1. Introduction
Good governance is a prerequisite for a country to progress. It provides impetus to run a
country according to the wishes of its masses. It brings rule of laws, merit and equal
opportunities to every citizen. It also creates an environment of better accountability and
transparency. Unfortunately, the state of governance in Pakistan is not encouraging. There is
virtually a governance crisis in the country that has generated many ills like rampant
corruption, fledgling economy
