communities during the pandemic, we have compiled practical
information on federal, provincial and municipal governments’
announcements regarding financial reprieve, extensions,
deferrals, tenant and landlord issues, EI/CERB, OW/ODSP, new
funds and more. This guide is a living document organized by
topic, intended to support staff in navigating system changes and
responding to client concerns in a timely way. Where possible, we
have included a relevant source link. At the end can be found a
list of notable online sources where folks are regularly posting
related updates.
Many of you are making discoveries every day and receiving
queries from clients and communities. This document is a place to
share what we are learning each week across the organization
and sector. Help us keep the information up to date. Please send

consistent with the specific scope of this guide’s current content.

1.0 housing support


1.1 STATEMENTS FROM THE CITY OF TORONTO
“Toronto Community Housing will be flexible and work with
market rent and rent-geared-to-income tenants. [See below.]
The City directed social and affordable housing providers to be
flexible, exercise discretion and work with tenants.
While the City has no power to direct landlords, all property
owners are strongly urged to find ways to help tenants to stay in
their homes and to proactively communicate with tenants about
options, if available.”

1.2 TORONTO COMMUNITY HOUSING RENT RELIEF


On March 24th, 2020, Toronto Community Housing Corporation
(TCHC) confirmed that it will be flexible and work with market rent
and rent-geared-to-income (RGI) tenants whose employment
income has been impacted by COVID-19.
To ask for a rent adjustment (RGI) or a deferral (market), tenants
need to fill out a form and return it to TCHC. Tenants can obtain
the form by:
 Calling our 24-hour Client Care Centre at 416-981-5500
 Sending an email to help@torontohousing.ca
 Downloading the forms at torontohousing.ca/covid-19
 Watching for a package TCHC is mailing to all households
During the COVID-19 emergency, Toronto Community Housing is
not accepting walk-in rent payments at its offices. Tenants have
five payment options: drop-box at their Superintendent's office or

1.3 EVICTIONS SUSPENDED FOR RENTERS & NON-PROFIT CO-


OP MEMBERS
On March 19th, 2020, the Landlord and Tenant Board suspended
issuing new eviction notices and postponed in person
hearings.
Here are two statements made on March 26th from

“Until further notice, the LTB is suspending the issuance of


eviction orders and all hearings related to eviction applications —

unless the matter relates to an urgent issue such as an illegal act


or serious impairment of safety.”
“Effective today, Tribunals Ontario is implementing a new policy
to postpone in-person hearings and reschedule to a later date.”

Under normal conditions, the landlord or non-profit co-op board


must first get an order to end the tenancy from the Landlord and
Tenant Board. This process includes a hearing where the
tenant/member can present concerns. Due to COVID-19 no new
eviction notices will be processed and hearings are now delayed
indefinitely. If you have previously been given an eviction notice
but your hearing has been delayed, you can stay put until a
hearing date is set and your case is heard.

Advocacy Project: There is an ongoing advocacy campaign
asking for the cancelation of rent for those who cannot afford it

What to do if you get an eviction notice and live in Ward

On March 31st, Councillor Wong Tam has indicated in her
newsletter that “Landlords can still issue eviction notices
they just can't be enforced. If you get an eviction notice,
do not leave your apartment. Please send a copy of the
eviction notice to our office and we can follow up with the
landlord directly, making sure they understand their obligations.”

1.4 THE TORONTO RENT BANK

If you have an emergency housing need and you do not currently


receive financial assistance/income support from Ontario Works
or ODSP, contact The Toronto Rent Bank for help.
It provides limited, interest-free repayable loans to eligible low-
income households facing imminent eviction for rental arrears,
including seniors, individuals, and families. The maximum loan is
two months’ rent.
Emergency Rental Deposit Loans are available for eligible low-
income households requiring first and/or last month’s rent deposit
to move into more affordable/stable housing.

1.5 EMERGENCY ENERGY FUND

Low-income Toronto residents may qualify for help from the City
of Toronto with energy-related emergencies to reconnect, prevent
disconnection or to assist in the payment of energy arrears for
hydro, gas or oil services.

Who Can Apply?


 Low income residents of Toronto who are not receiving
assistance from Ontario Works/OW or Ontario Disability
Support Program/ODSP can apply, regardless of their
immigration status in Canada.

 You must have received a disconnection notice or have


already been disconnected or have energy arrears and do
not have enough money to pay the arrears.

1.6 CHANGES TO TORONTO HYDRO DURING COVID-19

“As part of our ongoing commitment to customers during the


COVID-19 pandemic, we'll be extending the current suspension of
electricity disconnections for residential and low-volume small
business customers until July 31, 2020, so customers don’t have
to worry about being without electricity during this time.”

1.6.A Low-income Energy Assistance Program


(LEAP)
LEAP is a Toronto Hydro grant program that helps those who are
struggling to pay past due bills or have already received a
disconnection notice. It offers a maximum grant of $500 per
household per year ($600 for electrically heated homes). In order
to qualify, your household income has to be under a certain limit.
This program is running during the pandemic, though LEAP
delivery agencies are operating with reduced activities. For more

1.7 THE ONTARIO ELECTRICITY SUPPORT PROGRAM


(OESP)
If you are a customer of an electricity utility and in a lower-
income home, you may qualify for a reduction on your electricity
bill. The OESP is a program of the Ontario Energy Board. It
reduces the cost of your household electricity by applying a
monthly credit directly to your bill. The credit amount will depend
on how many people live in your home and your combined
household income.

1.8 GRACE PERIOD FOR PAYING UTILITY BILLS &


PROPERTY TAX
Some of us may be paying utilities as renters, and some of us
may be new condo owners housing our families. The City is
providing a grace period for payments and payment
penalties for 60 days, starting March 16, 2020.

1.1 2.0 emergency income


& economic support
Note: Frontline staff are reporting very long wait times when
trying to call various government services. Some community
members are also reporting confusion about the number of
EI/CERB related cheques they are receiving and their amounts.
The realities of meeting people’s needs are continuously being
worked out in different systems.

2.1 CANADIAN EMERGENCY RESPONSE BENEFIT (CERB)

2.1.A What is the CERB?


On March 25th, 2020, the Federal government has announced
that the two previously announced Federal emergency benefits
(the Emergency Care Benefit & the Emergency Support Benefit)
will be replaced by one, now called the Canada Emergency
Response Benefit (CERB).
If you stopped working because of COVID-19, the Canada
Emergency Response Benefit (CERB) may provide you with
temporary income support.

The CERB provides $500 a week for up to 16 weeks.


Money will start flowing within 10 days after you apply. The CERB
will be paid every four weeks for up to four months and will be
available March 15, 2020 until Oct. 3, 2020.
People must reapply for every four-week period of CERB.

If you applied for EI regular or sickness benefits on March
15, 2020 to April 5th, your claim will be automatically
processed through the Canada Emergency Response Benefit. You
will receive CERB benefits first and these will not reduce your EI
entitlements post September 2020.

Receiving Your Money: After you apply, you should get your
payment in 3 business days if you signed up for direct deposit. If
you haven’t, you should get it in about 10 business days.

2.1.B Who can access the CERB?


To be eligible to receive the Canada Emergency Response Benefit
(CERB) from Service Canada, the following must apply:
 You must reside in Canada
 You are 15 years of age or older at the time of application
 You have stopped or will stop working for reasons related to
COVID-19, or because you are unable to work due to illness,
or because you lost your employment for other reasons
beyond your control; and
o If you are submitting for the first time, that you have
stopped or will stop working for reasons related to
COVID-19 for at least 14 consecutive days within the 4
week benefit period
o If you are filing for a subsequent period and did not
return to work since your previous claim, you did not
receive any employment or self employment income
since collecting the benefit and do not expect to
receive any employment or self employment income
within the 4 week benefit period
o If you are filing for a subsequent period after having
returned to work between periods, that you have

stopped or will stop working for reasons related to


COVID-19 for at least 14 consecutive days within the 4
week benefit period
 You have not quit your job voluntarily
 You are not receiving nor have you applied for the CERB
from the Canada Revenue Agency
 You are not receiving Employment Insurance benefits for the
same benefit period
 You have earned a minimum of $5,000 in income within the
last 12 months or in the 2019 calendar year from either:
o Employment income
o Self-employment income

If you became eligible for EI regular or sickness benefits prior to
March 15th, your claim will be processed under the pre-existing
Employment Insurance rules. If you became eligible for EI regular
or sickness benefits on March 15, 2020 or later, your claim will be
automatically processed through the Canada Emergency
Response Benefit.
For other EI benefits, including maternity, parental, caregiving,
fishing and worksharing, you should also continue to apply.
 Apply for other EI benefits

The CERB applies to wage earners, as well as contract workers


and self-employed individuals who would not otherwise be eligible
for Employment Insurance (EI), for example, freelance, self-
employed, contract, or other gig economy workers. The CERB is
available for anyone whose employment has been affected by the
pandemic as follows:
1. Workers who have lost their jobs as full time, contract or
self-employed workers.

2. Workers who are still employed, but have lost income


because of the COVID19 disruptions (for example, people
who haven't been laid off but aren’t getting a paycheque
because their workplace is closed due to COVID-19)
3. Workers who are sick, quarantined, or taking care of
someone who is sick with COVID-19 and need to miss work
to do so
4. Working parents who must now stay at home without
pay to care for children who are sick or at home because of
school and daycare closures.

2.1.C What if I am PR, don’t have a SIN or bank


account, or am non-
status? Am I eligible?

We don’t know. The Federal government (Cabinet) still has to


decide the full range of who will be eligible for this support.

support they need, regardless of their immigration or previous

If you are not eligible for Employment Insurance, find out how you
can get ready to apply for the CERB through the Canada Revenue
Agency.
If you are already receiving EI, you do not apply for the CERB,
with an exception as follows. If your current EI benefits will end
before October 3, 2020, and if you cannot return to work due to
COVID-19, You could apply for this emergency benefit once your
current EI benefits stop.
If you have already applied to EI due to COVID-19, you do not
need to reapply for the new CERB, it will be issued to you
automatically once your application is processed.

wants to provide the best service possible to everyone. To help

Scammers are beginning to send text messages, such as
announcing that you have received a “deposit” about the new
CERB and trying to get you to click a malicious web link. Warn
clients and community members.

2.2 EMPLOYMENT INSURANCE (EI)


2.2.A Apply As Soon As Possible
If you are now eligible for EI due to COVID19 but have not yet
applied, visit Service Canada’s website to submit your online EI
application as soon as possible, to receive the CERB benefit and
any other EI benefits: https://www.canada.ca/en/employment-

There is a COVID19 EI hotline you can call for assistance,
however, Service Canada recommends that you fill out your
online application first before calling the hotline, to prevent any
delays to processing your application. 1-833-381-2725.

2.2.B If I get laid off


If you lose work, and have paid into EI, you can get EI benefits.
People are encouraged to file a claim as soon as they lose their
job. You will need a Record of Employment (ROE), and it will be
1 week before you get paid.

2.2.C If I am sick
EI Sickness Benefits provide up to 15 weeks of income
replacement and is available to eligible claimants who have

paid into EI and are unable to work because of illness, injury


or quarantine, to allow them time to restore their health and
return to work.
As of March 18th, the one week waiting period has been
waived.
If you are claiming EI sickness benefits because of the COVID-19
virus or quarantine you do not have to provide a medical
certificate.

2.2.D If I am a caregiver
Up to 26 weeks of Compassionate Care Benefits are
available in a one-year period if you need time off work to provide
care or support to a family member who has a significant risk of
dying within 26 weeks. More info:

Protecting Your Job: Normally, before you apply for
Compassionate Care Benefits, you should ask your employer if
they will hold your job while you are on leave. It’s best to tell your
employer in writing that you are taking leave and when. This
information will help your employer to organize the workload
while you’re gone and to decide if they can hold your job for you

2.2.E Raising EI Advocacy Project


On March 27th, 2020, the Workers’ Action Centre has started an
advocacy campaign, calling for the federal government to raise
the EI benefits to at least $500 per week, the same amount as the

2.3 EI & CERB APPLICATION PROCESS FLOW CHART

2.4 JOB PROTECTED EMPLOYMENT LEAVE


On March 19, 2020, the Ontario Legislature has passed the
Employment Standards Amendment Act (Infectious Disease
Emergencies), 2020 to provide job-protected leave to
employees in isolation or quarantine due to COVID-19, or
those who need to be away from work to care for children
because of school or daycare closures or to care for other
relatives.

2.5 WHAT IF I CONTRACTED COVID-19 AT WORK?


If you believe you contracted OCVID-19 while at work, you can
apply for Workplace Safety and Insurance Board (WSIB)
Benefits. You may file a claim to determine if you are eligible for
WSIB coverage which is under provincial jurisdiction through the
Workplace Safety and Insurance Board. You can download Form 6

While their offices will remain closed to the public and they are
not accepting any mail or deliveries during this time of public
concern, there are other ways they can help you:
Phone: You can call them at 1-800-387-0750, Monday to Friday
7:30 a.m. to 5 p.m. Please be prepared for the possibility of longer
wait times.
Online: You can use their online services, and upload claim-
related information online. Their online services are the
quickest way to send them information.
If you know your claim number, you can upload your
documents online.
If you have a new claim or don't know your claim number,

2.6.A COVID-19 Emergency Assistance


In a new financial emergency? As of March 25th, 2020, the
province of Ontario has made $200 million in social services relief

2.6.D City of Toronto's Housing Stabilization Fund


(HSF)
The City of Toronto provides emergency housing support through
the Housing Stabilization Fund. The fund provides money for
emergency housing needs to people receiving financial
assistance through Ontario Works or income support
through the Ontario Disability Support Program (ODSP) in
the city of Toronto.
HSF is intended to prevent homelessness and help obtain and
retain housing.
To meet emergency housing needs, money from HSF may help
with costs such as:
 rental or moving costs within the Greater Toronto Area (GTA)
 rental or energy arrears in Toronto
 bed bugs
 setting up a residence in Toronto
Please note that reimbursements cannot be issued for items
already paid for prior to the request for HSF.
1.2 Who Can Apply? People receiving financial assistance
through Ontario Works or income support through the Ontario
Disability Support Program (ODSP) in Toronto may be eligible
for money from the Housing Stabilization Fund if they are:
 Homeless and leaving an emergency shelter or the street
 Housed and moving within the GTA because of domestic
violence, fire/flood or to accommodate a change in family
size

 Housed and moving within the GTA due to a high rent


situation or eviction
In these situations, HSF may be issued to help with:
 Rental costs within the GTA
 Moving costs within the GTA

replace old, worn or broken furniture)
People receiving financial assistance through OW and ODSP may
also qualify if they are housed and in energy arrears (gas, hydro
or fuel) with risk of disconnection or rental arrears.

2.7 ONTARIO GUARANTEED ANNUAL INCOME SYSTEM


PAYMENTS FOR
SENIORS

If you’re a low-income senior, you may qualify for monthly


Guaranteed Annual Income System/GAIN payments. On March 25,
2020, the Ontario government announced a temporary top-up to
payments made through the Ontario Guaranteed Annual Income
System (GAINS). Beginning in April 2020, monthly GAINS
payment amounts will be doubled for a period of six
months. This action will provide additional and immediate
financial support to low-income Ontario seniors who may need
more help to cover essential expenses during the coronavirus
(COVID-19) outbreak.
 Monthly GAINS payments range between $2.50 and $83.
 If you have no private income, you’ll receive the maximum
benefit of $83 a month.

 Your payment can change if your income or marital status


changes.
 GAINS payments are provided on top of the Old Age Security
(OAS) pension and the Guaranteed Income Supplement (GIS)
payments you may receive from the federal government.
 Together, the total maximum benefits from OAS, GIS and
GAINS is the guaranteed income level. The Province
guarantees that eligible Ontario seniors will have at least
this minimum level of income.
 The guaranteed income level is updated every three months
to reflect inflation.

Eligibility

You qualify for GAINS payments if you:


 are 65 years or older
 have lived in Ontario for the past 12 months or for a total of
20 years since turning age 18
 have been a Canadian resident for 10 years or more
 receive the federal OAS pension and GIS payments
 have an annual private income of up to $1,992 if you are a
single senior, or up to $3,984 if you are a senior couple.
Private income may include money from a private pension,
the Canada Pension Plan, bank interest, etc.

How to apply

If you currently receive the OAS pension and GIS, you do not have
to apply. Your GAINS benefits will be determined based on
information received from Employment and Social Development
Canada and the details provided on your personal income tax and
benefit return.

To receive your GAINS payments you must file your return every
year by April 30, even if you don’t have income to report, or
complete a GIS application and send it to your nearest Service
Canada office.

2.10.D Financial Assistance for PWA Clients


The Toronto People With AIDS Foundation/PWA’s Financial
Assistance program helps to support the health and wellness of
people living with HIV/AIDS and aims to alleviate some of the
financial burdens associated with living with HIV/AIDS.

It has three funds to which their members/clients can


apply:
i. Medical Disability Fund
ii. Positive Seniors’ Fund
iii. Health and Wellness Fund

In order to access any of the three funds, clients must:


 be HIV positive
 be registered clients of PWA
 provide written verification of their HIV status
 live in the City of Toronto and have a postal code that starts
with the letter M.

The MDF helps people living with HIV/AIDS manage some of the
financial burdens they face when living on Ontario Works,

Clients must also be:
 Currently on Ontario Works, Employment Insurance or

The fund helps HIV+ seniors manage some of the financial
burdens they face when they receive OAS (Old Age Security),
including a reduced monthly income and reduced insurance
coverage.
Amount: $200 between April 1st – March 31st
Clients must be 64 years old and older.

iii. Health and Wellness Fund


This fund helps people living with HIV/AIDS manage some of the
financial burdens they face when improving and maintaining their
health and wellness.
Amount: $275 between April 1st and March 31st

created the TO Artist COVID Response Fund to help the thousands
of Toronto artists who have lost income as a result of COVID-19

community and visual artists. Qualifying artists will each receive
up to $1,000 (about half a month’s rent).

Fund - SUSPENDED
The TO Artist COVID Response Fund is currently suspended,
pending processing of applications already opened or submitted.
If you have an open application, they encourage you to submit it
as quickly as possible. To date, 1900 applications have been
opened and are being reviewed. The first batch of results will be
sent before April 10.

2.11.A Canada Child Benefit (CCB) Increase


Eligible recipients will receive $300 more per child with their
regular May 2020 CCB payment. If you have previously applied
for the CCB, you do not need to re-apply. For more information on

2.11.C Extended Filing Deadlines


As a result of the COVID-19 pandemic, the government has
extended the 2019 personal tax filing deadline to June 1,
2020. If you are self-employed and pay tax by instalments,
you now have until Sept. 1, 2020 to pay your June 2020
quarterly personal tax instalment.

Canada Revenue Agency/CRA encourages individuals who expect

2.12.A One-Time Payment
As of March 25th, 2020, the provincial government announced a
plan to helping families pay for the extra costs associated with
school and daycare closures during the COVID-19 outbreak by
providing a one-time payment of $200 per child up to 12 years of
age, and $250 for those with special needs, including children
enrolled in private schools.

Parents/guardians must submit one application per child. Only


one parent / guardian may apply for each child. The parent /
guardian who applies should have custody of the child.

2.12.B COVID-19 Childcare for Essential Workers


March 31st update: The City of Toronto is authorized by the
Province of Ontario to provide emergency childcare for children of
essential and critical service workers. The service is provided at
no costs to families, funded by the Province of Ontario, for
children from birth to age 12. Services will operate 24 hours a
day, seven days a week. Centres are located across Toronto in
existing City-run licensed childcare facilities and staffed by City of
Toronto childcare workers.

Bus boarding and payment changes
“We are no longer accepting cash, TTC tickets or tokens on
buses at this time. If you do not have a PRESTO card or ticket
you will not be denied service and we would ask that you pay
at your first opportunity, like at a station or on a streetcar if
possible. As of March 18, 2020 the TTC stopped handing paper
transfers out to customers on buses.”
“Customers must board and exit the bus from the rear doors only,
except those who require the kneeling ramp to be deployed.”
These efforts help protect the health of bus drivers and maintain
service during the pandemic.
Fare Inspectors at subway stations
Fare Inspectors have been deployed across TTC subway stations
to provide customer service. During this time, they will not be
conducting fare inspections and are also no longer
travelling on TTC vehicles.

3.1 I DO NOT HAVE ONTARIO HEALTH INSURANCE PLAN
(OHIP) OR INTERIM FEDERAL HEALTH PROGRAM (IFHP)
COVERAGE

You will not be turned away or charged for service during


the pandemic.
On March 20, 2020, the Ontario Ministry of Health directed all
hospitals to: “provide all medically necessary services to
all persons who present at hospital, regardless of whether
the person presents a valid OHIP card, or does not have
health insurance under OHIP or another provincial health
insurance plan."
This includes all medically necessary hospital services, not
just COVID-19 related care.
This means that a patient without OHIP will not be asked for
payment up front or receive any bills.
The directive also makes clear to physicians and hospitals the
amount the government will reimburse them for providing these
services: "Payment for hospital services [for uninsured persons]
will be provided at the 2019/2020 interprovincial hospital billing
rates and physician services will be provided at the existing

All Ontario physicians - including those outside of hospital
settings - can now see uninsured patients and be

The 3-month waiting period is being waived.


On March 20, 2020, the Ontario government waived the 3-month
waiting period required before being given OHIP coverage.
“To ensure that anyone in need of care can receive it, Ontario is
waiving the three-month waiting period for Ontario Health
Insurance Plan (OHIP) coverage. Additionally, the province will
cover the cost of COVID-19 services for uninsured people who do
not meet the criteria for OHIP coverage. Together, these
measures will ensure that no one will be discouraged from
seeking screening or treatment for COVID-19 for financial
reasons.”
