1. Duterte, Trump discuss bilateral cooperation vs.

coronavirus

President Rodrigo Duterte receives a phone call from US President Donald Trump to
discuss bilateral cooperation against the coronavirus disease (Covid-19) pandemic
which continues to affect almost every country and territory across the world.

“The call came in at 10:10 in the evening. It was initiated by the US government. It
lasted for about 18 minutes. It was cordial and it was about bilateral collaboration on
Covid-19 but beyond that I have no authority to divulge any further details,” Presidential
Spokesperson Harry Roque said.

Roque appealed for understanding from the public for not giving a full account of the
conversation, stressing that diplomatic communications are an exception under the
Executive Order No. 2 on the Freedom of Information program which mandates public
disclosure of all government records involving public interest.

In support of the Bayanihan to Heal as One Act to combat the COVID-19 pandemic, the
Philippine Air Force’s fleet of Lockheed C-130 "Hercules" cargo planes transported
some 89,775.36 kilograms of government-procured personal protective equipment
(PPE) sets from March 31 to April 19.

Air Force Spokesperson Maj. Aristides Galang said in a statement that the government-
procured PPEs from Xiamen International Airport in China include sterile and
disposable protective suits, medical goggles, KN95 masks, surgical masks, medical
gloves, protective gowns, head covers, surgical caps, and shoe covers.

Galang assured that the PPE sets underwent preventive disinfection and
decontamination processes led by PAF medical teams and the Chemical Biological
Radiological Nuclear Explosives personnel from the 710th Special Operations Wing.

Tagged as fake news, the voice clip claiming the declaration of a "total lockdown or
martial law" was dismissed by Philippine National Police (PNP) on April 20 as it
circulated and went viral on social media.

PNP Spokesperson Brig. Gen. Bernard Banac urged the public to be discerning these
days, and avoid sharing or posting unverified information.

Banac warned once again the fake news peddlers and cybercriminals to stop their
illegal activities online, as they may face imprisonment of one to six months, be fined
from PHP40,000 to PHP200,000, and could also be punished under the Cybercrime
Prevention Act of 2012.

4. LGUs urged to put up mobile markets amid quarantine

To limit the movement of people and ensure social distancing protocols amid the
enhanced community quarantine, the Department of the Interior and Local Government
(DILG) on April 20 urged local government units (LGUs) to deploy mobile markets.

DILG Secretary Eduardo Año also encouraged the use of online marketing and delivery
of goods through different platforms, and setting up of community markets in
subdivisions in coordination with the homeowners' associations to ensure the supply of
food for their constituents.

 
LGUs were also advised to discontinue the imposition of "narrow or limited time period"
on the operations of public and private establishments such as wet markets,
supermarkets, grocery stores, and pharmacies.

The National Commission for Culture and the Arts, through its "Assistance Program for
Cultural Workers Under the State of Calamity" will provide P5,000 of financial aid to
around 800 artists and cultural workers displaced during the period of the enhanced
community quarantine due to the spread of COVID-19 in the country.
8. NCRPO lauds LGUs support in fight vs. Covid-19

The National Capital Region Police Office (NCRPO) recognized the indispensable
support of local government units in the fight against the coronavirus disease
2019 (Covid-19) pandemic.

NCRPO chief, Maj. Gen. Debold Sinas, lauded LGUs for their assistance in terms
of providing facilities for quarantine violators and patient care centers..

"We are very much thankful for the support of our stakeholders and LGUs in our
fight against the unseen. Now, more than ever, their support is indispensable for
us to overcome the hurdles brought out by this pandemic,” Sinas said in a
statement.

With the active support of different LGUs, local city task forces, barangay
officials, volunteers, and other concerned agencies, he said the NCRPO will
continuously go against ECQ violators to prevent the further spread of the Covid-
19 in the region.
