2 State Assessment:

2.1 Key highlights

1. 8 States are growing faster than India as against 6 States on 1.04.2020:


Andhra Pradesh, Tamil Nadu, Madhya Pradesh, Delhi, Bihar, Jammu & Kashmir, West Bengal,
Rajasthan.
2. New States affected: Jharkhand, Assam.
3. 10 states are contributing to >80% of India’s total COVID-19 cases:
Maharashtra, Kerala, Tamil Nadu, Delhi, UP, Karnataka, Rajasthan, Madhya Pradesh,
Telangana, Andhra Pradesh.

3 Best practices by states:

3.1 Assam

 Seven days’ extensive training on Corona Critical Care being imparted online as well in seminar
halls to doctors belonging to all disciplines, nurses, Final Year MBBS Students, Final Year
AYUSH Students, Final year BDS Students, PG Students, Final Year BSc Nursing & GNM
Students.
 Set up Corona Care Centre by converting the Sarusajai Stadium into a facility for quarantining
people (Nearly 700 beds).
 All medical personnel recalled and teams formed with medicine and pulmonary specialists as
leaders.
 Have blocked hotels in all major cities for quarantining the medical staff for 14 days after their
6 days duties. All separate rooms with TV and WiFi connection.

3.2 Rajasthan

 The distillery and liquor division of the Rajasthan that normally produces 2.4 million bottles
of country liquor every day is now producing sanitizers.

3.3 Tripura

 6.19 lakh poor families in the state would get free ration for one month.

3.4 Odisha

 Ensured food and accommodation to 23,000 migrant workers stranded in the state through
336 camps.

3.5 Delhi

 Started tracking cell phone location of people in quarantine, it will also help in identifying
the number of people who came in contact. Strict action will be taken against violators.
 Provided INR 5,000 as financial assistance to around 35,000 construction workers.

3.6 Chhattisgarh & Maharashtra

 All schools have been instructed to postpone the recovery of fees during coronavirus
lockdown.

3.7 Other Institutions: Food Corporation of India & Indian Railways

 FCI is moving grains to meet the requirement of states such as Bihar, UP and West Bengal,
moved a record 58 rakes through Indian railways against an average of 30-35 rakes.

4 Advisories/ Letters to States:

 Advisory for Human Resource Management of COVID-19 placed in public


domain by MoHFW.
 Details of vacancies of epidemiologists in various Districts of the States in the
country shared with the States/ UTs by MoHFW with emphasis on urgent need
of filling up of these posts so that epidemiological investigation and cluster
containment can be further strengthened. Hon PM also spoke of this in VC with
Hon CMs on 02.04.2020. CDC trained epidemiologists are available in the
States. They need be deployed for this task immediately and other positions
that can be managed by redeployment.
 The video on PPE donning and doffing for gown type PPE shared with States/
UTs. This video may be used to train nurses.
 PARCEL TRAINS FOR ESSENTIAL COMMODITIES: The various Parcel Special
Trains being run by Railway including Time Tabled specials on various routes to
transport essential commodities has been posted by Chairman Railway Board.

interested to move essential commodities by such parcel trains, they may

5 Issues of States:

 Some States informed about the issue of shortage of PPEs, N-95 masks in their
States. To this, the Health Ministry responded to rationalize and optimize the
use of the PPEs. The next stock is likely to arrive on 4th April after which the
situation on availability of these items will ease out. The States were also asked
to update the stock position on the portal as well based on which the dispatch
plan gets made. States may suggest a formula by which these can be
distributed.
