D
elhi is growing at a fast pace. Rapid
growth, both of planned as well as
unplanned colonies, has taken place
in Delhi in yester years owing to large influx of
population from neighbouring states. This has
resulted into a lot of anonymity which helps
criminals to go undetected after committing
crime. Further, many affluent colonies abut
areas inhabited by underprivileged sections of
society. This along with increasing economic
disparities has had an impact on crime trends
in the city. Social and family structure is
undergoing change. More nuclear families are
coming up with loosened family control over
young adults. Delhi shares its borders with
Uttar Pradesh, Haryana and Rajasthan which
allows easy escape to criminals committing
crime in Delhi. All these factors, contributed
to increasing trend of crime in Delhi in the last
decade or so. However, registration of crime
in Delhi remained largely depressed during
the last two decades. For instance, a total of
64,882 IPC cases were registered in 1998,
whereas the number remained 54,287 in 2012
victims to report the incidents of crime rather
than suffering the plight silently. Thereafter,
women started coming forward and an
unprecedented increase in the registration
of rape and molestation cases was noticed.
As against 327 rape and 279 molestation
cases registered in 2012, 850 rape and 1869
molestation cases were registered during the
first six months of 2013 showing an increase
of 160% and 570% in rape and molestation
cases respectively.
Similarly, truthful registration of crime led
to a substantial increase in general crime also
during 2013 and 2014. The registered IPC
crime figures rose to 80,184 in 2013; 1,55,654
in 2014. The positive trend gathered further
steam during 2015 and the crime figures
rose to 1,82,644. The same is reflected in the
following chart.

Apart from the above, many already existing
initiatives were continued. On women helpline
No. 1091 and 1096, a total of 50,633 calls
were received during the year.
Obnoxious calls and stalking over phone
was another major problem. 487 calls of
stalking were received in CPCR during the
year which were effectively handled. Delhi
Police introduced ‘Himmat’ mobile safety
app for women in order to provide immediate
police assistance in the event of any emergent
situation that may arise anytime, anywhere.
5,465 SOS messages were received from the
public and 18,090 persons registered on the
app. Encouraged with the response to Himmat
app, a Himmat whatsapp group on 8800001091
was also launched subsequently. 23,982
messages were received on this group. 24X7
woman help desks are functioning in all police
stations to attend to women complainants.
31,035 complaints were received at women
help desk in all the police stations in Delhi
during the year.
In view of recurring complaints about eve
teasing, local police and PCR vans continued

their deployment outside girls’ schools and
colleges, particularly at their opening and closing
time. It was emphasized in current year also
that in all public transport vehicles, the name
of the driver and staff along with photographs
and PSV number is displayed and GPS are
installed in DTC/cluster buses. Intensified
action against consumption of alcohol in public
place was continued throughout the year and
8,073 people were arrested for drinking in
public places. It was ensured that discotheques
and night clubs are closed by 01:00 AM. During
special checking at Metro Stations and Railway
Stations, 8,599 persons were challaned for
travelling in woman compartments during
the year 2015. Civic agencies were regularly
informed about poorly lit stretches of roads.
Concerned agencies were also requested to
install CCTV cameras at parking lots, shopping
malls, etc. BPOs were regularly instructed to
ensure that woman employees are not made
to travel alone with the cab driver, and a duly
verified security guard or a male colleague is
invariably present in each cab carrying women
staff during the night hours. BPOs were also
directed to install GPS in their vehicles. Taxi
services were encouraged to employ women
drivers to bring a sense of security among
the working women, particularly during the
night hours. These cabs were equipped with
panic buzzer, IIC button and telephone facility
in addition to Himmat App. First such service
was launched recently for Delhi-NCR region
with 25 women drivers. Woman complainants
were dealt with utmost respect and sympathy.

and investigated in a professional manner.
As expeditious completion of investigation of
rape cases is of paramount importance, all
such cases were closely monitored at the level
of DCP and above. Effort was made to file
charge sheet within twenty days of the arrest
of the accused.
During the year 2015, 1,83,640 girls
were imparted self defence training under
the project ‘Ab Nahin Hai Darna’ as against
17,699 during 2014. 66 gender sensitization
programmes were organized by SPUWAC for
11,130 school boys during the year. Gender
sensitization courses for police personnel
were organized on regular basis. In the year
2015, 26,356 police personnel were trained
in 409 training programmes as against 8,035
police personnel trained during 2014 in 275
such programmes. Security audit of all paying
guest accommodations and hostels for women
and girls was conducted. A total of 416 paying
guest accommodations/ hostels were covered
under this drive.
Regular meetings of Thana level women
safety committees having representatives of
NGOs dealing with women related issues,
RWA, MWA, principals of prestigious colleges/
schools, ex-servicemen, etc. were held by
ACP and SHO of the area to discuss the
issues of women safety. Apart from the above
the Commissioner of Police himself addressed
and interacted with college and school girls on
various open forum to take their feedback and
explain to them the actions taken by police on
women safety. An officer of Special CP rank
regularly holds meeting with the representatives
of women NGOs and other stakeholders for
a regular feedback and necessary follow up
action.
Delhi Police is in the process of conducting
comprehensive sociological study on incidents
of violence against women. Apart from this,
a survey shall also be conducted to assess

the perception of women safety in the city.
Delhi Police is also benefiting from the project
‘Safetipin’, launched by ‘Jago-ri’ a reputed
NGO working in the field of women safety.
Children
As always, tracing the missing children remained
an important priority for Delhi Police. In each
case of a missing child, an FIR was registered
promptly. In 2015, a total of 6,646 kidnapping
cases were registered as against 6,210 cases
in the corresponding period of 2014. All field
units were directed repeatedly to account for
each missing child. It was reiterated to upload
the details of all missing children on ZIPNET
without any delay, and to make all out efforts
to trace the missing child. Crime Branch took
the initiative of screening children at shelter
homes in order to link the missing children with
the cases registered in NCR region. Similarly, a
drive was launched to screen the children living
at railway stations, bus stands, and around
religious places so that they could be linked with
the data of missing children, and accordingly
recovered and handed over to their respective
parents or guardians. It was ensured that the
details of the missing children are uploaded on
www.trackthemissingchild.gov.in.
The Crime Branch also analysed the pattern
of missing children on various parameters
particularly in terms of the areas affected
with this problem, the economic condition of
the family of the missing child etc., and tried
to figure out whether organized gangs are
involved in this crime. The focus area in this
regard was children from three to eight years
of age. Delhi Police also launched ‘Operation
Milap’, with an aim to unite the missing
children with their respective parents. Under
this operation, inspections were conducted at
all the children homes located in Delhi. The
teams matched the records of the children
living there with the available data of the
missing/kidnapped children available with the

police and also interacted with the children to
find out their address etc. After identification,
the teams contacted their parents and restored
them. Many missing children were traced and
united with their families hailing from Delhi as
well as from other states like, Rajasthan, Uttar
Pradesh, Uttarakhand, Bihar, Haryana, West
Bengal, Madhya Pradesh, Assam and even
Nepal. The operation will be continued in 2016
also.
The scheme "Pehchaan", which was
started earlier was continued vigorously.
The photographs of the children from the
underprivileged sections were taken to create
a data bank to be used for identification of a
missing child.
Senior Citizens
Senior citizens form an important part of our
social matrix. However, with the growing
age they become more vulnerable to crime,
especially those who are living alone or
with spouses. Senior Citizen Cell continued
monitoring the distress calls and conducted
random checks on the action taken by the local
police.
Delhi Police also emphasised conducting
of security audit of their residential premises
in a comprehensive manner. The audit
includes advising the senior citizens regarding
installation of basic security equipments,
verification of domestic helps etc. Senior
citizens, who live alone at home for long hours
while their wards go out for work, are also being

registered with Delhi Police. Security audit of
23,397 Senior Citizens was conducted by local
police to enhance their security during 2015.

Senior Citizens registered with Delhi Police
from 2012 to 2015.
Senior Citizens are also contacted
telephonically and through personal visits
by police station staff and by the officials of
Senior Citizens Cell. During this year 2015, a
total of 3,58,407 visits and 2,73,435 telephonic
contacts were made.
Initiatives taken by Delhi Police for
security of North Eastern People
Safety of the North-Eastern (NE) people
residing in Delhi remained an important
priority for Delhi Police. A zero-tolerance
policy was continued for tackling problems
faced by students and other residents from
the community. Monitoring on the calls
received on the helpline number 1093 was
done systematically. Jt. CP/Special Police
Unit for North Eastern Residents (SPUNER)
held regular meeting with representatives and
volunteers of North-East Region nominated
for assisting Delhi Police. 122 volunteers from
the North-Eastern states residing in Delhi
were also short listed under the ‘Yuva Prahari’
scheme for PCR patrolling duty. Besides
this, a proposal for creation of 370 posts of
various ranks for setting up ‘Special Unit for
North-Eastern Citizens’ has also been sent to
Ministry of Home Affairs , Government of India.

COMMUNITY POLICING SCHEMES
Nigehban

were attended to and 11,795 grievances were

crime prevention and monitoring of illegal or
suspicious activities. Delhi Police has been
making extensive use of CCTV cameras
to ensure close supervision, conduct post-
incident analysis, and collect unassailable legal
evidence. However, with the limited resources,
it is almost impossible for the police department

easier, faster and more effective. While these
applications provide a hassle-free experience
to the citizens, they also simplify the internal
procedures of the Delhi Police.
The range of mobile and web applications
devised by Delhi Police has increased
transparency, accountability, accessibility,
and productivity. Technology has bonded the
police with citizens in revolutionary ways,
which will redefine the very concept of policing
in the coming years This is in line with the goal
set by the Hon’ble Prime Minister of India for
SMART policing during DGsP/IGsP conference
in Guwahati for SMART policing.
MV Theft App
Theft of a vehicle not only throws everything
out of gear and causes significant financial
loss, but also results in a lot of hassle and
mental harassment. Earlier, the manual
processes involved reporting the theft,
getting an FIR registered, obtaining the final
police report and claiming insurance were
cumbersome. Further, the huge number of
vehicle theft cases had made surveillance and
linking of stolen vehicles by manual means, a

formidable challenge. It was in this backdrop
that Delhi Police launched the web-based MV
theft application.
Acting within the constraints of the existing
statues, Delhi Police created a unique
online platform that integrates the citizen,
the police and the judiciary. It established
a comprehensive alternative to the existing
manual processes involved in the vehicle-theft
registration and investigation.
To achieve this, unique, technology-led
solutions were devised such as a centralized
e-police station for the entire city and e-court
for each district.
The app provides hassle-free and instant
registration of FIR, and time-bound delivery
of final ‘untraced report’ for speedy insurance
claim. Delhi Police was earlier burdened with
the manual investigation of around 23000
cases of vehicle-theft annually. Now, with the
help of the MV theft app investigating officers
smoothly investigate the cases and provide
NOC to the victim for insurance claim within
a stipulated time. The app also facilitates
automatic linking of stolen vehicles with the
help of updated online vehicle-theft database.

this app. Court module of this application has
also been working proficiently.
Himmat App
‘Himmat’ mobile app worked successfully for
women safety and provided timely support
to women in distress. During the year, 2015,
66,857 number of users downloaded the app.
Character Verification Report (CVR)
The Special Branch of Delhi Police has started
an Online Character Verification portal on 3rd
August 2015. The online portal provides facility
for registration, filing personal details and
documentation to obtain character verification

report simply by pressing of a button from
anywhere, anytime.
One Touch Away App
‘Delhi Police… One Touch Away’ application
has been designed to bring people one step
closer to the department. It makes all police
related apps accessible to the general public
on a single platform. Developed for mobile
platforms, it can also be used by the police
officials to flash text, documents, audio and
video as notifications within the department or
to the public at large. In addition, it provides
details of all police stations across the city. One
can even access all the important helplines and
Delhi Police control rooms through this app.
Traffic App
The Delhi Police Traffic app launched on 8
May 2014 remained very popular among the
people of Delhi. Some new features have
been added in the app during the current year.
‘Traffic sentinel’ is one such scheme in which
citizens can report traffic violations on the app
and win prizes.
Lost Report App
The lost report app launched in 2014 was a
huge success. The popularity of this app can
be gauged from the large number of people

using this app. 19,60,046 reports have been
registered on this platform.
After the launch of this application, a need
was felt to develop a similar application for
uploading the details of ‘found’ articles having
a number or identity to facilitate people for
claiming their lost articles. A web-based
application has been designed for lodging such
reports. Once someone lodges information
through web application, the details of ‘found’
articles so lodged are sent to local police for
confirmation and verification. The purpose of
this app is to facilitate people for submitting
information of any article they find and to link
the same with the database of the lost articles.
Police Clearance Certificate (PCC) App
This year also, a large number of people
benefited from the PCC app which help people
in obtaining PCC timely and in a transparent
manner. 1,65,019 citizens have benefitted
from the online facility of PCC.

Action Against Illicit Arms
Easy availability of illicit arms and ammunition
in Delhi has always remained a cause of
concern. These arms and ammunition are
brought to Delhi from various parts of the
country. This year efforts were made to
connect all backward and forward linkages
and unearth the entire chain of supply, transit
route, mode of trafficking, end users and
source of manufacturing. Delhi Police gave
a severe blow to the illicit fire-arm suppliers
to Delhi, and recovered huge quantities of
illicit fire-arms. During the year, 421 illicit fire-
arms, 5111 ammunition and 253 sharp edged
weapons were recovered. In order to check the
supply of illegal fire-arms, audit of the records
of the licensed fire-arm dealers is also being
conducted.
Counterfeit Currency
Delhi Police launched a drive against fake
Indian currency and associated other agencies
like RBI, Customs department and Intelligence

Station. During the year, FICN worth Rs. 5
crores (approx.) was recovered and 68 cases
registered.
Crime Situation
A total of 1,82,644 IPC cases were registered
during this year. The yardstick for crime per
lakh of population, used worldwide to compare
crime rate, has been taken into account.
Projected total IPC Crime per lakh of population
during this year has remained 1054.30.
(1) Crimogenic factors
Delhi has been developing at a rapid pace.
This rapid urbanization has also led to certain
factors which have a bearing towards the crime
rate in the city. Rapid increase in population,
large scale migration from rural India to the
capital city, huge disparity between the rich
and the poor, led to increase in street crimes
like robbery and snatching.
The factors responsible for crime may be
enumerated as under:
I) socio-economic inequalities,
II) proximity of colonies of the affluent and the
under-privileged,
III) anonymity encouraging deviant behaviour,
IV) loosening social structures and family
control,
V) adverse sex ratio (866 females/
1000 males),

During this year, 9,422 cases of snatching
were reported and 2,246 (23.84%) cases
were solved with the arrest of 3,109 persons.
95.08% of the total arrested criminals were
first time offenders and 53.39% of them were
illiterates or school drop-outs.

(7) Motor Vehicles Thefts
During this year, 31,114 M.V. theft cases
were reported as against 22,219 cases in the
corresponding period of the year 2014. Among
the stolen vehicles, 12,280 were two wheelers,
6,861 cars and 12,045 other vehicles. 1,770
(5.69%) stolen vehicles were recovered and
1,542 auto lifters were arrested this year. The
M.V thefts per lakh of vehicles is 364.79.
Motor Vehicle thefts accounted for around
17.03% of the total IPC cases registered in
Delhi. The acute shortage of parking space
and the general practice of parking the vehicles
on roadside, and unwillingness of a majority of
motor vehicle owners to install anti-auto theft
equipment are major contributing factors to
the incidents of motor vehicle theft.
