I’m not sure what CDC guideline enforcement authority exists within the City and State
without an executive order that would apply to all. I defer to the City attorney.
Assuming no local authority exists, an approach could be for me to contact LM’s plant
manager to let him know one of his employees has expressed concern and let him know at a
very high level the points outlined in the original communication. I would not disclose the
source as you would assume.
Another approach would be to have someone from the health department make the call. It
still likely doesn’t have any teeth but would feel more official.

Good morning! I can agree that this is concerning. The recommendations for
private business are the same as the general recommendations.
The city could urge industrial business to comply with the recommendations but
I don’t know that we have any authority to enforce those. At this time, I don’t
believe Governor Burgum or the Mayor have specifically named plans/requests
for manufacturing type businesses.

Hello,
I am at LM Wind Power in
Grand Forks and I am concerned about
our company's indifference to
recommendations made by health
professionals, as well as city and local
governments regarding prevention of
the spread of the COVID-19 virus.
While schools have been required to
send their students home indefinitely;
and bars, restaurants, and other
business have had to temporarily shut
down or alter their business models to
allow for social distancing; our
company leadership has refused to
make any changes to the way we
operate. We are still having large staff
meetings (three times last week, they
held plant meetings with one to two
hundred employees present), and our
cafeterias/office spaces are over-
crowded, making social distancing
impossible. We could (and should) be
taking basic measures like requesting
employees work from home whenever
possible, or staggering lunch breaks to
prevent the cafeterias from becoming
too crowded, but these
concerns/recommendations were
completely ignored when brought up
to our health and safety department.
