TRAINING-WORKSHOP ON HUMAN RIGHTS-BASED APPROACH COMMUNITY ORGANIZING FOR THE

WATSAN COUNCILs/TEAMs, CSOs, COORDINATORs AND SKILLS TRAINING FOR THE BARANGAY WATER
AND SANITATION ASSOCIATION

Background and Rationale

The training-workshop is still part of the capacity development programs intended for the
SALINTUBIG and Assistance to Municipalities (AM) Water programs’ participating
LGUs’/municipalities to ensure the sustainability of the water supply facilities. The DILG has
designed several capacity development programs for the LGUs/municipalities from planning to
construction to operations and maintenance. For the operations and maintenance of a water supply
system, the DILG gave the LGUs/municipalities several management models to choose from. These
options are the following: a) Water District, b) Cooperative, c) Private Business, d) LGU, and e)
BWSA. Should the LGUs/municipalities opt that their water supply facilities be managed by a BWSA,
the activity is intended to train the WATSAN Councils/Team to organize and capacitate the BWSAs
for proper operations and maintenance of their water supply systems to ensure sustainable
provision of safe water and potable water to the communities.

This particular training program is to be administered in two (2) workshops. For the 1 st workshop,
the DILG, in partnership with the Regional WATSAN Hubs will train the DILG-Prov. Focal Person,
Municipal WATSAN Councils/Teams, CSOs and Barangay/community leaders in organizing the water
users and training BWSAs using the right to water principle. Ion this approach, the LGUs
(municipalities & Barangays) will not just be delivering safe and potable water but are also ensuring
the delivery of a basic human right. The right to water views water as a “public good fundamental
for life and health indispensable for living a life with dignity adequate for human dignity, life and
health. In addition, since the people community believe that water is gift from god and should be
free of charge, the Team should inculcate to the minds and hearts of the people that although water
is human right, it carries with it obligations and duties from which government and water users
cannot escape, one of these obligations is to pay for water.

The 2nd workshop will be the skills enhancement and the finalization of the social contract between
the customers and the water service providers, the Localize Customer Service Code.

Objectives

The training-workshop aims to enhance the knowledge and skills of the participants. Specifically, the
P/municipal WATSAN Councils’/Teams and CSOs will be able to:

 Explain the HRBA Concepts: Right to Water and Sanitation and its Governing Principles;
 Clarify the roles of major stakeholders (Municipal/Barangay LGUs., BWSAs & CSOs);
 Discuss Community Organizing and Development Framework involved in community
organizing processes;
 Demonstrate the significant functions, processes and requirements of organized Barangay
Water and Sanitation Association (BWSAs);
 Identify the training requirements of BWSAs and
 Formulate Human Rights-Based Community Organizing Implementation Plan on the
identified activities

 clarify the benefits of being a member of the community-level water association;
 explain the importance of paying water fees and

Opening Ceremony:

1. Prepare an opening prayer and audio clip of the National Anthem. You may also ask for
volunteers from the participants to lead this part.
2. Introduce yourself as facilitator of the workshop. If there are resource speakers present,
introduce them as well.
3. Let the participants introduce themselves briefly.
4. Opening remarks will be done by the head of the DILG Office that will be hosted the activity

Group yourselves according to/ arrange the circle:

1. The participants will be split into 4-6 groups.


2. Participants will then arrange themselves randomly in a straight line within their group
3. The facilitator will call out a particular characteristic:
a. Height, from shortest to tallest!
b. Birthday, from earliest to latest!
c. Hair length, longest to shortest!
d. Number of kids, least to most! And so on
4. The participants will then rush to arrange themselves in that order, and the group who
successfully completes the arrangement should all raise their hands in unison.
5. To bring the difficulty to the next level, after a certain number of rounds, the facilitator must
dictate that NOBODY can speak. All must use sign language.
6. Obviously, it will take more time, but the aggressive hand signals will make for much laughter!

Name Introduction & Finding Connection:

1. Ask the participants to form a big circle. Give each a piece of paper where they can write their
answers.
2. There will be a draw lots containing various questions which the participants need to answer.
(see Appendix A – GTKY funny questions to ask)
3. Clockwise, the participants will introduce themselves and tell the answer to the given question
4. The participants will have to find related answers to create a short story

Expectation check

 Considering the group from the last game, the facilitator will aid the participants to express verbally
their anticipation with regards to the (1) Training Content, (2) Resource Speaker, (3) Co-participants,
and (4) their commitment on how to make this workshop a successful one.

Training Overview

 After the activity, participants settle down and the facilitator will process the different thought
presented. Also the facilitator will discuss/explain the training overview, program flow, expected
output and house rules.

Pre – Test

 Pre-test will be also facilitated. A standardized test that will be given to participants and later on will
be re-test with the same for the comparison and gauge learnings.

Workshop 1: BWSA Assessment/ Barangay/ Spot Map: The activity/workshop aims to make the
participants map out and assess the current situation of their water facility, Operations and
Maintenance, Financial etc. in their Barangay
1. Each BWSA/Barangay/LGU will be given a manila paper and pentel pens answer each question in
the assessment form
2. The groups will report and discuss their output base on their assessment and the Resource
Person will provide inputs base on his/her valuation on the presented data/output
3. The Resource Person will processes the workshop with emphasis how important those data in
the assessment of each BWSA/LGU
4. The output will be posted in the wall and will be used in the whole duration of the training-
workshop.
Output: Profile, enumeration of WASH facilities and current situation of BWSA Management base on the
assessment form provided and accomplished assessment form

definition of BWSA by elaborating on the meaning of the key words in the definition, discuss the BWSA
functions as an organization and its structure, Factors that contribute to the success of the association,
identify the indicators of a Well Managed BWSA and BWSA documents

Workshop # 2: aims to draft and organize the Existing Structure of the BWSA and/or create
Organizational Structure/Operational Structure

1. Participants will be asked to be grouped with their corresponding/existing BWSA in their locality
2. Each group will be given a manila paper and create Structure/composition and identify the
function of each member of their BWSA (Organizational and Operational Structure) base on the
presented sample structure of BWSA. The structure will also reflect the position and number of
members in the BWSA
3. The group will report and discuss their organizational structure/composition and explain each
function

Output: draft form of an Organizational Structure of BWSA with functions of each member this can be
used as their reference once they go back in their community.

Indicators of a well-managed Water Supply System (Institution, Financial, & Technical Component) –
the Resource Person/Facilitator will discussed and explain each indicator institution/organization,

Localized Customer Service Code – The Resource Person/Facilitator will discuss the guidelines for the
Preparation of Draft LSCS, emphasize the step by step on how to draft LCSC and explain the checklist of
information required and documents needed in drafting LCSC and present the sample/final LSCS from
other BWSA
1. Participants will be asked to be grouped with their corresponding existing BWSA in their locality
2. Each group will be given a copy of LSCS format form and a final LCSC of a BWSA for their
reference to draft of their own LCSC
3. Each group will be given a time to present their draft LCSC and the group and Resource Person
will provide comments/suggestions and inputs with their work
4. The group presented their draft LSCS will document the comment/inputs provided from the
other group and RP/Facilitator
5. Each group will be given time to finalize their draft LCSC based on the provided comments and
inputs

Capacity Building
Financial Component
 Financial Management/ Simplified Accounting System & Procedures – discuss and explain to
the participants that the financial management differ in individual and communal water supply
systems. Elaborate that in the latter system, it is very important that the methods of collection
and management of funds are made simple enough, transparent and cost effective to ensure
community financing.
Tell the participants that this session will help them in identifying and analyzing the common
problems in fund collection and management in their BWSA/Barangay and that, based on the
results of their analysis, suggestions for improving their present system of fund collection and
management will also be generated.

 Workshop 3: aims to assist and teach the participants fully understand the Financial
Management/Simplified Accounting System and Procedures.
1. Participants will be asked to be grouped with their corresponding/existing BWSA in their
locality
2. Each group will be given different forms for simplified accounting and sample problem
3. The group will answer the form according to their understanding in the discussion
4. Each group will be given time to present their output
5. Then the Resource Person will present the correct answer and the computation of the
output step by step
Output: accomplished different forms of financial management that indicates financial status of the
BWSA
Water Supply Component
 Operation and Management – The Resource Person/Facilitator will discuss and emphasize the
Maintenance Work, Maintenance Schedules and Reports, Trouble Shooting Options and
Innovations, and Maintenance Program. Then the RP must briefly review the main points from
the presentations and discussion. Summarize the whole topic focusing on the
 Workshop 4 aims to identify the common issues and preparation/response during the
operation of Water Supply System on their community
1. Groupings from the workshop 3 will be retained. Each group will be given a manila

2. Each group will be given a time to answer the following question:
I. Enumerate common technical problems encountered during operations of your
water supply systems?
II. What remedies/measure undertaken by the BWSA (caretaker) to continue its
operation?
III. Identify preventive maintenance commonly practiced by the BWSAs?
3. The group will report and discuss their answer with the other groups. This can be used
as their guide to draft/make an operations and maintenance plan.

 Water Tariff – the Resource Person/Facilitator will enumerate and discuss the operating and
maintenance costs of water supply facilities; discuss the possible sources of operating revenues
and demonstrate how to compute chargeable water fees.
 Workshop 5 aims to teach the participants on how to compute tariffs, filling-up and use of forms
provided for water tariff

types of leaders and leadership, characteristics, roles and responsibilities of a BWSA leader and

during the field visit with the groups.

Sanitation/Hygiene – the resource person/facilitator will tell the participants that before presenting the
Sanitation/Hygiene, it is important to have grasp of the present sanitation and hygiene situation of their
area.

1. Divide the participants in their perspective BWSA/LGU and ask the group to answer the
following question:
a. Where are the sources of water in your community?
b. What does the BWSA/LGU do to ensure that the sources of water are clean?
c. What problems are encountered in ensuring that the water is clean
d. What are the LGU/NGO or other partners programs are undertake in your barangay?
e. To what extent these programs helped your community?

Film Showing “Cholera” – after the discussion on the Sanitation and Hygiene the Resource
Person/Facilitator play a video related to the topic and the participants will reflect, then the RP will ask
the participants about the video/feedback. The RP will discuss/emphasis the conclusion and lesson
learned about the story of “Cholera”

Planning Workshop, Way forward and Agreements – aims to guide the participants on what they have
to do once they go back to their respective community LGUs.

1. Each BWSA/LGU will be given action form indicated the activity to be undertaken by the
BWSA/LGU, each BWSA/LGU they can add more activity that may help them to achieve their
goal or eliminate some activities that are not applicable to them.
2. Each group will be give 10 minutes to present their accomplished action plan, the Resource
Person/Facilitator will provide inputs in the said action plan.
3. After the presentation they will submit the final action plan based on the inputs provided by the
Resource Person and with their signatures.

Output: accomplished action plan

Closing – Secretariat to distribute Post Training Evaluation forms and customer satisfaction where the
participants have to fill out.

Synthesis/Impression: Facilitator to distribute paper and pencil and ask volunteers from the participants
to fill out the blank questions with their chosen emoticons at the back.
