Instrument

The researchers would utilize structured interview to obtain the data needed. A structured
interview is a qualitative research method that aims to confirm that each interview is offered with
exactly the same question in the same order (Trueman, 2015). This will have an open-ended set
of questions. Because of this, it is suitable for the study because the answers can be reliably
collected and comparisons can be made between the answers of the respondents. It will consists
of 8 to 10 items. The construction of the question is based on the statement of the problem of the
study. Questions on the interview was validated by five registered guidance counselors. Since the
questions are aligned with the problem, this will provide the necessary answers for the study's
statement of the problem.

Data Gathering Procedure

For the gathering procedure, the researchers first made a letter of consent to start a pre-
interview outside the school premises. This letter was for the dean, department head and the
adviser. As soon as the consent was signed, the next thing the researchers did was the letter of
consent for the participants specifically the guidance counsellors of secondary public schools in
Laguna. This is to conduct a pre-interview to be able to see the similarities and differences on the
implementation of the existing practices. The researchers then started the pre-interview in the
different secondary public schools in San Pablo City. After the pre-interview, the researchers
consolidated the response of the participants and compared their answers. As a result of the pre-
interview, it is evident that there is a need for the development of a manual focused on the duties
and responsibilities, as well as the limit of their responsibility as guidance counsellors. After
assessing the data gathered, the researchers started creating questions as question bank for the
structured interview. The questions on the structured interview are open-ended questions. The
instrument used was validated by five guidance counsellors around San Pablo City.
