Is there an attachment 1, 2 and 4?


Yes, there are attachments 1, 2, and 4. They are included at the end of the PDF version of the RFP document (file
name: Finaltosend.pdf).

How extensive will the RFP process be? Is it very time intensive?
The Authority’s procurement policy requires us to follow a competitive Requests for Proposals process. The RFP
we published describes this process, our timeline, the documents you must submit (including the required
format), and our evaluation criteria. Please read through the materials to ascertain your company’s ability to
conform to our requirements.

Is this RFP only for commercial loans or are their residential loans in play?
While the Authority does originate and service single-family residential mortgages, the solution we are seeking
under this RFP will specifically address the origination and servicing of our commercial lending product lines. If
your solution provides both commercial and residential loan origination or loan servicing functionality and you
would like the Authority to be aware of your residential capabilities, please provide this information in your
response to question number 15.1 in Attachment 7 – Authority Business Requirements.

Can you let us know if an extension to the proposal response is possible?


Due to internal time constraints, we are unable to extend the proposal deadline beyond November 8, 2018 at
2pm at this time. WHEDA may, at any time, determine to extend the deadline. A notification will be sent of any
changes.

Whether companies from Outside USA can apply for this?


The Authority will accept responses from any company qualified to do business in the State of Wisconsin.

Do we need to come to your offices for meetings?


The Authority will be requiring on-site software demos for selected vendors. While it may not be imperative for
the selected vendor to perform implementation and migration tasks on-site at our offices, your proposal should
clearly articulate your ability to provide service and support, and to guarantee system uptime, during normal
work hours in the U.S. Central Time Zone.

Can we perform the tasks (related to RFP) outside USA?


The Authority will be requiring on-site software demos for selected vendors. While it may not be imperative for
the selected vendor to perform implementation and migration tasks on-site at our offices, your proposal should
clearly articulate your ability to provide service and support, and to guarantee system uptime, during normal
work hours in the U.S. Central Time Zone.

Can we submit the proposals via email?


No emailed or faxed responses are allowed. See Section 3.2 of the RFP for delivery requirements.

Our product uses concurrent use seat licenses. We ask for an estimate from WHEDA as to the number of
concurrent-use seats the Authority thinks it would need. Concurrent seats are defined as the total number of
simultaneous users. (WHEDA can have as many named users as desired, but only the corresponding number
of simultaneous users as seat licenses.)

The RFP lists 148 total employees for WHEDA? Is this the number of software users we should expect to use
this system?
No, the number of users in our Commercial Lending product lines is less than 148. Assume the following user
statistics for your proposal:

Is there a way to provide confidential and/or proprietary information in this RFP or is everything in the RFP
open for public inspection?
The Authority is subject to Wisconsin public records laws. There are few reasons we can say “no” to a public
record request when received. Draft your proposal in a way that you are not concerned with it someday being
released under a public records request. Further information about Wisconsin public records laws can be found

I wanted to clarify that this RFP includes a front-end experience, decisioning engine as well as an actual LOS?
The Authority is seeking to replace our existing commercial lending and servicing systems with a new system (or
combination of systems) that will track leads and potential customers, perform loan origination and
underwriting, process construction lending and management of conversion from construction to permanent
financing, and perform loan servicing and compliance tracking functions for commercial loan products. Please
refer to RFP Attachment 7 - Business Requirements for more details about the business use cases we are hoping
to address with the new system(s).

Is it possible to set up a quick call with yourself and our product specialists who would like to clarify a few
questions and provide some information? Or would these need to be asked and provided via email? If
possible do you have availability tomorrow for a call?
Questions concerning this RFP must be submitted in writing via email to the Procurement Manager on or before
the Deadline for Submitting Written Questions provided in the Calendar of Events. Please refer to Section 3.7 of
the Request for Proposal for further details.

Do you have a projected date of deployment for your new lending system?
No.

Is there an identified date by which you hope to make a decision?


We currently intend to make a decision on or before March 31, 2019.

Do you use any type of underlying core processing system to track loan balances, etc.? (The RFP refers to a
Windows environment. I wanted to check to see if there was any other type of software platform we should
take into account.)
The Authority does not have an underlying core processing engine or system. Our infrastructure runs on
Microsoft Windows. Any on premise solution should run on Windows, but cloud solutions are viable and are
preferred

Do you utilize a Customer Relationship Management (CRM) system?


The Authority does not currently have a standalone CRM system

Any there any specific products/systems other than the DocFinity document imaging that you were looking to
connect via an API?
Our DocFinity ECM and our MS Dynamics General Ledger are the only products/systems to which we expect our
commercial lending and servicing system to connect with at this time. The Authority’s future API connectivity
needs will be dependent on the solution(s) proposed by RFP respondents. It is our desire to acquire a
comprehensive and fully-integrated commercial lending and servicing system, but we are accepting proposals for
best-of-breed solutions as well. In the latter scenario, it may be necessary for the proposed solutions to
communicate with each other via API connectivity, web services, ETLs, etc.

We handle the front-end/experience side of the equation. Are you open to us responding with a partner that
can handle the LOS and decisioning?
While a comprehensive, end-to-end solution is preferred, we welcome proposals for best-of-breed solutions that
meet only some of our business needs. If you have established relationships with other vendors to form a more
comprehensive solution, please articulate these partnerships/relationships in your response to question 1.1 on
Attachment 7 – Authority Business Requirements. Note that each or your partner vendor(s) must submit a
separate RFP proposal in order to be included in our scoring process.

Can I deliver the USB flash drive (containing a pdf file of the complete Proposal and a pdf file of the Cost
Sheet) separately from the hardcopy original complete proposal that is to be delivered in a sealed envelope?
It is our preference that all proposal materials are received together. If you choose to submit your materials in
separate packages, clearly mark each package as “Submission 1 of X”, “Submission 2 of X”, etc. It is your
responsibility to ensure that all materials are received by the Proposal Due Date and time listed in the RFP.

Have you set a proposed budget for the system(s) you intend to implement as a result of this RFP?
We are not disclosing information regarding our budget for this project.

Our solution would likely not help out much, if at all, on the Construction budgeting portion.
While a comprehensive, end-to-end solution is preferred, we welcome proposals for best-of-breed solutions that
meet only some of our business needs.

Are you looking for a full blown risk tool? If you are just using Excel today, as an example, our product, with
some report development, would be a giant leap forwards.
The Authority is seeking a comprehensive risk tool. Please include this functionality in your proposal.

Can we get some clarification on the question below? We are not quite sure what you are looking for with
respect to certifying or approving partner organizations?

“The Authority is seeking the ability to track external partners (borrower, management agent, on-site manager,
architect, owner, developer, financial institution, etc.) and multiple contacts within their organizations. Describe
how your system allows us to set up a diverse array of partner organizations, and to assign them to roles by
loan. In addition, describe how your system would facilitate our need to certify or approve partner
organizations to participate in our commercial lending programs.”

The Authority’s loan guarantee programs require us to certify (i.e. perform due diligence and execute an
agreement) partner financial institutions for whom we are providing loan guarantees. Question 5.1 on
Attachment 7 is meant to ascertain whether these external financial institutions can be set up as a partner
organization within your system, and whether you have any method for tracking whether those partners have
been certified. The absence of this data point would cause a loan guarantee application to be rejected as we
cannot provide a loan guarantee if the partner financial institution is not certified. The process of certifying
lenders is handled outside of our loan origination and/or loan servicing system.

In order to protect our customers and not infringe on their time, we do not provide references until
selection. Happy to provide them at that point but not as part of the RFP.
Our Request for Proposals process requires us to collect references at the time a proposal is submitted (see
Attachment 2 – Proposer Reference Form). However, be advised that the Authority will only contact references
for those vendors who are invited for a software demo.

Our solutions provide broad support for loan servicing, but not much in the way of originations and
underwriting.

Our loan origination platform does a lot of things than a more traditional platform, but we do not have a
servicing arm. Therefore, we will not be including any servicing as part of our proposal.

Does WHEDA’s requirement regarding “spreading” (aka cash flow analysis) require that the functionality be
performed by the LOS, or can it be accomplished another way? Our product cannot perform this and it would
have to be developed. Many of our present clients use spreadsheets to accomplish this.
While the Authority is seeking a comprehensive solution that includes automated processes for spreading/cash
flow analysis, in the event your system does not perform this functionality, provide a description for how you
propose we meet these needs.

Is the current "Loans! for .Net" system stored in an industry standard database? Will the files be exported to
standard file formats? Can we get more specifications for this system?
The “Loans! for .Net” system uses a database that runs on the industry standard Microsoft SQL Server 2012
platform. The data in the system can be exported to standard file formats (text, CSV, Excel, etc.) for the data
conversion process. The “Loans! for .Net” system is a client-server application that runs on our Windows 10
workstations and laptops.
Are there any other systems for data conversion? Are there any other sources like spreadsheets or other files
for conversion into the new system?
In addition to the “Loans! for .Net” system, there are two Authority-developed in-house systems for our small
business and agricultural loan guarantee programs that may be included in the data conversion process. These
systems use databases that run on the industry standard Microsoft SQL Server 2012 platform, and they are
client-server applications that run on our Windows 10 workstations and laptops. There are no other data sources
like spreadsheets or files that will be included in the data conversion process.

Data Conversion costs are not listed in the Cost attachment. Are you expecting us to list them in the
Additional Cost section? Can we quote the data conversion using hourly rates or do we have to provide a total
"not to exceed" number in this RFP response?
Either is fine.

The Optional Add-On Section of the proposal has two bullet points. Do you want us to price the software we
currently have that meets the requirements of these two points in this RFP? Should we list it as a module in
the first part of the cost proposal or list it in the Additional Costs section?
Put core software licensing costs in the “Software” section in the cell labelled “core (describe).” Put the cost for
additional modules you think we need in the “Software” section as well.
What are the expectations for "Post Validation for each Software Upgrade" as listed in the cost proposal?
We expect you to provide the cost to test and validate that all loan data and system functionality remains
accurate and available after each upgrade.

Section - 10.1: What property information is WHEDA collecting to perform the analysis? Can you provide an
example of asset risk analysis completed today?
We collect occupancy reports and annual financial statements. Our Asset Quality Rating Worksheet imports
data from within our system and performs calculations. A sample AQR worksheet is attached as Exhibit A.

Section - 15.1 For the non-debt products, what information would WHEDA want to track in a loan system?
Can you provide more detail on the New Markets Tax Credits transactions that are with other lenders
participation, or an example?
Most commercial lending and loan servicing systems will not have tax credit (e.g. New Market Tax Credits,
Federal Housing Tax Credits) allocation or compliance monitoring functionality. If your solution does handle
either of these programs out of the box, describe this functionality in your response to Section 15.1 in Attachment
7 – Authority Business Requirements.

With that said, WHEDA does administer several loan guarantee programs that may be a better fit for a
commercial lending and loan servicing system. Below is a table containing the data elements we track for our
small business loan guarantees, and our agricultural loan guarantees. If possible, indicate whether your system
has the ability to track these data elements.

Our loan guarantee programs work as follows: a qualifying business (could be a farmer) applies for a business
loan at their local financial institution. If that financial institution has been certified and approved to administer
Authority loan guarantee programs, they can submit the borrower’s loan package to see if they qualify for one of
our loan guarantee programs. Authority underwriting staff will review the loan package and notify the lender if
the borrower’s loan package was approved. If approved, the loan is guaranteed up to a certain percentage of
the loan amount, for a finite period of time. Once the loan closes, the financial institution must provide us with
periodic loan status and loan balance updates. If the borrower defaults, we reimburse the financial institution up
