1. Truck Categories in which offers would be accepted

2. The order of selection of trucks in the above categories would be as under :-

i. 1st priority to Trucks of Indane Distributors for uplifting own load requirement ,( Irrespective of
truck category viz 3 axle or 2 axle )
ii. From among the balance trucks , 3 Axle trucks would be selected ahead of 2 axle trucks with
further ranking being 560 cap followed by 525 and so on (504, 450, 360, 342,324,306)
iii. All things being equal , Trucks of existing Transporters would be selected ahead of outside
parties.

INDIAN OIL CORPORATION LTD (IOC), a Public Sector Oil Company invites e-Tender (Expression
of Interest) from IOC Distributor/IOC Dealer/Transporters with sound credentialS for award of
additional contracts for transportation of Indane LPG cylinders in vertical position on unit rate basis
ex HARIDWAR LPG Bottling Plant as per the prevailing rates, terms and conditions of the existing
transportation contract finalized against Public e-Tender id No. 2017_UPSO2_51134_1

The contract would be effective from the date of induction of trucks till the validity of existing
contract for HARIDWAR BP i.e. 24.9.2020 and is further extendable for two more years at an
interval of one year each at the same terms & conditions at sole discretion of the Corporation.

BID DOCUMENT FOR REFERENCE :

Interested bidders are advised to read and understand the attached 119 page bid document , TDG
and thus familiarize themselves with the basic requirements of the tender.

Bidders should also note that since this is an EOI offer, many portions of the bid document viz. Price
bid, evaluation criteria under different scenarios do not hold good any longer,but are only of
academic interest since the tender has been finalized at Floor rates I.E. MINUS 5 %
Since time is the essence and requirement of trucks is immediate, bidders are advised to submit
their completed offers in earnest without leaving any scope for ambiguity or need for seeking of
clarification

1. SCOPE OF WORK: - Transportation of Indane LPG cylinders in stake trucks in Vertical position
on unit rate basis ex HARIDWAR LPG Bottling Plant to various markets / destinations as per the
Plant’s instruction at lowest i.e. L-1 rates .
Only ready trucks which can be put to use for cylinder transportation should be on offer
While evaluating the extension. the party ‘s performance as reported by plant In- Charge will be a guiding
factor.

After Completion of 3rd /4th years , yearly escalations of 5.0% on 4th /5th on the non-fuel component of the
rates ( finalized rate less the corresponding HSD component of the finalized rate )shall be applicable.

2. OFFER OF TRUCKS:- The offer of the trucks should be submitted in the excel format as given
in tender documents by the parties fulfilling the following conditions:

(i) Age of the truck should not be more than 14 years as on last day of submission
(ii) Tenderer must own at least ONE truck in their name ( FOR understanding of ownership and
other definitions , THE ORIGINAL BID DOCUMENT SHOULD BE READ AND UNDERSTOOD IN FULL
measure )

Additional trucks offered may be owned or attached. In case the tenderer is offering attached
trucks along with the owned trucks as mentioned above, then the maximum number of such
attached trucks that can be offered should be in the ratio of 1:1 only i.e. for every 1 owned truck 1
attached trucks.
(iii) Trucks / parties black listed by Oil Companies will not be considered for award of the contract.
(iv) Trucks offered under this offer should not be under contract with any Oil Company as on the
closing date of this EOI.
(v) In case same Truck is offered by 2 or more parties, then it shall not be considered from any
party.
(vi) The award of the adhoc / addl contracts will be based on the terms and conditions of the
existing contract already finalised against Public Tender
(vii) The offer details of trucks should be uploaded as per Annexure 2 carefully with particular
regard to manufacturing Date. Also to be uploaded is a clear legible RC copy
Suitable reservation for various categories i.e. SC / ST/ MSME will be considered as outlined in the
tender document . Reservation given at the time of original tender submission and finalization will
also be taken into consideration while arriving at the final selection of reserved category bidders

5. EMD payable is Rs 15000 per truck. EMD should be paid online.

6. SUBMISSION of REQUIRED DOCUMENTS:-

All the REQUIRED Documents mentioned in Check ListS to be uploaded on e-tender
website by Tenderer.

7 CATEGORY DECLARATION FOR THE BID

Bidder should clearly state the category / categories under which the application has
been made
(a) whether SC or ST or General
(b) whether MSE Gen or MSE Women or MSE SC/ST
(c) Whether truck offered by distributorship is for own load
(d) Whether Transporter

BIDDER SHOULD ALSO UNEQUIVOCALLY STATE AND SUBSTANTIATE HIS/HER CATEGORY BY

UPLOADING OF SUPPORTING CERTIFICATE, IN THE ABSENCE OF WHICH THE APPLICATION WILL
BE TREATED AS GENERAL CATEGORY

8. SUBMISSION TIME:- 25 days

9. ANY CASUALLY FILLED OFFER IS LIABLE FOR REJECTION AS NO EXTRA OPPORTUNITY IS
ENVISAGED AND TENDER WOULD BE DECIDED ON THE merits of the SUBMITTED DOCUMENTS
ALONE. Successful Tenderers will have to submit original copies of all affidavits and undertakings
