A. AUTHORITY:

A1. This Airworthiness Notice has been issued under the authority vested in DGCAA vide
Rule 4, 5, Sub-rule 3 & 5 of Rule 333 and all other enabling provisions of Civil Aviation
Rules 1994.

B. PURPOSE:

B1. This Airworthiness Notice is issued to describe the requirements of Certification


Authorizations issued by maintenance organizations approved under ANO-145.

C. SCOPE:

C1. This Airworthiness Notice prescribes the pre requisites and requirements of Certification
Authorizations issued to certifying staff by maintenance organizations approved under
ANO-145.

D. DESCRIPTION:

D1. DEFINITION:

Nil

D2. GENERAL:

D2.1 As per ANO-145, it is mandatory on the maintenance organizations to issue its


Certifying Staff with Certification Authorizations. In order to standardize the pre-
requisites, contents and format of said Certifying Authorizations, the requirements
prescribed in this notice shall be followed.

D3. APPLICABILITY:

D3.1 This Airworthiness Notice is applicable to all organizations approved or seeking


approval under ANO-145.

D4. CERTIFICATION AUTHORIZATION CONTENTS & FORMAT:

D4.1 Certification Authorizations issued to Certifying Staff by ANO-145 approved


Maintenance Organisations shall be on a single A4 size paper, of which both front
and back sides can be used and shall contain the following minimum information.

D4.1.3 Latest 1”x1” size photograph (in white background with uniform & tie)

a. This authorization is valid provided AML & continuation trainings
remain valid and the person remains in the active service of
[Organisation Name].
b. This Authorization does not authorize the holder to certify any other
maintenance task except as detailed within the Scope of
Authorization.
c. All Certification documentation must be supported by Signature and
Authorization stamp.
d. Your Signature below indicates that you have read and understood
these Terms and Conditions, which should be read in conjunction
with the latest revision of MOE, EMPM/EPM and PCAA regulations.

D4.1.15 Signature and Stamp of Authorization holder agreeing to the Terms and
Conditions.

D5. VALIDITY OF CERTIFICATION AUTHORIZATION:


D5.1 The “Certification Authorization” shall be valid for such period as specified therein,
but not exceeding two (02) years period and subject to the validity of:
D5.1.1 ANO-066 AML
D5.1.2 Personal Shop Approval (For component/specialized services staff)
D5.1.3 Continuation Trainings (as mentioned in Para D4.1.12(c) above)

Those Certification Authorizations which requires EWIS training, shall be re-issued latest by 30th May,
2018 by showing the proof of EWIS training along with other applicable requirements.

D6. COMPETENCE ASSESSMENT FOR CERTIFICATION AUTHORIZATION:

D6.1 As stated in ANO 145.A.35 (f), all certifying staff (aircraft / component /specialized
service) are required to be assessed for competence, qualification and capability
related to intended certifying duties before issue / re-issue / renewal of a
Certification Authorization. This competence assessment is to be carried out in
accordance with a procedure spelled out in the organization’s MOE (MOE Chapter
3.13). For guidance on establishing the competence assessment procedure
please refer AMC 1, 2, 3 & 4 of AMC 145.A.30(e).
D7. WORKSHOP / COMPONENT / NDT CERTIFYING STAFF QUALIFICATIONS:

D7.1 For requirements of issuance of Personal Shop Approvals please refer latest
revision of AWNOT-025-AWEG. Personnel Shop Approvals whether issued by
PCAA or Quality head, just form the basis of certification and will not permit the
holder to issue and sign ARC (PCAA Form 1) provided, he/she has been issued
with appropriate “Certification Authorization” by head of quality or his nominee
after fulfillment of laid down requirement.
D8. DEMONSTRATION OF SIX (06) MONTHS EXPERIENCE IN PRECEDING TWO (02)
YEARS2
D8.1.As per ANO 145.A.35(c), ‘The organisation shall ensure that all certifying staff
(including component / specialized services staff) and support staff are involved in
at least six months of actual relevant aircraft or component maintenance
experience in any consecutive two year period.’
D8.2.The Six (6) months maintenance experience in Two (2) years shall be understood
as consisting of two elements, ‘Duration’ and ‘Nature’ of the experience. The
minimum to meet the requirements for these elements may vary depending on the
size and complexity of the aircraft /engine/component and type of operation and
maintenance.
D8.2.1. DURATION:
D8.2.1.1. A recording of a total of 180 tasks at different dates in the 2
years period would be the minimum expected record to demonstrate the
“duration” requirement.
D8.2.1.2. The 180 tasks may be replaced by a record of 100 working
days of maintenance experience in accordance with the privileges. In
this case each recorded day is intended to be a full working day, which
for example means for base maintenance activity around 7/8 working
hours per day.
D8.2.1.3. The duration should be recorded in days or half-days.
D8.2.1.4. A person may have at the same time one or more ANO-145
C/S - S/S individual authorisation (i.e. being B1 aircraft C/S on 3
different A/C types, or being at the same time C6 and C14 C/S on
different components P/N, etc.). He will have to record a minimum of

180 tasks (or 100 working days), regardless the number/types of ANO-
145 C/S - S/S individual authorisation hold.
D8.2.1.5. For any Ax, Bx, Cx and D1 rating, a maximum of 20% of the
required experience duration, may be replaced by the following
activities when relevant to the scope of the ANO-145 C/S - S/S
individual authorisation:
D8.2.1.5.1. Maintenance training as an instructor /
assessor;
D8.2.1.5.2. Maintenance technical support/engineering;
D8.2.1.5.3. Maintenance management/planning.
D8.2.1.6. Having recorded 180 tasks or 100 days only during the first
year of the 2-year period cannot be considered as acceptable. The
experience shall be spread over the period to avoid a too long interval
without activity.
D8.2.1.7. In order to demonstrate compliance of the above
requirements, the maintenance organisation`s quality system is required
to issue a document or to have an electronic system in place where the
number of performed tasks (or working days) shall be summarised and
recorded for each C/S and/or S/S.
D8.2.2. NATURE:
D8.2.2.1. The activities considered relevant for maintenance
experience, as applicable to the ANO-145 individual authorisations held
by C/S - S/S, are:
D8.2.2.1.1. functional/operational test,
D8.2.2.1.2. service and ground handling,
D8.2.2.1.3. removal/installation,
D8.2.2.1.4. minimum equipment list,
D8.2.2.1.5. trouble shooting,
D8.2.2.1.6. modification,
D8.2.2.1.7. repair and
D8.2.2.1.8. inspection.
D8.2.2.2. The tasks recorded need to be representative of the nature
of the experience by:
D8.2.2.2.1. being related to a combination of activities
which is appropriate to the individual authorisation held (i.e.
only records of service and ground handling for an aircraft
B1 C/S in not acceptable, etc.).
D8.2.2.2.2. being representative of each of the ANO-145
C/S - S/S individual authorisation held according to the
criteria stated in Appendix A.

D8.2.2.2.3. being not limited to simple tasks (i.e. a bulb


replacement for an aircraft B2 C/S or wheel exchange for an
aircraft B1 C/S, etc.). In addition, having recorded a majority
of identical tasks or tasks not covering the overall individual
authorisation privileges cannot be considered as
acceptable. For instance, a Component C/S authorised to
release under the C14 rating wheels, brakes and landing
gears, should demonstrate experience on wheels, brakes
and landing gears to keep the full C14 scope of
authorisation.
D8.2.2.2.4. In order to demonstrate compliance of the
above requirements, the maintenance organisation`s quality
system is required to issue a document or to have an
electronic system in place where the type of activity/ tasks
shall be summarised and recorded for each C/S and/or S/S.
D8.2.3. Considering the general criteria given in D8.2.1 & D8.2.2, refer
Appendix A to this AWNOT for the specific criteria to identify an
acceptable “nature of experience”:
D8.3.EXPERIENCE CREDIT:
D8.3.1. For an initial ANO-145 C/S - S/S individual authorisation, the following
credit of experience requirements may be considered w.r.t to ANO-145
Class Ratings of different Organisations:
D8.3.1.1. For Ax rating C/S and S/S: having passed a type training
(theoretical and practical) in an approved ANO-147
organisation within the year prior to the issue of the ANO-
145 C/S-S/S individual authorisation, supersedes the need
for demonstration of 6/24 months maintenance experience
on the specific aircraft type plus any other similar aircraft
A/C;
D8.3.1.2. For Cx rating CC/S: having passed a component training
within the year prior to the issue of C/S as an individual
authorisation in an ANO-145 Organisation, supersedes the
need for Demonstration of 6/24 months maintenance
experience for this particular component or a component
from the same family and same technology;
D8.3.1.3. For Bx rating, CC/S: having passed an engine/APU
training within the year prior to the issue of C/S as an
individual authorisation in an ANO-145 Organisation,
supersedes the need for demonstration of 6/24 months
maintenance experience for this particular engine/APU or
an engine/APU from the same family and same technology.
D8.3.1.4. For D1 rating C/S: having passed a training and
examination for an NDT method, as detailed in the EN 4179
or any standard recognized as equivalent and acceptable to
PCAA, within the year prior to the issue of C/S as an
individual authorisation in an ANO-145 Organisation,
supersedes the need for Demonstration of 6/24 months
maintenance experience for this particular method to be
added to the individual authorisation.

D8.4.LACK OF RECENT EXPERIENCE DEMONSTRATION / RECORD

D8.4.1. In case it is not possible to demonstrate by records the duration and/or


nature of experience according to the criteria established under this
AWNOT, the ANO-145 C/S - S/S individual authorisation cannot be
granted or renewed, unless the candidate C/S and/or S/S:

D8.4.1.1. Acquires the missing elements of duration (e.g missing


number of tasks or missing days) and/or nature (e.g missing
T/S or MEL tasks for a B1 aircraft maintenance certifying
staff, missing tasks on landing gears maintenance for C14
C/S, etc.) of experience. If the ANO-145 AMO is unable to
provide this possibility due to missing workload/activity, it
may be acceptable that the person completes such missing
elements, at another ANO-145 AMO;

D8.4.1.2. Attends a complete aircraft type training or component/


engine/APU training according to ‘Experience Credit’ as per
para D8.3. However, in the case of the renewal of the ANO-
145 C/S- S/S individual authorisation, this option cannot be
used as a standard mean to replace experience
demonstration but should only be used under extraordinary
circumstances such as “a person coming from a period of
inactivity”, “a maintenance organisation having no
maintenance workload for a period of time”, “etc.”; in fact,
the preferred solution in case of lack of recent experience
should be always to acquire the missing part according to
D8.4.1.1 above;

D8.4.1.3. Limited to the case of an Ax rated maintenance


organisation, with a scope of work limited to minor line
maintenance such as for example transit, daily, weekly.
Depending from the amount of activity carried out by the
maintenance organisation, it may be difficult for each of the
line maintenance C/S to demonstrate the necessary
“nature” of experience covering the full privileges. In such
case it may be accepted, that the ANO-145 C/S individual
authorisation is issued or renewed as applicable,
introducing limitations relevant to the missing nature of
experience (i.e. authorisation excluding defects rectification,
etc.). Such limitation may be removed by complying with
D8.4.1.1 or D8.4.1.2 above, as necessary.

D8.4.1.4. When all the C/S available for a certain aircraft type is
endorsed with limitations in the ANO-145 C/S individual
authorisation, the maintenance organisation is responsible
for analysing the possible impact on the scope of approval
and for continued compliance with ANO-145.
D8.5.ORGANIZATION’S PROCEDURE FOR EXEPREINCE RECORDING:
D8.5.1. The maintenance organisation, is required to elaborate a procedure in
chapter 3.4 of the MOE describing how the C/S and S/S shall
demonstrate the compliance with the above requirement and how the
control of this requirement is ensured.

D8.5.2. The procedure shall be established for:

D8.5.2.1. Issuing an initial individual ANO-145 C/S - S/S individual


authorisation;
D8.5.2.2. Renewing an individual ANO-145 C/S - S/S individual
authorisation.
D8.6.EXPERIENCE RECORDING:
D8.6.1. The compliance of the 6/24 months maintenance experience requirement
shall be documented in an appropriate manner to demonstrate that both
the “duration” and “nature of experience” meet the required standard.
D8.6.2. The experience may be recorded/ documented in an individual log book
or recording system. However, the final decision to accept such system, is
subject to its approval by Airworthiness Directorate of PCAA.

APPENDIX-A ‘ACCEPTABLE EXPERIENCE’

AIRCRAFT CERTIFYING STAFF AND/OR SUPPORT STAFF:


1. For category A, the experience shall include exercising the privileges, by means of
performing tasks related to the authorisation (held or intended to be granted) on at least one
aircraft type for each subcategory (i.e. A1, A2, A3, A4). This means tasks as mentioned in AMC
of 145.A.30(g), including servicing, component changes and simple defect rectifications;
2. For category B1, B2 and B3, for every aircraft type rating included in the authorisation
(held or intended to be granted), the experience shall be on that particular aircraft or on a “similar
aircraft” within the same subcategory (ie, B1.1, B1.2, B1.3, B1.4);
3. In order to ensure that the experience is representative of the B2 qualification when
granting an initial authorization to B2 category, only the avionics/electrical tasks that cannot be
done by a B1 should be recorded as B2.
4. For category C, the experience shall cover at least one of the aircraft type endorsed in the
authorisation (held or intended to be granted);
5. For a combination of categories (i.e. B1.1 + B2, B1.1 + C, etc.), the experience shall
include some activities in each category (held or intended to be granted).
6. When the organisation is using the privilege of “similar aircraft” as described in this
appendix below, a minimum of 30% of the experience duration (tasks or working days as
applicable) needs to be recorded for each group of similar aircraft and identified in the MOE 3.4.

COMPONENTS, ENGINES, SPECIALISED SERVICES CERTIFYING STAFF:


1. Cx rating (from C1 to C22), Components certifying staff: the experience shall include
exercising the privileges, by means of performing tasks or exercising the certification privileges of
the authorization on each of the C rating authorised/intended to be authorised;
2. Bx rating (B1, B2 or B3), Engines certifying staff: the experience shall include exercising
the privileges, by means of performing tasks or exercising the certification privileges of the
authorization on each of the B rating authorised/intended to be authorised;
3. D1 rating (any NDT method), specialised services certifying staff: the experience shall
include exercising the privileges, by means of performing tasks or exercising the certification
privileges of the authorization on each of the NDT method authorised/intended to be authorised.
4. When the organisation is using the privilege of “similar component/ Engine/APU” as
described in this Appendix below, a minimum of 30% of the experience duration (tasks or
working days as applicable) needs to be recorded for each group of similar
component/engine/APU identified in the MOE 3.4.

APPENDIX-A ‘ACCEPTABLE EXPERIENCE’

SIMILAR AIRCRAFT / COMPONENT / ENGINE / APU


1. Two aircraft can be considered as “similar” when they have similar technology,
construction and comparable systems, which means equally equipped with the following (as
applicable to the licence category):
a. Propulsion systems (piston, turboprop, turbofan, turboshaft, jet-engine or push
propellers), and
b. Flight control systems (only mechanical controls, hydro-mechanically powered
controls or electromechanically powered controls); and
c. Avionic systems (analogue systems or digital systems); and
d. Structure (manufactured of metal, composite or wood).
2. The experience acquired/recorded on a specific aircraft/component/ engine/APU type
may also be used to demonstrate having or maintaining the experience on a similar aircraft /
component / engine / APU type. When the ANO-145 AMO intends to use the privilege of “similar
aircraft/component/engine/APU” for the demonstration of the 6/24 months requirement, the MOE
chapter 3.4 shall include, as applicable, definitions of similar aircraft/engines/components/APUs
types relevant to the scope of work hold by the maintenance organisation.
3. The experience shall be gained in an ANO-145 AMO.
