JOB SUMMARY
This position manages the operation and maintenance of Queen Anne’s County Sanitary District
to ensure compliance by the District with all applicable state and federal permits and regulations
by performing the following essential functions.
ESSENTIAL FUNCTIONS
Include some or all of the following. Other functions, duties and/or responsibilities may be
assigned periodically. Under the managerial direction of the Director of the Department of
Public Works;
Develops and/or approves the development of procedures related to the operation of the
District’s collection and distribution systems, and treatment plants and processes;
Meets with general public and discusses issues pertaining to sewer and water plans, construction
and maintenance activities and the functions of the Sanitary District;
Supervises operation of the District’s collection and distribution systems, and wastewater and
water treatment plants;
SUPERVISORY RESPONSIBILITIES:
Manages five subordinate supervisors who supervise a total of approximately fifty employees in
the Sanitary District. Is responsible for all the overall direction, coordination, and performance
evaluation of those units.
Carries out supervisory responsibilities in accordance with the County’s policies and applicable
laws. Responsibilities include interviewing and training employees; planning, assigning, and
directing work; evaluating employees performance; rewarding and disciplining employees;
addressing complaints and resolving problems.
LANGUAGE SKILLS:
Thoroughly conversant with the English language. Ability to read, analyze, and interpret
scientific and technical journals, financial reports, and legal documents. Ability to respond to
common inquiries or complaints from customers, regulatory agencies, or members of the
business community. Ability to effectively present information to top management, public
groups, and/or the Queen Anne’s County Commissioners.
MATHEMATICAL SKILLS:
Ability to work with mathematical concepts such as probability and statistical inference, and
fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as
fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to
interpret an extensive variety of technical instructions in mathematical or diagram form and deal
with several abstract and concrete variables

employee frequently is required to sit. The employee is occasionally required to stand; walk; use

balance; and stoop, kneel crouch or crawl.
The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or
move up to 50 pounds. Specific vision abilities required by this job include close vision and
distant vision.
WORKING CONDITIONS
The work environment characteristics described here are representative of those an employee
encounters while performing the essential functions of this job. Reasonable accommodations

Employee is occasionally exposed to water and air borne pathogens, caustic chemicals and
moving mechanical equipment.
The noise level in the work environment is usually moderate, however, may, at times be
characterized as loud.
