Housing
 One of people’s minimum basic needs for survival
 Although most people take responsibility for acquiring
their own housing, the LGU can promote investments in
housing stock, deliver needed services or infrastructure
to existing or potential housing areas and/or designate
locations for socialized housing
 This sector comprises the study of the characteristics of
available housing and relate basic services that cater to
the population.

This includes
 an assessment of the nature of the housing problems
particularly those that pertain the adequacy of present
housing and the provision of basic utilities, where housing
problem exists and the number of families affected
 an estimate of housing needs to meet present and future
requirements
 an assessment of the affordability levels of the various income
groups and matching these with possible alternative housing
options.
 assessment of availability for resource requirements (land,
building materials, infrastructure, finances) to ensure
implementation of suitable housing options for target
beneficiaries

Standards & Guidelines to Consider in Assessment

 Each household or family should have an acceptable


housing unit.
 All barong-barong or makeshift dwelling units are
considered unacceptable and therefore should be
upgraded.
 Housing units destroyed by calamities, like typhoon
and fires should be replaced.
 Houses not equipped with facilities, like sanitary
toilets or piped water, are not considered for
replacements. Rather, these facilities should be
provided first.

Defining Housing Projects
 Subdivision Project - a tract of land registered under Act No. 496 which is
partitioned primarily for residential purposes into individual lot with or
without improvements thereon, and offered to the public for sale, in cash
or in installment terms
 Condominium Project - the entire parcel of real property divided or to be
divided primarily for residential purposes into condominium units
including all structures thereon
 Economic and Socialized Housing - a type of housing project provided to
moderately low income families with lower interest rates and longer
amortization periods
 Socialized Housing - As defined under RA 7279 refers to housing
programs and projects covering houses and lots or homelots only
undertaken by Government or the private sector for the
underprivileged and homeless citizens which shall include sites and
services development, long-term financing, liberalized terms or
interest payments and such other benefits in accordance with the Act.
 Open Market Housing - housing constructed and financed by the private
sector as a business venture and sold at prevailing market prices and
interest

 Population increase = births + influx of migrants
 Migrants normally live initially with relatives or else in makeshift houses in
illegal settlements until they are able to afford and are provided for
opportunities for better shelter. Thus, unless provisions are made for migrants,
there could be squatting problems in the locality in the future

 Household - a social unit consisting of a person or a group of persons who
sleep in the same housing unit and have common arrangement for the
preparation and consumption of food.
 Housing unit - a structurally separate and independent place of abode
constructed, converted or arranged for habitation by one household.

outer walls and roof - data can show housing units that
need replacement (makeshift/Salvaged/Improvised)

the bldg., year built - may show housing units that need
to be replaced (needs major repair, dilapidated/
condemned)

 Land - most critical resource
- Sufficient quantities of land should be identified for all income
groups
- present need but also for the land needs within the planning
period
 Infrastructure - UDHA mandates LGUs and NHA in cooperation
with the private developers and concerned agencies to provide
basic services and facilities for socialized housing and resettlement
areas.
 Finance Requirements - The calculations on the amount of
assistance to be provided by the LGU for basic services, land
acquisition and other forms of assistance (ex. technical) will give the
estimate for total funds required from the LGU budget. (see Annex 4
of the HLRB Guidelines Housing)
