ABSTRACT Buildings - Construction of Additional Examination Hall at First Floor over the existing Examination Hall in K.A.P. Viswanatham Government Medical College at Trichy - Orders — Issued. No.36836/P&D1/1/2017, dated: 03.01.2018 and 30.10.2018. ORDER:- The Director of Medical Education, in his letters read above, has sent the proposal for the construction of Additional Examination Hall at First Floor over the existing Examination Hall in K.A.P.Viswanatham Government Medical College at Trichy due to increase of seats. 2. The Director of Medical Education has stated that the existing Examination Hall in KAP. Viswanatham Medical College, Trichy is having the capacity of 500 students accommodation only. It is, therefore, proposed to construct Additional new Examination Hall at First Floor over the existing Examination Hall of the Medical College. 3. The Director of Medical Education has furnished the following justification for the construction of Additional Examination Hall at First Floor over the existing Examination Hall in K.A.P. Viswanatham Medical College, Trichy:- + Existing of Examination Hall is having Ground Floor with 1228.50 sq.m. and Portico with 36.10 sq.m, totaling 1264.60 sq.m. * In G.O, (Ms.) No.330, Health and Family Welfare Department, dated 19.12.2011, administrative and financial sanction was accorded for the construction of Deans Quarters and Examination Hall and in G.O. (Ms.) No.111, Health and Family Welfare Department, dated 06.05.2014, the revised administrative and financial sanction was accorded for the above construction. + As per the amended Medical Council of India norms, it is mandatory to have two Examination Halls with 250 capacity each. The Examination Hall should be of Flat type without any gallery. At present, only one Examination Hall with capacity 250 is available. During the Medical Council of India inspection, the 350 students Lecture Hall which is of gallery type is shown as the second Examination Hall. As undergraduate and postgraduate strength have been increased from 100 to 150 and 18 to 86, it is difficult to accommodate two batches of 150 MBBS students (150 x 2 = 300) and also additional batch of failed students approximately about 50 in number in the existing Examination Hall, totaling 350 students (300+50) 2 + As number of students have been increased from 100 to 150, the intemal assessment tests have to be conducted in the examination hall only and cannot be conducted in the lecture hall for lack of space. As per the University norms, 6 internals for each Department have to be conducted for internal assessment mark. 17 Departments are available for which one hall is not enough and it is not possible to conduct all the internal assessment tests (17x6=106 tests) in one examination hall This College also has paramedical Course B.Sc.,- 8 courses - 160 students per year, BPT Courses — 25 per year, 2 Diploma courses — 110 students per year. It is difficult to conduct examination for these courses in one examination hall. * Around 16 Private and Government Nursing Colleges (i.e.) 450-200 students, all around Trichy, write their examination in the Medical College for which this examination hall is not sufficient. Therefore, one additional hall is needed. + Atpresent, the total number of students studying at present in the above said institution are as follows:- MBBS - 150 x 4 = 600 students and PG 86 x 3 = 258 students CRRI = 150 students Diploma Courses = 2 x 100 = 200 students BPT = 25 x 3 = 75 students Diploma in Nursing =100 x 3= 300 students Para Medical degree courses (B.Sc) = 160 x 3 = 480 students Para Medical Certificate Courses = 245 students 4, The Director of Medical Education has countersigned and forwarded the rough cost estimate for the construction of Additional Examination Hall at First Floor over the existing Examination Hall in Government K.A.P. Viswanatham Medical College, Trichy, prepared by Chief Engineer (Buildings), Public Works Department, Trichy Region. The estimate works out to Rs. 266.00 lakh for the year 2017-2018 and Rs.292.60 lakh for the year 2018-2019. He has requested the Government to accord administrative and financial sanction for the above work. 5. The Government, after careful examination of the proposal of the Director of Medical Education, accord administrative and financial sanction for a sum of Rs.219.51 lakh (Rupees Two hundred and nineteen lakh and fifty one thousand only) for the construction of Additional Examination Hall at First Floor over the existing Examination Hall in Government K.A.P. Viswanatham Medical College at Trichy. 6. The expenditure sanctioned in para 5 above shall be debited to the following Head of Account (Demand 39 02):- "4210 — Capital Out lay on Medical and Public Health — 01 - Urban Health Services - 110 - Hospitals and Dispensaries (including Pharmacy) ~ State's Expenditure — JA Building - 416 - Major Works~ 01 Major Works". The expenditure sanctioned in para 5 above shall constitute an item of “New Instrument of Service” and the approval of Legislature will be obtained in due course. Pending approval of the Legislature, the expenditure may be initially met by drawl of an advance from the Contingency Fund. The Chief Engineer (Buildings) is : : 3 directed to calculate the actual amount required for the period upto next Supplementary Estimates and apply for sanction of the same as advance from the Contingency Fund to Finance (BG.|) Department directly in Form “A” appended to the Tamil Nadu Contingency Fund Rules 1963 along with a copy of this order. Orders for sanction of an advance from the Contingency Fund will be issued from Finance (BG-l) Department. The Chief Engineer (Buildings) is requested to send necessary explanatory notes to include the above expenditure in the Supplementary Estimates for the year 2019-2020 to Finance (BG-I / Health — II) Department at the appropriate time without fail. 8. This order issues with the concurrence of Finance Department, vide its U.O.
