Commercialization of science

• Nearly 34 billion tenge (US$77 million) have been invested in us over the last five
years, and science started to pay off. The socio-economic contribution of science
amounted to 46 billion tenge (US$104 million). Major breakthroughs took place
in the last year and a half. Scientists come to the Science Fund with their reports
on the results of scientific and technical activities. The task is to select among the
most striking projects those that will bring more results,” said Aryn Orsariyev,
Chairperson, Science Fund.
• Among the inventions, which are becoming popular abroad, are the Radioisotope
Cobalt-57, an antifungal medicine, whey-based drinks and even mare’s milk
probiotics to help improve metabolism. Other projects are being considered today for
attraction of foreign colleagues. For example, studies of Kazakh scientists who are
capable of identifying a person’s predisposition to disease and even learn about the
future physical data of a baby based on gene analysis.
• Genetics is becoming an increasingly irreplaceable part of the medical
process every day. The treatment of patients is very firmly based on
personalized medicine, on the genetic passport. Our center was one of
the first in genetic analysis in Kazakhstan. We have the largest
laboratory. We provide a very wide range of genetic services,” said
Yerlan Ramankulov, Director General, National Center for Biotechnology.
• Businesses based on inventions are becoming more efficient, the Science
Fund concluded. Over the past two years, the organization funded about
130 projects and launched 113 knowledge-based industries. This allowed
creating a lot of new jobs. New projects are ahead. Thanks to the state
support, today Kazakh scientists together with their foreign colleagues
participate in modern developments in various fields: from medicine to
environment and agriculture.
• As part of the experience exchange program for domestic
scientists, a project is annually adopted for the internship of
500 Kazakh scientists in leading scientific centers of the
world. Kazakh scientists and scientific experts have the
opportunity to conduct scientific research together with their
colleagues, work on the necessary laboratory equipment.
• In 2021, 416 scientists received grants for internships at
leading centers in 24 countries around the world .
• As part of the training of personnel, the Ministry of Education and
Science increased the number of grants for admission to doctoral
studies, tightened the requirements, increased their scholarship from
82 to 195 thousand tenge. The requirements of doctoral students for
the defense of dissertations have been strengthened. Now each
dissertation is defended online, the dissertation text is published on
Internet resources.
• A new budget program has been launched to upgrade the laboratories
of the institutes. Over the past two years, more than 800 units of
modern equipment have been purchased. This work will continue.

The Republic of Kazakhstan has embarked on the


energy transition from the fossil-based to low
carbon power. Coal is the dominant source of
energy in the country, accounting for 64.7%
of total projected generation and 74.0% of thermal
generation in 2019. The government is seeking to
diversify Kazakhstan’s energy mix and the
National Green Growth Plan envisages the
following (optimistic) breakdown by 2030: 49.0%
coal, 21.0% gas, 10.0% hydropower and 8.0%
nuclear, alongside a sizeable renewables  element.

such that it still accounts for
64.9% of total electricity
generation and 74.0% of
thermal generation in 2028
• By 2050, the government anticipates that non-thermal sources will
generate at least half of Kazakhstan’s energy needs. This plan requires the
start of a domestic nuclear energy program and significant growth in non-
hydro renewables. Kazakhstan will remain open to foreign investment as
a means to import the capital and expertise to realize its objectives,
although investor uncertainty about the operating environment will
further militate against the government achieving its targets.     
• According to the first President Nazarbayev, Kazakhstan intends to reach
50% of renewable energy sources (RES) in the total energy balance by
2050, with an intermediate goal of 3% by 2020 and 10% by 2030. From a
geographical and meteorological points of view there is a tremendous
potential in utilizing more wind power, solar installations and biomass in
increasing the renewable share in the country.
• The facility will promote solar, wind, hydro, biogas, distribution and
transmission projects and is expected to reduce CO2 emissions by at least
500,000 tones per year. The EBRD Board of Directors approved the
extension to the existing Framework, which has been almost fully utilized.
The first phase supported the creation of 262 MW of renewable power-
generation capacity across the country, attracted four private international
investors and supported a grid-strengthening project. In addition to the
EBRD funding, the Framework will be supported by concessional finance
from the Green Climate Fund. It will also benefit from a comprehensive
technical cooperation program, which will support competitive tendering for
wind projects, the development of a carbon market in Kazakhstan and the
promotion of gender inclusion in the renewable energy sector.
Conclusion
• “The commercialization of science results is one of the main
directions. Today, some scientific projects enter the market
through commercialization and work for our economy. Firstly, as
a result of commercialization, income from the sale of innovative
products amounted to 16.3 billion tenge. Secondly, the volume of
taxes paid is 5.2 billion tenge. Thirdly, more than 1,400 new jobs
have been created. Fourthly, the income of scientists amounted to
338 million tenge. More than 120 projects have reached the sales
stage. The volume of project exports amounted to 346.7 million
tenge,”
