Position Description
Department: Utilities
Position Title: Water Plant Operator I
Reports To: Plant Superintendent
Pay Grade: 5
FLSA: Non-exempt
Date: October 1, 2020

Purpose of Position
The purpose of this position is to operate the Water Plant, maintain plant equipment and perform
Superintendent duties in his absence. The work is performed under the direction of the Water Plant
Superintendent.

Essential Duties and Responsibilities


The following duties are normal for this position. These are not to be construed as exclusive or all-
inclusive. Other duties may be required and assigned.
 Checks and logs water temperature, and reads flow meter.
 Tests raw water, treated water, and lake samples, etc.
 Performs preventive maintenance to Water Plant equipment; lubricates moving parts, cleans
and changes filters, changes motor oil, etc.
 Checks and sets chemical feeders and pumps for proper operation.
 Changes chemical feed containers.
 Collects water samples.
 Washes filters.
 Mows and trims grass; removes snow.
 Assists in draining, washing, disinfecting and refilling basins.
 Removes and installs barrels and totes.
 Answers and directs telephone calls.
 Unloads delivered supplies, materials and equipment.
 Removes and cleans filter probes.
 Replaces light bulbs.
 Assists with inventory and ordering supplies.
 Conducts atrazine tests.
 Assists with copper sulfate lake treatment.
 Checks water level in batteries and battery charger for proper operation.
 Installs new equipment.
 Checks safety equipment.
 Answers questions regarding water plant operation.

Additional Tasks and Responsibilities


While the following tasks are necessary for the work of the unit, they are not an essential part of the
purpose of this position and may also be performed by other unit members.
 Prepares monthly charts.
 Performs custodial duties such as cleaning floors and windows, and taking out trash.
 Reads electrical meters.
 Moves pallets. Stores chemicals.
 Cleans laboratory. Arranges tools.
 Performs other duties as directed.

Minimum Education or Experience Required


High school diploma or G.E.D. or Associate’s degree or equivalent; or twelve months to two years
related experience or training; or equivalent combination of education and experience.

Preferred Education or Experience Required


High school diploma or G.E.D or Associate’s degree or equivalent; or two to three years related
experience or training; or equivalent combination of education and experience. Water plant operator
experience. Biology and chemistry background or coursework.

Other Requirements – Certificates/Licensures


 Missouri Class D Certification required within 6 months; Class C Water Certification required
within eighteen months.

Knowledge, Skills, Abilities


 Ability to read and interpret documents such as safety rules, operating and maintenance
instructions, and procedure manuals.
 Ability to work with mathematical concepts such as probability and statistical inference. Ability
to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Ability to interpret basic descriptive statistical reports.
 Ability to solve practical problems and deal with a variety of concrete variables in situations
where only limited standardization exists. Ability to interpret a variety of instructions furnished
in written, oral, diagram, or schedule form.
 Ability to analyze and categorize data and information in order to determine the relationship of
the data with reference to established criteria/standards. Ability to compare, count,
differentiate, measure, assemble, copy and record and transcribe data and information. Ability
to classify, compute and tabulate data.
 Ability to persuade, convince, and/or train others, including the ability to act in a lead worker
capacity. Ability to advise and interpret how to apply policies, procedures and standards to
specific situations.
 Ability to utilize a variety of advisory data and information such as productions reports, lab
results, charts, schedules, activity logs, chemical reports, purchase orders, invoices, blueprints,
diagrams, lab manuals, equipment repair and operating manuals, maps, DNR regulations,
procedures and guidelines.
 Ability to communicate orally and in writing with customers, utility personnel and DNR
personnel.
 Ability to use functional reasoning in performing influence functions such as supervising, leading
and controlling.
 Ability to exercise the judgment, decisiveness and creativity required in situations involving the
evaluation of information against sensory and/or judgmental criteria, as opposed to criteria that
are clearly measurable.
 Ability to operate equipment and machinery requiring monitoring multiple conditions and
making multiple, complex and rapid adjustments, such as trucks, tractor, chemical feed
equipment, mowers, boat, outboard motor, pumps, compressor, diagnostic instruments, valve
wrench, mechanic’s tools, carpenter’s tools, shovel and computer terminal. Ability to repair
complex equipment and machinery.
 Ability to pass drug screening.
 Ability to reliably and predictably carry out duties.

moves up 10 pounds, occasionally will lift and/or move 25 pounds, and will occasionally lift and/or move
up to 50 pounds with assistance. Specific vision abilities required by this job include close vision,
distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

While performing the duties of this job, the employee is occasionally exposed to toxic or caustic
chemicals. The employee is occasionally exposed to moving mechanical parts and fumes or airborne
particles. The employee is occasionally exposed to outside weather conditions; risk of electrical shock,
dampness, direct sunlight, dust, pollen, insect stings, and animals, the noise level in the work
environment is usually loud. Handles multiple chemicals in treating water, cleaning basins, and testing
water quality (gas chlorine, sodium chlorite, alkaline cyanide as examples). This position may work shifts,
weekends, holidays, and nights. 80% of the work for this position is indoors. The stress level associated
with this position is average.
