Housing
One of people’s minimum basic needs for survival
Although most people take responsibility for acquiring
their own housing, the LGU can promote investments in
housing stock, deliver needed services or infrastructure
to existing or potential housing areas and/or designate
locations for socialized housing
This sector comprises the study of the characteristics of
available housing and relate basic services that cater to
the population.
Housing Situationer
Housing
This includes
an assessment of the nature of the housing problems
particularly those that pertain the adequacy of present
housing and the provision of basic utilities, where housing
problem exists and the number of families affected
an estimate of housing needs to meet present and future
requirements
an assessment of the affordability levels of the various income
groups and matching these with possible alternative housing
options.
assessment of availability for resource requirements (land,
building materials, infrastructure, finances) to ensure
implementation of suitable housing options for target
beneficiaries

Data Requirements
Current and Projected Pop. per Brgy., Average no. of Persons per HH in
City/Municipality -NSO
No. of HHs in Occupied Housing Units by toilet facilities, source of
drinking water, fuel used for lighting - NSO
No. of Homeless - DSWD
No. of Housing Units, Households, Percent Distribution of Owner-HHs in
Occupied Housing Units, Percent Distribution of Renter HHs in Occupied
Housing Units by Monthly Rental - NSO, LGU
Inventory of Subdivisions (Open market, economic and socialized
housing), Average Cost of Housing Unit - LGU, HLURB
No. of Housing Units in danger zones, those affected by infrastructure
projects and those subject to court order for eviction - Building Official

Analysis & Development Needs
Assess existing shelter needs
Doubled -Up Households
Occupied housing units, HHs, HH population by Type of Bldg.
- Examine the ratio of HHs to occupied housing units and the
ratio of HH population to occupied housing units. Ratio higher
than 1.0 indicates the existence of DOUBLED-UP HHs and a
Shortage of Housing units.
Displaced Units
= Housing units in Danger Zone + Housing units in
Uninhabitable Areas + Housing units Affected by
Infrastructure Projects + Housing Units Subject for
Demolition
Homeless
individuals or households living in parks, along
sidewalks, and all those without any form of shelter

Housing
Analysis & Development Needs (1)
Assess future shelter needs due to population growth
Time Frame
planning should be for short (5 yrs) as well as long (15 yrs) term strategies
Population Projection
Population increase = births + influx of migrants
Migrants normally live initially with relatives or else in makeshift houses in
illegal settlements until they are able to afford and are provided for
opportunities for better shelter. Thus, unless provisions are made for migrants,
there could be squatting problems in the locality in the future
No. of New Households
Household - a social unit consisting of a person or a group of persons who
sleep in the same housing unit and have common arrangement for the
preparation and consumption of food.
Housing unit - a structurally separate and independent place of abode
constructed, converted or arranged for habitation by one household.
= Total Population / estimated household size
Housing
Analysis & Development Needs (2)
Estimate future housing needs for projected years by substituting
directly this formula
Types of Densities
Low Density less than 150 persons per ha. of
residential area
Medium Density 151 -250 persons per ha. of residential area
High Density more than 250 persons per ha. of
residential area
Determine Future Density
Housing
Analysis & Development Needs
Upgrading Needs
Occupied housing units by construction materials of the
outer walls and roof - data can show housing units that
need replacement (makeshift/Salvaged/Improvised)
Occupied Housing units by condition (State of Repair) of
the bldg., year built - may show housing units that need
to be replaced (needs major repair, dilapidated/
condemned)
Housing
Resources Needed for Housing
Land - most critical resource
- Sufficient quantities of land should be identified for all income
groups
- present need but also for the land needs within the planning
period
Infrastructure - UDHA mandates LGUs and NHA in cooperation
with the private developers and concerned agencies to provide
basic services and facilities for socialized housing and resettlement
areas.
Finance Requirements - The calculations on the amount of
assistance to be provided by the LGU for basic services, land
acquisition and other forms of assistance (ex. technical) will give the
estimate for total funds required from the LGU budget. (see Annex 4
of the HLRB Guidelines Housing)
