Important Committees & Commissions

Acwarth Committee- 1921

Based on the recommendations of Acworth Committee the Railway Budget was separated from
the General Budget in 1924.

Balwant Rai Mehta Committee- 1957

The committee submitted its report in November 1957 and recommended the establishment of
the scheme of ‘democratic decentralisation’, which ultimately came to be known as Panchayati
Raj.

Santhanam Committee on prevention of corruption- 1962

A- Based on the recommendations of Santhanam Committee Central Vigilance Commission


was appointed in 1964

B- The establishment of the CBI was recommended by the Santhanam Committee on


Prevention of Corruption (1962 -1964).

Swarna Singh Committee- 1976

It suggested the incorporation of eight Fundamental Duties in the Constitution but the 42nd
Constitutional Amendment Act (1976) included ten Fundamental Duties.
Ashok Mehta Committee- 1977

In December 1977, the Janata Government appointed a committee on panchayati raj


institutions under the chairmanship of Ashok Mehta. It submitted its report in August 1978 and
made 132 recommendations to revive and strengthen the declining panchayati raj system in
the country.

Sarkaria Commission- 1983

Sarkaria Commission was set up in 1983 by the central government of India. The Sarkaria
Commission's charter was to examine the central-state relationship on various portfolios the
states and suggest changes within the framework of Constitution of India .

Ram Nandan Committee-

The Committee was appointed to identify the creamy layer among the OBCs. It
submitted its report in 1993, which was accepted.

Malhotra Committee- 1993

 In 1993, the Government set up a committee under the chairmanship of RN Malhotra, former
Governor of RBI, to propose recommendations for reforms in the insurance sector.
Rajinder Sacchar Committee- 2005
It was set up during the UPA government to look into the social, economic and educational
condition of Muslims in India.

Kothari Comission-

It was set up by the Government of India to examine all aspects of the educational sector in
India, to evolve a general pattern of education and to advise guidelines and policies for the
development of education in India.

Hilton Young Commission-

The Reserve Bank of India was set up on the basis of the recommendations of the Hilton Young
Commission. The Reserve Bank of India Act, 1934 (II of 1934) provides the statutory basis of the
functioning of the Bank, which commenced operations on April 1, 1935.

Suresh Tendulkar Committee-


In 2005, Suresh Tendulkar committee was constituted by the Planning Commission. The current
estimations of poverty are based upon the recommendations of this committee. This
committee recommended to shift away from the calorie based model and made the poverty
line somewhat broad based by considering monthly spending on education, health, electricity
and transport also.

R.K. Raghavan Committee- Ragging in colleges.

Delimitation Commission-
The main task of the commission is redrawing the boundaries of the various assembly and Lok
Sabha constituencies based on a recent census.
