1.1 CORPORATE COMMITMENT BY THE ACCOUNTABLE MANAGER

This exposition and any associated referenced manuals define the organization and procedures upon
which PCAA ANO-145 approval is based. These procedures are approved by the undersigned and should
be complied with, as applicable, when work/ orders, are carried out under the terms of the PCAA ANO-145
approval. Being the Accountable Manager undersigned ensures that all maintenance is financed and
carried out to the standard required by PCAA.

PJ senior management ensures that in respect of all work performed under the terms of this approval,
adequate human resources, appropriate facilities and proper equipment are utilized and the approved
procedures adopted. No maintenance/ repair, is undertaken in case there is a degradation of working
environments. The Maintenance Organization Manual is reviewed by GM QA on yearly basis or whenever
there are changes in organization, procedures or equipment.

Safety is the first priority of PJ. Management and employees deliver the highest level of safety as given in
the Safety Management System Manual (SMSM). Quality Assurance Organization of PJ ensures that all
maintenance/repairs, is undertaken in accordance with approved manuals by fully qualified/fit, persons.
Quality persons are not involved in maintenance. Continuing Airworthiness Management is carried out as
outlined in Maintenance Control Manual (MCM), approved by PCAA.

It is accepted that these procedures do not override the necessity of complying with any new or amended
regulation published by the PCAA from time to time where new or amended regulation are in conflict
with these procedures.

It is understood that the PCAA approves this organization whilst PCAA is satisfied that the procedures are
being followed and work standards maintained. It is further understood that the PCAA reserves the right
to suspend, limit or revoke the approval of the organization if the PCAA has evidence that procedures are
not followed or standards not upheld.

1.2 Quality & Safety Policy


ANO145. A. 30(a), A65(a), A.70(a) 2, ANO145 A.65(a).

Quality and safety objectives have been well defined, documented and measures of
performances established at Princely Jets, in order to attain organizational excellence.
MOE describes in detail, the maintenance organization of Princely Jets, the scope as approved
by PCAA and the safety procedures to be followed. No change can be incorporated in the MOE
without prior approval of PCAA.

1.2.1 It is essential that for safe interface between human (employees) and other system
components, due consideration is given to human performance. At PJ managers are given
appropriate training commensurate with their jobs to ensure capabilities and limitations of
their subordinates are not exceeded, which can impact safety and efficiency of maintenance.

1.2.2 All engineering personnel are encouraged to report maintenance errors/incidents. Boxes are
placed in engineering premises, where observation can be dropped. Employees are assured
that no action will be taken for pointing out an error which may affect safety

1.2.3 Our first priority is safety, in all maintenance and repairs activities. Safety management
System (SMS) of PJ is covered in SMS, manual approved by PCAA.

1.2.4 PJ employees are to comply with all requirement of PCAA. GM QA has the responsibility to
check for any non-observance. Accountable manager is to be apprised of non-compliance
immediately.

1.2.5 Quality Assurance is covered in part 3 of this manual. The accountabilities and
responsibilities of managers, staff and employees are clearly defined. As a company policy PJ
engineering personnel are expected to extend full corporation to quality inspectors.

1.2.6 Safety is an article of faith in PJ. Under no circumstances and for any consideration will safety
be compromised. This is followed religiously by all employees irrespective of their
appointment.

1.2.7 Availability of resources and performance of work in accordance with terms of approval is a
part of cooperate commitment by accountable manager. To ensure correct maintenance work,
tasks are to be performed strictly in accordance with updated/approved, manuals only by
fully qualified and fit pers.

1.2.8 Human factor training of PJ is covered in paragraphs 3.13 of this manual. Record of
continuation training on Human factors as well as formulation of “Training Need Analysis”
(TNA), falls under the purview of CE of both the wings and shall be planned accordingly by
themselves.

1.3.5 General Manager Quality Assurance:


The quality of maintenance/repair, of PJ aircrafts is ensured by GM QA, who is appointed
by Accountable Manager. General Manager QA also acts as a technical advisor to CEO and
reports all audit/safety related observations to him. All concerned personnel are
intimated by GM QA before leaving his post, giving return date.

1.3.5.1 Deputy Manager QA: In the absence of GMQA for more than 7 days, a deputy manager is
to be nominated from within PJ, who may not necessarily be a Form-4 Holder. The
Deputy Manager QA will perform all routine duties/tasks pertaining to QA and shall
report directly to Accountable Manager.

1.3.6 Chief Engineer (FW)


Chief Engineer (FW), based at Apron Area, JIAP, is primarily responsible for carrying out
all scheduled/unscheduled maintenance related activities on PJ FW aircrafts, whereas the
supervision of these activities is the responsibility of GMQA. The senior most AMEL will
serve as an acting CE(FW), during the absence of CE for a period exceeding 7 days. It is
the duty of CE, that he intimates all concerned about his absence and also furnishes the
name/contact details of the personnel, who will be taking charge of CE during his
absence.

1.3.7 Chief Engineer (HW)


Chief Engineer (HW), based at IIAP heads the engineering setup of helicopters. He
collaborates with various groups for the acquisition of helicopter parts, and their
maintenance / repairs.
He is primarily responsible for carrying out all scheduled/unscheduled maintenance
related activities on PJ HW aircrafts, whereas the supervision of these activities is the
responsibility of GMQA. The senior most AMEL will serve as an acting CE(HW), during the
absence of CE(FW) for a period exceeding 7 days. It is the duty of CE(HW), that he
intimates all concerned about his absence and also furnishes the name/contact details of
the personnel, who will be taking charge of CE(HW) during his absence.

1.3.8 Aircraft Engineers:

The Aircraft engineers will report to chief engineer for assignments of their duties and
are responsible for maintaining Princely Jets aircraft in airworthiness conditions. They
are administratively and functionally responsible to respective CEs. Their Job
Descriptions are reviewed quarterly by CEs.

1.3.9 Designated /Name- PCAA approval, Form 4: In case of any changes in the designated
appointment (1.3.4 to 1.3.7) PCAA Form - 4 shall be submitted, four weeks in advance.
However, in case any designated person leaves the company, PCAA is to be informed
within three working days of his leaving. Approximate time for selecting a replacement is
intimated to PCAA. Details of standby arrangements, giving name/credentials, of
personnel are also to be intimated to PCAA. GM QA is responsible for processing of Form-
4 , for persons nominated in paragraphs 1.3.3 above. He also ensures that deputy/acting
arrangements, for each designated post is fully conversant with duties, has requisite
qualifications experience and ensures compliance of ANO-145, for the period of his duty.

1.4 DUTIES & RESPONSIBILITY OF THE MANAGEMENT PERSONNEL


ANO-145 A. 30(a), (b), (c) and A. 70(a) 3

In this part, duties and responsibilities of persons/appointments given in paragraphs 1.3 are
described in detail. Nominated persons ensure adequate compliance to ANO-145 regulations
concerning the parts which fall in their respective purview. As described in preceding
paragraphs, deputy/ acting, arrangements are made from persons reporting to nominated
person. An exception in case of GM QA is made. In this case, department heads will report any
quality related matter directly to CEO (Accountable Manager), in the absence of GM QA. Duties
and responsibilities of following appointments are covered in this section.

 CEO (Accountable Manager)


 GM QA
 Manager Engineering. Chief Engineer (FW)
 Manager Engineering. Chief Engineer (HW)

1.4.1 Accountable Manager (CEO) He exercises complete authority all over the organization. He
has the corporate authority for ensuring that all maintenance required can be financed and
carried out to the standards as prescribed by ANO-145 regulations. The duties which fall under
his purview are listed as under:

1.4.1.1 All maintenance/ repairs, undertaken by PJ engineering shall be in compliance to


ANO-145 regulations, as well as all instructions and directives issued by PCAA.

1.4.1.2 Safety and Quality Policy, as outlined in paragraph 1.2 and ANO-145 A. 65(a) is
established and promoted in PJ.

1.4.1.3 Nomination of persons as given in paragraphs 1.3.

1.4.1.4 Allocation of necessary resources including finance, manpower and facilities to enable
PJ to perform approved maintenance/repair tasks. This is also ensured for
additional tasks, which may have to be accomplished.

1.4.1.5 Monitoring non-conformances reported to him, pertaining to quality matters. Reviews


the same to ensure closing of observations.

1.4.1.6 Accountable Manager actuates an assessment system which is meant for assessing the
competence levels of all personnel, which is inclusive of PJ management as well.

1.4.1.7 Payment of dues on time for all charges/ fees, to regulatory authority, vendors
and all foreign/local suppliers .

1.4.1.8 For effective implementation of ANO-145, Accountable Manager demonstrates


basic understanding of this regulation within the company. He also interacts with
PCAA as and when desired by the regulatory authority.

ANO-145 A. 30(c), A. 70(a)

GM QA is responsible for establishing an independent QA system in PJ. This is mandatory to


monitor compliance with ANO-145, all instructions/directives, of PCAA and company
procedures. The duties & responsibilities of GM QA at PJ, also comprises of the duties of
occurrence reporting and auditing manager considering the size and work load of the
organization. Presently he is working without a Manager QA and also assumes these additional
duties. To assume GM QA appointments in PJ, the following qualifications are required: -

 A minimum of 10 years of experience in the aviation industry and Lead Auditor Course qualified.
The details of duties for appointments in PJ, are given in following paragraphs: -

1.4.2.1 Occurrence Reporting Manager


GM QA also acts as an Occurrence Reporting Manager at PJ. The scope comprises of
establishing feedback from CEs on maintenance incidents reports on Form No PJ/QA/08
for the rectification/closure of such incidents in the future.

1.4.2.2 Auditing Manager


GM QA is responsible for implementing a Quality Audit Program which is compliant with all
the maintenance procedures that are reviewed annually in December of each year, in
relation to each type of aircraft (or component) maintained (including the management
and completion of audits and production of audit reports). He maintains and keeps current
all Quality Audit and Inspection records for review at any time by the Competent Authority
and other external bodies as appropriate. GM QA establishes procedures as given in Para
3.1 for dealing with non-conformities, monitoring non conformity reports and taking
corrective/preventive actions in response to audit findings. He notifies the Accountable
Manager when six monthly management review meetings are scheduled. Also ensures that
all staff who carry out Quality Inspections and Quality audits are adequately trained.

1.4.2.3 In PJ human factor is accorded the due priority. In this regards GM QA has defined the
human factor principles to be implemented.

1.4.2.4 All non-conformances observed by GM QA are documented and monitored to ensure their
closure within stipulated time as per procedure given in Para 3.1.

1.4.2.5 Having direct access to the CEO, GM QA keeps him fully informed. In PJ all non-
conformances are immediately brought to notice of CEO. If required in case of non-
conformance of serious nature, GM QA briefs CEO. Any un-due delay in closure
of non-conformance are highlighted to CEO, for appropriate action.

1.4.2.6 All procedures and standards of PJ are prepared by GM QA. This includes MOE, SMSM,
quality management system, quality objectives etc. He also processes any amendment
required in approval procedures/standards.

1.4.2.7 All amendments in the approved MOE are processed by GM QA for PCAA
approval. Processing of PCAA form-4 for nominated persons also fall in his domain.

1.4.2.8 Quality of all spares and expendables procured from suppliers is ensured by GM QA.
Only in case of products acquired from OEM or PCAA approved sources, his prior
approval is not required.

1.4.2.9 Certifying staff authorization for PJ engineers is issued /reviewed /cancelled, by


GMQA as per procedure given in Para 3.4.

1.4.2.10 Action on airworthiness occurrence (ANO-145 A.60) is coordinated by GM QA. He also


initiates follow up action for any further investigation.

1.4.2.11 GM QA has established a feedback for maintenance related issues, with a view to
incorporating these in the continuation-training program.

1.4.2.12 GM QA of PJ is also the occurrence-reporting manager of company. As outlined in


1.4.2.12 above a feedback system is established by him.

1.4.2.13 The audit program, scope and frequency in PJ are covered in part 3 of this manual.
GM QA is also the auditing manager of PJ as already explained

1.4.2.14 As a technical advisor to CEO, all future inductions of aircrafts/ helicopters and
equipment is processed/ monitored, by GM QA.

1.4.2.15 GMQA is also involved in the advisory capacity for employment of all engineering
personnel.

1.4.3 Manager Engineering (FW) / Chief Engineer (FW)

Chief Engineer (FW) is mainly responsible for carrying out maintenance work on PJ Fixed wing
fleet. Helicopter wing is not under his authority. For this appointment , the following
qualifications/experience criteria shall be fulfilled.
 AMEL holding B1 or B2 type rating on 50% of PJ Fleet.
 A minimum of or exceeding 10 years maintenance/ repair, experience with at least five
years’ experience on 50% of PJ fleet (FW).
 Shall be fully conversant with ANO-145 and PCAA regulations.

His main duties are outlined below: -

1.4.3.1 For maintenance work undertaken by PJ Engineering, CE (FW) ensures compliance with
approved PCAA & manufacturers procedures and standards.

1.4.3.2 The competence of persons working under CE (FW), for assigned maintenance, is his
responsibility.

1.4.3.3 Training and continuations training programs in PJ falls under purview of QA. Training
need analysis for his wing is prepared by CE. In this regard also refer to
paragraphs 3.4.2, 3.4.3 and 3.4.4 of this manual.

1.4.3.4 For PJ Engineering, quality control of tasks accomplished in FW is his responsibility.

1.4.3.5 Feedback on work undertaken at outside sources/contractors, to QA department of PJ


is provided by CE (FW) as per procedure given in Chapter 03.

1.4.3.6 Safety policy as per SMSM is to be implemented by CE, in FW.

1.4.3.7 CE is responsible for ensuring availability of facilities for assigned task. As PJ does not have
its own hangar, if requirement of work or degradation of environment requires a covered
space the same is acquired by him in line with company policy. He stops work if desired
facilities/environments, are not made available.

1.4.3.8 The incoming inspection of parts/materials by QA is ensured by him. Parts and tools are
stored in accordance with OEMs recommendation by CE.

1.4.3.9 Taking into account scope and load of work, CE (FW) develops production planning system,
ensure availability of tools/equipment/materials, required. He is also responsible for
availability of competent persons to inspect, supervise and certify work planned/ undertaken.

1.4.3.10 CE is responsible for availability of all necessary maintenance data as required by


ANO-145. A. 45. Any inaccuracy or ambiguity in the data is to be referred to author by CE.

1.4.3.11 The work cards are scrutinized by CE. For critical / duplicate inspection tasks, he endorses
the same in red bold letter on the task cards. Subsequent actions on same are ensured by
him. In case of non-availability of second qualified person for duplicate inspection, QA is to
be informed by CE (FW).

1.4.3.12 As mandated in PJ policy, review of man-power in FW, is to be undertaken at least once in


three months. Considering the load, this is not required on monthly basis.

1.4.3.13 Adequate implementation of PJ safety policy and deliberation of human factor principles is
deemed an essential component within PJ, and these fall under the purview of CE’s of both
the wings.

1.4.3.14 Record keeping of all the relevant technical documents is being carried out by the Technical
Record Officer (FW), and is overseen by CE(FW). The original documents are kept safe and
placed in fire proof cabinets, as it has been directed by PCAA and also forms a part of PJ
Quality & Safety policy. The original documents are retained for the entire lifetime of the
aircraft.

1.4.4 Manager Engineering (HW) / Chief Engineer (HW)

Manager Engineering (HW) is designated as Chief Engineer (HW) of PJ. He is responsible for
technical management of HW and ensures compliance of ANO-145 PCAA regulations/directives.
Experience and Qualifications requirements for the appoints are:

 AMEL holding B1 or B2 Type Rating on 50% of PJ Fleet.


 A minimum of or exceeding10 years of helicopters maintenance/repair experience. At least
5 years on 50% of the helicopters type held by PJ.
 Fully conversant with ANO-145, PCAA regulations/directives, and PJ policies.

His duties and responsibilities are to ensure: -


1.4.4.1 PJs procedures and standards are compiled in HW.
1.4.4.2 Competence level of HW engineers detailed for work/tasks by him.
1.4.4.3 Training needs analysis and continuation training.
1.4.4.4 Prompt and adequate response to observations of QA, audits.
1.4.4.5 Quality of maintenance work carried out on helicopters, is as per the desired standards set by
PJ Quality team.
1.4.4.6 Availability of facilities and desired environment for planned work. He stops work whenever
required facilities/environments, are not available.
1.4.4.7 Correct part number, quality, source/ documents of received parts. Ensure storage as per
OEMs recommendation.
1.4.4.8 Develop product productions planning system appropriate to assigned maintenance and
ensure availability of tools, equipment and material for planned tasks.
1.4.4.9 Availability of maintenance data as required by ANO-145. A. 45. He notifies inaccurate
incomplete or ambiguous procedure in data to the author.
1.4.4.10 Provide work cards or work sheet and to ensure such documents comply with ANO-145. A.
45(e). For critical tasks/duplicate inspection, he follows the procedure
given in paragraph 1.4.3.14
1.4.4.11 If requirement of manpower falls short by 25% in any month, CEO/GM QA, are informed.

1.4.4.12 Responsible for implementing safety policy and giving due consideration to human factors
principles.
1.4.4.13 CE (HW) has to ensure his availability during any scheduled/un-scheduled maintenance or
repair activity which needs to be carried out at foreign stations

1.4.5 Job Description Cards (PJ/QA/09):

All PJ personnel are to be given Job Description Cards at the time of employment. The
individual signs this document to confirm his acceptance of duties and responsibilities. In case
additional tasks are assigned, then same are to be added or new Job Description Card issued,
and individuals signatures obtained. He signs an undertaking that he will comply with all the
requirements given in the MOE. For this PJ/QA/09 is used. The JDs are reviewed by CEs every
quarter and verified by QA during quarterly audits. The Issuing Authority for various
personnel are as given below:

preceding paragraphs (1.3). The chart also reflects associated chain of responsibility. It also

1.6 List of Certifying Staff


ANO-145 A. 30(g) (h), A.35(j), A.70(a), A.70(b).

1.6.1 Scope and Categories

1.6.1.1 Princely Jets Engineers have B1&B2 License issued by PCAA. These have been
equated to the licenses held, prior to adopting ANO-145.

1.6.1.2 Categories B1 and B2 licenses for Engineers have endorsements for type
ratings held. Scope of PJ as given in paragraph 1.9 is limited to line
maintenance.

1.6.2 List of Certifying Staff-Contents

PJ QA maintains list of certifying staff separately as a Company Controlled


Document, PJ/QA/11. Copy placed as annex in part 5 of MOE. For now, only
engineers authorized to issue CRS are included in the list. Contents of list
include the following:

i. Name of Engineer
ii. AML No.
iii. Deployment Station
iv. Qualifications and Type-Rating (PJ/QA/02)
v. Competence Assessment for Certifying Staff and Maintenance Personnel
(PJ/QA/03)
vi. Certification Authorization (PJ/QA/04)
vii. Six months relevant experience in last two years.
viii. In-House Recurrent Training (PJ/QA/10)

1.6.3 Management of Lists:

 List is signed by GM QA. One copy with GM QA in office file. Second Copy in Master
File of Certification Authorization, PJ/QA/File/Certification Authorization/(year).
 Third copy is forwarded under a departmental note to respective wings/department.
 List is reviewed every six months or under the condition when the expiration of
continuation trainings/AMEL expiry are approaching. Certifying staff shall be
assessed twice a year before issuing certification authorizations.
 Validity of Certification Authorization and other training is monitored by CEs and GM QA
and Assistant to GM QA.
 Only GM QA can sign this list, whereas the details mentioned in the list has to be
verified by Assistant to GMQA.

1.7 Manpower Resources Dated: 28th June, 2021

CE(FW) & CE(HW) are assisted by one person who maintains all necessary documents and carries out
necessary coordination. Scheduled reviews are carried out after every six months for the yearly plan
prepared by CEs and QA. However, it will also be reviewed whenever there is a change in the number or
type of aircraft/helicopter, personnel, maintenance location or technical equipment. CEs intimate GM QA
for information of CEO, if at any time available manpower is considered less, based on work load of
preceding month, or, as and when the shortage of manpower exceeds 25%.

1.7.1 Base Maintenance/Component Maintenance


Base Maintenance of Helicopters: Upto 1200 FH//48M of EC-130B4 helicopters at I.I.A.P & J.I.A.P.
Component Maintenance: Component maintenance is not undertaken at PJ

1.7.3 Quality Department

1.7.3.1 QA Staff ( Including Audit Staff )


GM QA heads the QA setup at PJ. For specific quality tasks, he is assisted by trained/ experienced
technicians, who are not involved in maintenance/ repairs. He is also assisted by Assistant to GM
QA. At present there is no QA Manager due to current workload. GM QA also performs the duty of
Auditing Manager. He oversees the activities carried out by the maintenance staff and is
responsible for the assurance of compliance with ANO-145 requirements for such activities. He
also develops an independent QA setup within PJ. A standard template of Annual Man-Hour Plan
of QA Dept. is appended below, whereas the details of tasks performed by PJ QA is attached in the
form of a sheet in Annex- 3.

1.8.1 ENGINEERING PREMISES

1.8.1.1 Facility Requirement


PJ is undertaking line maintenance of FW aircraft and line/base maintenance of helicopters, but
no component repairs. Office accommodation for management and engineering staff (including
certifying staff), as given in list and layout below is adequate. For any specialized work/defect
rectification, hangar facility is requisitioned from other operators for specific duration on
payment, in accordance with their general terms agreement. Line maintenance is undertaken at
allocated apron location, ensuring that working environment is free from distraction. CEs
suspend work if working environment deteriorates due to rain, temperature, dust, noise or
poor light.

1.8.1.2 Karachi Station(J.I.A.P)


Princely Jets maintenance & engineering facility is located over an area of 3896 sq. feet in front
of hard stand # 74 apron area at Jinnah International Airport, Karachi. Scope of work being
performed is given in Para 1.9. Inspections include performance of specified tasks as per task
cards, whereas work cards requiring detailed disassembly and special equipment are
performed at PIA Hangar at JIAP. Agreement is attached as Annex-10. The area accommodates
offices and facilities for maintenance of fixed wing & rotary wing aircrafts.

performed. The facility is approached by Gate 33 (Labor Gate).
ii. Scope of work being performed on EC130 B4 helicopter at IIAP is1200 FH//48months,
as mentioned in MOE Para 1.9. Inspections include performance of specified tasks as per task cards,
whereas work cards requiring detailed disassembly and special equipment are performed at PIA
Hangar at IIAP. Agreement is attached as Annex-10.

1.8.3 BASE MAINTENANCE FACILITIES-(HW Only)

Base maintenance for 1200FH//48months for EC-130B4 helicopters is available both at Islamabad
station and Karachi station. Both stations are fully equipped with required tools/spares,
expendables, man-power, hangarage facility under contract with PIA. The facility at which base
maintenance is undertaken is capable to accommodate the helicopter, as per its specifications.

1.8.4 LINE MAINTENANCE FACILITIES

All records, documents, relevant manuals and correspondence are maintained on e-file and hard
copies. Facilities are available for the same that is equipped with required man-power, hangarage
facility, tools/spares, and expendables under contract with PIA. Record of aircrafts is kept in
fireproof lockers. Office of GM QA is located in PJ headquarters. Technical Records Office is
properly equipped with computer and other necessary furniture and fixtures for the maintenance
of aircrafts and related documentation. PJ is undertaking line maintenance of FW Aircrafts and
Helicopters at Karachi and Islamabad. Base maintenance of helicopters is performed at IIAP. On
both stations’ arrangements have been made with other organizations for use of hangars during
inclement weather or on required basis.

1.9.2 Unscheduled Maintenance Outside Main Base


Whenever any unscheduled maintenance arises at a location other than main-base, CE/CS will
assess PJ MRO capability to perform the task, by checking availability of skilled man-power,
tool/equipment, etc. If PJ has the capability, a team equipped with relevant technical
literature/tools/equipment will be sent to site. In the event of non-availability of requisite
resources, GMQA will either contact operator or contract an organization having such capability to
accomplish that specific task. Once the task has been accomplished outside main base, it will be
recertified upon return of the aircraft to the main base and fresh CRS will be issued by CS. Details
of unscheduled maintenance outside base, will be reported to PCAA via email by GMQA within 7
working days of maintenance completion and recertification.

1.9.2.1 Responsibility
It is the responsibility of CEs to examine the defect after informed by Pilot or technician outside
main base. (refer MOE Para 1.8), with proper tools and Certifying Staff. GMQA will submit the
report of defect to PCAA.

1.10 Notification Procedure to The Authority Regarding Changes to the Organization’s


Activities/Approval/Location/Personnel.

1.10.1 GM QA advises PCAA of any changes with respect to, following before such changes
take place.

a) The Princely Jets name and location(s).


b) The persons specified in Para 1.3 of this MOE
c) Accountable Manager.
d) The operating procedure or maintenance supports arrangements insofar as
they affect the PCAA Approval.
e) This includes the contracted maintenance support organizations, the
Maintenance Programme(s), the Technical Log, System Functions, changes in
facilities, tools/equipment, procedures which could effect the approval of PJ.
f) Lists of certifying staff as indicated in paragraph 1.6 of this manual can be
changed by GM QA. Copy of changed list is forwarded to PCAA, within seven
days by GM QA.

1.10.2 Changes
Any changes will be notified to the PCAA as soon as practicable, by GM QA to enable
the PCAA to determine continued compliance with PCAA requirements. To approve
the change prior to incorporation and to make any necessary amendments to MOE
that may be appropriate. All changes even those falling in category of minor which
may not affect the approved scope are also approved by PCAA. Form # 4, is to be
initiated for nominated persons. Form # 2, is raised for amendment to any existing
approval. In this regard also refer to para 1.3.9. An Internal audit is carried out by QA,
before referring the change to PCAA. GM QA will be in charge of monitoring the
changes referred to PCAA.

GM QA of PJ is responsible for reviewing the MOE as and when required or at least once in a
year. The amendments in associated procedures, referred to in this manual also fall under
purview of GM QA.
1.11.1 MOE Amendment
 GM QA is responsible for amending MOE, after getting approval of PCAA.
 In PJ as a policy both major and minor amendment require prior approval of
PCAA. Major amendment affect scope of approval whereas minor amendment are
error which do not affect the prime intent of procedure of MOE.
 The revision/amendment, is incorporated in lower right corner of page, Amend
Record of Revision (Para 0.3) and also in the list of effective pages (Para 0.2).
1.11.2 Associated Procedures
PJ has controlled documents which includes list of certifying staff with their
qualification and company authorization. These are MOE associated documents. These
are up dated and maintained by GM QA. Any change in these lists/records, maintained
in PJ controlled documents, is amended by GM QA, whenever required. Copy of
amendments/ changes, is provided to concerned person and his signatures obtained
on office copy. One copy of amendment is also endorsed to respective CEs under an
inter department note. CEs confirm change of record held in their respective wings,
under a covering note.

1.11.3 Approval Process


1.11.3.1 GM QA, will control the approval process, within PJ on behalf of CEO.
1.11.3.2 CEs and Manager Airworthiness may recommend any changes,
Improvements, in MOE to GM QA, on PJ/QA/05. On
this form, GM QA obtains approval of CEO, on prepared
amendments, endorsing his own recommendations.
1.11.3.3 GM QA submits three copies of amendments under a covering letter to
PCAA. Stamped copy of approval and PCAA letter, will be retained by QA.
1.11.3.4 Copies of PCAA stamped pages of amendments are forwarded under
a company internal note to all holders of MOE, as per distribution list.
Recipients replace the original pages with amended pages. Removed
pages are returned to QA department, under a note confirming that
amended pages have been inserted in held MOE copy. CEOs copy of MOE
is updated by Assist to GM QA. During quarterly audit, GM QA
physically checks incorporation of amendments. He may also carry out
‘spot check,” to confirm updation of MOE.
Note: As a policy PJ shall obtain prior approval of PCAA for major & minor amendments. For changes in
nominated persons, PCAA is to be informed within three days of person vacating the appoint, if notice
period of one mouth is given by employee, PCAA will be informed within three days of receiving notice.
