Dear Honorable Lagman:

This finds reference to your letter dated July 31, 2008, requesting me to
submit the name of my staff who shall be authorized to officially submit and
transact business with your office pertaining to the list of my projects to be
included for funding under the Department of Public Works and Highways
(DPWH) Infrastructure Fund and the Priority Development Assistance Fund
(PDAF).

As such, please be informed that I hereby authorized my Chief of Staff,

MR. MONICO JOSEPH S. VALENCIA, to officially submit, transact and
represent me on all matters concerning my projects in relation to the above-
foregoing.
