13. BASIC FUNCTION OF POSITION
The purpose of this position is to manage the planning, implementation, and monitoring of the PEPFAR DREAMS (Determined Resilient
Empowered AIDS Free, Mentored, Safe) initiative in Mozambique. The job holder is responsible for working collaboratively with the
PEPFAR interagency team, provide technical guidance and oversight to ensure the successful implementation of the DREAMS Initiative.

Job holder provides technical expertise and coordination for the DREAMS (Determined Resilient Empowered AIDS Free, Mentored, Safe)
program within the context of in-country HIV/AIDS programs supported through the U.S. President’s Emergency Plan for AIDS Relief
(PEPFAR). Job holder collaborates with U.S. team colleagues, host country Ministry of Health and other HIV/AIDS implementing partners
in the planning, implementation and monitoring of the DREAMS initiative in Mozambique. These activities are all geared toward
preventing HIV infection in adolescent girls and young women. Due to the close alignment of the DREAMS initiative with all PEPFAR
program areas, job holder works very closely with public health colleagues in all PEPFAR-funded agency programs and is a lead member
of the DREAMS TWG and other inter-agency technical working groups. The job holder will be critical in Planning and carrying out tasks,
resolving problems and conflicts, and in taking steps necessary to meet deadlines and providing technical expertise in HIV/AIDS
prevention, care, and treatment, and in particular, orphans and vulnerable children programming, as well as gender and prevention
programming. The holder Job holder is supervised by the Deputy PEPFAR Coordinator

14. MAJOR DUTIES AND RESPONSIBILITIES % OF TIME

Program Activities 25%


Job holder provides project management and technical consultation and assistance to PEPFAR implementing partners, host government
ministry collaborators and non-governmental organizations in designing, implementing and evaluating DREAMS activities. Job holder
provides expertise to interagency team in the role of civil society and the private sector in service provision; and, the cultural and
economic context of the epidemic in Mozambique and the region to ensure. Ensures DREAMS initiative goals, objectives, targets and
work plan aligns with overall COP strategy and other USG programming. Provides program coordination and oversight (including travel to
DREAMS districts to provide technical assistance and monitoring the program). The job holder will develop all materials related to the
DREAMS initiative and activities coinciding with the DREAMS initiative.

Project Management 25%


Job holder participates with the internal PEPFAR team as well as external partners in planning for needs for DREAMS and relevant
PEPFAR-supported projects and activities. Works closely with the PEPFAR team and partners in developing strategies and methods for
DREAMS implementation and improvement. Responsible for task allocation and coordination, setting and meeting development
timelines, and testing and quality assurance. Identifies implementation strategies, including necessary training for users and specifies
training materials.

Makes regular site visits and works closely with designated program managers in each partner organization as well as agency technical
leads in related program. Travel to DREAMS districts to provide technical assistance and monitoring the program. During site visits,
reviews progress and monitors the process (including resource allocation), outcome and impact of HIV/AIDS-related strengthening
activities, identifies implementation achievements as well as challenges in performance, and initiates appropriate actions in consultation
with the Ministry of Health, implementing partners and his/her supervisor. Recommends to PCO leadership, agency technical leads,
agency and Mission leadership for any issues that arise. Exercise judgment in planning and carrying out tasks, in resolving problems and
conflicts, and in taking steps necessary to meet deadlines.

Facilitates appropriate information sharing and communication platforms for the DREAMS initiative. Ensures all information sharing and
communication is done accurately and timely both internally and externally.

Works with agencies to monitor DREAMS budget and targeting. Works with leadership to respond to reporting requests from the Office
of Global AIDS Coordinator.

Interagency Coordination 25%


The job holder is the critical person responsible for coordination the interagency planning, implementation, monitoring and evaluation,
and communication for the DREAMS initiative among the USG PEPFAR interagency team. The job holder will coordinate participation of
the following agencies: Centers for Disease Control and Prevention (CDC), USAID, Department of Defense (DOD), Peace Corps (PC),
Department of State (Dos),

The Job holder will lead the DREAMS interagency technical working group ensuring participation by key interagency technical staff related
to prevention, gender based violence, adolescents and young women, HIV testing and counseling, care and treatment, Orphans and
vulnerable children, strategic information, and various other technical staff that are relevant to the planning, implementation and
monitoring and evaluation of the DREAMS initiative.

External Stakeholder/Partner Coordination 15%


Coordinate and develop all materials to external stakeholders, including but not limited to Government of Mozambique, Civil Society, Bi-
lateral partners and Ensures DREAMS initiative goals, objectives, targets and work plan aligns with external stakeholder plans and
initiatives.

The job holder is the critical person responsible for coordination the external engagement throughout the planning, implementation,
monitoring and evaluation, and communication for the DREAMS initiative. The job holder will communication and overall strategic
engagement with stakeholders from the government of Mozambique, Civil Society, implementing partners, and bilateral partners.

The Job holder will participate in relevant technical working groups hosted by the Government of Mozambique as the prime USG
DREAMS representative. The job holder will ensure key interagency USG technical staff participate in relevant meetings/discussions
related to key areas of prevention, gender based violence, adolescents and young women, HIV testing and counseling, care and
treatment, Orphans and vulnerable children, strategic information, and various other technical staff that are relevant to the planning,
implementation and monitoring and evaluation of the DREAMS initiative.

The job holder regularly provides briefs and recommendations to PCO and agency leadership on key stakeholder issues as they occur.

Administrative Duties 10%


Provides appropriate language and direction to be included in proposals or reporting for all DREAMS documents. This ensures DREAMS
initiative consistency across agency programs as well as with PEPFAR and host country policies and regulations.

Works with agencies to prepare regular and ad hoc written progress reports on DREAMS partner activities. Readers of these reports
include agency and post management, other agency PEPFAR officials, U.S. headquarters offices, and excerpts of such reports can
ultimately be used in reporting to the U.S. Congress. Reporting responsibilities are monthly, quarterly and annually. Makes oral
presentations to agency and other embassy officials on the progress of DREAMS program activities.

Maintains files and records specific to the DREAMS activities/programs for which incumbent is responsible. Program files include reports,
meeting summaries and minutes, copies of all grants/cooperative agreements/contracts, as well as technical documentation (technical
considerations, target files, etc). Whenever possible these records will be filed electronically for recordkeeping purposes.

Working closely with the supervisor and DREAMS TWG colleagues, the incumbent provides technical oversight of annual reporting of
DREAMS progress.

Job holder will be required to occasionally take a lead role in carrying out impromptu minor projects such as new special initiatives that
align with DREAMS portfolio, from PCO leadership or from the Office of the Global Health Coordinator (OGAC). May also be responsible
for controlling site visits for a special VIP visit.

Provides assistance to the PCO Finance and Budget specialist in the oversight and monitoring of the budgets allocated to DREAMS
initiative. This includes reviewing budget requests for appropriateness, monitoring use of funds for adherence to proposed activities,
developing quarterly pipeline reviews/budget status reports, investigating irregular findings, and providing advice for realignment of
budgets and accruals.

15. QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE


a. Education:
Required: A minimum of Bachelor’s degree (4 years) in social work, sociology, anthropology, public health, public administration,
epidemiology, social or behavior science is required.

b. Prior Work Experience:


 Minimum 5years of relevant work experience in international development and/or project management in the field of
community-based health and/or education programs focused on children and/or adolescents (examples include, but are not
limited to education, sexual and reproductive health, HIV/AIDS support, economic empowerment, grassroots development,
Gender Based Violence).

c. Post Entry Training:

d. Language Proficiency: List both English and host country language(s) proficiency requirements by level (II, III) and specialization
(sp/read):
 Fluent in verbal and written English (III) and Portuguese (III)
e. Job Knowledge:
 Comprehensive understanding and knowledge of the PEPFAR program
 Comprehensive understanding of HIV/AIDS prevention and community-based social welfare initiatives, including program
design, implementation and evaluation

f. Skills and Abilities:


 Strong management and analytical skills are required to strategize, develop, and implement effective USG-supported HIV/AIDS
programs; and strong financial management and administrative skills used to track the performance of implementing partners.
 Evidence of excellent interpersonal, facilitation and teambuilding skills/experience required
 Demonstrated ability in maintaining close counterpart relationships, both governmental and in the partner community is highly
preferred
 Demonstrated leadership skills in negotiating and managing diplomatically sensitive issues
 Demonstrated ability to apply policy directives to activity design, implementation and monitoring and evaluation
 The ability to interpret regulatory directives and related guidance.
 The ability to organize and present information and to draft clear, concise documents.
 Excellent written and oral communication skills

This position will consistently be exercising judgment because of it’s critical role in . This position will work closely with external clients,
including the Mozambican government, implementing partners, community-based organizations, and/or other bilateral donors, to launch
and implement the DREAMS initiative in Mozambique. The job holder with agency co-leads and technical working groups, collaboratively
develops guidance documents that directs the implementation of the DREAMS initiative by partners.

Internal Contacts: Must communicate consistently with PEPFAR Technical staff to ensure deliverables. Must communicate consistently
with PCO leadership providing written/verbal briefings and advise on key decision.

External: Must have consistent communication with implementing partners to provide technical assistance in implementing the DREAMS
initiative. Must also have consistent communication with the Government of Mozambique, Civil Society, and Multi-lateral partners to
ensure collaboration.
