Bringing higher value to our customers is of utmost importance and our growth largely depends
4 on such initiatives. One such initiative is “Performance Engineering” – primarily being implemented
during the bid stage by EPC Contractors. It is our responsibility to balance various performance
parameters and offer major equipment specifications to recommend most optimum configuration.
6 These recommendations should also involve efficiency parameters vis-à-vis estimated cost. Such
iterative engineering process by our team is expected to bring higher level of benefit to our customers.
In this competitive world it is important to bring down overall EPC cost such that EPC Contractors with
whom we are working are able to secure more jobs.
The fiscal year just completed has been a challenging one. The good part of this challenge is, we took

Updates that matter...
NTPC TO TAKE OVER KANTI, NABINAGAR JV
POWER PLANTS FOR RS 3,000 CRORE
S tate-run power giant NTPC is likely to finalise
the acquisition of entire stake of Bihar State
Power Holding Company Ltd (BSPHC) in its two
JV plants at Nabinagar and Kanti for around
Rs 3,000 crore in a month. The negotiation is
in advanced stages. NTPC will acquire entire
stake of BSPHC, erstwhile Bihar State Electricity
Board (BSEB), in Kanti and Nabinagar plants
for around Rs 3,000 crore in a month. Kanti
Bijlee Utpadan Nigam, (formerly known as
Vaishali Power Generating Company Ltd) was
incorporated on September 6, 2006, with NTPC
contributing 51 per cent of equity. The BSEB
has the remaining equity in the joint venture
which was renamed as Kanti Bijlee Utpadan
Nigam on April 10, 2008. Present equity
holding of NTPC is 64.57 per cent & BSEB is
35.43 per cent. It has 610 MW installed power
generation capacity. Similarly, Nabinagar
project known as Nabinagar Power Generation
Company Pvt Ltd is also a joint venture of the
NTPC and BSEB. The equity participation of the
NTPC and BSEB is 50:50. The plant has 500 MW
installed generation capacity and another 500
MW is under construction. Apart from Bihar,
the company is also eyeing stakes in other
stressed assets and plants owned by the state
utilities. The company is also looking at power
generation units owned by Rajasthan utilities.

PLN PUTS 22,000 MW POWER PLANT
PROJECTS ON HOLD
S tate electricity company PLN has officially
slashed the allocation for new power plants
in its new 10-year business plan by around
22,000 megawatts (MW) to only 56,000 MW
due to sluggish electricity demand throughout
last year. In its previous electricity procurement
business plan (RUPTL) for the 2017-2026
period, PLN envisioned the development of
new power plants with a combined capacity of
around 77,900 MW based on the assumption
that its electricity sales would grow 8.3 percent
annually. In fact, PLN’s electricity sales only
increased by 3.57 percent last year, raising
concerns over the possibility of an oversupply
situation. Therefore, the company has scrapped
the allocation for new plants to only around
56,000 MW in its new RUPTL for the 2018-2027
period based on the assumption that electricity
demand will grow 6.86 percent annually in the
next decade. In the new business plan, PLN
scraps the allocation for coal-fired facilities by
around 5,000 MW, gas-fueled and combined-
cycle plants by 10,000 MW and renewable
projects by 6,600 MW.

POWER SECTOR BUSINESS CHARGED UP ON
BANGLADESH
E ven as the power sector is mired in various issues in
India that threaten the viability of several projects,
neighbouring Bangladesh is emerging as a substantial
opportunity for Indian engineering, procurement and
construction (EPC) companies. The country has embarked
on an ambitious power development programme to
build over 30,000 MW of power generation capacity over
the next decade. Several of the proposed power projects
towards this end — fuelled by gas, coal and nuclear energy
— are under various stages of planning, development and
tendering. Indian contractors are eyeing a slice of this
opportunity. While Reliance Infrastructure in December
2017 won two contracts worth Rs 5,000 crore for a gas-
based power plant and a liquefied natural gas (LNG)
terminal, Larsen & Toubro has just commissioned two gas-
based power projects. However, the opportunity for Indian
companies is limited to the EPC portion of the contracts.
In the power sector especially, where the equipment is
coming in as part of the EPC contract, you cannot beat
the Chinese contractors. If it is a pure civil contract, the
competition is relatively less and you can beat them, and
Indian companies have built their capabilities in this area.
In power sector manufacturing, India is not so competitive
as we do not have big manufacturers of turbines, etc.
Sometimes when contracts are given in packages, such as
for equipment or for purely civil works, it works best for
Indian firms. The likes of World Bank, Asian Development
Bank (ADB) and Japanese International Cooperation
Agency (JICA) are funding big infrastructure creation
programmes in such markets. India also extended a $
4.5-billion line of credit to Bangladesh in October 2017,
offering to develop the country’s infrastructure and social
sector.

THERMAL POWER PROJECTS WITH 65,861 MW

TOTAL CAPACITY FACE 13% COST OVERRUN
T hermal power projects under various stages of
construction across the country are facing cost
escalation of 13 per cent due to delays in implementation.
The total capacity of these projects is pegged at 6, 5861.15
MW. The original cost of these projects was estimated at Rs
4.46 trillion, but due to time overruns, the cost has shot up
to Rs 5.07 trillion. The time overrun for the projects ranges
from four to 78 months. Data by the Central Electricity
Authority (CEA) show that in the central sector, 18 projects
- predominantly the ones being executed by NTPC - are
grappling with a combined time overrun of 519 months.
In the private sector, projects proposed by Lanco Power,
India Power, KVK Nilachal Power, Ind-Barath Power Infra
and others are impacted by cost overruns. Power capacity
addition has been on a downtrend after 2015-16 when
the country added 1,746.1 MW. In the last financial year,
thermal capacity addition slowed to 13,440.5 MW. For
2017-18 too, the country is poised to fall short of its target
of 13,171.5 MW. At the end of December 2017, only 4,765
MW fresh capacity has been added. In thermal power,
performance of central- and state-owned utilities has
been lacklustre. Private power producers have fared better,
inching close to the assigned target for the financial year.
At the end of December 2017, capacity addition in private
thermal power was 2,730 MW, compared to their targeted
figure of 2,940 MW.

A team of four senior members from Nuclear Power
Corporation of India Limited (NPCIL), Mumbai visited
L&T-S&L office on March 23, 2018 with regards to
technical evaluation of an on-going bid. The delegation
was received by L&T-S&L senior management and
respective discipline HODs. L&T-S&L presented its
organization experience and engineering capabilities
including Quality Assurance System. The NPCIL team
also visited the workstations and highly appreciated
engineering capabilities of L&T-S&L.

Mr. Milind Mulay, Divisional Manager – Engineering
(Power Division) from Thermax Limited visited L&T-
S&L on March 23, 2018. The guest was attended
by BD Team members – Mr. Sandeep Kohli and
Mr. Priyadarshi Modak. The meeting was arranged
to interact with Electrical System Study engineering
team. L&T-S&L presented its capability in this area
with expert inputs from Electrical team.
Awareness session on TRIZ
-Harishkumar R
Mr. Harishkumar R has attended the training
program on Triz, which was conducted at CTEA,
Madh island in the month of January. The learning
from the training program was shared by Harish
with his fellow teammates.
TRIZ (Theory of Inventive Problem Solving) is a
Russian methodology tool for problem solving,
creative thinking and forecasting. It is derived from
the study of patterns of numerous inventions in the

 From the very title of the book, I got intrigued to dive into the secrets of
breaking rules, without being punished for it!
“First Break All the Rules” is a good read if you are interested to question
management notions which are considered to be blindly followed. In the book,
the authors Marcus Buckingham and Curt Coffman have set forward a new
philosophy for managers based on the 80,000 interviews they conducted over
a course of 25 years as management consultants for Gallup. The book is replete
with statistics, diagrams, interview excerpts and case studies. The result of
survey is surprisingly different than popular beliefs.
This book attempts to peek into the mind of Great managers, to explain why
they have toppled conventional wisdom and reveal the new truths they have
forged in its place. The authors encourage managers to developed their own
style of management rather than following the Standard Style.

of the questions that are asked and answered in a most convincing manner.
It also debunks the popular notion that all employees should be treated the

If so, then why was the waiter not disturbed? He handled it near to perfec-
tion, without any chaos.

It is not the cockroach, but the inability of those people to handle the dis-
turbance caused by the cockroach that disturbed the ladies.

I realized that, it is not the shouting of my father or my boss or my wife

that disturbs me, but it's my inability to handle the disturbances caused
by their shouting that disturbs me.

Reflections
It's not the traffic jams on the road that disturbs me, but my inability to
handle the disturbance caused by the traffic jam that disturbs me.

More than the problem, it's my reaction to the problem that creates chaos
in my life.
