures, 5.2.1
emergency signals, abandonment stations, and water entry procedures.

62 A minimum of two emergency escape means from platforms to the water API RP 54 section
should be provided. 5.2.2
63 Employees working over or near water where a danger of drowning API RP 54 section
exists shall be provided with approved personal flotation devices in 5.2.3
serviceable condition.
64 Ring buoys should be provided and be readily available for use in API RP 54 section
emergency rescue operations. 5.2.4
65 Each continuously manned platform shall be provided with at least two API RP 54 section
U.S. Coast Guard approved life floats or alternatives for life. The life 5.2.5
floats or alternatives shall have sufficient capacity to accommodate all
persons present at any one time.

66 Cold water survival attire meeting U.S. Coast Guard thermal and API RP 54 section
buoyancy requirements should be provided when operations are 5.2.6
conducted in cold water (less than 60 F (15.6C) as determined by
minimum average monthly temperatures) ocean areas where anticipated
personnel rescue times are such that water immersion survival capability
in normal work clothing would be questionable in the event of an
emergency evacuation. Crew members should be instructed in the
donning and proper use of this equipment.

67 Machinery and Tools API RP 54 section


68 Personnel shall only operate machinery for which they are authorized by 5.6
API RP 54 section
their supervisor. 5.6.1
69 All belts, drive chains, gears, and drives (excluding rotary table, API RP 54 section
catheads, and kelly) shall have guards installed to prevent any employee 5.6.2
from coming in contact with moving parts. Refer to ANSI B15.1: Safety
Standard for Mechanical Power Transmission Apparatus (check latest
edition) for construction specifications and clearances for such equipment
guards.

70 A lock-out or tag-out system should be established as follows: API RP 54 section


5.6.3
71 Locks or tags should be placed to plainly identify the equipment or API RP 54 section
circuits being worked on. Critical systems locked or tagged should 5.6.3
include identity or job title of person installing the lock or tag.
72 Employees should be trained and disciplined in the use of this system to API RP 54 section
prevent unexpected operation of any equipment (mechanical or 5.6.3
electrical) that might inflict injury to personnel.
73 c. No lock or tag should be removed without the approval of the person API RP 54 section
who installed it or that person's authorized replacement. In the event 5.6.3
neither of these individuals is available, the lock or tag may be removed
by the rig supervisor after ensuring that no hazard will be created by
energizing the locked or tagged equipment or circuit(s).
74 Machinery shall not be operated without all guards in position and in API RP 54 section
properly maintained condition except that during maintenance or repair 5.6.4
work limited testing may be performed.

75 Maintenance personnel should report to the rig supervisor prior to API RP 54 section
beginning repairs and when repairs are completed. 5.6.5

down stands of drill pipe, stand of drill collars, or the deadline shall not be 5.7.2
permitted except in an emergency.
79 Personnel shall not ride the safety buggy or escape equipment except in API RP 54 section
an emergency. Personnel shall be trained in the proper procedure(s) for 5.7.3
escaping the derrick or mast.
80 Riding hoisting equipment. API RP 54 section

81 Except for emergency conditions, employees engaged in drilling or API RP 54 section
servicing operations shall not ride the elevators. 5.8.1
82 Exceptions for adverse climatic or emergency conditions are permitted API RP 54 section
when, in the judgement of the supervisor, riding the elevators with 5.8.2
appropriate employee fall protection equipment in use is safer than
ascending or descending the derrick ladder. In this instance, the
elevators must be empty of pipe and other equipment when employees
are riding.

83 The catline shall not be used as a personnel carrier except under API RP 54 section

handling and disposal of hazardous materials is available from several
sources, including but not limited to, the manufacturer's Material Safety

Standard, check latest revision), and Code of Federal Regulations Title
40, Protection of the Environment (check latest revision).

90 Fire prevention. API RP 54 section


6.1
91 Safe storage and location of combustible and flammable materials and API RP 54 section
the prevention of accumulation of rubbish are important to fire prevention. 6.1.1

92 Smoking shall be prohibited at or in the vicinity of operations that API RP 54 section


constitute a fire hazard. Such locations should be conspicuously posted 6.1.2
with a sign, "NO SMOKING OR OPEN FLAME", or equivalent.
93 Smoking shall be permitted only in areas designated for smoking. API RP 54 section
6.1.3
94 Change rooms and other buildings where smoking is permitted should be API RP 54 section
located in areas designated safe for smoking. 6.1.4

99 Equipment, well cellars, rig floor, and ground areas adjacent to the well API RP 54 section
should be kept reasonably free from oil and gas accumulations that might 6.1.9
create or aggravate fire hazards.
100 Combustible materials such as oily rags and waste should be stored in API RP 54 section
covered metal containers and the covers kept in place. 6.1.10
101 Natural gas or liquified petroleum gas shall not be used to operate spray API RP 54 section
guns or pneumatic tools. 6.1.11
102 Materials used for cleaning should have a flash point of not less than API RP 54 section
100F (38C). For limited special purposes, a lower flash point cleaner may 6.1.12
be used when it is specifically required.
103 Metal or other conductive material containers should be used in handling, API RP 54 section
storing or transporting flammable liquids. The handling of flammable 6.1.13
liquids in plastic containers is potentially dangerous due to static charge
buildup. Metal parts on any plastic containers used in such service
should be bonded to the fill connection. If plastic containers are used, the
conductive fill connection or a grounded rod should be inserted prior to
filling the container with any flammable liquid. Refer to NFPA 77: Static
Electricity (check latest edition) and API publ 2003: Protection Against
Ignition Arising Out of Static. Lightning and Stray Currents (check latest
edition).

105 Fire fighting equipment shall not be tampered with and shall not be API RP 54 section
removed for other than fire protection and fire fighting purposes and 6.2.1
services. A fire fighting water system may be used for wash down and
other utility purposes so long as its fire fighting capability is not
compromised.
106 Fire extinguishers and other fire fighting equipment shall be suitably API RP 54 section
located readily accessible, and plainly labelled as to their type and 6.2.2
method of operation.
107 Fire protection equipment shall be periodically inspected and maintained API RP 54 section
in operating condition at all times. A record of the most recent equipment 6.2.3
inspection shall be maintained.
108 Drilling rigs shall have readily accessible, in good operating condition, not API RP 54 section
less than four (4) 20-pound capacity fire extinguishers with a Class B:C 6.2.4
rating (refer to NFPA 10: Portable Fire Extinguishers, check latest
edition). This is a minimum requirement and operations may dictate use
of more equipment or larger size equipment.

109 Well servicing rigs shall have readily accessible, in good operating API RP 54 section
condition, a minimum of two (2) 20-pound capacity fire extinguishers with 6.2.5
a Class B:C rating (refer to NFPA 10: Portable Fire Extinguishers, check
latest edition). This is a minimum requirement and operations may dictate
use of more equipment or larger size equipment.

110 Fire fighting equipment shall be readily available near all welding API RP 54 section
operations (refer to Section 19). When welding or cutting operations are 6.2.6
performed in locations where other than minor fire might develop, a
person shall be designated as a fire watch. Welding or cutting operations
should be co-ordinated with order activities at the location. Refer to
Section 19.

111 Portable fire extinguishers shall be tagged with a durable tag showing the API RP 54 section
date of the last inspection, maintenance or recharge. Inspection and 6.2.7
maintenance procedures shall comply with the latest edition of NFPA 10:

112 Crew members shall be familiarized with the location of fire control API RP 54 section

for immediate use. A minimum of at least one 30-pound, multi-purpose (Class 19.3.4
B:C rating), dry chemical fire extinguisher, shall be immediately available during
welding or cutting operations. This equipment is in addition to the general fire
protection equipment specified in Paragraphs 6.2.4 and 6.2.5.

138 Fire watches with extinguishing equipment shall be required whenever welding API RP 54 section
or cutting is performed in locations where other than a minor fire might develop. 19.3.5
In general, this would be whenever combustibles are located within 35 feet (10.7
m) of the welding or cutting operation.
139 A fire watch shall be maintained for at least a half hour after completion of API RP 54 section
welding or cutting operations to be certain the danger of fire has past. 19.3.6
140 Before cutting or welding is permitted in areas outside a designated safe welding API RP 54 section
area, the area shall be inspected by the individual responsible for authorizing 19.3.7

fumes can be generated from welding on metals coated with or containing alloys
of lead, zinc, cadmium, beryllium, and certain other metals. Some paints and
cleaning compounds may also produce toxic fumes when heated. The potential
health effects range in type and severity depending on these factors, and some
effects can be extremely serious.
