relying heavily on the donation and loans from other countries in order to provide free health
facilities to growing population in the country.”
Indirect voice: In order for Bhutan to render free health services to its rising population, it has
heavy dependence on the grant and loans from other countries (Ministry of Health [MoH], 2000,
p. 20).
