M/s Airports Authority of India has appointed M/s Creative Group for preparing the Detailed Project
Report & conducting the Environment Impact Assessment (EIA) study for the proposed Greenfield
Airport at Holongi, Itanagar, vide agreement no. AAI/Engg./ED-III/360/Consultancy Itanagar/2013-
2014 dated 24-March-2014.
2. BACKGROUND
2.1. Introduction
Arunachal Pradesh is the largest state in the North Eastern Region and does not have any
functional airport at the moment. So far Naharlagun, which is about 15 km from Itanagar, is
connected by helicopter service. The state capital of Itanagar is, therefore, neither connected
to other states by air and nor by rail. For better connectivity and overall development of the
State, the Government of Arunachal Pradesh in 2006 decided to place the state capital i.e.
Itanagar, on the country’s map in respect of airports by constructing a new airport at Itanagar.
It was also proposed to provide all the facilities as per ICAO Standards and other statutory
regulations for operation of ATR type of aircraft in Phase-I of the development and for
subsequent operations of bigger aircraft like A-321 type aircraft in Phase-II, based on the
growth of the air traffic.However, subsequently it was revised to develop the Airport for
operations of A-320 for Phase-I & in the ultimate phase of development, for the 767- type
aircraft.
The project is to be taken through government grant on socio economic consideration and AAI
is the implementing agency.
In 2006-2007, out of the three sites (Nirjuli, Gumto,Imchi and Banderdeva), proposed by Govt.
of Arunachal Pradesh, Banderdeva was shortlisted for construction of Greenfield airport at
Itanagar. The site is located south to NH-52A at a distance of 25Km east of Itanagar, between a
place known as Karsingsa and Forest Range office at Banderdeva. It is purely a hilly terrain.
Detailed Project Report (DPR) was prepared by consultant for the construction of Greenfield
airport for small aircraft A-320 type aircraft in Phase-I. Public Investment Board (PIB) in a
meeting held on 25.3.2009 to consider the proposal of AAI for construction of Itanagar Airport
has observed:
“State Government and AAI may also explore the possibility of locating an alternate site for
Itanagar airport which involves less cutting and filling and has a lower environmental impact.”
However, in the meantime as per the directions of the Hon’ble Union Minister of Civil Aviation
in a meeting on 16.12.2009, DPR was revised to construct the bigger airport, suitable for the
operation of Airbus 321 (180 pax.capacity). The runway length was subsequently increased to
2250 M (7500ft) to include operation of bigger aircraft A-320. The likely completion cost of the
project was then estimated to be Rs.989 crore.
The proposal was further discussed in Pre-PIB meeting held on 29.7.2010 wherein it was
recommended to process the proposal in two stages for Govt.’s approval, to avoid any drastic
variations in the project costs.
STAGE – I Clearance Involved payment of Land Cost i.e. Rs.25.27 Crores to Forest Departmentas
well as deforestation of land by State Government so as to hand over the land to AAI free from
all encumbrances.
STAGE – II Clearance Involved appointment of a consultant for carrying out detailed Engineering
to arrive at a firm up cost of the Project for getting PIB approval.
Accordingly, modifiedPIB Memo. For stage-I clearance was submitted to MoCA on 14.12.2010.
While, the above proposal as per initial site of Banderdeva was being processed for PIB’s
approval, a team of AAI officials visited Arunachal Pradesh in Jan.2011 to explore the suitability
and to study the alternate site near Holongi. Conceptually, the site was found suitable by the
team as it was located in the plane area on the Assam-Arunachal Border and was considered
preferable to earlier site of Banderdeva, because of the topographical/geo-graphical and
operational advantages:
The proposed site is located in village Holongi, Baliajan Tehsil, Papum Pare district, close to
Assam, Arunachal Pradesh borderline. The site lies between Holongi and Kokila water streams
and is approachable by NH 52A.
3.1. Introduction
The state of Arunachal Pradesh, on account of its unrivalled aesthetics and diverse cultural
heritage possesses a great tourism potential. It provides abundant scope for angling, boating,
rafting, trekking and hiking. Rich in wildlife and has a number of wildlife sanctuaries and
national parks with rare animals, birds and plants. Perhaps the highest diversity of mammals in
India is in Arunachal Pradesh (200+ species). The diversity of birds is also very high, 500+ and is
only second to Assam.Hence, better connectivity of the state with other states would result in
overall development, increase the ease of accessibility and promote tourism to the state. Thus,
the Government of Arunachal Pradesh has proposed the construction of a Greenfield airport in
Itanagar.
Five sites namely Nirjuli, Gumto, Imchi, Banderdeva and Holongi were examined for setting up
the airport. Due to hilly terrain, all the sites mentioned except for Holongi were unsuitable from
‘operational angle’. Holongi was considered operationally adequate. The site thus finalized,
Holongi, Itanagar, is located in 15 kms South West direction from Itanagar. It is at Latitude of
26°58’12’’ N and at a Longitude of 93°39’53’’ E. The village name is Holongi, Baliajan Tehsil,
Papum Pare District, in the state of Arunachal Pradesh. The site falls in Survey of India
Toposheet No. 83 E/12, 83 E/16, 83 F/19 and 83 F/13.
Chapter 2 – SITE SELECTION, comprises of the details of the site visit and the arguments related
to selecting a feasible site for the construction of the proposed Greenfield airport, at Itanagar.
It further discusses the reasons why Holongi is a more feasible site than Banderdeva, resulting
in the selection of Holongi as a more suitable site for the proposed construction.
The main objective of the topographical survey is to capture the essential ground features so as
to prepare the Digital Terrain Model and site layout plan showing all the features of ground and
existing structures using the latest technology available.
Chapter 3 – TOPOGRAPHICAL SURVEY provides the detailed topographic survey and contour
plan, leveling survey and a grid map of the surveyed area. It identifies all the obstructions,
service lines, transmission lines, water channels, Nallah/Rivers/Streams,etc.
The soil investigation for this project is aimed at identifying the physical characteristics of the
soil and other materials required for construction purpose and assessment of their availability
in required quality. All the tests have been conducted as per relevant IS codes.
Chapter 4 – SOIL INVESTIGATION provides a detailed study of the soil for the proposed
construction of the Greenfield airport, at Holongi.
Quality construction involves a check on the quality of its materials. For this purpose, visits were
made to areas in and around Holongi.The materials available and its properties are discussed in
succeeding paragraphs.
The Obstruction Survey denotes the location and height of obstacles in conical surface, inner
horizontal surface, approach surface and transitional surface; this includes the calculation of
earth work involved to minimize the height as per permissibility of obstacles in order to have
aeronautical zoning as per ICAO standards.
Chapter 6 – OBSTRUCTION SURVEY provides the location and height of obstacles on site. The
Obstruction Survey plan is provided as Annexure 6.1 in the chapter itself.
Meteorological data of proposed site from the nearest meteorological observatory having
maximum resemblance with proposed site for at least twenty five preceding years has been
arranged for and analyzed & a wind rose diagram has been developed, for deciding orientation
of runway and setting up various parameters of proposed airport.
Chapter 7 – METEOROLOGICAL DATA AND ANALYSIS provides data analysis on Wind, Visibility,
and Temperature, Rainfall and Snowfall and Wind rose diagram collected for Holongi.
The objective objective of the master plan (prepared by AAI) is to provide the basic plan for
facilities which are required at an airport immediately and for future. The Greenfield airport at
Itanagar has been planned for operation of A-320 type aircraft at the initial phase based on the
parameters provided by Airports Authority of India. However, length of the runway shall be kept
for A-320 type aircraft considering future expansion of the project.
Chapter 9 –Terminal Building Design includes the apassenger Terminal Building of 4100 sq.m
(inclusive of airside and city side canopy) isproposed, to accommodate 100 arriving and 100
departing passengers, at a time.
At Holongi, it wasproposed that the total area of 1048.4 Acres will be required for the
development of the proposed project along with rehabilitation. However in initial phase only
948.55 acres shall be proposed for the airport component.
In addition to construction of airport, the project will also include provision for residential
&commercial activities such as AAI colony, hotel and a convention center at the airport.
In the master plan provision of hangar with associated pavement has also been indicated for
future requirement.
Another site 4km in the north east direction of site measuring 99.85 Acres has been earmarked
for the Rehabilitation & Resettlement package of Chakma Refugees.
Chapter 10 – LAND USE PLAN indicates the details of land use for Operational Area, Terminal
Complex, Commercial and Residential area.
The choice of pavement type is based on functional, operational or short and long term
maintenance requirement of each type of pavement. Rigid pavement has been considered
keeping in view the type of structure.
Chapter 11– DESIGN OF AIRPORT PAVEMENTS indicates the methodology and design of
various types of pavement
Hydrological and drainage studies for the Airport project area have been carried out to meet
the following objectives:
To maintain all parts of the runway, taxiways, apron, etc, in a good drainage condition,
thus preventing deterioration, this is caused by surface water infiltration or by ground
water infiltration from the adjoining areas.
Electrical Services include the provision of power supply and substations, internal and external
electrification, Communication systems such as CCTV, PA systems, Conveyor belts, etc.
Lighting for Runway, Taxiway, Apron, etc. The system of air conditioning is a major part of this
service. Communication facilities including VHF-RT, Landlines, fax etc.
The cost estimates are prepared with the objective of giving an indication of capital cost
investment for the construction of Greenfield Airport at Holongi, Itanagar. The estimates of
Terminal Building, Technical Building and Control Tower, Fire Station, Sub-station, Pump
house, DVOR & NDB building, Residential Complex and other Airport Services are prepared on
plinth area rates (PAR) / DSR / Market Rate basis whichever is applicable.
Chapter 14 – COST ESTIMATION, encloses the detailed cost estimates for the proposed
Greenfield airport, Holongi.
A techno Economic feasibility report has been prepared based on the preliminary report
provided by AAI has been carried out to understand the Feasibility of the site for Airport
construction at Holongi.
Chapter 15 –Techno Economic Feasibility Reporthas been prepared in detail highlighting the
essential characteristics of the site and the feasibility to have an airport at Itanagar, being the
capital of Arunachal Pradesh as well as for the development of the area. The effect after the
completion of the airport has been highlighted alongwith the Economic aspects related to the
airport.
Itanagar being the capital city of the largest state of north eastern India; is not well connected
to the rest of the world. For better connectivity and overall development of the state, the
Government of Arunachal Pradesh has decided to construct an airport at Itanagar.Holongi is
the site selected for the construction of the Airport, being a flat terrain site.
Airports are a major part of a country’s infrastructure and foster economic activities by
encouraging international commerce and tourism and generating employment. Construction
of an Airport in Itanagar will result in greater connectivity and tourist inflow.
The Airport has been presently planned for operation of A-320 type aircraft and in the
ultimate phase of development, for the 767 type Aircraft.
Chapter 17 – CONCLUSION, frames the need and the feasibility of the proposed Greenfield
airport at Holongi, Itanagar.
