A. AUTHORITY:
A1. This Airworthiness Notice has been issued under the Authority vested in DG CAA vide Rule 4,
5, 28 and sub-rule (3) & (5) of Civil Aviation Rules, 1994.
B. PURPOSE:
B1. The purpose of this Airworthiness Notice is to prescribe requirements for usage of parts from
‘other aircraft’, as defined below, and disposal of scrapped parts.
C. SCOPE:
C1. This Airworthiness Notice applies to components or parts intended to be installed on Pakistan
registered aircraft and requirements to be adhered by individuals/ organizations involved in disposal
of scrapped parts.
C2. In case of organizations approved under ANO-145, requirements for usage of parts from other
aircraft, exclusively prescribed in relevant Paras of ANO-145, shall take the precedence over the
requirements given in this AWNOT.
D. DESCRIPTION:
D1. DEFINITIONS:
For detailed definitions on the subject refer to current AWNOT-017-AWRG and AWNOT-006-
AWRG.
D1.1. Other aircraft: for the purpose of this AWNOT, ‘other aircraft’ refers to any aircraft
other than the MSN on which component is to be installed and may include out of service
aircraft (as defined below), accidental aircraft and serviceable aircraft.
D1.2. Out of Service aircraft: for the purpose of this AWNOT, ‘out of service aircraft’ means
any of the following:
D1.2.1 Aircraft permanently withdrawn from use by the owner/ operator.
D1.2.2 Aircraft for which Certificate of Airworthiness (COA) has expired for a period
of more than 01 year.
D1.2.3 Aircraft, under long-term or short-term (temporary) storage, for which PCAA
has evidence that maintenance tasks for storage of aircraft, as prescribed in
aircraft maintenance manual have not been complied.
D1.3. Serviceable aircraft: for the purpose of this AWNOT, serviceable aircraft means an
aircraft with valid COA or an aircraft with expired COA of less than or equal to 01 year but in a
proper storage as per AMM and manufacturer’s requirement.
D2. GENERAL:
D2.1 No component/ part shall be fitted on aircraft unless it is in a satisfactory condition, has
been appropriately released to service on a PCAA Form 1 or equivalent and complies with all
applicable requirements of ANO-M-AWRG Sub-Part E.
D2.2 Prior to installation of a component/ part on an aircraft, the person or approved
maintenance organization shall ensure that the particular component is eligible to be fitted
when different modification and/ or airworthiness directive configurations may be applicable.
D2.3 Component/ part removed from ‘serviceable aircraft’ may be installed on other aircraft
without issuing a serviceable tag given that satisfactory evidence is available to ascertain that it
complies with requirements prescribed in ANO-M-AWRG Sub-Part E.
D3. USAGE OF PARTS FROM ‘OUT OF SERVICE AIRCRAFT’
Aircraft parts removed from the ‘out of service aircraft’ can only be used on an aircraft subject
to issuance of release to service on PCAA Form 1 or equivalent by appropriately qualified &
authorized personnel after ensuring that all due maintenance has been carried out and the
component is safe for operation.

D4. USING PARTS FROM THE AIRCRAFT INVOLVED IN ACCIDENT/INCIDENT

D4.1 When an aircraft has been involved in an accident, some items may be totally unaffected
by the accident or incident which caused the aircraft to be declared as salvage, it is essential to
obtain clear evidence that this is the case. If such evidence cannot be obtained, the item shall
not be returned to service.
D4.2 The organization’s Quality Head shall ensure that the component is sent to shop along
with complete inspection report containing adequate knowledge of the circumstances of the
accident, subsequent storage and transport conditions, and with evidence of previous
operational history obtained from records. Comments of the manufacturers are vital before
starting an overhaul or certification activities in such cases. Approval from Airworthiness
Directorate is also mandatory before proceeding overhaul/ issuance of PCAA Form 1 or
equivalent process.
D4.3 The Quality Head shall take utmost importance to establish that the item is neither
cracked, distorted nor overheated. The degree of distortion may be difficult to assess if the
precise original dimensions are not known, in such case the item shall be rejected.
D4.4 Such components shall only be issued with a PCAA Form 1 or equivalent when
processed in accordance with above requirements and a specific work order including all
additional necessary tests and inspections required after the accident or incident. Such a work
order may require input from the TC holder or original manufacturer as appropriate. Intimation
to local airworthiness field office is required before using such part.
D5. DISPOSAL OF SCRAPPED PARTS

D5.1 Those responsible for the disposal of scrapped aircraft parts and materials must consider
the possibility of such parts and materials being misrepresented and sold as serviceable at a
later date. Caution must be exercised to ensure that the following types of parts and materials
are disposed off in a controlled manner (the parts must be physically mutilated so as it cannot
be used) that does not allow them to be returned to service:
D5.1.1 Parts with non-repairable defects, whether visible or not to the naked eye;
D5.1.2 Parts that are not within the specifications set forth by the approved design, and
cannot be brought into conformity with applicable specifications;
D5.1.3 Parts and materials for which further processing or rework cannot make them
eligible for certification under an approved system;
D5.1.4 Parts subjected to unacceptable modifications or rework that is irreversible;
D5.1.5 Life-limited parts that have reached or exceeded their life limits, or have
permanently missing or incomplete records;
D5.1.6 Parts that cannot be returned to an airworthy condition due to exposure to
extreme forces or heat;
D5.1.7 Principal structural elements removed from a high-cycle aircraft for which
conformity cannot be accomplished by complying with the mandatory
requirements applicable to ageing aircraft.
D5.2 Scrapped parts must always be segregated from serviceable parts and when eventually
disposed-off must be mutilated or clearly and permanently marked. This shall be accomplished
in such a manner that the parts become unusable for their original intended use and unable to
be re-worked or camouflaged to provide the appearance of being serviceable.
D5.3 The procedure for disposal of scrapped parts shall be detailed in organization’s
exposition manual i.e. CAME/ MCM as applicable. In cases where an Aircraft Maintenance
Organization (AMO) is the proprietor of scrapped parts, such procedures shall then be defined
in MOE/MOM.

D5.4 When scrapped parts are disposed-off for legitimate non-flight uses, such as training and
education aids, research and development, or for non-aviation applications, mutilation is often
not appropriate. In such cases, the parts must be permanently marked indicating that they are
not serviceable/training purpose only; additionally where applicable, the original part number or
data plate information must be removed and a record must be kept of the disposition of the
parts.
D5.5 Scrapping of parts and materials may not be appropriate in certain cases when there is
an ongoing evaluation process to determine whether a part or material may be restored to an
airworthy condition. Examples of these cases include the extension of life limits, the re-
establishment of in-service history records, or the approval of new repair methods and
technologies. In these cases, such parts must be segregated from serviceable parts until the
decision has been made as to whether these parts can be restored to an airworthy condition, or
be scrapped.

IMPLEMENTATION:

This Airworthiness Notice shall be implemented with effect from 1st January, 2019 and
repeals/cancels/supersedes AWNOT-075-AWRG-1.0 dated 01-04-2011.
