I don't have direct experience for this topic. let me show some idea based my understanding.

The delay from the PDCP layer to the UE is long. this looks like the radio link problem. There
are 4 time HARQ retransmision(MAC layer) and 32 times RLC layer retransmission.(AM
MODE). If the packet is retransmitted many time in the Uu interface, the delay will be long.
You could have a look at the BLER related traffic statistics counter to find out whether there
are this issue.
You also could have a look at the CQI traffic statistics, this shows the downlink signal quality.
if the CQI is low, you may need find out why? it may caused by the interference from
neighbor site and cause the bad quality in the downlink.
